Police: Area man killed wife, son before killing himself By Landan Kuhlmann LKUHLMANN@FORTBENDSTAR.COM

Police say a Sugar Land man fatally shot his wife and son inside their home, and then drove to San Marcos and assaulted his daughter, before killing himself earlier this week.

Sugar Land Police Department spokesperson Doug Adolph said SLPD is approaching the incident as a murder-suicide after Richard Logan, the CEO of Stafford-based nonprofit Attack Poverty, was found dead of a gunshot wound in Guadalupe County early Feb. 11. His

wife, Diana, and 11-yearold son were found dead inside the family’s Sugar Land home later that day. According to Adolph, local police received a call from the Guadalupe County Sheriff’s Office indicating it had found a man, identified as Richard Logan, dead from an

apparent suicide. After trying to reach family members for notification of his death multiple times throughout the day, Adolph said a neighbor was able to gain access to the family’s home in

Those with an eye for culture and the arts are in for a treat later this month when an interactive art market returns to Fort Bend County. On Saturday, Feb. 29, artists and enthusiasts from around the Houston region will gather at Cross Creek Ranch in Fulshear from 11 a.m.-3 p.m. for a day organizers say is devoted to creativity and exploration. Paintings, ceramics, woodwork, jewelry and other items created by

artists and artisans from the First Saturday Arts Market in the Heights and the Market at Sawyer Yards will be on display at the Cross Creek Welcome Center, located at 6450 Cross Creek Bend Ln., for the community to enjoy as they stroll through the neighborhood. Mitch Cohen, founder and coordinator of both the First Saturday Arts Market and the Market at Sawyer Yards, said the free, public event in Fulshear is dedicated to showcasing the original thoughts and brushstrokes of artists from around the Houston

area. “No reproduced or manufactured pieces are allowed,” Cohen said in a news release. “All of the art — from paintings and sculptures to photography, jewelry and handcrafted items — exhibited at Cross Creek Ranch are original creations.” A similar event was held at the same venue in Fulshear last October. Cohen said there were about 1,100 people in attendance. Beyond the showcased pieces, there will be additional activities available

Kaylee Tolleson’s life changed last year when, at 9 years old, she was diagnosed with ovarian cancer. The young Missouri City resident’s subsequent recovery and inspiring story has brought her widespread recognition, which continued this week with a special surprise. On Monday morning, Tolleson and her parents met with U.S. Rep. Pete Olson, who represents them in Congressional District 22, for what they thought was simply a meet-andgreet. The aspiring figure

skater figured she was there to see the skates of Olympic gold medalist and former Sugar Land resident Tara Lipinski, which are displayed in the lobby of Sugar Land City Hall. Right on cue, however, Olson surprised Tolleson by also presenting her with several gifts. Along with a softball that’s been on the floor of the U.S. House of Representatives, he brought out a framed poster and copy of his speech on the House floor last month about Tolleson’s bout with cancer – immediately eliciting a gasp from the shocked Tolleson. “It means a lot, and getting things that were on

the floor of the U.S. House is pretty awesome and cool,” she said. Olson said Monday’s proceedings were his way of ensuring Tolleson never forgets her fight. “You were beautiful then, and you’re beautiful now. Nothing has changed,” he told her. “…These are just things for her to remember how special she is and what an amazing story she is.” Many might know that story by now. In March 2019, Tolleson went to the doctor after about three months of severe lower abdominal pain. Following a CT scan, ultrasound and other

tests, startling news was delivered. Tolleson had a 10-centimeter malignant tumor on her right ovary. The diagnosis was rare for a child that young. According to data from the Centers for Disease Control and Prevention, ovarian cancer strikes 0.3 out of every 100,000 females age 5-9. Such a diagnosis, Olson said, might have sucked the spirit out of many children – but not Tolleson. “When she found out, she didn’t feel sorry for herself and didn’t get down – she fought through it,” he

Kiddie Academy Educational Child Care invites local families to participate in indoor STEM Adventures events hosted by their locations in Aliana and Rosenberg on Feb. 22-23. The event at the Aliana campus, located at 11107 Binion Ln., is scheduled for 10 a.m. Feb. 22. Kiddie Academy of Rosenberg, located at 636 Benton Rd.,

will host the Feb. 23 event at 2 p.m. The camps are free community events designed to introduce kids of all ages and their families to the world of Science, Technology, Engineering and Math education through various hands-on activities. This year kids can design their own superhero vehicle, melt an ice mountain and build skyscrapers out of marshmallows, index cards and more.

