Isle of Wight is governed by the Board of Supervisors, an elected body of five members representing each of the county’s five election districts. The board determines all policies and ordinances that govern the county. Board members serve a four-year term. Citizens are encouraged to attend meetings of the Board

2016 Isle of Wight Handbook of Supervisors, which are generally held on the third Thursday of each month at 5 p.m. in the Board Room at the Isle of Wight Courthouse Complex. Citizens are invited to speak during the Citizen Comments section of each regular board meeting, and regular public hearings on particular topics are held at 7 p.m. during the regular meetings. Special meetings are held when needed. The agenda for regular meetings and public hearings is published five days in advance of board meetings and is available for review in the County Administrator’s Office. The minutes from board meetings

are also available for review approximately 30 days after each meeting. You may also review minutes and agendas online at www.co.isle-of-wight. va.us.

Farmers markets a boon to IW

You can get your fill of fresh produce, locally raised meats and much more in Smithfield. With few exceptions, Smithfield Farmers Market is open from 9 a.m. to noon every Saturday between March 19 and Oct. 29 in the parking lot of the Bank of Southside Virginia, 115 Main St. Cheryl Ketchum, the county tourism department’s market manager, says she tries to have at least 65 vendors, all with locally-grown foods raised within 100 miles of Smithfield. Farm produce receives top priority, Ketchum said. Then she fills in gaps and diversifies with vendors who make quality, handcrafted items, such as unique jewelry, crafts, food items and skin-care products. Several hundred will typically attend the market on a routine weekend, Ketchum said. Smithfield’s markets tend to draw from beyond the immediate area, Ketchum said. Often, she meets people from as far as Richmond and Virginia Beach with plans to make it an all-day trip to small-town Smithfield.

“It’s people who are looking for a nearby getaway,” she said. With the growth in northern Isle of Wight in recent years, Carrollton has its own midweek farmers markets from 3 to 6 p.m. Wednesdays between June 15 and Aug. 31. Usually, 10 to 15 vendors focusing specifically on fresh produce participate in the parking lot of Old Point National Bank. Going into their second season, the Vintage Markets — held once every spring and fall — play on both the public’s love of antiques and repurposing. “Millennials, in particular, are really into repurposed vintage items and industrial antiques,” said Ketchum. “Repurposing is good for the environment… and for millennials trying to furnish houses, it allows them to buy something nostalgic, unique and less expensive than a furniture store.” The vintage shows feature a little of everything, with the only rule being that it should be “repurposed.” Almost anything goes, including pallet art, old table linens, painted chairs and coffee tables from the 1970s, and small antiques

dating back to the 1970s. Both vintage markets drew roughly 7,000 people each, Ketchum said. The next Vintage Market is 9 a.m. to 2 p.m. Oct. 8. “I’m still stunned by that turnout,” she added. “Maybe because it’s a lot of free activities for the family.” Several times a year, particularly around holidays, Ketchum arranges specialty

markets. This year, Smithfield will have a fall festival market on Oct. 29, Thanksgiving market on Nov. 19 and a Christmas market on Dec. 3. The annual Christmas Evening Market will be held Dec. 10, from 3 to 9 p.m. The downtown location is one key to the market’s success, said vendor Jake Browder. That covers the locals who

want to come and socialize and the tourists who happen to stumble upon it while visiting historic Smithfield, he said. For vendors, the location is a good cross between urban and rural, he added. “We also have good leadership behind the scene. Cheryl is creative and willing to take risks,” he said.

Nine builders have committed to participate in the Peninsula Housing & Builders Association’s Parade of Homes, set for Founders Pointe in Carrollton in October. The Builders’ Lot Draw was held earlier this year at the Founders Pointe Residents’ Club, where contractors selected lots on the new lakefront culde-sac. The event will run from Oct. 6-16, with the possibility of adding the weekend of Oct. 21-23. Participating builders include ABT Custom Homes, Birdsong Builders, Crocker & Foster Custom Homes, Edgerton Contracting, Garnett Construction, Hohmann Builders, Ore Builders, Sasser Construction and Saybrook Homes. East West Partners, a

Hampton Roads developer, started the luxury waterfront Founders Pointe community 10 years ago. Today, more than 200 families call it home. Founders Pointe has twice been selected “Community of the Year” by Peninsula Housing & Builders Association and was the host of the Tidewater Builders Association Homearama in the spring of 2010. A slice of

WILLIAMS STAFF WRITER Unbeknownst to many, the Carrollton Nike Missile Battery — now Nike Park, home of the Isle of Wight Parks and Recreation Department — played a pivotal role in protecting Hampton Roads’ military installations during the Cold War. “When the Russians exploded their first atomic bomb inside their own country in August 1949, it was a wake-up call for America,” said Isle of Wight historian Albert Burckard. “For years, we had had a monopoly on everything … but all that changed when they got the bomb.” Fear of Soviet bombings sparked the United States to create a network of 200 surface-to-air missile systems around major cities and military installations in the United States. Eight of those facilities in Hampton Roads, including at Nike Park in Carrollton and what is now Bennett’s Creek Park in Suffolk, were operational by 1954. According to Burckard, the Carrollton Nike Missile Battery had two areas — a launch site and a control site — connected by an underground cable system that allowed troops to communicate with one another. If Norfolk had sent word of an impending attack, troops at the eight Nike bases around Hampton Roads would have manned their stations to

deploy 32 20-foot surface-toair missiles to intercept them, Burkhardt said. Once the missiles had been deployed, a radar system at Jones Creek would have guided them to their targets. The Carrollton Nike Missile Battery operated from 1954 to 1961; it closed after the government upgraded its missile system to include nuclear warheads. The military used the facility for a few more years, and then eventually deeded the property over to Isle of Wight County. But those who are looking for the Nike Park’s military history can still find evidence of it, said Burckard. The county has signs up, and he gives a guided walking tour once a month. At Nike Park, all the original buildings — from the mess halls and exchange to private residences that once served as military housing — still stand. The magazine site is still recognizable, with a surface concrete pad, blast deflectors and raised areas near the elevator doors still in place. Several years ago, when the county talked about razing the old buildings to build a new parks and recreation facility, Burckard fought against it. “This is a historic gem, and the original buildings make this one of the best preserved sites in the world,” he said. “If the visual, hands-on structures are gone, people will forget about its historical value.”

