Rainbow of Love helps parents and children The time could not be any more important than now to get the message out about Rainbow of Love. Just recently, New York made it legal in that state to abort a baby right up until the moment of birth. Here in Texas we have a much higher regard for the sanctity of life, and organizations like Rainbow of Love make it easier for children to have supportive parents and loving homes. Debbie Richards founded the organization in 2002 to help mothers who simply could not afford to care for their infants and toddlers. Two years later Rainbow of Love was certified as a licensed adoption agency. Their focus is to help people become better at the job of parenting as well as assuring that infants and children have great parents and loving homes to grow up in. The organization offers classes and services to help parents and prospective parents better understand the challenges of raising a child. They offer parenting classes and classes and services for adoptions as well as mothers facing an unplanned pregnancy. There are counseling services available, volunteer opportunities, and first aid classes. Adoption orientation classes are available for people considering adoption.
Although adoptions are central to what the organization does, Rainbow of Love is known for so much more. They collect donations of new items for babies, including car seats, strollers, cribs and the like and give them to mothers who otherwise could not afford them. They help the mothers with urgent needs like rent assistance, diapers and some basic counseling. As an adoption agency, they provide services for the birth mother and the adoptive parents. Richards became motivated to do something when, as an employee of Child Protective Services, she saw numerous mothers living in poverty struggling to care for their babies. As she said, poverty is not a crime. Yet too often the system fails and the mothers and the babies are the ones that suffer. Speaking as an adoptive father, I can tell you there is great joy in bringing a child into your life. The impact you make through adoption changes lives, communities and society. Aguirre & Fields relocates headquarters in Sugar Land From Staff Reports Aguirre & Fields, LP sold its headquarter building at 12999 Jess Pirtle to expand and relocated to 7215 New Territory Blvd. in Museum Square at Telfair. The new location allows for the company to continue to grow and attract new talent to their engineering firm. “Growth is always exciting, and it is also a necessity when a company needs to better serve its community. Aguirre & Fields, like our clients, found the need to optimize resources and this includes using office space efficiently. Our new office will allow us to improve our work environment and, in turn, allow us to continue to develop innovative infrastructure solutions that have a positive impact on our community,” said Chief Executive Officer Oscar Aguirre. The building was sold to Sugar Land
Energy Properties, represented by Bill Havey with UTR - Texas Realtors. Sugar Land Energy Properties has leased the building on a long term lease to Monitor Medical Inc., a provider of CPAP therapy throughout the greater Houston region and United States. majority of the connecting roadways to all the major freeways in the county. Facilities maintained by the cities within Fort Bend are also experiencing frustrating levels of traffic congestion. The congestion during weekday peak hours is getting longer and our so called free-flow periods during the day are getting smaller. We not only experience congestion to and from work but now also experience it while running errands, going to soccer practice on Saturdays or to church on Sundays. The county leadership has demonstrated since at least 2000 that we need mobility bonds on a frequent basis focused primarily on capital improvement projects that improve mobility. Thanks to the vision of the county leadership for the past couple of decades and the willingness of Fort Bend citizens, the county generated about $744.5 million in mobility bond dollars that have been and are still being spent on improving our infrastructure. For the past 18 years, the county has embarked on multiple rounds of “deep dive” to identify the “hot spots” or so-called bottlenecks on the county roadway network. Even though the overall need was always much higher than what was being requested on the ballot, the county judge and the commissioners in charge lowered the ask every single time in order to ensure there is no increase in any tax or fee associated with the bond amount. As our county continues to grow both economically as well as population wise, we must remember to keep investing in infrastructure improvements. I encourage each one of you to take the time in discussing the new leadership’s goals as they relate to infrastructure improvements in our county. As an avid supporter of economic development in the county, a driver for attracting new businesses to Fort Bend County and most importantly, a big supporter of existing businesses in the county, the Fort Bend Chamber of Commerce encourages your continued