WELCOME TO SUFE LIBRARY The Library of Shanghai University of Finance and Economics has so long a history that could be traced back to the library of Shanghai Commercial College, which was founded in 1921 and attributed to Southeast University. Since the resumption of Shanghai University of Finance and Economics in 1978 and under the guidance of the basic line of the Chinese Communist Party, our library has achieved a great progress with the rapid development of the university’s educational course. In 1978, a new library with a total area of 3,000 square meters was founded in the campus of North Zhongshan No1.Road and it has become a branch library at present. And in 1988, another new library was built with a total area of over 8,000 square meters in the campus of Guo ding Road. And in 2006, a new library in Wu Chuan campus was completed and open to readers, the modern library has a space over 30,000 square meters and more than 2,000 reading seats, and it is our chief library now. The total collections of our library is composed of its stock of all kinds of resource reaching over 1,995,000, include 1,247,000 books, 2,000 kinds of newly-published newspapers and periodicals both in Chinese and foreign languages and 18TB of digital materials. Our library is formed by Acquisition Department, Cataloguing Department, Circulating Department, Reading Department, Information Consulting Department, Automation Department, Information Center, a branch library and an office. There are 16 reading rooms performing different functions with a seating capacity of over 2,000 seats. Our library opens 90 hours a week. As one of the main constructing items of our university's "211 project", our library has been equipped with computerized management system. So it can be used to administer nearly all the routine programs automatically. Through connecting to the campus LAN, the library’s LAN is able to link up with the China Educational and Research Network (CERNET) and the INTERNET. On the LAN, we have constructed a bibliographic database both in Chinese and foreign languages reflecting characteristics of the library's collection and a information retrieval system. Our library is appointed as one of the deposit libraries of the World Bank's publications. So far it has established four distinctive materials centers including the Research Center of the World Bank's Publications, the Accounting Material Center, the Material Center of Theoretical Economics and Zurich Insurance & Actuarial Reference and Research Center.

■THEME INTERPRETATION Origin With the tremendous social, economic and technology changes and the continuous reform of China's higher education system, it is necessary to re-evaluate the role and status of the libraries throughout the campus environment. How to understand, meet patrons’ requirements and position library services are becoming urgent issues for future libraries. Strategy is designed according to the new mission and vision of the future library. Strategic transformation is realized through library reorganization to reflect new values. The traditional management models are to be transformed into all new operation models to meet the development needs of the future library. In this process, librarians are the most active forces that are directly related to the successfulness of the transformation. Discussion Topic 1: The Necessity of Strategic Transformation, the Core Ideas and the Key Factors In recent years, the development trend focusing on subject services has become consensus in the profession. The ultimate goal of the transformation is to realize the new library values across the campus. Therefore, it is necessary to discuss the great importance of this strategic transformation, identify the differences of this transformation from the previous changes, and investigate the function and effects of libraries in universities from a strategic point of view. Topic 2: Strategies, Models and Assessment of Library Organizational Change Organizational changes are taken by libraries to adapt to external environment changes. But those changes must be realized through the internal structural changes. In the process, it is necessary to analyze the resistance, create the urgency for these changes, and then form the guidelines for periodic vision and core culture of library organizations, which should be carried out through effective communication and assessment. Topic 3: Librarians’ Role Transformation, Path and Career Development No matter what kind of organizational changes to take, the core contents are to replace existing behavior model and working attitude with the new ones. Therefore, it is necessary to find not only an open working atmosphere with psychological job security, reduced resistance to any changes and increased confidence for success, but also to create an environment which allows the library to obtain the new information, new behavioral models, new visions and new directions. In the process, these changes need to be stabilized through a series of policies and regulations so that the changes are successfully implemented and carried out. 1 / 23

