My experiences with banks haven’t been anything I usually view as more than business transactions. Now, I’ve begun to rethink my position on what the experience should be. Initially, I approached this story, I didn’t know what to expect. I mean, it’s a bank. But when sitting down with COO and President Ray Vitulli, there was something different – a warmth to the conversation unlike many I’ve had. One of the coolest things – to me, anyway – mentioned in my conversation was why they moved to Sugar Land, where they opened a new location mere months ago. It wasn’t some blind corporate decision from some market study. Their loyal customers wanted them there. Seriously – a bank had people clamoring for a brick and mortar location, in a day and age where virtually everything can be done online. This wasn’t some fancy store or high-end restaurant — but a bank. That speaks more volumes than any marketing slogan or campaign ever could.
They’ll gladly handle however large or whatever type of a transaction you need, as a bank does. But their employees will be the ones you see at football games, and track meets. They’ll gladly take part in or sponsor a fundraiser or community cause. Being part of various community newspapers for the last four years, one I thing I’ve noticed is how far relationships and trust can take you in life, work, and beyond. It’s one of my core beliefs to go the extra mile. It’s one of the many reasons I’ve loved becoming entrenched in the Heights and why I’m eager to learn more about Fort Bend County. It’s also a quality Vitulli and Allegiance Bank exude. You’re their friend. Allegiance can be responsive to customers’ needs, while understanding the importance of relationships in life. HCSS TO EXPAND IN CITY OF SUGAR LAND WITH THIRD BUILDING From Staff Reports Sugar Land, TX – Sugar Land City Council approved an agreement with Heavy Construction Systems Specialists, Inc. (HCSS) for improvements on more than four acres of land on West Airport Boulevard between Alston Road and Stancliff Oaks Street. The company’s 11.92 corporate headquarters has been located in Sugar Land since 2010. The current site includes a 42,000 square foot facility completed in 2010 and a second almost 16,000 square foot facility completed in 2015. The combined taxable value of the two buildings is more than $11.6 million. “HCSS continues to take on new clients as well as grow a new segment of its business – engineered technologies for construction,” said Director of Economic Development Elizabeth Huff. “To accommodate its growth, HCSS is looking to almost double its employee base with a third expansion to be located adjacent to its existing buildings.” The new expansion project is targeted for completion in 2020 and will include:
• a two-story (approximately 56,000 sf) office building and 3-level parking garage with an approximately 280 car capacity; • $12 million capital investment in real and personal property; and • 200 new jobs. “We are excited to call Sugar Land home and to bring hundreds of new jobs to the area,” said HCSS Vice President of Strategic Initiatives and Customers Solutions Tom Webb. “We’ve learned something that most technology companies need to know – Sugar Land and Fort Bend County are the best kept secret in the United States to grow your business! The high amount of talented, diverse employees and pro-growth government is the perfect combination to help you achieve your goals.” The agreement to keep HCSS and expand operations in Sugar Land contributes to the city’s strong economy. It’s part of a larger effort to ensure Sugar Land remains an economic powerhouse within the Houston region through an aggressive, focused economic development program that creates opportunities for new business investment and jobs.
The incentive package for the new facility includes a partial tax abatement over 10 years on the associated new real improvements and personal property. Tax abatements are performance-based; result in significant property tax value and revenue to the City after the abatement expires; and the agreements fully benefit the local school districts as they do not participate in abatements. The Fort Bend County Commissioners Court is also expected to approve a tax abatement for the project shortly. “The Office of Economic Development has worked with numerous corporations such as HCSS to expand, construct improvements or relocate to Sugar Land over the past two decades,” said Huff. “Our proactive efforts ensure a strong economy, support the quality services our residents expect, and allow us to maintain the second lowest tax rate in the state among cities of similar size. Overall, our position as a financial leader and economic powerhouse is not just about attracting new and expanding primary employment in our community, but it is ultimately also about us both improving quality of life and minimizing the residential tax burden – all part of the ‘Sugar Land Way’.”
- STATE OF THE CITY MEADOWS PLACE From Staff Reports The Fort Bend Chamber of Commerce is pleased to host the first State of the City Meadows Place focusing on the city’s 2018 accomplishments and their future outlook. The Fort Bend Chamber of Commerce’s Infrastructure Division will host an informative presentation on the Texas High Speed Train with David Hagy, Regional Vice President of External Affairs with Texas Central Partners, LLC. This breakfast will be held Tuesday, May 7 from 7:30-9 a.m. at the Fort Bend Chamber of Commerce office, 445 Commerce Green Blvd., Sugar Land, TX 77478. Texas Central Partners, LLC (Texas Central) is a private company bringing a transformational project to Texas that advances the economy, respects Texan values and keeps the state on track for future growth. The high-speed train will provide a safe, reliable trip between Greater Houston, the Brazos Valley, and North Texas in less than 90 minutes. Texans will be able to travel between the regions easier and much more frequently to conduct business, shop, dine, or visit family and friends. Tourists will come to Texas just to ride the train, and the simplicity of traveling by a high-speed rail will allow visitors to see more of the state and encourage them to stay longer. Texas Central is actively planning with local governments, DART,
David Hagy METRO, and the Councils of Governments in the Houston and Dallas regions to ensure that the train complements other modes of transportation and allows people to move around as efficiently and effectively as possible. David Hagy has over 20 years’ experience formulating policy, conducting strategic planning, managing projects and leading outreach for state and local governments and federal agencies. His experience includes work on a wide range of issue areas and on the federal budget and grants.

