C

onstruction of Sugar Land’s live entertainment venue began last fall with a formal groundbreaking southeast of U.S. Highway 59 and University Boulevard. Completion is expected in the fall of 2016. Joining Sugar Land City Council at the event were ACE Theatrical Group, the City’s partner in the development; Martinez+Johnson Architecture; Linbeck Group, LLC, the construction manager; and many other project partners. The live entertainment venue is located on a portion of 38.5 acres of City property that will provide unique destination activities and anchor a mixed-used development envisioned to include retail, office, residential, commercial and entertainment surrounding a vibrant public plaza – an environment that will be attractive to major corporations, residents and visitors. “This project will not only change the landscape of Sugar Land, but the entire metropolitan region,” said Mayor James Thompson. “We are building a facility unlike any other – one that will bring jobs, entertainment and, most importantly, tourism dollars that will support the economic strength of our region, making Sugar Land a destination for culture and entertainment in accordance with a long-held vision of our citizens and City Council.” As one of the most flexible and advanced indoor performance venues in the nation, it’s expected to set a new standard in the touring industry and change the entertainment landscape in the “Houston-The WoodlandsSugar Land” metro region. Through the use of innovative moveable walls, Sugar Land’s facility will literally expand and contract to create intimate settings of approximately 3,300 to larger shows of over 6,400 – capable of hosting a wide range of performances, including national music and comedy artists, children’s and family entertainment, theatrically staged productions and cultural and performing arts attractions. Sugar Land partnered with ACE SL, LLC (ACE) to design and construct the state-of-the-art facility. ACE, whose parent company is ACE Theatrical Group, brings an experienced team of locally-based entertainment industry professionals to the project, led by Allen J. Becker, TONY Award-winning founding chairman of PACE Entertainment Corporation. The ACE executive team also includes Brian E. Becker, Gary D. Becker, David M. Anderson, Gary A.

Markowitz and Kirk B. Feldmann. Together, they offer more than 175 years of experience and success in local, national and international entertainment ventures, including pioneering the development of new music and theatrical venues, as well as the entertainment to fill them. “This new performance venue will allow residents of Sugar Land and the surrounding area to experience a level of live entertainment that until now has not been available,” said ACE Theatrical Group Chairman Allen Becker. “Bringing a first class cultural entertainment venue to the City of Sugar Land is an exciting opportunity, and ACE

is grateful to be a part of the project from the start.” Based on voters’ approval of the financing tools in 2008 and the City’s goal to create a financially feasible, operationally selfsustaining facility, the indoor performance venue will be funded through a unique package of special funding sources. The City’s partner, ACE, made a $10-million equity contribution to the project. A portion of sales tax revenues that may only be used for economic development purposes and a portion of hotel occupancy tax funds that are restricted to tourism initiatives will be dedicated to the project. In addition, substantial rent

revenues generated by the facility and paid by ACE will also fund the performance venue. The project has a total construction budget of approximately $84 million, including the Construction Manager at Risk contract recently awarded to Linbeck Group, LLC. No general fund tax dollars will be spent on the project that is expected to create an iconic venue for the region and projected to provide an annual benefit to the community of $26.1 million over 30 years. Jobs continuing to grow in Sugar Land