■ATTENDEES

Jon E. Cawthorne Jon E. Cawthorne currently serves as the Dean of Libraries at West Virginia University. He started in Morgantown, WV on March 17, 2014 and became responsible for the West Virginia University Press in July, 2014. In 2013, Jon completed his Ph.D. dissertation (Simmons College), Viewing the Future of University Research Libraries through the Perspectives of Scenarios and is working on a guidebook for libraries on the process of scenario planning. Jon serves as co-PI on two national Andrew Mellon Foundation grants to study new library service models (Centers of Excellence) and competencies to support Digital Scholarship. He has consulted on planning using scenarios, creating underrepresented minority internships in research libraries and published articles on diversity, shared leadership and the importance of outreach. Prior to his current position, Jon worked at Florida State University Libraries, Boston College Libraries, San Diego State University Libraries and Detroit Public Library and participated in ARL’s Research Library Leadership Fellows Program, UCLA Senior Fellows and the Frye Leadership Institute. He holds a B.A. in English and Radio Communication from Evergreen State College and M.L.S. from the University of Maryland at College Park.

Jin CHEN Jin Chen is the Director of the library at Shanghai Jiao Tong University, professor and doctoral supervisor. He is serving as the convenor of the Working Group on Innovative Service of the Working Committee of Academic Library & Information under the Ministry of Education of China, the Vice President of Shanghai Library Society and Shanghai Library Association and the Secretary-General of the Working Committee of Shanghai Academic Library & Information. He was a senior visiting scholar at the University of Iowa and is a guest professor at Tokyo Institute of Technology. Prof. Chen was awarded with a first prize of the National Science and Technology Progress Award and a second prize of the Natural Science Award of the Ministry of Education. And at present he is also the Standing Director of China Vibration Engineering Committee and the Secretary-General of Fault Diagnosis Association.

馆长论坛会务手册 ALDF 2014 Manual Sihe CHEN Sihe Chen is the Director of the Library at Fudan University, professor and doctoral supervisor. He is a member of the Working Committee of Academic Library & Information under the Ministry of Education of China, the Vice president of Shanghai Writers Association, and the Editor-in-chief of Shanghai Literature. He is also the Vice President of China Association of literature and Art Theory, China Association of Modern Literature and China Association of Contemporary Literature. Rachel CHENG Rachel CHENG is the Chief Information Officer and the University Librarian at Lingnan University in Hong Kong. Prior to her current appointment, she spent most of her professional life in the United States. She was the University Librarian at Eastern Michigan University for 9 years. Before that, she worked in several positions at Wesleyan University Library in Connecticut, ultimately serving as the Associate University Librarian. Before joining Wesleyan University, Rachel was the Computer/Media Specialist at the University of Connecticut Law Library. Kathryn Crowe Kathryn Crowe is Associate Dean for Public Services at the University Libraries at the University of North Carolina at Greensboro. She has overall responsibility for developing and planning services for Research and Instructional Services, Access Services, the Digital Media Commons and the Music Library. She also coordinates assessment for the Libraries. Kathryn publishes and presents internationally, nationally and regionally on library assessment, information literacy, learning spaces and library services. She has chaired committees in the American Library Association and the North Carolina Library Association. She is an editor for the Journal of Learning Spaces. Kathryn has a BA in History from Randolph-Macon College, the MLS from Indiana University and the MA in History from the University of Georgia. Shuhai CONG Shuhai Cong is the Secretary of the Party Committee at Shanghai University of Finance and Economics (SUFE), a Ph.D in Economics, professor and doctoral supervisor in Public Finance. He is also a member of the Economics Division of the Social Science Committee of the Ministry of Education, a member of the Applied Economics Panel of the Academic Degrees Committee of the State Council, the Standing Director of China Public Finance Association, the Vice President of Shanghai Municipal Public Finance Association, and the Standing Director of China Social Insurance Association.

馆长论坛会务手册 ALDF 2014 Manual Qian Du Qian Du is the Director of the library in China Europe International Business School (CEIBS), the then Assistant and Deputy Director of the library at Shanghai Jiao Tong University. He took part in the development of the National 863 Plan on Artificial Intelligence System, and initiated and worked on the resource-sharing platform construction in Shanghai library society. He also played an active role in turning the library become the first member institute in Mainland China accepted by the OCLC during his tenure from 1995-2001 as the Dean of the Information Department of the CEIBS.

