Inappropriate relationship alleged Clements employee resigns after allegation surfaces, no arrest made By Adam Zuvanich FOR THE FORT BEND STAR
A Clements High School employee resigned last month amidst an investigation into an alleged inappropriate relationship with a student, according to Fort Bend ISD. A letter to parents from
Clements Principal David Yaffie, dated March 20 and released to the Fort Bend Star by the school district, says, “The staff member in question has not been present at Clements since the allegation was brought to my attention (March 19). That staff member has resigned from Fort Bend ISD.” School district spokes-

person Amanda Bubela, in response to a series of questions, said in an email Friday she could not confirm the identity of the former employee or provide additional details beyond the principal’s letter. Bubela said an investigation by the Fort Bend ISD Police Department is ongoing and there has not been an arrest or
any charges filed. “The safety and well-being of Clements students are always my first and foremost priorities,” Yaffie wrote in his letter. “The Clements administration and Fort Bend ISD take allegations such as this very seriously. I will always take immediate action when reports of this nature are brought to my attention
and these investigations will be handled in the most serious manner possible. “I know that you trust the Clements staff with your most valuable possessions – your children. I, along with the district, will not tolerate behavior that compromises the emotional or physical safety of Clements students.”

With Harris County and the City of Marfa, Fort Bend County Judge KP George, in his individual capacity, filed an amicus curie brief supporting the plaintiffs – the State of New York, 16 additional states, 17 cities, and the U.S. Conference of Mayors – in a lawsuit against the Department of Commerce, Secretary Wilbur Ross, and the Census Bureau for including a citizenship question in the 2020 census. “In a national environment where immigration issues are marred by fear instead of merit, this ad m i n i s t r a tion’s focus on targeting KP George i m m i g r a n t s hampers our country’s progress,” George said. “Adding this question into the 2020 Census will deter participation and cause an undercount, undermining the accuracy of the census and jeopardizing the funding local jurisdictions receive. Fort Bend County is the most diverse county in the United States and this question will threaten millions of dollars of funding to our local governments hurting both representation and direct services.” Studies show that each counted individual accounts for at least $1,500. If even 5 percent of Fort Bend County’s 800,000 residents fail to participate due to a citizenship question, Fort Bend faces a loss of $60 million in federal funding over a 10-year time period. By one government estimate, about 6.5 million people might decide not to participate nationally. Federal Judge Jesse M. Furman of the District Court in Manhattan ruled against the question saying in the consensus opinion: “The Constitution mandates that
Sugar Land City Council approved a resolution last Tuesday supporting proposed legislation that would allow Fort Bend County to own and maintain an historic cemetery. The Texas Legislature is now considering House Bill 4179, a bill that would allow Fort Bend County to provide perpetual care for the remains of 95 people buried on property owned by Fort Bend ISD. The school district informed the city that human remains were found on a school construction site in February 2018. It was later determined that the bodies were former prisoners who were part of the state of Texas’ convict leasing program. Events that occurred after the discovery follow: • July 2018: City leaders met with representatives of the Texas Slave Descendants Society – now called the Convict Leasing and Labor Project – to discuss preliminary plans for the relocation of the remains to the city’s cemetery and conceptual ideas for enhancing and memorializing the cemetery. • August 2018: Sugar Land City Council approved a memorandum of understanding for the possible future relocation of the 95 bodies to the city’s Old Imperial Prison Farm Cemetery. Sugar Land City Manager Allen Bogard appointed a task force to provide community input and recommendations regarding reinterment, memorialization and public education. • September 2018: The City Manager’s Task Force on the Convict Lease Memorial met for the first time and unanimously supported DNA testing. • October 2018: Additional meetings of the task force took place at Sugar Land City Hall. The task force recommended two options. Their first choice was to reinter the historical remains on the site where they were found. If the first option was not possible due to legal restrictions, the task force recommended re-interment of the remains at a nearby historic cemetery owned and maintained by the city of Sugar Land. The city of Sugar Land previously worked with the state of Texas to have its cemetery designated as an historic landmark. • October 2018: Sugar Land City Council approved an interlocal agreement with Fort Bend ISD to honor and preserve the memory of victims of the state’s convict leasing program. $116.8 billion state budget getting closer to passage By Richard Lee FOR THE FORT BEND STAR
The Senate Finance Committee gave unanimous approval Wednesday to a proposal to fund state services for the next two years. The bill, which would spend $116.8 billion in nondiscretionary state funds through 2021, includes $9 billion for property tax reform and public education funding reform, the two key priorities for the Legislature this session, said committee chair and Flower Mound Sen. Jane Nelson. That money is split into three parts: $4 billion to pay for a $5,000 raise for all public school teachers and librarians, $2.3 billion in additional school funding and $2.7 billion for property tax relief. “This is a robust, financially responsible budget that meets the need of our growing state,” said Nelson. “It makes smart investments in our future and it does these things within our constitutional spending limits.” Other budget highlights include $2.4 billion to cover student population growth at public schools, more than $1 billion to upgrade information technology and cybersecurity across state agencies and $193 million to reduce wait times at drivers
license offices. Once the bill clears the Senate, five members from each chamber, including Nelson and the chair of the House Appropriations Committee, Rep. John Zerwas of Richmond, will come together to work out the differences between the two plans. One potential area of disagreement has already been resolved, said Nelson, as both chambers agree on the funding amount intended for property tax and education reform. “We continue to negotiate this issue with the House, but both chambers have now reached $9 billion set aside for whatever agreement we reach,” she said. The House considered its bill for education finance reform, HB 3, in session Wednesday. Nelson also presented a bill to her committee Wednesday that would give the comptroller greater freedom to invest funds in the state’s Economic Stabilization Fund (ESF). Senate Bill 69 would change the way the state determines the “sufficient balance” of

