Faith, hope can be powerful tools Sometimes, things are bigger than business. It’s a lesson I’ve learned over and over again, especially as I was writing this month’s cover story about Sugar Land State Farm agent Tracy Walker. Walker is a staple in the Sugar Land community, having operated her agency at 15510 Lexington Blvd. since 1999. Though making a living remains important, it was evident in our conversation that her focus now goes beyond monetary gain, and for good reason. In 2016, Walker was diagnosed with Stage 4 neuroendocrine carcinoma, a rare type of cancer. Later, she thought a surgery had removed the tumor, only to find out that the carcinoma had spread. However, you wouldn’t know that by speaking with her about her journey in business and in life, one she says has been keyed by faith and hope – a story that she’ll tell in this month’s cover story. Instead of focusing on her own afflictions, she offered herself as an open book to anyone who
receives a diagnosis such as hers, offering to be a beacon of light on a path she said can seem dark and endless at the outset. You can tell right off the bat that Walker has a genuine heart for helping people – it’s why she entered the field as an agent in the first place 20 years ago. Now, she wants to do so not just through her business by offering finanical advice, but also through her testimony of perseverance, hope and faith. If nothing else, this month’s cover story offers a heartwarming tale of strength, perseverance and a desire to give back to the community through more than just a business transaction. Walker hopes it might also be a helpful nudge to anyone struggling with a diagnosis who feels alone in the fight to open up – whether it be to her or anyone else. Read her story inside today. CBD BUSINESS TREND EXTENDS TO FORT BEND COUNTY From Staff Reports For years, Lussel Mata couldn’t find any relief for chronic pain or anxiety. Then she discovered CBD – which stands for cannabidiol – and has not looked back. She said the substance has changed her life and is using that experience to join a nationwide movement. Mata is the co-owner of Sacred Leaf CBD in Missouri City, where the store opened in June. The sale of CBD products is fast becoming a booming business in Fort Bend County and beyond, with the industry expected to be worth $646 million by 2022, according to the Hemp Business Journal. There are Sacred Leaf stores in Sugar Land and Missouri City, and shops such as Edgy Smoke and Vape in Stafford and Sugar Land Smoke Shop and CBD, that sell or specialize in CBD products. “Even if you’re naturally healthy, you can still benefit from the supplement,” Mata said. “Anything that’s attacking your nervous system, the components have extraordinary benefits.” CBD comes from the hemp plant and is different than marijuana, which comes from the same plant species. The national Agriculture Improvement Act of 2018, otherwise known as the Farm Bill, legalized the regulated production of hemp and also stated the Food and Drug Administration will regulate CBD production. Then, in June, Texas Gov. Greg Abbott signed House Bill 1325 into law, allowing farmers in Texas to grow hemp products containing CBD with regulations. The law says products containing CBD can be sold legally so long as they contain no more than 0.3 percent of THC, the psychoactive ingredient in marijuana. Early returns are positive for some in the area. Fort Bend County resident Amanda Lunsford said on Facebook that she initially began using CBD to treat her dog’s aggression toward other dogs before learning of its benefits regarding her own sleeplessness and anxiety.