Sugar Land hosting public meeting for hazard mitigation plan From Staff Reports

The public is invited to attend a risk assessment workshop for an update to the city of Sugar Land’s hazard mitigation plan from 6-8 p.m. Wednesday, Feb. 26 in the Cane Room

at Sugar Land City Hall, located at 2700 Town Center Blvd. North. According to the city, the goal of the plan is to minimize or eliminate long-term risks to human life and property from known hazards by identifying and implementing cost-effective mitigation actions. The

assessment will guide activities proposed in the hazard mitigation plan. "This project identifies hazards and their occurrence within our area; compares risks of exposure to an established inventory of assets; and provides an estimate of potential human and economic losses based on the vulnerability of

people, buildings and infrastructure," Sugar Land Assistant Fire Chief Pat Hughes said in a statement. "It's our goal to ensure Sugar Land remains safer than ever before." Those unable to attend the workshop may watch the meeting on Channel 16 if they live in Sugar Land and subscribe

Rosenberg Animal Control & Shelter was honored Feb. 13 by the No Kill Advocacy Center and the Saving 90 Organization for achieving more than a 90 percent live release rate average over the last year, one of

only six community shelters in Texas to receive the distinction. Get ready for more bike-shared lanes on roads For about 20-30 years now, cities throughout the U.S. have been into bicycle infrastructure. Sugar Land is no exception with its impressive hike and bike trails. And for a while now, the city has been working on the expansion of bike network improvement projects. In fact, it wasn’t that long ago that we began seeing dedicated bike lanes stripped with white paint in our neighborhoods. Some of them also did away with the extra lane on signature boulevards. I think those

are referred to as streets with excess auto capacity. While some motorists found it inconvenient since the option to use the extra lane was gone, there was

an unspoken appreciation for ridership safety on the streets. Locally, it looks like we may be heading toward bike transportation as a viable mobility option. But biking through the city may scare some people - both bikers and motorists alike. It’s important to be aware of something basic about biking on the streets – in other words, the rules of the road. All bicyclists must operate under Texas motor vehicle laws on public roadways. The operator

Missouri City residents have the opportunity to make their voices heard regarding the future of their community. Beginning last week, residents age 18 and older were mailed the city’s 2020 Citizen Satisfaction Survey as Missouri City aims to continue growing while staying in tune with resident concerns. The city’s biennial survey will compile resident feedback on Missouri City’s programs and services, such as residential and commercial development, public safety, mobility, disaster management response, flood control, animal services, financial management and recreational programs.

Residents can complete the survey online or through the mail. Survey findings will be submitted to the city in April and presented to the public in May, according to the city. “This is an … initiative that helps staff identify what we are doing well, opportunities for improvements and business plan and budget priorities,” City Manager Anthony Snipes said in a statement. “We value citizen engagement and have utilized previous survey results to make important long-range planning and investment decisions.” According to the city, the 2018 survey of 413 households showed roughly 86 percent of the residents indicated Missouri City is an “excellent” or “good” place to live based on quality of life – about 16 percent

Responses to the survey also indicated that 80 percent consider Missouri City is an “excellent” or “good” place to raise children, while performance of city services had a satisfaction rate about 14 percent higher than the national average, according to the city. Snipes said past surveys have played a vital role in Missouri City’s growth. He hopes citizens will continue to be forthcoming with concerns. “We value our citizen partnerships and look forward to the feedback residents will share with us,” he said. “We have made great strides (since 2018) to improve our standing both on a regional and national stage, and it is rewarding to see our collaborative efforts result in positive citizen feedback.”