the rainy day fund, a threshold amount above which the state comptroller is allowed to invest ESF money in market securities. This session, that figure is $7.5 billion. “While there are differing ideas about how to leverage the ESF, I think everyone agrees that we should not have $7.5 billion lying around the treasury earning a mere 2.6 percent interest,” said Nelson. Currently, sufficient balance is determined by a panel of lawmakers, but Nelson’s proposal would abolish that panel and peg the number to 7 percent of biennial revenue. The sufficient balance would no longer determine the comptroller’s investment authority, instead he or she would be permitted to invest up to three-fourths of the total balance. The Legislative Budget Board fiscal note for the bill estimates that this change would bring in $3.3 billion in additional state revenue through 2021. STAR Kids The Senate Health and Human Services Committee took up a number of measures Tuesday aimed at ensuring that children who are dependent on medical care in their day-to-day lives receive the best care possible. Since 2016, STAR Kids, the state Medicaid program that administers healthcare to these Texans under the age of 21, has operated under a managed care (MCO) rather than a fee for service model. That means that MCO providers receive state and federal money to administer healthcare for these children. The bills considered by the committee would seek to improve and streamline access to and delivery of care for the 5600 children covered through STAR Kids. Committee chair and Brenham Sen. Lois Kolkhorst offered the most comprehensive of these measures in the form of SB 1105. “We, I think, can do better, and we will do better with some of the bills we’re seeing this session,” she said. Her bill would seek to implement efficiencies and reforms intended to modernize and improve the administration of the STAR Kids program. Some of these reforms include a uniform Medicaid grievance submission process with

Attwater prairie chickens rebounding after Harvey By Joe Southern JSOUTHERN@FORTBENDSTAR.COM
After being nearly devastated by Hurricane Harvey, the annual census of Attwater prairie chickens shows the endangered birds made a remarkable rebound in the last year. The bird count was done at the Attwater Prairie Chicken National Wildlife Refuge near Eagle Lake and at the Goliad prairie. Staff at the Attwater Prairie Chicken National Wildlife Refuge counted a total of 26 males this year, for an estimate of 52 birds on the refuge (using a 1:1 ratio of males to females) up from just 12 a year ago. The Nature Conservancy staff on the Goliad prairie estimate at least 25 males with a possibility of as many as 35. Using the conservative estimate of 25 males,
that makes 50 total birds on the Goliad prairie for this year, up from only 14 a year ago. In addition to the birds in the wild, at the end of 2018 there were 69 birds at Fossil Rim Wildlife Center, 44 birds at the Houston Zoo, and 16 birds at the Caldwell Zoo for a total of 129 in captivity (compared to 117 a year ago). Booming-N-Blooming festival People wanting to see the birds at the Attwater Prairie Chicken National Wildlife Refuge will have an opportunity April 13-14 during the 25th annual BoomingN-Blooming festival. The event includes prairie chicken viewing tours, refuge auto tour and walking trails, special guest presentation, Native American dancers, native plant walking tour, and much more.
Visitors can experience the courtship dance of the Attwater’s prairie chicken on their “booming” grounds from a viewing platform. Transportation to the viewing platform will begin at 7 a.m. and will continue until the birds leave the “booming” ground (usually 1-2 hours). No reservations needed and visitors are encouraged to bring binoculars or spotting scope. All transportation will depart from the refuge headquarters/visitor center. To get to the refuge, of west on Highway 90A from Rosenberg to Eagle Lake. Take FM 3013 northeast for 6.5 miles and look for the large brown sign on the side of the highway. There is no public access from Interstate 10. For more information, call 979-234-3021 or visit www. fws.gov/refuge/attwater_ prairie_chicken.
THE HISTORY OF ALL SAINTS EPISCOPAL CHURCH, STAFFORD, TEXAS
I
n 1998, All Saints Episcopal Church was born out of the remnant of The Episcopal Church of the Advent in Stafford, Texas. Through a restructuring process in 1998, the church was served by various priests-incharge until 1999 when The Rev. Robert Waring accepted the call to be the first Vicar of All Saints and pastor to about 50 souls. With a heart for outreach ministry, All Saints has sponsored various programs to help people in
need. Homeless families were supported through Family Promise, prison ministry through Kairos, and the thirsty people through Living Water Intl. Since the early 2000s, the church has housed a GED/ESL program serving over 100 immigrants and local people seeking their high school equivalency. With the values of outreach-ministry and worship, All Saints steadily grew back into parish status in 2007. Fr. Robert retired in 2008. On November 1, 2009, All
Saints called the Rev. Stephen F. Whaley to be their second rector. All Saints continues to be driven by serving others. In 2011, the parish began to host Emily’s Food Pantry in its Education building. The pantry feeds hundreds of people every month while also creating opportunities for community members to serve. The congregation is currently re-visioning the church campus to make more efficient use of its preexisting buildings and land.