In another comment on Facebook, Beth Pegues said, “Since I started using CBD oil about three weeks ago I haven’t had one moment of anxiety since. I also had a sinus issue for three years that nothing helped. It’s now almost completely cleared up. I had a small amount of soreness and stiffness in my knees and feet and that’s completely gone. I sleep more deeply. Minor irritations don’t bother me anymore. I’m sold.” Health questions While the use of CBD products has become more popular, the practice does not come without questions. Marcel Bonn-Miller, an adjunct assistant professor of psychology and psychiatry at the University of Pennsylvania School of Medicine, called the CBD trade the “Wild West” in a 2018 WebMD article titled, “CBD Oil: All the Rage, But Is It Safe & Effective?” “Joe Bob who starts up a CBD company could say whatever he wants on a label and sell it to people,” Bonn-Miller said. However, Harvard Medical School instructor Peter Grinspoon said in a 2018 article entitled “Cannabidiol (CBD) – what we know and what we don’t,” that there is no evidence of public health-related problems associated with the use of pure CBD according to a report from the World Health Organization, as long as it’s used and sold responsibly. “We need more research but CBD may be prove to be an option for managing anxiety, insomnia, and chronic pain,” he wrote. Promising signs Mata initially began using CBD to treat her own chronic pain and anxiety, which led her down the path to owning the Lawrence, Kansas-based franchise’s store. Sacred Leaf offers edibles, oils, creams and other products – which she said don’t contain a trace of THC – for those who can’t or don’t wish to use over-the-counter opioids and treatments for pain, anxiety, inflammation and other ailments. CBD is a supplement that tells your body what to do by working with the natural endocannabinoid system in our bodies, Mata said. Basically, she said CBD doesn’t do the job, but tells the body how to work with itself to do the job. “What people miss (on CBD) is that it can be a natural supplement for your daily improvement,” Mata said. “We have an endocannabinoid system that we’re born with. Those receptors work well with CBD, so when we start taking CBD, we naturally kick-start that system we already have.” Lunsford said her sister-in-law had debilitating migraines but has not suffered any since beginning to take CBD products two months ago. Lunsford also said her mom has used CBD to help control her dog’s seizures. “In May I began using CBD on a daily basis. With constant body aches, depression and anxiety, I would sometimes take 8-10 Advil a day to get through the day,” she said. “Since May, I have not taken anything for pain. I feel amazing, I am happy and I am sleeping well.” Caution advised However, some users and medical experts advise due diligence before trying CBD products. “Without sufficient high-quality evidence in human studies we can’t pinpoint effective doses. … It’s difficult to know exactly what you are getting,” wrote Grinspoon, also a physician who practices at Massachusetts General Hospital. “If you decide to try CBD, talk with your doctor — if for no other reason than to make sure it won’t affect other medications you are taking.” In light of her experiences, Lunsford said she has begun selling CBD products online. She advised beginning with small doses. “It is very important to read the label on your CBD,” she said. “There should not be any fillers like coconut oil, Xylitol, or alcohol in your CBD.” Users such as Sacred Leaf Sugar Land owner Clint Barrett say the side effects are minimal and that those using them barely feel any effects. So he said it’s as good an attempt as any for those who no longer wish to use over-the-counter options for help. “We’re here to educate. We’re not trying to upsell anybody on anything. It’s not a cure-all. It just helps put your body into balance. If you’re in a pain, and modern medicine hurts you, you have to open up your mind,” said Barrett, who discovered CBD and opened his store after it treated his mother’s arthritis. “If you tried and it doesn’t work, fine. At least you tried it.”

Since 1951 Chuck Charlton of Charlton Auto Body in Stafford understands customers and treats them like family. The foundation for the success of Charlton Auto Body has always been focused on the customer, and it’s been that way for three generations. “My grandfather, E.C. Charlton, moved to Stafford in 1950, and opened up the business in 1951, and later named the company Charlton’s Garage and Auto Sales. In 1970 my dad, Johnny Mack, took over the company. When he retired in 1982, I took over,” Charlton said. Chuck kept the same phone number and business name, and built “Charlton Auto Body into what it is today.” It’s been 24 years in a very active auto business focusing on collision and insurance work. “If you wreck your car, that’s the kinda work we do – fix any damage. We’ve repaired them clear up to the value of the cars, so we’ve seen it all. And we work on all vehicles,” he said. As a successful small businessman in Stafford, Charlton is firmly established in the industry, yet has no plans for expanding the business. “I like to keep the business small so I can keep an eye on all aspects of the company,” he said. Charlton is candid about car tips after
a collision. “Number one, insurance companies try and get you to go to shops that work for them. I tell everybody you don’t have to work with shops that work with insurance companies. Most are so big, and they don’t have the hands-on experience we have here at Charlton’s. I tell people you have the right to choose the body shop of your choice. We have a great customer data base and a lot of customers, and most of our work is word of mouth,” he said. He stays away from cars during the weekend, but talks to customers over the phone if they need him. After discussing any damage issues, Charlton said, “I really don’t recommend customers take the car to the storage lot. Tow it to the house and I’ll get it out the next morning.” Not a tinkerer of cars in his spare time, Charlton does like his trips to Mexico. It’s one of his favorite fast vacation getaways. “We can get there in two hours,” he said. He’s happy to note that customer satisfaction is the key to success of the family business of Charlton’s Auto Body. “Our customers are not just a name and a number here, you know. We become friends with them, too,” he said. “Bring your car to Charlton’s. Where you’re treated as family and not just another customer,” he said.