BY LANDAN KUHLMANN Allegiance Bank doesn’t want customers to think of them as just a faceless entity who takes or deposits their hard-earned cash. Their employees are cut from the same cloth as those they serve, and their service now reaches out to the heart of Sugar Land. “Our bankers live and work in the market. You’re going to see our people at high school football games and grocery stores – we’re active as neighbors,” Allegiance Bank President and COO Ray Vitulli said. Allegiance opened in 2007 with its first location near Beltway 8 and 290. Through both organic growth, mergers, and acquisitions, the company has grown to $4.7 billion in assets and 27 locations – 26 of those in the greater Houston region. That makes it the largest community bank in Houston. But recently, the company made the decision to expand into Sugar Land and further in Fort Bend County because they wanted a key presence in the area, and welcome the opportunity to serve these communities. “We didn’t have a physical location in Sugar Land, but we had customers and people who operated their business or lived in the area,” Vitulli said of the driving force behind pursuing a flagship location in the area. “Over the years, they’ve been requesting that we put a physical bank there.” Allegiance’s path to Sugar Land has been a winding one, but well worth the effort. Allegiance acquired last October, had a Sugar Land location operating at Highway 6 and 59. Immediately following that acquisition in October, executives began working on a more premier flagship location to move that bank – which they were able to do with the acquisition of Lowery Bank in February 2019. Allegiance officially opened its new Sugar Land location at 16555 Southwest Fwy. Feb. 4, consolidating the former Post Oak office. Allegiance’s Sugar Land Office is led by Bank Office President Mihir Patel. They also have another office in the Fort Bend area at 13010 Murphy Rd. in Stafford, led by Executive Vice President Brian Tave. “We knew we wanted a premier, marquis flagship location in Sugar Land, so that’s what drove the Lowry Bank acquisition. It’s on the freeway, it’s two stories, and there’s plenty of room to grow,” Vitulli said. Since opening, Vitulli said the community has responded in a way they could not have imagined, with customer traffic and transaction counts ticking up with each passing week. “It’s been extremely well-received. Once we had our soft opening for all our existing customers and people that lived or work in Sugar Land, it was a tremendous turnout,” he said. “This is just one of those things where we knew we had customers who lived and worked there, and it satisfied a lot of the demand for us needing to be there.”

Beyond the financial transactions, however, are parents, community members, and friends. There are no gimmicks with Allegiance – only the highest level of commitment and service to the community, an Allegiance staple. It’s simply about providing what customers have come to expect “We’re going to support the community as if we are the community bank in Sugar Land, not just a branch of an organization that happens to do business there,” Vitulli said. “The decision-making ability is extremely close to the customer at Allegiance. You don’t need to go to four levels of authority to get something done – our customers are getting served right there in the office with a highlyempowered staff.” As opposed to some larger branch banks, Vitulli believes Allegiance to be one-of-a-kind in the Sugar Land community. And that commitment has helped Allegiance morph into a trusted community partner – not just a bank branch. It’s not just personal or business banking, but a relationship. “The only way to give the kind of service we do is to go to another community bank. You’re not going to get that from a large bank that simply has a branch network. Houston Methodist Sugar Land Hospital celebrates cancer survivors May 31 From Staff Reports Houston Methodist Sugar Land Hospital is joining nearly 15.5 million American cancer survivors celebrating the 32nd Annual National Cancer Survivors Day. Also being recognized are the many family members, caregivers and health care providers whose support of cancer survivors help make the celebration possible. Find Your Sunshine, the Cancer Survivors Day Celebration and Resource Fair will begin at 10 a.m., Friday, May 31, at the Sugar Land Marriott Town Square. “A diagnosis of cancer can generate many emotions but survival is about embracing life and living each day to the fullest,” said Amy Sebastian-Deutsch, director of oncology services. “You will find our Cancer Survivor’s Day celebration and resource fair filled with laughter, camaraderie, hope, compassion, faith, love and music as we honor cancer survivors for their strength and courage.” Anyone living with a personal history of cancer – starting from the moment of diagnosis – is a cancer survivor, according to the National Cancer Survivors Day Foundation. “National Cancer Survivors Day is a great opportunity for cancer survivors, caregivers, friends and family to come together and affirm there can be quality of life after a diagnosis of cancer,” said Clive Shkedy, M.D., medical director of radiation oncology. Additionally, the foundation says that more people are surviving cancer than ever before, thanks to advances in prevention, early detection, treatment and follow-up care. Cancer, however, does come with many challenges, such as hindered access to cancer specialists and promising new treatments, inadequate or no insurance, financial hardships, employment problems and psychological struggles. “Despite these difficulties, cancer survivors can live active, productive lives with the support of other survivors,” said Shkedy. Houston Methodist Cancer Center at Sugar Land welcomes all local cancer survivors and one guest to join us as we honor cancer survivors. This year’s keynote motivational