On March 29, Child Advocates of Fort Bend (CAFB) broke ground on the new Davis George Campus at 5403 Avenue N in Rosenberg. CAFB’s plans for expansion were driven by significant increases in the reporting of child abuse and referrals in Fort Bend County. In 2018, CAFB served 2,586 children and families whose lives were touched by abuse or neglect. This dramatic rise of 23% percent over the prior year forces many children to wait six to eight weeks to receive the therapy services they need. CAFB expects the number of families and children served will double in the next five years. To meet the demand, the campus will include 9,000 additional square feet to double the space needed for forensic interview rooms and therapy rooms. It will completely renovate its current 18,000 square feet and provide room for 25 additional staff and many more volunteer trainees. On the project is architect Gensler and project manager Darrell Roth of RMG. Forney Construction will begin construction this spring. CAFB will relocate its Children’s Advocacy Center services to temporary offices at 6415 Reading Road, Rosenberg and its Court Appointed Special Advocates Program and administrative offices
Breaking ground on Child Advocates of Fort Bend’s new Davis George Campus are CAFB Board Members with representatives from The Henderson-Wessendorff Foundation, The George Foundation, Gulf Coast Medical Foundation, Sprint Waste and the Houston Endowment. to Fort Bend County Justice Center at 1422 Eugene Heimann Circle, 2nd Floor, Richmond during the building and renovation. “We are here so that no child falls through the cracks in Fort Bend County,” said Ruthanne Mefford, Child Advocates of Fort Bend Chief Executive Officer. “This newly remodeled and expanded building will ensure we can serve every child who needs our services now and into the future.” To fund construction and expanded operations, CAFB launched a capital campaign called For The Children’s Sake, chaired by Nancy Olson with counsel from Dini Spheris. To date, CAFB has
raised $5.9 million toward the campaign’s goal of $8 million. All of its Board of Directors have made a financial commitment. In late 2018, The George Foundation quietly kicked off the campaign with a $2 million grant commitment. Additional generous supporters include The Henderson-Wessendorff Foundation, Houston Endowment, Fred and Mabel R. Parks Foundation, BGE, Sprint Waste, OCuSOFT, Gulf Coast Medical Foundation, and Amegy Bank. “We need the community to step up now more than ever. I cannot think of a sector

Get ready for a lot of fun and excitement in the next few weeks So many times I begin writing my column with a blank page and an equally blank mind. Today I stare at this page and a million topics want to spread across it like so much spilled coffee. There are so many things I want to say and only so many words left to use before I reach my limit. Without knowing where to start, I’ll just dive right in. On a personal front there are many, many wonderful things going on. I’m bubbling with pride for my middle son, Luke. He will graduate from Terry High School this year. Although we’re still not sure what this summer and fall will bring for him, we do know he wants to be an auto mechanic. In the meantime, he has been hired by the Sugar Land Skeeters to work on their game day staff. I doubt he knows this, but he’s actually following in my footsteps in this regard. Back in 1996, I had a brief stint as a ticket-taker for the Colorado Rockies. It really is a fun job and a great opportunity for Luke. Another thing that Luke and I will be doing together this summer is going on a short-term mission trip to Honduras with the rest of the high school seniors at First Colony Church of Christ. We’re really excited about it– not only for the adventure of visiting another country, but also for the opportunity to see and participate in what God is doing

