Beautiful homes, varieties of foods, lots of fun await during April Drools Home Tour Whether you’re looking for a new home or just something to do, April is a great month to explore the local Johnson Development communities. The April Drools Home Tour will showcase 170 “drool-worthy” model homes and nearly 500 awesome inventory homes in Johnson Development communities across Fort Bend County and the Houston area throughout the month. Model homes will be open for tours from 10 a.m. to 6 p.m. Mondays through Saturdays and noon to 6 p.m. Sundays. Of course, admission is free. Seven of the communities are located in Fort Bend County, including Riverstone, Sienna Plantation, Jordan Ranch, Cross Creek Ranch, Veranda, Harvest Green and Imperial. All of them will be bustling with activity this month to make your tour much more enjoyable. Food trucks will deliver the goods for Bite Nite Fridays, which happens in Jordan Ranch in Fulshear 5:30-8:30 p.m. Friday, April 13. Those living closer to Sugar Land can enjoy food truck fare in Riverstone, which will host a Bite Nite Friday event from 6-9:30 p.m. Both evenings also offer family entertainment. Harvest Green in Richmond will host Street Eats Saturdays from 11 a.m. to 2 p.m. on April 14, followed that evening by Couture for the Cause. Fort Bend’s favorite fashion fundraiser for the American Cancer Society will take place at The Farmhouse from 7 to 10 p.m. Tickets are $125 per person. Want more than food and fashion? Athletes can strut their stuff throughout the month. Sienna Plantation will hold the 2018 Doggone Fun Run and Walk benefiting

Fort Bend Cares on April 14. The 5K run and 1K fun run for pooches and their people begins at 7 a.m. followed by the community’s “pup-ular” Canine Carnival. Triathletes and their fans can head out to Cross Creek Ranch in Fulshear for the TriColor Super Sprint Triathlon beginning at 7 a.m. on April 14. The Texas 10 Series will race through Sienna Plantation on April 29. Runners may choose from a 10-mile, 5-mile, 5K or 1K race for the kids during the Texas Sienna 10. The starting gun fires at 7 a.m. Veranda will be putting out good vibes at its first open-air concert. Veranda Vibes goes from 3-7 p.m. on April 14 featuring bands Jimmy Buffett Tribute by Lost Shaker of Salt; Toby Keith and Kenny Chesney Tribute; Santana Tribute by Soul Sacrifice and the Journey Tribute by Eclipse. Silky smooth jazz will pair perfectly with a delectable dinner served up at Italian Maid Café in Cross Creek Ranch from 5-7:30 p.m. April 28. Adventurous families can head to Jordan Ranch for rock climbing, zip-lining and a free concert by Maddie & Tae and Jay Allen from 3-7 p.m. on April 21. You can party Cajun-style from noon to 4 p.m. on April 21 at Riverstone where a mountain of crawfish will be accompanied by live music and more. Former Texas Instruments site getting overhaul By Theresa D. McClellan For the Fort Bend Business Journal The ongoing construction along West Airport Boulevard will change the face of Stafford as plans are moving forward on the multi-phased development of the nearly 192-acre $500 million dollar project designed to attract millennials who want to work and play where they live. The site of the old Texas Instruments campus is already home to a light industrial commercial complex along Murphy Road owned by Crow Holdings that was completed last year and is reportedly 94 percent full. Industrial parks are the bread and butter of Stafford, which has no property tax, said Stafford’s Building Director and Zoning Administrator Chris Riggs. Dallas-based Street Level Investments acquired the property – bounded on the south by the Texas Instruments Ditch, on the west by Kirkwood Road and Highway 59 , on the north by West Airport Boulevard and on the east by FM 1092/Murphy Road – to build more than manufacturing space. The developers expect to create up to 2,400 high-end residential units on that property with the possibility of an urban wrap that will have 600 units in the town center section, and 1,800 units of conventional apartments, in four different gated sections,

east of the town center between the office/ warehouses on the Murphy Road/FM1092 corridor. This includes the initial phase of a town center component with office, restaurants, retail, residential, entertainment, commercial and parking as well as a centralized focal point of a lawn, green, or other public spaces, according to the 2015 proposition made by the developer to Stafford. “This will generate a lot of sales tax, give a niche for those millennials. We have apartments here but this is like something you’d see in Bellaire or downtown Houston and it’s gonna add to the population,” said Riggs. Indeed, the developing company’s partner is Provident Realty Advisors, which recently unveiled the renovation of the downtown Houston’s historic Texaco Building into the Star luxury apartments. “To me as a planner and building official, it’s a lot of opportunity. We’ll be a destination city. Come to Stafford, go across 59 to the Fountains, there are a lot of plusses. But there is a burden that comes with a benefit, that is part of growth,” said Riggs. When the Dallas-based Texas Instruments, one of the biggest Stafford employers, left the city, “to see them go away, that hurt. But with 192 acres so close to the Beltway, it’s location, location, location. This is like the gateway to Fort Bend County. Coming down 59 this is the biggest thing you’ll see and I

think it will have a lot of amenities,” said Riggs. Indeed when Street Level Investments first announced in 2015 that they purchased the property and were working with Stafford to create something remarkable, they described it this way: “A center point of the project will be a central food hall, where artisan chefs and local purveyors will come together to create an authentic market highlighting the food and flavors of Houston. This will be a daily gathering place and yearround culinary destination. The high-end shopping options will include notable brickand-mortar stores, as well as inspired pop-up shops showcasing one-of-a-kind and emerging retail and food concepts. The heartbeat of the development will be the central park, a community gathering and event space activated with live music, patio dining, community events and a farmers market. The development will also preserve heritage oak trees located on the site and incorporate them into the design. The finished product will include public parking garages, as well as ample street parking. Portions of the original TI buildings will be preserved and repurposed, helping to maintain the site’s authenticity.” They initially hoped to be open by now but continuing negotiations with the city and economic downturns stalled the plans. Now they expect to open the West Airport Boulevard site by the end of 2018, said Riggs.