BIGGER THAN BUSINESS SUGAR LAND STATE FARM AGENT SHARES JOURNEY TO CANCER RECOVERY

BY LANDAN KUHLMANN State Farm Agent Tracy Walker has operated off Lexington Boulevard in Sugar Land for 20 years and loves the business. When a 2016 cancer diagnosis threw a wrench into the plans, she didn’t miss a beat. On the contrary, she’s thriving in both business and her road to recovery. She says the key is faith, hope and love. “I focus on gratitude every day – every morning I wake up, I thank God that I’m alive,” she said. Walker got her start as a part-time State Farm team member at 19 years old while working her way through college at the University of Houston. Following graduation, she worked as a claims adjustor for the next nine years. “I love helping people, I love serving people,” she said. “What I didn’t like about claims is that I would write them a check and they’d be off. I wanted that long-term relationship with my clients.” So, in 1999, she scratched that itch for longterm relationships and became an agent with her own team which operates out of an office at 15510 Lexington Blvd. in Sugar Land. She is active in the Sugar Land Rotary, serves at Christ United Methodist Church and is a part of Fort Bend BNI. As part of giving back to the community she loves, Walker has also sponsored sports teams such as Dulles High School Vikings, is a monthly donor to Fort Bend Advocates and Child Fund. And, to fully engage and enhance her knowledge of all Fort Bend has to offer, she completed and became part of both Fort Bend Chamber Leadership and Central Fort Bend Chamber Leadership. Building a thriving business and supporting Fort Bend is a family affair for Tracy. Her husband Michael is an active board member of Fort Bend Big Brothers and Sisters while her son Justin is working with her in the day-to-day operations. “I’m just so grateful and joyful that he’s here with me. I get to work alongside my son and watch him succeed and go above and beyond to help people,” she said. And of course, she is always grateful for any referrals people can send her agency’s way. On many fronts, she is fully engaged – it’s that personal

connection and relationship. “My team is outstanding, caring and understands the gaps in coverages one may have and not even know it,” she said. “We have done thousands of reviews and each person has always been grateful for the time making sure they have the right coverage in place.” But that’s only part of her story. In May of 2016, Walker was diagnosed with a Stage 4 neuroendocrine carcinoma, a rare cancer that only makes up about 1 percent of cancer diagnoses. On Aug. 10 she had the surgery to remove half of her pancreas, spleen, gallbladder, 29 lymph nodes and 30 percent of her liver at which point she was told she was cancer-free. A CAT scan at her one-year checkup seemingly revealed the same. But something was off. “I wasn’t able to keep food in for 12 weeks. I wondered why I couldn’t keep food in if that was really the case,” she said. Following a second glance, doctors discovered the carcinoma had come back in the liver. Walker now had four tumors, and the carcinoma was termed “incurable”. She got the news on the same
day Hurricane Harvey hit and one week before her wedding. She refers to Michael Andrade as her “hero husband,” and is grateful she got the diagnosis before the wedding. When she received the re-diagnosis, it would’ve been easy for Walker to shut down. But she did exactly the opposite. She says she is now thriving despite this initial set-back. “I have learned I am the CEO of my body and oncologists are just gatekeepers to treatments,” she said. Now, that’s not to say there haven’t been changes in her life, including how her office operates. Justin, her son, graduated from UH and had a successful career. When she got the rediagnosis, he gave up that career to work in the agency full-time wanting to build it and nurture it so she could heal. “He’s been amazing. He’s a go-getter,” she said. “He really cares about people, and they resonate with him and want to do business with him.” She said her office manager, Melissa Hinch, now runs the administrative side of the business while also helping customers too. “Melissa loves people, and they love her,” she said. “I thank God for bringing her into my life as I can breathe and do more research on my health and wellness as I know the payroll will be done.