Della Dubbe Della Dubbe is the Director of Library Services at Helena College – University of Montana. Helena College is a two-year college affiliated with the University of Montana – Missoula, Montana Tech, and the University of Montana – Western. Della has worked in various sizes and types of libraries over her 30 year career, eight of those years as librarian and director in an academic library. She served as President of the Montana Library Association, and sat on the board of the Pacific Northwest Library Association as a representative for Montana. She is also a long-standing member of the American Library Association. She holds a BA from Ohio Wesleyan University and a MLIS from the University of South Carolina.

Shaodong FEI Shaodong Fei is a librarian of Shandong University of Finance and Economics.

Lihong GAO Lihong Gao is the Director of the library at Zhongnan University of Economics and Law, professor and doctorial supervisor. She is also the Vice President of China Environmental Law Association.

馆长论坛会务手册 ALDF 2014 Manual Gerhard Goris Gerhard Goris is director of strategy and institutional affairs at the Library of the Erasmus University Rotterdam, The Netherlands. He is responsible for the relations between the library and the faculties and graduate schools on education and research policies. Outside the university he is liaison between the library and external institutions such as the Royal Netherlands Academy of Sciences, research institutions and funding agencies. Together with research groups he designs projects on Research Data Management and Research Assessments. Since this year he is conducting a project called Relevance and Impact of Research: Towards Evidence Informed Research Policies.

Zhiping HAN Zhiping Han is the Director of Central University of Finance and Economics. His research interests include the management of academic libraries, new services and ideas against in the on-line information environment.

Min HU Min Hu is the senior manager in China Europe International Business School (CEIBS).

Qi JIANG Qi Jiang is the Director at Shanghai Lixin University of Commerce, professor, and research librarian. His research mainly focuses on information retrieval and users modeling, and published more than 10 articles including the Feasibility of User Modeling and Discourse on Subject-oriented Information Service in Academic Libraries.

Yanbo JIANG Yanbo Jiang is the Director of the library at Jiangxi University of Finance and Economics, professor (since 2002), doctoral supervisor of the Law School, and the President of China Association of Economic Law. He has been devoted to the teaching and research in Economic Law with competitive law being his main focus and enjoys respect in this field of study at home.

Xiaoming JIN Xiaoming Jin is the Standing Deputy Secretary-General of Shanghai Library Society, and the Standing Deputy Editor-in-Chief of the Journal of the Library.

Melissa Just Melissa Just is the Associate University Librarian for Research & Instructional Services at the Rutgers University Libraries. She oversees the public services functions, faculty & staff, and users spaces of the Libraries’ New Brunswick campus, and guides the policies for public services across the Rutgers Libraries system. Her unit of 112 faculty and staff are currently undergoing an organizational restructuring process to more closely align the public services’ organization and function with the user needs. Melissa is also co-chairing the Rutgers University Libraries’ master space planning process, a participatory design process designed to reimagine the use and allocation of spaces across the 22 libraries, centers and reading rooms. Prior to her current position, Melissa held positions of increasing responsibility in academic health sciences libraries. She is currently an Association of Research Libraries (ARL) Leadership Fellow.She holds a Master’s Degree of Library & Information Science (MLIS) from the University of Texas-Austin, and an Educational Doctorate (EdD) with a concentration in Learning & Instruction from the University of Southern California.