there through an organization called Mission Lazarus. We will be doing some construction projects as well as service outreach programs. If you’ll allow me a moment for a small fundraising pitch, our church is holding a missions dinner and auction at the church on Sunday, April 28. If you’d like to attend or make a donation, you can do so by visiting w w w.f i r stcolonychu rch. org/missions-dinner-tickets. Getting back to the Skeeters, next week our annual Skeeters Season Preview edition comes out. Having been working on it off and on for the last few weeks has only fueled my enthusiasm for the team and this upcoming season. We have right here at Constellation Field the reigning champions of the Atlantic League of Professional Baseball! The offseason has been exceptionally busy for the Skeeters. In December, team President and General Manager Jay Miller resigned to take a similar job in Wichita, Kansas. That led to the
Letters to the Editor It was not a ‘dump’; just an accurate assessment of the Grid Dear Editor, There is little chance Mr. Southern that I will convince you or others with the same “rose colored” perspective that, in today’s world, stuffing a promoter’s briefcase with millions of dollars of the public’s cash is not necessary for a city to have a strong economic development program. Despite this, I will attempt to address your commentary entitled, “Stafford’s mayor takes a dump on Grid development.” It must be noted at the outset, Brian Murphy, the presenter for the developer used over 50 minutes to lay out his case on the status of the Grid and his responses to my comments and questions from the audience, while I had less than a tenth of that time, or as you
described it, “a five-minute rant,” to set forth my reservations. If there is any doubt about the length of the time taken by Mr. Murphy, or how enthralled you were with his presentation, just refresh your memory by reading your rambling front page article that goes on ad nauseam on three pages about what transpired. While I will try not to ramble quite as much as you did, I feel, just as “compelled” as you, to address the main points you made, and didn’t make. First, and foremost, you virtually ignore the financial aspects of the arrangement including the $18 million in incentives, which are so overwhelming, and one of the main reasons I voted against the agreement. Confirming my opposi-
promotion of Tyler Stamm to the general manager position and the hiring of Chris Hill as the president. Hill was the vice president during the formation of the team through the inaugural season in 2012. Manager Pete Incaviglia has been busy building on a solid foundation to make a team that should be even better than last year’s championship squad. Highlighting the offseason acquisitions is 11-year Major League veteran James Loney. Loney, 34, was a firstround draft pick (19th overall) in 2002 out of Elkins High School by the Los Angeles Dodgers. He spent seven of his 11 Major League seasons with the Dodgers, and also appeared with the Boston Red Sox (2012), Tampa Bay Rays (2013-15) and New York Mets (2016). Returning to the Skeeters from last year are Albert Cordero, Alvaro Rondon, Anthony Giansanti, Mitch Talbot, Dallas Beeler, Matt West, and Konner Wade. Former Skeeters returning include Josh Prince and Roy Merritt. I could go on, but I want to save something for the special section. The bottom line is this club is loaded with talent. The organization is also loaded with fun events and giveaways that are sure to be huge attractions this year. You’ll just have to read about it next week. Trust
me, April 25 can’t get here soon enough! Another thing that can’t get here soon enough is “Avengers: Endgame.” It opens in theaters on the day after the Skeeters’ opening day, so it’ll have to wait. The fourth Avengers movie (actually fifth because “Captain America: Civil War” was essentially an Avengers movie) is supposed to resolve the cliffhanger from “Avengers: Infinity War” which ended (spoiler alert!) with the deaths of half the Avengers and half of all life in the universe when the mad titan Thanos gathered all the infinity stones and snapped his fingers. This kind of leads into Compicpalooza on May 1012 in Houston at the George R. Brown Convention Center. Although celebrity guests are still being announced, we already know that Emilia Clarke (Game of Thrones, Solo: A Star Wars Story), Grant Gustin (The Flash), Nathalie Emmanuel (Game of Thrones), and “Star Trek: The Next Generation” stars Gates McFadden and Michael Dorn are among many guests already announced. As of this writing, no Avengers stars or actors from “Star Wars: Episode IX” have been announced, but I suspect that will change soon. That reminds me, I will have to put off seeing the Avengers a little longer than I like because I will be one of
the celebrity spaghetti sauce judges on April 26 at the Exchange Club of Sugar Land’s 32nd Annual Spaghetti Dinner fundraiser. It will be held from 5:30-8 p.m. in the Fluor Corporation cafeteria. The fundraiser supports local nonprofit organizations including Child Advocates of Fort Bend, Fort Bend County Women’s Center, Texana Center for Autistic Children, Fort Bend Seniors Meals on Wheels, Fort Bend Council on Substance Abuse, Crime Stoppers, YMCA, ESCAPE Family Resource Center, Literacy Council of Fort Bend and many others. It also supports Exchange Cooperative Community Service Projects like Santa’s Exchange. This year there will be nine local law enforcement agencies and firefighter teams competing in the Spaghetti Sauce Cook-off. My fellow judges include Patti Kaminski from Fort Bend Focus and Minerva Perez of Latina Voices and formerly of Channel 13. Tickets and raffle tickets are available online at www. eventbrite.com/e/exchangeclub-of-sugar-land-annualspaghetti-fundraiser-tickets-58546982601, and from Carlos Perez at 281-9234900 or any Exchange Club member. Tickets are also available from event sponsor Classic Chevrolet. As you can see, there is a lot going on in the coming weeks. There is one other big thing happening this