Sugar Land’s bicycle project implementation is directed by a master plan that gets its input from its residents. So concerns about safety, no doubt, will continue to be addressed not only from the standpoint of bicyclists, but also pedestrians and motorists. Awarded with several

Mr. Michael James Hall, age 78, passed peacefully at home on Monday, February 3, 2020. Born on August 24, 1941 in Pontiac, Michigan; Mike lived in Holly, MI, before settling in Sugar Land, TX. He worked at Texas Precision Metalcraft as a Production Control Supervisor until retiring in 2008. He was an avid Astros and Texan fan, coin and baseball collector, a loving husband, father and grandfather. MARILYN MARCIS PANOZZO APRIL 6, 1938

Marilyn Marcis Panozzo of Sugar Land, Texas, was born April 6, 1938, in Chicago, Illinois, and lived there until moving to Sugar Land, Texas in 1972, where she departed this life peacefully on February 7, 2020, amongst her husband of 58 years. In addition to her devoted husband, Joseph Anthony, she is survived by her children, Joey Panozzo and wife Lisa, Cheryl Panozzo, and Beth Panozzo Howard and husband Mike, and their children, Amanda, Emily, Keegan, Joel, Abby Liz and Lainey; and her sister, Nancy Marcis. She is preceded in death by her parents, Milo and Julia Marcis, and sister, Dolores Keller. Above all, Marilyn was an incredible wife, mother, and grandparent and was blessed to have many wonderful friends during her long life. Having graduated from Northern Illinois University in 1960 with a degree in Home Economics, Marilyn worked for the Northern Illinois Gas Company presenting

cooking shows to demonstrate the use of gas appliances. Marilyn married her college sweetheart, Joe, in 1961. They moved to Texas with their three young children, and experienced an active life. Their membership at Sugar Creek Country Club enabled Marilyn to serve in many capacities, holding offices in the Golf Association and Women’s Club. She was an avid reader and cherished member of her neighborhood book club for 45 years. Marilyn also enjoyed playing Mahjong, swimming, and biking, as well as golfing.

Marilyn’s Catholic faith was strengthened by her long membership in Theresians International and for being a steadfast believer in Jesus Christ and her love for God. It was a time of reckoning and growing for Fort Bend ISD swimmers last weekend as the district sent nine individual athletes and four relay teams to the Lee and Joe Jamail Texas Swimming Center in Austin for the UIL Class 6A state swimming and diving meet. Even though no swimmer was able to bring home state championship, there were still many strong performances from area competitors, led by Ridge Point senior Bobbi Kennett. She earned two medals and set a new personal and school record in her signature event. Kennett, taking part in her third consecutive state meet, competed in the 100-yard freestyle finals for the third straight year. Following a 12th-place finish two seasons ago and a fourth-place finish in 2019, she reached the podium on Saturday, finishing third

with a final time of 50.11 seconds – besting her previous mark of 50.70 at last year’s state meet. The Texas A&M commit also made her state debut in the 100 breaststroke, narrowly missing out on her first state title. After posting the best preliminary time of 1:01.63, Kennett swam a final time of 1:01.72 – finishing in second place and just .24 seconds behind fellow A&M signee Alaya Smith of Rockwall. Elsewhere around the district, Clements had multiple relay teams with strong showings in Austin involving a young quartet that looks to have a bright

It was a banner start to the postseason for Fort Bend County’s girls basketball teams Monday as all teams in action lived to play another round. Dulles and Bush each took down District 19-6A foes to advance in Class 6A playoffs, while Hightower continued its quest for a long-awaited state championship in Class 5A. Making their third playoff appearance in four seasons under head coach Jay Simon, the Dulles Lady Vikings advanced to the 6A area round for the second straight year with a 47-43 victory over Katy Cinco Ranch at the Merrell Center in Katy. It was the sixth consecutive victory for Dulles (22-9), the District 20-6A runner-up that has lost just once in 2020. After trailing 33-30 entering the final quarter, Dulles reeled off a 12-0 run to begin the period before holding off a late Lady Cougar rally.