I never know when I walk in what she is going to do to make me smile.” Who knew that when Tracy began her career in the Insurance industry, it would be the foundation to her biggest blessing, creating peace of mind for her and her family. “Like I teach my clients, having the right policies in place will create a safety net for what you don’t see around the corner. I did not expect to become a walking testimony. However, I am so grateful because this situation did not bankrupt my family or my business because I had the right coverages in place for such a time as this.” Walker said. “I would encourage readers to take the time to investigate their options and put the policies in place that can protect their families, because we always think ‘it will never happen to me… until it does.’ I want my clients to focus their time and energy in the right places for health and healing, not worrying.” Along with running her business, Walker also wants to bring a story of hope to anyone struggling with the weight of a such a bombshell and said she is an open book. “We can cure the human body with the right resources, we just need to be resourceful in finding them,” she said. “I had to change my mindset and put my focus where it is productive.” Paramount to her own wellness and perseverance in light of the diagnosis, Walker said, is concentrating on a triad– physiology, language and focus. She said Tony Robbins’ Masters University and Leadership Academy has provided her the tools to protect her state of mind and body. She encourages anyone to first find the right specialist for their diagnosis, whatever it might be – which she says she learned the hard way. “I learned you have to seek your own resources and be your own health advocate. Don’t always rely on what your doctor says is the truth - it’s their truth of what they know at that point in time,” she said. Last October she underwent surgery to remove two tumors of the four in her liver. Because her last scan in May showed additional tumors her current oncologist suggested being aggressive and doing a radioactive treatment which meant she couldn’t be around her grandkids. So, she started doing her own research and found there are only five real specialists for this disease in U.S. She has met with two of them. Three oncologists looking at the same scans…all have a different approach. Thankfully, she said God has opened doors to the necessary resources to aid her fight with the disease. Information is power and those open doors have put Walker on a path of learning and discerning, understanding how the body works, what it needs to function at its best, what feeds disease and what starves it.

(Photo by Landan Kuhlmann) In addition to finding the right specialist for her, she recently met Michael Morningstar, a healthy lifestyle coach she said taught her she wasn’t doing everything she could do to help feed and fuel her cells for healing and reversing the cancer. Even though she had read multiple books and accessed lots of resources there was much more she could be doing to improve her quality of life and reduce the emotional challenges and stress she was dealing with. Morningstar emphasized the importance of focusing on the body, mind and spirit connection for her health and healing, including what foods to buy and how to prepare food to fully support the body for health and well-being. Michael was “confident that even Steve Jobs probably did not deal with all the emotional, mental, nutritional and physical aspects that contributed to his disease.” Walker responded, “You’re looking at the next best live body to help as if I were him as I have the same cancer diagnosis.” Walker realized that while it is the norm to have business, life and sports coaches to increase your success, people can also benefit from coaches to help them change and focus on their health and wellness as a priority also. The two are teaming up to write a book about her journey and how body, mind and spirit strategies can greatly improve the opportunity for the body to naturally prevent or reverse disease, even someone labeled with a chronic disease or cancer. Walker is working on a website called “WEDEFYTHEODDS” as a place to find resources until the book is published. “My expectation is to improve my health and quality of life as I reverse my issues and write a best seller to help others face their fears and love their journey. Steve Jobs, like so many in our country won the game of wealth and didn’t win in health. My goal is to help change this outcome by changing how we think and how we approach our health,” she said. “Michael and I both believe there is always a better path to health when one is committed and determined to do whatever it takes to bring our body, mind and spirit back in to balance and