week, and, by the time you read this, will have already happened. I have accepted a job as the editor of the Sealy News and April 10 will be my first day there. I will continue to work as a sports stringer for the Fort Bend Star but my full-time employment will be back where I came from. I was with the Sealy News for two years before joining the Star three years ago. This is not a reflection on my love for this community and the people that I work with. Sealy simply made me an offer I couldn’t refuse. It was one of the most gutwrenching career decisions of my life. I love it here at the Star and my heart says stay, but the economics dictate a new direction. I don’t know what the future will hold, but the door is wide open for a return to the Star someday if that’s in God’s plan for me. Sealy is a great community and the staff at the Sealy News are fun, wonderful people and I look forward to this new adventure. In the meantime, I’ll still be around, most likely at Constellation Field covering the Skeeters and living the dream. Y’all feel free to come by and say hi, both to me and that tall kid with the long, red hair taking tickets and checking bags. This, my friends, brings me to the end of my space on this page and my time at the Star. Hopefully our paths will cross again. Until then, may God bless you always!
tion, the numbers and time table, that are in the agreement the City executed are those supplied by StreetLevel, which require all sales tax generating establishments to be producing at a maximum level by the end of 2021. That is their firm representation, unmistakable conclusion and major component of the contract. I repeatedly challenged that the assertion that the contract could comply with the provisions set forth. Sadly, the other Council and SEDC Board members voting on the agreement bought into it and some even castigated me for expressing opposition. It must be noted that many Stafford business owners were, and still are as adamant in their distaste as I—especially to the 80% sales tax kickback. Adding further credibility to my stance was that the City Attorney recently reminded the members of these two bodies that I had told them three times the numbers would not work.
What is lost in your commentary is just how radical the StreetLevel proposal made a month ago was. While they try to brush it off as just a “political slip up,” not only did it require the City to trash the year old agreement that took so long to negotiate, and was signed six month after the waters from Hurricane Harvey had subsided with no longer any lingering effects from the flood. Further and somewhat unbelievably, StreetLevel tried to force Stafford into instituting a property tax, which would have devastated our image, reputation and credibility cultivated over the past 24 years derived from no city property taxes. Add to that, it would have required the passage and issuance of $25 million in bonds by the City. If that wasn’t enough, it would have abolished the Authority passed through the state legislature and signed into law by the governor, in which the Fort Bend County W.C.&I.D. #2 provides a vehicle for funding the
project’s development. Really… just a “political slip up!” A few other points of contention. You admonish me over comparing our agreement with that of Amazon HQ2 which provides for thousands of $150,000 jobs. If you think flipping hamburgers and picking up golf balls at the driving range are going to pay $150,000 salaries, you are misguided. You take strong exception to my use of the term “iconic” as never having been used in reference to the TI property and being inappropriate. I have heard the term used many times when referencing that tract so ideally located. Further, a quick look at the Thesaurus lists exemplary, ideal, classical and supreme among other synonyms for the word. Hardly inappropriate. You ridicule me for saying the politics of the City could be controlled by 5,000 voters living within a two-tenths of a square mile area in comparison to the remaining elector-
ate of 9,000 voters spread throughout the City. There are numerous examples of a large block of the electorate in a small, concentrated area controlling the politics of a community. That you are oblivious to that fact is truly mystifying. Finally, you excoriate me for denouncing the developer’s assurance that they would make Stafford into a point of destination—and their obvious inability to do so. You pretty much equate the term with driving to a fancy, jumbo grocery store—which by the way, why can’t StreetLevel attract a super jumbo, high quality grocery store to the Grid, especially when they are touted to be retail gurus? They never said, “a local point of destination.” I’ll stick to my examples of true points of destination, not your dumbed-down version used only for the purpose of giving them cover for another in their long list of failed promises. Mayor Leonard Scarcella Stafford