engagement in the infrastructure dialog. Great parents, great life Rainbow of Love is a bridge to a forever family COVER STORY BY THERESA D. MCCLELLAN For the Fort Bend Business Journal When she was young girl Jennifer wrote “adopt a baby girl” as one of her goals to reach before the age of 40. At 38 the teary-eyed single mother lay in a hospital bed cradling an infant girl she calls Whitley and listening to the story of the birth mother who loved her infant enough to release her to Jennifer for adoption. It was an emotional and nurturing journey made possible by Rainbow of Love, a full-service non-profit adoption organization that focuses on helping mothers in need, parents willing to build a family, and young children in the community. They provide a full spectrum of social programs including adoption services, parenting classes, counseling, community service, and birth parent assistance. Jennifer, an elementary school teacher who did not want to give her full name, was aware of the agency because her father, an attorney in Fort Bend County, worked with them. The oncemarried new adoptive mother said she always knew she wanted to adopt and she explored other agencies before coming to Rainbow of Love. “I went to Christian agencies that told me they only believed in two-parent homes and didn’t adopt to single parents,” she said. “Another one asked was I gay and I said no but why does that matter and I just said never mind. I found Rainbow of Love to be very accepting and diverse. I didn’t put a stipulation on race and I’m a teacher so I didn’t mind special needs. I just wanted a girl. I was so happy with them, I would do it again in an instant.” Rainbow of Love Administrator Debbie

Richards hears that sentiment daily from new parents, mothers in need, and even parents in the community who are referred by child protective services to come to Rainbow of Love for parenting classes and counseling. “Every year we have at least 200 parents come through. Those who take the classes really feel like they are better communicators with their children and are well-rounded parents,” said Richards. The organization provides two different 7 to 10 session parenting programs teaching nonaggressive discipline techniques to manage and correct misbehavior in young children and teens ages 11 and up. Founded in Southwest Houston in 2003, the organization has a Missouri City office at 2700 Lake Olympia Parkway but their parenting classes are held in the Houston office at 10103 Fondren Road, Suite 474. On Richards’ wish list is donated office space to provide classes for Fort Bend County residents. The counseling services are for everyone but Rainbow of Love is selective in taking in clients for their domestic infant program. Only a dozen a year are chosen who prove through classes and research to be stable and committed parents. “We accept fewer people into the program because we focus on quality not quantity. Quality does not mean affluence, it is a commitment to the child. All children are precious and deserve the most committed parents they could have,” Richards said. Melissa and Kevin Vader loved the process so much they adopted two infants, five years apart, through Rainbow of Love. They, too, put no stipulation on who they would adopt. They married in 2009 when Melissa was 34 and as a type 1 diabetic she had a major risk with childbirth so her husband said, “let’s not take any chances, we’ll adopt.” Their first attempt at adoption was in California where Melissa had a family member who was an obstetrician who told them of a mother who was doing a “safe surrender” of her infant. They had a home study done and got everything together when they got another call from an adoption consultant and more parties. “The child was mixed race and we were chosen by the birth mother but it seems everyone had their hand out. The cost was outrageous, in excess of $50,000 and they wanted the money wired. We had no reason to think it was not legit, but it felt like we were buying a child and that’s not a good feeling,” Kevin said. “We agreed that was not going to be the right course for us.” They called different agencies in Texas and some said they were only helping mothers with reproductive problems, others had various fees based on income. With Rainbow of Love there was a fixed fee and they knew what they were getting and that made all the difference. Kevin called Richards. “It was a fit from the start. We realized quickly that Debbie and staff were someone we could trust,” he said. Since the Vaders placed no stipulation on race or gender, after meeting the requirements there was not a long delay. Adoptions can take anywhere from two months to two years and potential parents who are most flexible are easier to place. “We met in April and by July 4 we were chosen by a birth mother. It was very fast,” Melissa