S

ince 1999, the Sugar Land Office of Economic Development has worked with more than 40 corporations and developers to expand operations, construct improvements or relocate to Sugar Land — bringing thousands of jobs and more than $1 billion in capital investment to Sugar Land. More than 15 corporations from the 2014 Fortune 500 lists have a significant presence in the City. As a regional employment center with more than 54,000 jobs, the City is home to high-profile regional and international corporations housed in over 25.3 million square feet of commercial space. Sugar Land topped the Money Magazine’s selection of 15 small cities that offer great opportunity. Judging criteria included places with lower-than-average unemployment and positive past job and population growth. Projected job growth was then ranked to select the winners. According to Money Magazine: JOB GROWTH SINCE 2010: 10% PROJECTED JOB GROWTH THROUGH 2018: 18.4% Life in Sugar Land is sweet indeed. Unemployment is a mere 4.2%, due not just to the town’s proximity to Houston, 20 miles northeast, but also to a vibrant local job market anchored by offices of Fluor and Schlumberger and the headquarters of Minute Maid. When not in the office, the town’s mostly white-collar, mostly university-educated citizens head to the town square or local country clubs, enjoy three public libraries, take in minor league baseball games at a two-year-old stadium, and shop at nearby First Colony Mall. Furthering Sugar Land’s recognition as a regional business center, the City recently approved economic development agreements for two major headquarters expansions for existing Sugar Land businesses – one to expand the headquarters for Applied Optoelectronics, Inc., and another to recapture the headquarters for Nalco Champion, an Ecolab company. The projects are anticipated to bring more than $84 million in capital investments and nearly 1,400 new jobs to Sugar Land over the next 10 years, as well as recapture almost 250 jobs previously in Sugar Land and retain over 575 jobs currently in the City. The City also expects to see the continued development of destination activity centers throughout the City, including breaking ground by the end of the year on the approximately 6,500-seat performing arts center located in Telfair near the new Texas Instruments campus. The City continues to focus recruitment efforts on targeted national and international businesses, including multiple projects that would result in headquarters relocations and consolidations in Sugar Land. These projects would bring more than 1,000 new, high-wage jobs to the City and millions of dollars in new capital investment.

“Not only do we have one of the lowest tax rates in the State of Texas, but we also have established a focused, aggressive economic development program to create new jobs and wealth within our community,” said Director of Economic Development Jennifer May.

“We provide access to world class infrastructure, and Sugar Land Regional Airport is home to Global Select, consistently rated one of the top FBOs in all of the Americas. Our population is extremely diverse and very highly educated, making it easy for corporations to hire

hen you establish residence in Sugar Land and your children will be going to public school, you’ll be served by the Fort Bend Independent School District. Important information on the school district’s website can assist parents and students prepare for the start of each new school year. If you are new to Fort Bend ISD or if you have moved and your child is zoned to a new school, you will register your child at the school in which you are zoned. • There are attendance zones. Since FBISD is located in one of the fastest growing districts

in the nation (families from around the world move here daily), there may be changes. By visiting the school district’s website, fortbendisd. com, you will be able to determine the schools to be attended as you enter your address to determine the applicable school zones. Updates will be regularly posted on the school district’s website and shared in the district’s communications to parents. • The FBISD Administration Building is at 16431 Lexington Boulevard in Sugar Land, and school officials may be contacted by calling 281-634-1000. • Parental involvement in all of these schools is appreciated by the district. There’s a Community Conference for Volunteers

each October; a VIPs Salute for major contributors, and a Community Partnerships Appreciation Luncheon each April. Some examples of parent group successes in Sugar Land: • Fort Settlement Middle School’s Cultural Arts Committee, comprised of 10 parents each year since the school opened in 2001, has created projects to help students appreciate the differences in culture, color, race, religion and physical appearance. It has sent a message of coexistence and tolerance. • Dulles High School VIKE (Vikings Invested in Kids’ Education) has been led by parents, in partnership with the school administration, to provide supervised activities, offer parent education

opportunities and eliminate destructive behaviors by students. • Partnerships

abound, with businesses, services clubs and church organizations being heavily involved in Sugar

Land schools in all areas, particularly in social, academic and athletic activities.