Perry believes that questions involving religious liberty are better resolved by courts than by state regulators. “I don’t want an unelected administrative board making the decision over what my religious liberty looks like or doesn’t look like in application,” he said.
“That’s something I think the courts are better suited for.” The law would not apply to police, firefighters, other first responders or healthcare providers in situations where life-saving actions are needed. The bill will require a third, final vote before it clears the Senate.

@FtBendAthletics:
There really is a field of dreams By Bill McCaughey FOR THE FORT BEND STAR
For a few Saturday mornings each spring, a magical field of dreams appears on the grounds of the First Colony Little League Park. There are coaches shouting encouragement to their players, parents are cheering from the stands, umpires are calling every runner safe, angels are all over the field, and there are smiles everywhere. If you are wondering what’s going on, it’s the Challenger Division of the First Colony Little League at play. The Challenger Division, better known as the Dream League, is for physically or intellectually challenged players. “The Dream League was started in 2007, and this year we have 128 players on six junior teams and four senior teams,” board member Bruce Hicks said. “Our season runs from February 23 to May 11. Then we have our all-star game at Constellation Field on May 19. We play after the Skeeters’ game.” On a recent Saturday morning, the Rangers were playing the Skeeters in the senior division. In the second inning, Jake Moronko steped to the plate. Jake took a pitch from his father, Jeff Moronko, but slamed the next pitch into left field and took off around the bas-

es. Jake scoreed just ahead of the tag by his father. Jake has been diagnosed as autistic. Autism is characterized by challenges with social behavior, repetitive behaviors, speech and nonverbal communication. According to the Centers for Disease Control, autism affects one in 59 children in the United States today.
Jake is 23 years old and went to school at Clements High School. He now attends GiGi’s Playhouse in Sugar Land several days a week. Jake and Jeff have been playing in the Dream League since its inception. “I have been playing in the dream league a long time. My favorite part is batting. I like to hit. I usually play sec-
ond base when we are in the field,” Jake said. When not playing baseball or watching it on television with his father, Jake likes to play video games (Basara is his current favorite), go swimming, and ride a tandem bicycle with his father. Like most Dream Leaguers, Jake has his good days and bad days. Jeff credits his
wife, Kim, for being Jake’s angel at home. “Kim is unbelievably patient with Jake,” Jeff said. “She is a great mother.” Jeff played professional baseball for eight years, 1980 to 1987, and now works for United Parcel Service. Most of his baseball years were in the Minor Leagues, but he did play a few games in the
Major Leagues with Cleveland in 1984, and the New York Yankees in 1987. Jeff is a manager of the Rangers and pitches to his team when they are at-bat. For both teams, Jeff stays near the mound and has the defense throw him the ball as the batter runs around the bases. He then attempts to tag the batter out before he/ she can cross the plate. After 12 years, he has failed to tag even one batter out. “I pay the price when I chase them from third base to home. My heel is killing me right now and tonight I will be hurting. But I love chasing Jake and the kids around the bases. You heard two or three of those kids giggling as I tried to catch them and tag them out. They think an ogre is after them. I just love playing with them. I enjoy it and am glad I can be out here with my son,” Jeff said. “But most of all, I love getting out here just to see the smiles on their faces.” Board member Jimmy Goldman was umpiring the Rangers’ game and called every runner safe as they crossed home plate. He echoes Jeff’s comments. “For an hour each week, we join the Dream Leaguers in their world. Giving them an opportunity to smile and laugh is an unbelievable feeling. You hope the game never ends,” Goldman said. Games are held on Saturdays at 9 a.m. and 10:30 a.m.

FOOT FACTS by Dr. Eric Tepper
BOARD CERTIFIED PODIATRIST, ACCPPS
PEDICURE PROTOCOL Soaking in a warm foot bath before a pedicure could be the source of bacterial or fungal foot infections. Microorganisms can enter the body through cuts, scabs, or abrasions on the feet. Knowing a spa’s sanitation routines in advance can help avoid contaminated foot baths and subsequent podiatric care. Before using a foot bath at a salon, ask how the equipment is cleaned and disinfected between customers. Check that an EPA-registered disinfectant is being used. (The label on the bottle should state that the product is EPA approved and exhibit the EPA registration number.) Although it is rare to get a life-threatening infection during a foot bath, foot problems such as warts and athlete’s foot can occur. HINT: If you already have ingrown toenails, avoid pedicures altogether and see a podiatrist for treatment. Foot aches and pains can come from many sources—improper trimming and routine maintenance, trauma, neglect, disease, infections, structural problems, too much physical exertion, improper shoes, muscular imbalances, and heredity. Don’t let foot problems ruin your good times—treat your feet with the respect they deserve. If your feet are cramping your lifestyle, professional care is in order. For comprehensive foot care for everyone in your family, we welcome your call at 281-980-3668. We’re located at 3143 Hwy. 6 South.
on Friday night in Channelview. The Spartans advanced to the regional semifinals for the third time in four seasons. Stafford has won 10 postseason games since the beginning of the 2016 season. The Spartans will face the Palestine Wildcats at 1 p.m. Friday, April 12, in College Station. The winner will play Fulshear or Lumberton in the regional final at 10 a.m. Saturday, April 13, in College Station. Stafford split a pair of games with district rival Fulshear, and lost to Lumberton, 1-0, in January, in the HuffmanHargrave Tournament. On Friday, Stafford senior Jesus Iniguez scored the game’s lone goal. He has four goals through three playoff games. The Spartans now have two postseason shutout this season.