馆长论坛会务手册 ALDF 2014 Manual Haipeng LI Haipeng Li is University Librarian at the Hong Kong Baptist University, leading the university libraries in strategic planning, developing new initiatives and repurposing the library organization, among many other responsibilities to support the mission of the University. Prior to the current position, he had worked in American academic libraries for over 25 years. He served as Associate Director and Acting Head of Access Services at the John Cotton Dana Library at Rutgers University, Newark, New Jersey. He is currently serving as councilor of American Library Association International Relations Round Table, served as President of the Chinese American Librarians Association (2006-2007) and has been Executive Director of CALA (2008-2013). He has been active in promoting collaboration and exchange between libraries in China and the U.S. He was chair of The Joint University Librarians Advisory Committee in Hong Kong (2012-2013) and is president of Hong Kong Library Association since 2012. Xiaoye LI Xiaoye Li is the Director of the library at Shanghai University of Finance and Economic, Ph.D and Professor of the School of Humanities. His research interests include the literature and culture in the Pre-Qin period. He is currently serving as a member of China Academic Library & Information Association and is the Vice Director of the Advisory Committee of Academic Library & Information under the Ministry of Education of China and the Working Committee of Shanghai Academic Libraries.

Ye LI Ye Li is the Director of the library at Shanghai Finance University.

Haoming LIN Haoming Lin is the Vice Director of the library at Shanghai Jiao Tong University (SJTU) and the Standing Deputy Secretary-General of Shanghai Academic Library Association. He has worked closely on the construction of Bao Zhaolong Library at SJTO since 1983, and long been devoted to library administration and the development of digital resources. He is also playing an active role in introducing electronic resources from abroad and resource-sharing.

馆长论坛会务手册 ALDF 2014 Manual Lanjuan LIU Lanjuan liu is the Vice President of Shanghai University of Finance and Economics (SUFE), a member of the Standing Party Committee of SUFE, Ph.D, professor and doctoral supervisor. She has been presented many prestigious awards and honors, among which are the first prize for Shanghai Excellence in Teaching Award, the first prize for SUFE Excellent Textbook, Excellent Teaching Staff Award sponsored by Shenyin & Wanguo Securities, Excellent Teaching Staff Award of Baosteal Education Fund, Outstanding Female Teaching Staff in Shanghai, and Shanghai Woman Pace-setter.

Wei LIU Wei Liu is the office director of Guangdong University of Foreign Studies Library.

Xian LIU Xian Liu is an editor of Library Journal.

Fuqiang NIE Fuqiang Nie is the Director of the library at Southwestern University of Finance and Economics and his research mainly concerns financial statistics and analysis and macro economics. His has contributed more than 20 articles in various academic journals such as the Journal of Financial Research, Statistical Research, Finance and Trade Research, some of which have been widely cited. He has also authored 6 monographs, led more than 10 national and regional studies and won 3 National Statistical Science Awards, 3 Sichuan Philosophy and Social Science Awards and 3 Liu Baishi Scholarships for his excellence in research.

馆长论坛会务手册 ALDF 2014 Manual Jing PAN Jing Pan is the Director of the library at Shanghai Customs College, professor and third-degree Customs Supervisor. Her research interests include ancient Chinese thoughts, aesthetics, culture and the like. She has published more than 30 articles in core academic journals; some of her works have been included by authoritative periodicals such as Periodical Literature Reprints by Remin University of China, Xinhua Digest and the like. Apart from that, she also led 1 sub-project of a national key social science project and one innovation project sponsored by Shanghai Municipal Education Committee. Jianghang QIN Jianghang Qin is the Director of the library of Nanjing University of Finance and Economics, Ph.D, and associate professor in software engineering. He used to be a member of the Advisory Committee of Computer Literacy in Higher Education under Jiangsu Education Office and is currently serving as the President of Jiangsu Library Association, the Deputy Director of Professional Committee of Modern Technology under Jiangsu Academic Library & Information Association, and a member of the Internet Committee of Jiangsu Electronics Society. He is mainly in charge of the intelligent process of information on the internet and has led 2 projects sponsored by the provincial government. He has also published 3 textbooks (including those coauthored with others) and more than 10 articles in the Journal of the China Society for Scientific and Technical Information, New Technology on Library and Information Service. Xiaohong QIU Xiaohong Qiu is the Director of the library at the University of International Business and Economics and associate research librarian. He is a member of the Coordinating Council on Libraries and References of the Finance and Economics Section under China Association of Higher Education. He took part in the compilation of Library Management Theories and Practices. He has published several articles on academic journals and led various projects as well.