Sugar Land touts 2014 accomplishment, prepares for exceptional future

I

n fiscal year 2014, the City announced several significant projects that will result in more than $89 million in new capital investment, 1,704 new and 575 retained jobs for the City and more than 305,100 square feet of newly constructed or newly leased space. • Sugar Land successfully implemented a fire-based ambulance transport system. The addition of five SLFD ambulances, increased paramedic certifications and expanded dispatch operations is expected to decrease the response times for the arrival of an ambulance in Sugar Land. The flexibility of the new EMS system will improve the delivery of advanced life support services as well as other medical and fire response. • Construction began on a new 6,500-seat live entertainment venue. Making Sugar Land a destination for culture and entertainment has been a long-held vision of citizens and City Council. A 2007 citizen-led Visioning Task Force included a

performing arts center among its cultural and entertainment venue recommendations. Studies show this venue will promote capital investment, create new jobs, enhance educational opportunities, increase tourism and create unique destination activities attracting local and regional visitors. Additionally, the venue and surrounding plaza will be a major focal point of what is planned to be a vibrant, commercial district - an environment that will certainly be attractive to major corporations, residents and visitors. • Sugar Land was named America's 19th Safest City, a distinction based on an analysis of FBI crime statistics. The distinction made Sugar Land the third safest city in Texas and the safest city in the Gulf Coast region. We'll do our part by building on efforts to provide a strong police presence, community partnerships and a commitment to technology. • Investments in entertainment venues provided new streams of

revenue that helped provide a high level of City services and continue to maintain one of the lowest tax rates in Texas. An example was Constellation Field, where the City exceeded attendance expectations in 2014 by 62 percent, an increase of 20,000 visitors over last year. A feasibility study performed in 2009 projected average annual attendance for ballgames and non-baseball events of 300,000 visitors. Using this benchmark study data, the annual benefit to the City was forecasted at $7.7 million per year. Sugar Land is on pace to easily surpass this estimate. Priorities during 2015 will include continued development of a performing arts center; implementation of 2013 voterapproved bond projects (i.e., hike and bike trails, Brazos River Park and a festival site); drainage and land-use updates; and continued efforts toward the redevelopment of the Central Prison property as a business park that could include aviation-related companies.

Sugar Land Skeeters create sporting excitement

W

hen Chris Jones became general manager of the Sugar Land Skeeters before last season, he made it a point to get the franchise even more involved in the community than it had been the previous two seasons. “I took it as a personal challenge to get involved in the community as much as possible,” Jones said. “It took a lot from the community to get Constellation Field built, and we wanted to give back.” The Skeeters produced on the field, finishing second in the Atlantic League and hosting the first-ever “Y’all Star Game” before a sold out

crowd. But more importantly, the team has proven that it has staying power in the Sugar Land market. The Skeeters increased profit from 2013 and 2014, while leading the eightteam Atlantic League in attendance with 383,465 fans. They had the best ranking for independent minor league baseball teams (those that aren’t affiliated with MLB teams) and ranked in the top 10 percent for all minor league baseball teams. The attendance could increase, since the Skeeters will have some new neighbors. There are new apartments that will be inhabited by next season as part of Johnson Development’s Imperial. And there will be

new homes within walking distance of the stadium. “Everything is building around us,” Jones said. Jones, a Bellaire native/ Fort Bend resident who worked in MLB-affiliated baseball in California, came into the position and built upon the foundation set by Matt O’Brien, who left to become the Senior Director of Corporate Sponsorships for the Cleveland Cavaliers. The city of Sugar Land built and owns Constellation Field, and the team is owned by Bob and Marcie Zlotnik of Houston. In 2009, the city of Sugar Land forecasted an economic return of $169 million over the next 30 years, and according to city council member Himesh Gandhi, the ballpark’s success has exceeded expectations thus far.

Jones has continued special events for the Skeeters such as Strike Out Cancer and the team’s Blood Drive, and has added unique promotions such as Star Wars Night. Six times per year, the team wears special jerseys and auctions them off to a charity. The team is thankful for the dedication of 15-17 host families that welcome players into their homes during the months of April through September. “They’re unbelievable – they share their homes and rooms with the players,” Jones said.