Some people may have symptoms such as weakness, sweats, shortness of breath, tingling in the arms or legs, and bloating in the upper stomach. Polycythemia vera is believed to be caused by a mutation in the in the protein called JAK2 that signals cells to grow and multiply. Medication therapy helps keep the condition stable, but it cannot cure the condition. Low dose aspirin may help reduce the risk of a blood clot by inactivating an enzyme important for platelet function. Hydroxyurea (Droxia, Hydrea) may help reduce the amount of blood cells the bone marrow makes. In severe forms of polycythemia vera, a medication called Ruxolitinib (Jakafi) may be used to help by controlling the amount of blood cells that are produced by targeting JAK-type proteins.

Sugar Land’s Serve Sugar Land program has coordinated volunteer efforts in the city since 2007 as a way for the citizens of Sugar Land and surrounding neighborhoods to become involved in their city government. Each year city departments select and nominate a volunteer who enhances the delivery of city services by sharing their skills and fosters an atmosphere of community. “The success of our city would not be possible without the contributions of active, engaged citizens like the 10 we’re recognizing this year,” said Director of Public Affairs Cindy Dees. “We’re extremely fortunate that so many people in our community have a passion for service and freely partner with our champion workforce to ensure Sugar Land remains an exceptional place to live.”

★ CEMETERY, FROM PAGE 1 to assist as needed and supinterlocal agreement with Fort Bend ISD provided the option for the school district to reinter historic remains at the city’s cemetery if they chose to do so. The decision continues to be the legal responsibility of Fort Bend ISD. • November 2018: The task force’s work concluded. Fort Bend ISD assumed leadership of the group, which was to be restructured to serve as an advisory committee for the school district. • January 2019: The city closely monitored the progress of a judge’s deliberation on Fort Bend ISD’s recommendation for the possible relocation of historic bodies found buried on school district property. Once the judge issued a ruling, the city was and still is ready
port the school district and community with memorialization and educational efforts. • March 2019: The city of Sugar Land is partnering with Fort Bend ISD and Fort Bend County to support legislative efforts to find a legal way to allow the county to operate a cemetery on land currently owned by the school district, reinter remains on the site and memorialize 95 people lost to history. The disposition of the remains is the legal responsibility of the school district, and they have decided to reinter the remains where they were found if legally possible. “We’re looking forward to partnering with Fort Bend County, the school district and the community to support efforts to honor the memory of these 95 people,” said Assistant City Manager
Doug Brinkley. “We also remain committed to working with Fort Bend ISD and the community to build on educational and historic preservation efforts implemented by the city in the past. Ensuring this part of our history is never forgotten is much larger than our community; it’s the story of our state and nation. We’ve started the process with past efforts, but we think there’s an opportunity to do more.” For more information about the city’s supporting role in Fort Bend ISD’s efforts to reinter people found buried at a school construction site, resources on the state’s convict lease program and the city’s historical preservation efforts, visit www.sugarlandtx.gov/ConvictLeaseMemorial, www. sugarlandtx.gov/Imper ialFarmCemetery and www. sugarlandtx.gov/history.