No property tax experiment still works in Stafford By Theresa D. McClellan For the Fort Bend Business Journal It started as an experiment. That was 23 years ago when Stafford decided to become “business friendly” and eliminate property taxes. Today Stafford is the state’s largest city with zero property tax. The city has no deficit and it paid off all debt three years ago, according to Mayor Leonard Scarcella. The man who has been mayor for nearly 50 years – he was appointed in 1969 – wants to ensure businesses find Stafford attractive by continuing to be the city with no property tax. “People come here because we have no property tax,” he said. Residents still pay county and school tax, but the no property tax rule means that residents can get bigger houses for a smaller mortgage and businesses can save on property taxes, he said. The city get’s its funding using a 2 percent sales tax. “We also live within our means. My parents were the children of Sicilian immigrants who grew up in the Great Depression and literally at times had to survive by proverbially, living on a dollar a day,” said the mayor.

He is optimistic about 2018 and changes that he expects will bring more business to the city. “There will be millions of dollars of substantial enhancements to the FM1092 corridor, anticipated to be funded to a very large extent by the state and county,” said the mayor. In November voters approved the Fort Bend Mobility Bond, which will bring road improvements to the corridor and other places around the county. Over the next several years Stafford will be required to provide a little over $2 million of the cost – or about one out of every six dollars. That is a bargain, says the mayor. Goals for Stafford Scarcella has top goals for the city, which he expects will make Stafford a coveted location. The top priority is maintaining zero property taxes. “President Trump touts the newly signed federal tax bill as exemplifying tax fairness and promoting growth. In that respect, it can’t hold a candle to our zero property tax rate, the mayor said.” Among his top goals are: • Redeveloping while maintaining zero property tax.

• A major re-development of the 192acre old Texas Instruments property could transform the city by bringing more business to the community. (See related story). But there is also a fear on the mayor’s part that the requests for cash incentives to build the infrastructure for the project will lead to Stafford “subsidizing” the $550 million venture. If that happens the city could be forced to bring back property taxes. “We must exert every effort to maintain the zero tax rate,” he said. Building the fire station, police annex, and drainage improvements “We’ve talked about building a new fire station on Mula Road. More recently a police annex next to our existing facility on North Main and drainage improvements in Missouri City Estates, Vacarro Manor Section 4 and Sugar Creek,” Scarcella said. Scarcella said Stafford has made great progress by doing things their way and not following the crowd. “Stafford enters the new year with a clear perspective as to what will be required to have a successful 2018. It will necessitate following the tried and true principles that got us here – and summarily rejecting the approaches of some of our neighbors,” Scarcella said. “Let’s be ever mindful, this city got to where we are by doing it our way, not by following the crowd.”

How the new tax law will impact business owners The new tax law, dubbed the Tax Cut and Jobs Act (TCJA), was passed at the end of 2017 and has several changes that will impact business owners going forward. These changes vary depending on the structure of the organization (i.e. C Corporation versus a pass-through entity such as a sole-proprietorship, partnership, S Corporation or limited liability company). For C Corporations, the new law replaces the series of tax brackets with a permanent flat tax rate of 21 percent for taxable income beginning in 2018. Therefore, beginning in 2018, a C Corporation with taxable income greater than $90,385 will see a reduction in their overall tax rate while those with taxable income below that amount will see an increase in their overall rate. Owners of pass-through entities such as a sole-proprietorship, partnership, S Corporation or limited liability company, will be able to deduct 20 percent of qualified business income from the entity on their individual tax returns. Qualified business income is defined as the net income of the pass-through business after all business deductions have been claimed.

As a simple example, an owner of a passthrough business that had qualified business income of $100,000 would receive a deduction of $20,000 from that amount on their personal tax return. That reduced amount of $80,000 would then be taxed at the business owner’s personal tax return rate. However, there are certain requirements, thresholds and limitations that do apply to this deduction. A specified service business is defined as one that is involved in the performance of services in the fields of health, law, accounting, actuarial science, performing arts, consulting, athletics, financial services, brokerage services or any trade or business where the principal asset of such trade or business is the reputation or skill of one or more of its employees. It also includes businesses that involve the performance of services that consist of investing and investment management, trading, or dealing in securities, partnership interests, or commodities. Other significant changes in the new tax law relate to business asset depreciation. Businesses will now be able to accelerate the amount of depreciation

on new property and equipment through new limitations on bonus depreciation and Section 179 expensing. Beginning in 2018, Section 179 expensing allows a business to write-off up to $1 million of the cost of new and used property and equipment in the year of purchase. Bonus depreciation will also increase to 100 percent of both new and used property. The bonus depreciation for previous years allowed only a 50 percent deduction. This bonus depreciation is retroactive to property placed in service after Sept. 27, 2017, and before Jan. 1, 2023. These are just some of the changes in the new tax law. The law itself is over 1,100 pages and affects both businesses and individuals.