Jun RONG Jun Rong is the deputy director of International Exchange & Cooperation Office of Shanghai University of Finance and Economics.

馆长论坛会务手册 ALDF 2014 Manual Michael Schulz Michael Schulz has been the director of the Carson Library of the University of Montana Western since 1989. His research interests include information literacy, learning commons, educational technology and rural and K-12 librarianship. He has working experiences in all types of libraries during his career including school, public, academic and special libraries in both Montana and California. He has also held library positions overseas at a university in London called Huron University UK and on a university ship called Semester at Sea. Jinhua SHEN Jinhua Shen is the Director of the library at Tongji University (TJU), research librarian, and professor in Informatics in the School of Economics and Management at TJU. She also serves as the Director of Tongji Institute of Scientific and Technological Information. Other positions she is currently holding include a member of China Academic Library & Information Committee, the Standing Director of Shanghai Library Society, the President of Shanghai Society for Scientific and Technological Information, and she also sits on the board of ICONDA (International Construction Database). Chengxiu TANG Chengxiu Tang is the Director of the library at Tianjing University of Finance and Economics, research Librarian and professr. She is also serving as a member of the Advisory Committee on Academic Library & Information under the Ministry of Education, the Library Statistics & Evaluation Panel of China Library Association and the Committee on Reading Promotion for College Students under China Library Association, the Standing Director of Tianjin Library Association (TLA) and the Deputy Director of the Academic Committee of TLA. Her main focus of research is the management of modern libraries, reading promotion, the development of characteristic database and the education of library science. At present, she is leading a national social science project titled Study on the Library Organizational Culture in view of Managerial Communication.

Ying TAO Ying Tao is the Director of the library at Harbin University of Commerce. Her main focus of research is the library administration and subject-oriented service. She has published various articles and undertaken projects financed by the provincial government and Social Science fund. Since her tenure in 2003, she has been striving to further the reform on academic libraries.

Fei WANG Fei Wang is the Associate Director, China Client Relationship of Srandard & Poor’s.

Qiang WANG Qiang Wang is an associate professor of the School of International Business Administration at Shanghai University of Finance and Economics. She teaches Organizational Behavior, Management, and Project Management and her main focus of research is organization theory, international business administration, industrial structure and behavioral science.

Qun WANG Qun Wang is the Director of the library at Shanghai University of International Business of Economics and research librarian. Her research interests include library administration and the development of digital library. She has published more than 10 articles in core academic journals such as Library and Information Service and Library Journal. The projects she led and worked on include 1 CALIS project on characteristic database, 1 on role model library, 2 of National 085 Project, and the projects he took actively part in are as follows: 1 social science project funded by Shanghai Municipal Education Committee, 1 by Shanghai Association of Higher Education, and 1 by the Party Committee of Shanghai Science and Education. She is now working on a project funded by Shanghai Academy of Educational Science.

Yan WANG Yan Wang is the Director of the library at Dongbei University of Finance and Economics.

Xuebo WEI Xuebo Wei is the Director of the library and professor at Shandong University of Finance and Economics.

Jianzhong WU Jianzhong Wu is the Director of Shanghai Library and Shanghai Institute of Scientific and Technical Intelligence, the Standing Committee member of the 11th Shanghai Political Consultative Conference. The other titles he is holding include: the President of Shanghai Library Association, the Vice President of China Library Association, the President of Shanghai Library Society, a member on the editorial board of Libri, Library Management and the Japanese Journal Life-long Education and Libraries. He was also a member of the International Federation of Library Associations and Institutions (IFLA) for two sessions from 2001 to 2003 and from 2003 to 2005, a member of the Publishing Committee and the Professional Committee of IFLA from 2001 to 2003 and provided consultation on theme development at the 2010 Shanghai World Expo.