‘Southern Bubbly’ in Smithfield

Most teenagers want a car for their 16th birthday. When Natasha Huff, owner of Smithfield Winery, hit that milestone birthday, she remembers asking for — and receiving — a riddling rack. A riddling rack is crucial in the process of making sparkling wine, allowing bottles to be hand-turned, inclined and stored at specific angles to create texture. “I’ve been making and experimenting with wine for 15 years,” said Huff, a 2011 Sweet Briar College graduate with an engineering degree. “I love the whole process. It’s my passion.” In 2012, Huff studied viticulture and enology — grape horticulture and winemaking respectively — at the University of CaliforniaDavis. In January, after four years of planning, planting and preparing, Huff opened the Smithfield Winery. The small winery and tasting room at 121 N. Church St., in downtown Smithfield, is charmingly rustic and specializes in sparkling wines that Huff calls “Southern Bubbly.”

All five of her sparkling wines, which range from white to red, are made in the onsite production area and from grapes produced locally. Three years ago, Huff leased five acres of land at Windsor Castle Park from the town and put in a small vineyard. She’s expecting her vineyard to produce 10 or 11 tons of grapes this fall — three white and nine red varieties. She will also continue to buy other grapes — last year, 20 tons — from another Smithfield vineyard. When the grapes are ready, usually between August and October, it's all-hands-ondeck for her family, Huff said, “When the grapes are ready, there is only a small window of time to get them in, and there’s no wiggle room,” Huff said, adding that she often spends nights in the building during harvest season. “We don’t outsource anything; we do it all here,” she said. “I’m very hands-on, and I love to get my hands dirty, drive the tractor and work on things myself. I’m trying to delegate more. We use every part of the grape. Anything left is taken back out into the fields and composted around the vines.”

Sparking wines go through two fermentations, the second of which is the laborious, timeintensive process of handriddling or turning that makes it bubbly, Huff said. “I could cut the process short, but I love the challenge of the second fermentation, of

making it soft and bubbly,” she said. For now, Smithfield Winery is open from 1 to 6 p.m. Fridays, noon to 6 p.m. Saturdays and 1 to 4 p.m. Sundays. But that’s likely to change soon. The winery has bought the adjacent building, and is

adding a 200-seat ballroom venue, more production space and expanding the tasting room. “The support we have had from Smithfield has been amazing,” Huff said. “I love it and I think customers enjoy the experience.”

It was at that time Captain John Smith first came to an area just north of present-day Smithfield to trade beads for 30 bushels of corn. The town of Smithfield grew up around the Pagan River, a tributary to the James River, and was incorporated in 1752 by Arthur Smith IV. Smithfield is a charming town with a revitalized downtown full of 18th- and 19th-century architecture. Across the nation and the world, the town is known for its ham products. It is said that Queen Victoria loved Smithfield ham so much that she had one sent over to England once a week during her reign. Carrollton, the heart of one of Isle of Wight County’s targeted growth districts, has seen a surge of small businesses opening in recent months. More than seven new businesses have opened so far this year in the Newport Development District, said Tom Elder, the county’s director of economic development. The Newport District includes most of U.S. Route 17 through Carrollton, Brewers Neck Boulevard and U.S. Route 10, between Tan Road and the town of Smithfield. 7-Eleven has a store under construction near Eagle Harbor and Rite Aid has filed site plans to build a new store at Smith’s Neck Road and Route 17, Elder said. Developers are building Carrollton Manor, a subdivision of 43 single-family homes off Route 17, now. Benn’s Grant, a mixed-use development of retail, 240 apartments and 280 single-family homes that has been in the works for years, is finally under construction. “We have a lot of growth

coming this way,” Elder said. “Eagle Harbor is largely completed, and new apartments are under construction. “It’s a busy corridor … with a tremendous traffic count — 24,000 vehicles a day. Residential rooftops drive retail development … so we hope to see more retail and medical offices in the future.” Among the new businesses to have opened in Carrollton this year are: 4GameShop, a video game store, located in Carrollton Cove Shoppes, 15042 Carrollton Blvd.; 4Healing Hands Home Health Care, an agency catering to the needs of the elderly, mentally and physically challenged, also located in Carrollton Cove Shoppes; 4Little Black Dress, located at 5137 Carrollton Blvd., a consignment shop specializing in wedding gowns and prom attire; 4A Verizon Wireless Store mobile phone store located at 13440 Carrollton Blvd.; 4Stateline Realty, located in the Kantsios Building at 15221 Carrollton Blvd.; 4Amanda Rachael

“We are starting small and will expand as business grows. We’re just trying to get our name and presence out here now.” Brenda Benn, owner of Healing Hands, recently moved her business from Newport News to Carrollton. “Carrollton is a growing area … and so many homes and businesses are being built here right now,” she said. “I feel really good about the potential growth in this area, and I wanted to be part of it.”

Elder hopes the county can attract more retailers to the thriving Carrollton area within the next five years, including an upscale grocer and a sporting goods store, along with more medical offices. “The key to generating that retail growth is going to be attracting more daytime employment opportunities, such as medical offices, to the area,” he added.