HPV-related cancers are on the rise A simple screening can save your life From staff reports FOR THE FORT BEND STAR
Doctors at Houston Methodist Cancer Center at Sugar Land are urging men and women to take precautions against cancers caused by the human papillomavirus, or HPV. HPV refers to a group of more than 150 related viruses that can affect the human body, including the virus that causes simple warts on the hand or feet. Because they are so common, experts believe that as many as 80 percent of Americans have an HPV infection at some point in their lives. “HPV is transmitted by skin-to-skin contact,” said Dr. Sindhu Nair, boardcertified hematologist oncologist with Houston
Methodist Oncology Partners at Sugar Land. “The good news is that most of the time, HPV goes away on its own without causing any lasting problems. However, sometimes – especially when the virus is spread by intimate contact, such as vaginal, anal or oral sex – it can lead to genital warts or even cancer.” HPV-related cancers are growing rapidly in the United States. Researchers estimate that more than 42,000 cases of HPVassociated cancers are diagnosed each year. According to the Centers for Disease Control and Prevention, HPV causes: • 91-99 percent of cervical cancers • 91 percent of anal cancers • 75 percent of vaginal cancers
• 72 percent of oropharyngeal cancers • 69 percent of vulvar cancers • 63 percent of penile cancers Two common cancers caused by HPV are cervical cancer in women and head and neck cancers in men and women. “Understanding the prevalence of HPV and how it impacts your cancer risk is critical,” said Nair. “Ideally, boys and girls at age 11 or 12, should receive the HPV vaccine series. However, girls ages 13-26 and boys ages 13-21 who have not been vaccinated should get vaccinated.” The HPV vaccine has been in use for more than a decade, and over 200 million people around the world have received the vaccination series.
“HPV vaccines are approved by the FDA and there have been no serious safety concerns identified,” said Nair. “The American Cancer Society, the Center for Disease Control and the Advisory Committee for Immunization Practices all recommend HPV vaccination.” In addition, you should make certain you are regularly screened for cervical cancer and/or head and neck cancer, including oral cancer. Women should receive annual Pap tests beginning at age 21 and continuing through age 65. Men and women should be screened annually for oral, head and neck cancers. “Many HPV-associated cancers are actually preventable, thanks to the vaccine and to safe sexual practices,” said Nair. “Peo-
ple with questions about HPV or the vaccine should talk with their doctor.” Upcoming cancer survivorship events Free oral, head and neck cancer screening In partnership with the Head and Neck Cancer Alliance, join Dr. Sindhu Nair, board-certified hematologist oncologist; Dr. Alexander Wong, boardcertified oncologist; and Dr. L.T. Johnson, board-certified oral and maxillofacial surgeon, for a free oral, head and neck cancer screening with appointments starting at 8 a.m. on Saturday, April 27, at the Houston Methodist Cancer Center at Sugar Land, 16675 Southwest Fwy., Sugar Land.

Day Foundation. “National Cancer Survivors Day is a great opportunity for cancer survivors, caregivers, friends and family to come together and affirm there can be quality of life after a diagnosis of cancer,” said Dr. Clive Shkedy, medical director of radiation oncology. Additionally, the foundation says that more people are surviving cancer than ever before, thanks to advances in prevention, early detection, treatment and follow-up care. Cancer, however, does come with many challenges, such as hindered access to cancer
specialists and promising new treatments, inadequate or no insurance, financial hardships, employment problems and psychological struggles. “Despite these difficulties, cancer survivors can live active, productive lives with the support of other survivors,” said Shkedy. Houston Methodist Cancer Center at Sugar Land welcomes all local cancer survivors and one guest to help honor cancer survivors. ASK THE EXPERT
Q: A:
How Do I Know If I Need My Hearing Evaluated?
That is a good question, Helen Keller once noted that out of all her impairments, she was most troubled by her loss of hearing. She AuD, FAAA elaborated, that while blindness Terry Snook separated her from THINGS, her hearing loss separated her from PEOPLE. It is estimated that 28 million Americans have a hearing loss. You may have a hearing loss if you answer yes to any of the following: Do you frequently ask people to repeat themselves? Do you have difficulty talking on the phone or listening to the TV or radio? Do you have trouble understanding conversation if there is background noise? Do you feel like people are mumbling? Do you have ringing in your ears? Do others complain that you have a hearing problem? Do you complain that you can hear people, but you don’t understand what they are saying? Do you avoid social activities because you can’t hear well? Do you have a family history of hearing loss? Do you have any history of exposure to loud noise in recreational activities, at work, or in the military? If you answered YES to any of the questions listed above, you should consider having a complete hearing evaluation. In addition, both children and adults are encouraged to have hearing tests every two years to help detect hearing loss and every year to monitor an existing hearing loss. Annual hearing checkups are recommended for those who are routinely exposed to loud noises. Don’t take a chance with your hearing and don’t miss out on the sounds in your life.

Q: A:
What types of skin cancer are there?
Skin cancer is the most common human cancer. It is thought to be more common than all other cancer types combined. The majority of Michael W. Pelster, MD, FAAD skin cancers are caused by sun Advanced exposure, sun burns, and/or tanning Dermatology bed exposure, typically years prior to the development of the cancer. However, skin cancer can develop in any site, including those typically protected from the sun, so it is important to have full body skin checks for complete skin cancer screening. There are three main types of skin cancer: basal cell carcinoma (BCC), squamous cell carcinoma (SCC), and melanoma. Sometimes, BCCs and SCCs are lumped together into a category called non-melanoma skin cancers (NMSCs). NMSC is usually but not always less aggressive than melanoma. Basal cell carcinoma (BCC) is the most common of the three types. While generally less aggressive than the other two types, basal cell skin cancers can destroy local tissue and in extremely rare cases, spread to the lymph nodes and elsewhere in the body. Depending on the location, size, and subtype (the way the cancer cells look under the microscope) of your basal cell, options for treatment may include Mohs micrographic surgery, standard excision (also known as wide local excision), electrodessication and curettage (also known as an ED&C, or the “scrape and burn” technique), or topical chemotherapy creams.