Fangfei WU Fangfei Wu is the Director of the library at Guangdong University of Foreign Studies, professor, the Vice Chairman of Guangdong Academic Library & Information Association, and the Deputy Director of Guangdong Informatics Association of Social Science. His research mainly revolves around cultural construction and function expansion of libraries against the backdrop of a post-modern culture and cuttingedge technologies. He has authored 4 monographs including Modernization Revisited , and received many awards at the provincial and ministerial levels for his academic contribution.

Guiju XU Guiju Xu is an editor of Library Journal.

馆长论坛会务手册 ALDF 2014 Manual Longbing XU Longbing Xu is the Director of the Research Department at Shanghai University of Finance and Economics (SUFE), professor and Ph.D supervisor in the School of Finance. He is one of first group of Chair Professors and Chief Experts of the Innovation Team nominated by SUFE.

Haixian YU Haixian Yu is the Secretary-General of the Party Branch of the library at East China Normal University and research librarian. He is a member of the Advisory Committee of Academic Library & Information under the Ministry of Education and the Professional Committee on Resource Development and Sharing under China Library Association, the Standing Director of Shanghai Library Society and the Deputy Director of Shanghai Academic Library Association.

Yue ZHAO Yue Zhao, professor, is the Director of the library at Yunnan University of Finance and Economics (YUFE), the Director of Yunnan Finance Institute, and industry researcher at China National Conditions and Strength Studies. He is also serving as the Secretary-General of Alumni Association at YUFE and the Chief of the Financing Institute at YUFE.

Shali ZHANG Shali Zhang is Dean of Maureen and Mike Mansfield Library at the University of Montana since 2012. As the library dean, she is able to help strategically plan library services, programs, and initiatives aligning with the university’s vision, mission, core values, and strategic directions. For instance, the University of Montana’s strategic Plan, UM 2020: Building a University for the Global Century, focuses on student success, education for global century, discovery and research, learning environment, and planning-assessment. She has actively served on the American Library Association (ALA), chaired the ALA’s International Relations Committee in 2010 – 2012 for two terms, chaired ALA’s International Relations Round Table (2009 – 2010); chaired Chinese American Librarians Association (2008 – 2009), and elected to the ALA Council, the governing body of ALA (2004-2007). She has also been a member on the IFLA Standing Section Committee on Acquisitions & Collection Development since 2007. 17 / 23


馆长论坛会务手册 ALDF 2014 Manual Shoukai ZHANG Shoukai Zhang is the Director of the library at Zhejiang University of Finance and Economics (Since 2006), the Secretary-General of the Professional Committee on Library and Reference Materials of the China Society for Research on Higher Education in Public Finance, and professor in Economics. His research interest lies in public finance theory and management, and has published more than 30 articles on journals such as Finance and Trade Economics, Public Finance Research.

Zhijun ZHANG Zhijun Zhang is the Vice President of Harbin University of Commerce, responsible for general affairs and support for teaching, University President Office, the university library, and the Center for Network and Education Technologies. He is also serving as a deputy to the People’s Congress in Songbei District of Harbin, a member of the Presidium of Heilongjiang Writers Association and a Heilongjiang based contract writer. His focus in research is editorial theories and has published the 3rd issue of the 4th volume of the Legacy of the Chinese Language (Zhonghua Chuanshi Yuhai) apart from 30 academic articles. His fictions include Itch (the only recipient in fiction at the 6th Heilongjiang Culture and Art Award) and Tiger Skin (Banbo), along with many other well acclaimed works that have been published and widely anthologized in literature journals such as Selected Novels, Novels Monthly, the Best Fictions of the Year and the Selected Fictions of the Year.

Deming ZHOU Deming Zhou is the Deputy Director of Shanghai Library and Shanghai Institute of Scientific and Technical Intelligence, the President of Shanghai Library Society, a member of the Research Committee of Library Law & Intellectual Property Law of the China Library Association, a Standing Committee Member of the Newspapers Section of the IFLA, and the 15th People’s Congress of Xuhui District of Shanghai. He has authored The Introduction to Intellectual Property Law, co-authored The Introduction to Digital Library and published other 10 articles on intellectual property.