harmony. Together we make a great team.” Additionally, she said Dr. Liza Leal of Meridian Medical Dental Healthcare has been “a hero” to her family for years and a partner in health. She said Leal thinks outside the box and is on the cutting edge of medicine, including the use of umbilical cord stem cell therapy, which she calls Infinity Cells. After months of consideration and standing on faith, Tracy agreed that stem cell therapy could be beneficial in her recovery and received her first stem cell therapy on July 21. “I see umbilical cord stem cells, which were designed and made by our creator, as pure healing energy, full of love. I look at them as being most recently in His presence,” she said. “I visualize these cells doing what they are supposed to do. God created the body, and the power that created the body is the power that heals the body. Visualization is a powerful tool to help sync the body to do what it’s supposed to do. I see the cells as pure love and love conquers all. So I will be the miracle.” Through her book, her testimony, and her business, Walker believes conquering any diagnosis is about finding new ways to take care of the mind, body and soul – the rest will fall into place. “Food is thy medicine and Meditation connects to and heals the soul and mind,” she said. And that’s her story. “Every morning, I tell myself I’m going to live to be 106 years old. I visualize the cake with 106 candles and blowing it out. I have learned the strongest language is the language you speak to yourself. Your words are powerful, so you really must watch what you say to yourself and to others,” she said. “To me, it’s also about faith. Once you believe in a higher power, that’s what will keep you going. I focus on being joyful and grateful every day. I believe I have been given this journey to fulfill my bigger purpose, to learn and to empower others. Whether it’s on a business level, in planning for their future or on a personal level, sharing what I have learned on my path to health and healing. I am an open book…just give me a call, I am here to serve. After all, life is a journey, not a destination.”

Proposed Sugar Land city budget includes CIP Projects exemption from 10 to 12 percent to offset the residential tax bill impact. Other priority projects include Settlers Park drainage improvements, major street rehabilitation and capital projects funded through utility revenues to implement the Integrated Water Resources Plan (IWRP) and prepare to meet additional mandated surface-water requirements. The proposed five-year CIP further plans for a general obligation bond program of approximately $90 million to address projects that are not affordable within the current tax rate, including drainage, mobility, public safety and a new animal shelter. The city council is in the process of finalizing the projects and amounts for consideration by voters, with projects to be funded in future year capital programs to begin in fiscal years 2021 to 2023, if approved.
From Staff Reports The city of Sugar Land recently unveiled its budget for fiscal year 2020. Its proposed budget includes $231.6 million for operations and $40.5 million for capital projects. According to the city, funds alloted for the next fiscal year will place an emphasis on programs and projects that directly benefit residents and enhance the quality of life in Sugar Land, such as drainage and public safety. Some of the factors driving the need for the city’s strategies to evolve include slowing growth as the city approaches build-out, residential value growth outpacing commercial growth in recent years, increasing service costs, aging infrastructure and the volatility of sales tax revenues. Other challenges include the absorption of budget cuts and constraint in recent years that has left many increasing operational needs and priority capital projects unfunded; the impacts of unfunded mandates and recently passed legislation; and needing to take steps to secure the city’s long-term water supply. “Our residents continue to tell us through feedback such as our most recent citizen satisfaction survey that investments in mobility, public safety and drainage are important to ensure the continuation of the Sugar Land Way, which is a commitment to meeting residents’ expectations – both in terms of the service levels and the value

Mercy Goods created exactly what we were looking for. That we could have that and help out students attending our local high school was a bonus.” People looking to commission furniture must currently make an appointment but Lambert says the Mercy Goods store will be open to the public soon. It will be stocked with goods created by the students. The proceeds will be used to pay students, provide training and purchase materials. “We are open for business,” Lambert said. “We invite people to come out and purchase these unique pieces that do good at the same time. We’re also looking for volunteers to mentor and work alongside our student employees as well as donations of tools and equipment. Anything you do will give disadvantaged youth an opportunity to be successful.”