If they advance to their first regional quarterfinal since the 2008-09 season, the Lady Vikings will need to take down 6A powerhouse Cypress Creek on Thursday. The Lady Cougars (36-0), third in the latest state rankings compiled by the Texas Association of Basketball Coaches, dismantled Lamar 91-22 on Monday night. Dulles wasn’t alone among District 20-6A teams staying alive in postseason play as Bush rebounded from a lateseason stumble to win its first-round matchup. A urinary tract infection (UTI) is any infection of the structures in the body’s urinary system. Two commonly affected structures include the bladder (a small sac that stores urine) and urethra (a small tube connecting the bladder to the outside of the body). Infection occurs when bacteria get into these areas. The most common bacteria that infects the urinary tract is E. coli. Symptoms include a burning sensation when urinating, frequent urge to urinate, and lower back pain. Prescription antibiotics are the primary treatment for UTIs. Examples include nitrofurantoin (Macrobid) and trimethoprim/sulfamethoxazole (Bactrim). Both antibiotics stop the growth of bacteria and may cause nausea as a side effect. To help with urinary pain symptoms, overthecounter medications such as phenazopyridine (Azo) can provide relief while the antibiotic is taking effect (typically after a few days). Clements student win top rodeo art award honor From Staff Reports

The Houston Livestock Show and Rodeo recognized young artists from across Texas during the School Art Program Awards Ceremony last earlier this week, including a local high school student. Clements High School sophomore Amaris Shi was recognized as winner of the 2020 Reserve Grand Champion Work of Art for the colored drawing piece entitled "Roped In." It's not the first time Shi has been recognized for artistic performance in colored drawing pieces,

having also been recognized during the 2019 Fort Bend County Fair and Rodeo for the drawing entitled "The Chase." Over the course of the contest, about 200,000 students participated in the Rodeo’s School Art Program, from 101 public school districts and 53 private schools according to the HLSR. Teachers sent 3,417 pieces of artwork to NRG Center for preliminary judging, according to the HLSR. From there, judges selected 852 pieces of artwork to advance to the next round of judging, where 72 students were selected to participate in the School Art Auction on

March 15. Judges selected Class Champions and Reserve Class Champions in Colored Drawing, Mixed Medium, Monochromatic Drawing, Painting, 3D and for the elementary and junior high levels as well. ★ SURVIVOR, FROM PAGE 1 said. “She got to ring that bell, and now she’s cancer free.” A beaming Tolleson, who was declared cancer free in August, said Monday morning that her key to keeping the faith was simple. “(This journey) has been a long time, but it doesn’t really feel like it, because time just flies by,” she said. “Believing in yourself gets you further than not believing in yourself.” As part of her recovery, Tolleson first had surgery to remove the tumor and her ovary on April 1, according to a news release from Texas Children's Hospital. By that point, the cancer had spread to her abdominal wall and morphed into Stage 3 cancer, according to the hospital. Following the diagnosis, Tolleson underwent 12 weeks of chemotherapy. She was in the hospital for one week for treatment,

then at home for two weeks to recover -- a process during which she coped with severe nausea, according to Texas Children's Hospital. Throughout the ordeal, Tolleson’s spirit is what kept her own parents going in spite of their pervading worries. Normally the parents teach the children, but in this case, her mother, Kelly Tolleson, said the roles were reversed. “It’s completely amazing to see what she’s been through, how strong she’s been and how she’s kept us strong with her happy personality. When we saw her strong, it kept us strong without falling apart,” Kelly said. “It’s amazing to see how (Kaylee) is today. It’s been a very tough journey, but she’s a true inspiration. She inspires me.” Olson called Kaylee a “special young lady” with the heart of a champion. As a final gift, there was even a spot picked out in Sugar Land City Hall’s display case for her first gold

medal – right next to Lipinski’s skates. “Her spirit is amazing, and mom and dad did a great job raising this young lady to have that character and perseverance when she’s facing death and cancer,” Olson said. “It can mean, ‘I’m going to die.’ But she said, ‘I’m going to fight, and I’m going to win.’ That’s just a great Texas story.” What the young girl missed the most while battling cancer was the feeling of the ice beneath her skates. It’s been her passion since taking up the sport three years ago. “She got on the ice, she started skating without holding onto the rail, and there she went,” Kelly said with a laugh. “She said, ‘I love it, I want to go to classes,’ and she’s still going.” Indeed, she is. family’s Sugar Land residence. Logan was previously a pastor at River Pointe Church in Richmond before leaving to establish Attack Poverty. He and his family were longtime members of River Pointe Church, where a Logan family memorial service was held Monday.

“The Attack Poverty family is in shock to learn of the tragedy involving our Chief Executive Officer,” the organization said in a statement posted to its website. “We are cooperating with investigators and waiting for more information as we process this loss with our staff, volunteers and community.”