said. Prospective parents turn in a book of photos of their lives and birth mothers go through about a dozen books and chose their top three. Melissa said she felt blessed because the birth mother wanted the parents to be a part of the process by going to doctor appointments. “Logan’s birth mom said, this is your baby. I’m just carrying it for you. It made me feel that she loved this baby so much and didn’t know me but she wanted to bring me into something so personal and private I felt really fortunate to be a part of it from the beginning. When Jonathon’s mom said would you like to be in the (birthing) room, it was like God had answered my prayers,” Melissa said. Their older child, Logan, got to meet Jonathan’s birth mother and Melissa explained to him that she went through the same process to adopt him. “He is such a great big brother,” she said. The Vaders said that kind of relationship occurred because of the climate Rainbow of Love creates and what it has to offer to birth mothers and prospective parents. While the Vaders and Jennifer knew they wanted infants and participated in the agency’s domestic infant program, there is another method of adoption through the state foster care program that Rainbow of Love also supports. They help grandparents and other relatives who want to adopt a child in the foster care system. They provide group, individual or even private classes if there are scheduling issues. “We go above and beyond. The adoptive parents will have two assigned to them, a case manager and the child case manager. Once a month the case manager will call them and let them know they are not waiting forever and we tell them the truth. We let them know what is going on with the mom and they can actually back away if they feel it is not a good match. No one has ever waited longer than two years to be matched,” said Richards. Germaine LaVoe Burgeon knew she wanted to take care of her niece since she was little. She had to be approved for adoption through Child Protective Services and she found Rainbow of Love through a CPS list. Burgeon went through a series of steps to complete with another agency, but after a year they didn’t guide her through the process the way Rainbow of Love did once they got involved. Today 12-year-old April Sapphire Burgeon is her daughter. “It’s like the greatest thing that could have happened,” Burgeon said. “She has been with

This has added a lot of relief and comfort and security for love and permanency.” “It made us feel free!” shouted 12-year-old April. Burgeon said she appreciated going through the process with Rainbow of Love because “sometimes CPS can make things very difficult for you when you are just trying to help. With Rainbow of Love, it was very, very unexpectedly smooth. They said I had done a lot of my homework and done what they asked me to do. They listen to your story about adoption or anything and they are really compassionate about the situation and give you the confidence that we will move towards the goal,” said Burgeon. Richards’ dream is that more relatives will become engaged with that state adoption program. “Some people get frustrated with how long the adoption process takes, we especially want to reach out to family members and grandparents who want to adopt their relatives and those who want to adopt an older child. Many kids are aging out of the system without being adopted. Even an 18 year old who goes off to college wants to have a family to come home to, for that reason, we are looking for more Great Parents!”

Johnson Development has 6 communities on national best-selling lists From Staff Reports Johnson Development again has the most communities ranked among the nation’s best-selling, with six included on lists released Jan. 3 by John Burns Real Estate Consulting and Robert Charles Lesser & Co. (RCLCO). Sienna Plantation was the highest ranking community in Texas of the 50 topselling master-planned communities for 2018. The Missouri City community came in at No. 14 on both lists with 530 homes sold, a 42 percent increase from 2017. “Sienna Plantation has homes for all stages of life in nearly all price points,” said Alvin San Miguel, General Manager. “Add in our seven on-site schools, a robust commercial district, a multitude of amenities and a lifestyle program that hosts more than 75 events a year, and it’s no surprise home buyers are flocking to Sienna.” Cross Creek Ranch in Fulshear posted at No. 25 on the RCLCO list and No. 26 on the John Burns report, with a 15 percent increase in 2018 sales. Builders sold 455 homes in the community, which celebrated
10 years of development in 2018, versus 397 homes sold in 2017. Harmony was No. 28 and No. 31 respectively, on the RCLCO and John Burns lists with 425 homes sold in 2018 versus 219 homes sold in 2017, an increase of 94 percent. Riverstone, which had once been the top-ranked community in Texas and No. 4 in the nation, earned the No. 34 spot on the RCLCO list and No. 39 on the John Burns tally with 370 homes sold. It was a 15 percent drop from the 435 home sales in 2017. Although Riverstone is nearing the end of development with fewer neighborhoods of new homes available, it continues to be a popular choice for people looking for homes in the Fort Bend area, said Vice President and General Manager Trey Reichert. Another Houston-area community, Woodforest in South Montgomery County, was No. 36 according to RCLCO and ranked No. 41 by John Burns Real Estate Consulting, with an 8 percent gain in home sales. Builders in the development sold 365 homes in 2018 in contrast to the 337 homes sold the previous year. The final Johnson Development