One of the biggest stories for the Skeeters was the signing of rookie pitcher and seven-time NBA All-Star Tracy McGrady, who retired after striking out a batter in the “Y’all Star Game.” “Obviously, we know it would get us exposure, but that’s not why we did it,” Jones said. “Tracy had put in three to four months pitching and practicing. He’s a local guy who throws in the mid 80s.” As part of the “Y’All Star Game”, the Skeeters played against the best of the Atlantic League’s other seven teams – and won. “It was a unique concept thrown around in years past, and being in independent ball, we can be a little different,” Jones said. “It was different and creative.” Jones said the team will

try some new things, but they’ll continue many of their popular events such as Fireworks, Thirsty Thursdays ($2 beers) and theme nights. “The Atlantic League has MLB-ready players – it’s rare to find a guy that didn’t at least play in Double A,” Jones said. “It has established itself as a solid league. The markets are solid, and the ownerships are solid.” The league is looking into the possibility of adding a second Texas franchise, and that would cut down on the Skeeters’ travel time and expenses. The other seven franchises in the league play on the East Coast. In addition to the Skeeters, Constellation Field hosts baseball games and other special events. High school, junior college and college baseball games are held at the stadium as well as the JJ Watt Charity Classic Softball Game and a twomillion light Holiday Light Show.

increase, while existing property grew by $433 million. • New commercial construction permitted values totaled $144 million, an increase of $91.5 million from the prior year for taxable projects. • A total of 1.27 million square feet of commercial value were permitted for construction during the year. • The City ended the year even better than anticipated, with sales tax revenues totaling $49.15 million compared to $44.96 million in the prior year, a 9 percent increase. The CAFR credited the City’s Financial Management Policy Statements for establishing a framework for long-term decision-making to ensure financial resources are available to meet the present and future needs of

citizens. One example was the bond election in November 2013 when voters authorized $31.5 million in general obligation bonds for parkland improvements at Brazos River Park, an adjacent festival site and nearly 10 miles of hike and bike trails and bridges throughout the City. According to the report, the policy statements combined with long-range financial planning ensure prudent budgeting and fiscal health. One benefit of this is reflected in the City’s strong AAA bond rating. Audit results typically include recommendations known as management comments - for improvements to policies and procedures that will enhance the internal control structure of the City. There were no recommendations this year.

recent external audit of Sugar Land’s financial records for fiscal year 2014 (Oct.1, 2013, through Sept. 30, 2014) received the highest level of assurance. Whitley Penn, LLP, served as the City’s external audit firm. Payment of Fees and Deposits

Rental fees and security

deposit are payable using the following methods of payment: Cash, check, VISA, Master Card, and American Express. All checks are deposited upon receipt. Fees paid via check can take up to six (6) weeks to be refunded back to the applicant.

Security Deposit

To reserve a facility, the rental contract must be accompanied by a security deposit. The City of Sugar Land reserves the right to increase the security deposit amount or deny a contract based on applicant’s past rental history such as damaging city property, non-payment and not following City rules and regulations.

City Property

Applicants shall familiarize themselves with the facility and available equipment before making a reservation.

The City of Sugar Land provides only the equipment that is listed on the equipment inventory. Any other equipment or supplies must be furnished by the applicant. The City of Sugar Land will not be responsible for any equipment that is not the property of the City of Sugar Land during reserved usage. No unauthorized person or persons will be allowed to operate the Sugar Land Community Center partition. Such an operation must be performed by a City employee. Applicants assume liability for the cost of repairing damage to city property or equipment. Event Security

Applicants agree to comply with all applicable state and local liquor laws. The City has the right to require a Sugar Land Police officer (s) for any and all functions. Changes, Cancellations And Refunds

To receive a refund of rental fees and security deposit, cancellations must be completed no later than thirty (30) days prior to the scheduled event. A $50.00 processing fee will be deducted from the security deposit for a cancellation made less than thirty (30) days prior to the scheduled event.