community to earn a place on the list was Viridian in Arlington. It tied for No. 37 on the RCLCO list and tied for No. 42 according to John Burns Real Estate Consulting with 357 homes sold, a 24 percent increase over the 287 homes builders sold in 2017. “Ranking among the nation’s bestselling communities is more than just having a good location and school district,” said Larry Johnson, Chairman and Chief Executive Officer of Johnson Development. “It’s about focusing on delivering a great lifestyle. top-selling community in Texas From Staff Reports Sienna Plantation is the top-selling masterplanned community in Texas, according to two recent annual reports released Jan. 3. The 10,800-acre Missouri City community placed No. 14 on lists by housing researchers John Burns Real Estate Consulting and Robert Charles Lesser & Co (RCLCO) with 530 homes sold in 2018 — an increase of 42 percent compared with 372 homes sold in 2017. “Two new Fort Bend schools opened since August 2017 and the new Sawmill Lake Club complex have been big draws for new home buyers,” said Alvin San Miguel, General Manager of Sienna Plantation. “Add in a diverse offering of homes and price points, five additional on-site schools and a busy social calendar of more than 75 resident events a year and you have an experience that can only be described as the ‘Sienna Life.’” “Texas remains a strong real estate market, as does the Houston area,” San Miguel said. “To lead home sales for Houston and Texas reflects highly on what we offer in Sienna Plantation.” David Jarvis, Senior Vice President with John Burns Real Estate Consulting, says it’s not unusual for a community that is 20-plus years old to remain popular with homebuyers. “Sienna Plantation is more desirable than a couple of decades ago because it’s matured well and has been developed well,” he said. “What really sets Sienna apart is its great location — you lack for nothing nearby — the excellent schools and all of the spectacular amenities.” Seventy percent of the top 10 Texas developments are from the Houston-The Woodlands-Sugar Land metropolitan area. Houston Methodist Sugar Land Hospital offers new high-resolution imaging From Staff Reports Houston Methodist Sugar Land Hospital is the first in Fort Bend County to offer a new high-resolution PET/CT imaging machine – called the Biograph mCT – that improves physicians’ abilities to make diagnoses. The PET/CT produces crisper, more detailed images than older machines – and does so with reduced rates of radiation exposure. “This is a valuable investment in patient care because imaging plays such a critical role in diagnosis,” said Eric Longo, M.D., chair of the Department of Radiology at Houston Methodist Sugar Land. “With the new PET/CT, our oncologists will be able to characterize the tiniest cancer lesions more precisely, which allows for better staging and monitoring of changes in activity over time. The PET/CT will aid our neurologists in the evaluation of neurological disorders and dementia. Cardiologists will be able to more accurately assess multi-vessel disease.” The PET/CT is faster and smoother than traditional scanning technology, which provides a number of important benefits. “The PET/CT uses innovative software to produce highly accurate scans rapidly, a critical advantage because longer scans increase the chance of patient movement which can interfere with image quality,” said

All of that means less exposure to radiation and fewer retakes – important benefits for patients who require frequent follow-up exams.” The PET/CT is also more comfortable than older machines, with a wide table for patients
and a large-diameter opening. It can even be used for full-body scans. The short tunnel also allows many scans to be performed with the patient’s head outside of the machine, which improves patient comfort and reduces feelings of anxiety or claustrophobia. The anticipated growth of Fort Bend County and the surrounding region was factored into a $93 million hospital campus expansion completed in the summer of 2016. Shelled space in that expansion project’s centerpiece – a 155,000-square-foot patient tower – will be built out to accommodate the 30 additional licensed beds. Existing space near the hospital’s Emergency Center will be converted into the 12-bed observation unit. An observation unit is a designated care area for patients where conditions are evaluated and key decisions on the continuum of care are made, including diagnosis, treatment and whether to discharge or admit.
“The organization’s foresight in the campus expansion two years ago has really given us the flexibility and capability to address a new service need when we identify one,” said Memorial Hermann Sugar Land Vice President of Operations Jason Glover. “We still have shelled space to grow our surgical services and our newest patient tower was constructed in a way that would allow us to add up to four more floors.
