County commissioner seeks jail diversion program By Landan Kuhlmann LKUHLMANN@FORTBENDSTAR.COM
Newly elected Fort Bend Precinct 4 County Commissioner Ken DeMerchant may be new on the leadership scene, but he is wasting no time trying to make his mark in Fort Bend County. State representative Ron Reynolds – whose District 27 represents portions of Sugar Land, Missouri City, Meadows Place and more – recently filed House Bill 3620 with the Texas
House of Representatives in conjunction with DeMerchant, whose precinct encompasses Missouri City, Stafford and Sugar Land. If passed, the legislation would create a Mental Health Treatment for Incarceration Diversion pilot program for Fort Bend County. According to data from the National Institute of Mental Health, nearly one in five adults in the U.S. – almost 47 million in 2017 – suffer from a form of mental illness, which can vary in degree of severity ranging from mild to moderate to severe. Approximately 20 percent
of inmates housed at the Fort Bend County Jail are incarcerated due to mental health issues. For DeMerchant, who formulated the beginnings of a plan to address mental health when touring the jail shortly after he was elected last year, such a volume is unacceptable. “I’m an engineer, and I just thought there had to be a better way to do this,” he said. DeMerchant then sought out consultation from Texana – a County Commissioner Ken DeMerchant speaks at Commissioner's Court. DeMerchant recently helped initiate House Bill 3620, which is now in the Texas House. (Submitted photo)

Stafford mayoral race is heating up By Landan Kuhlmann LKUHLMANN@FORTBENDSTAR.COM
Leonard Scarcella has led Stafford on its winding journey for the last five decades. A.J. Honore is looking to take down a political giant. Scarcella, a lifelong resident and Stafford’s mayor since 1969, and Honore, a threeyear member of Stafford’s city council who has lived in Stafford for 33 years, will face off at the polls on May 4 in what could be a historic local election. During his 50 years in office, Scarcella has led Stafford through many evolutionary actions, such as abolishing the city property tax – making Stafford the largest city in Texas without one - and creating the Stafford Municipal School District, the only breakaway school district in the nation to gain federal court approval and the only municipal school district in Texas. He also helped plan and develop the Stafford Centre, a unique entertainment and cultural complex. “Mayor Scarcella is a leader of conviction and vision, with accomplishments though bold actions which have brought many impressive benefits for Stafford families and taxpayers,” his campaign website reads. However, Honore believes it’s time for change, citing decade-long flat city revenues, a drop in the general fund balance from $10 million to under $2 million last year, and a budget crisis he said puts the city’s zero property tax status at risk. “I respect and appreciate the 50 years of service from

Congested FBISD ballot presents bevy of options By Landan Kuhlmann LKUHLMANN@FORTBENDSTAR.COM
When Fort Bend residents make their way to the polls May 4, the sheer volume of Fort Bend ISD trustee candidates may seem like ballot overflow. Alas, it’s a bevy of candidates vying for the opportunity to represent Texas’ eighth-largest school district, all armed with their own ideas on how to serve the district’s 76,000 students in positions 3, 5, and 7. Three candidates have emerged to challenge incumbent Jim Rice for Position 3: Afshi Charania, Sam Popuri, and Ashish Agrawal. Ferrel Bonner, Dave Rosenthal, Monica Riley, Holland Paulsen, Nadine Skinner, Rudy Sutherland and Tina Michie have filed for the Position 7 chair. For the unmanned position
5, five candidates have thrown their hat in the ring: Christian Sommer, Vivian Lam, Jason Dobrolecki, Allison Drew, and Pam Sutherland. Candidates took part in a public forum at the Fort Bend Chamber of Commerce last week. A moderator peppered them with questions about pressing issues such as standardized testing, methods of school funding, school choice/ use of vouchers, and more. Position 3 Agrawal believes now is the time to refresh the talent on the FBISD board with someone who can creatively tackle the series of challenges facing FBISD. His focuses are on board transparency, equity and excellence in how the board handles issues. Agrawal is an active leader or member of several resident committees for his homeowners association.
In all, 16 candidates are fighting for three FBISD school board positions. (Photo courtesy of Fort Bend Chamber of Commerce)
“When you vote for someone, you need to know that they are respected within the community,” he said. “If you live somewhere they respect you, it means you can represent for a broader spectrum like FBISD.” Rice, however, said FBISD
has shown the ability to grow and adapt, and that experience is necessary for continued evolution. “We’re always working toward that – that’s not a promise, it’s a fact,” he said. “I believe I have the skills and the knowledge and desire to see
our district continue to grow.” Charania said any decisions should exhibit common sense and that the interest of students should be a top priority. “I strongly believe that

Fort Bend County Girl Scout troops are starting a brand-new way to build empathy and improve reading skills. The new Reading Pals Program, is taking steps to help the animals at Sugar Land Animal Services helping shelter pets become more trusting of people at the same time, which ultimately helps area residents looking for a new family pet.

“It’s a pilot program we are doing with the Girl Scouts” says organizer, animal shelter and Girl Scout volunteer Susie Hyde. “There is a real transformation in the dogs’ behavior while the girls read to them.” Her idea started after realizing many residents in Fort Bend County weren’t aware of all services offered at Sugar Land Animal Services. The goal is to ultimately open the program, which is modeled after the Shelter Buddies Reading Program
at the Humane Society of Missouri in St. Louis, to the general public in Sugar Land. According to Hyde, helping to make the animals more social means they are more likely to be adopted. The program also teaches children empathy for animals and how to be responsible pet owners. “We tell the girls that they have a really important job when they are reading to

★ FBISD, FROM PAGE 1 quality education is the key to raise successful and contributing citizens of tomorrow,” she said. As a parent, Popuri has dedicated himself to his two kids – and said he wants to do the same for all FBISD students. “As a candidate, I’m very passionate about what I’m doing,” he said. “...But you also need to have a vision along with your passion, and the qualifications. I know how committees work, and that experience is also needed. Position 5 Dobrolecki’s mission for running for Position 5 is to ease friction and contention between FBISD and its board. “We have wonderful people on our board of trustees who have their heart in the right place. I just want to mend those fences," he said. Pam Sutherland is driven to run to ensure Free Appropriate Public Education (FAPE) for all Special Needs Students. “I’m a mother first. I will work diligently to ensure that every student and every campus have the same opportunities,” she said. Sommer believes his experience in the business world can help the board. “I’m going to make decisions based on fact and opinion, not based on emotion,” he said. Recent FBISD grad Lily Lam believes her recent experience in the system provides her a unique standpoint from which to help solve education issues. “Our job is to alleviate as much of these challenges as
possible so they’re proud of where they graduate and where they’re from,” she said. Drew is seeking Position 5 in order to give back to the community she said has so generously supported her children’s educational growth. “As a psych nurse, I can talk to people about very difficult issues in a respectful manner, and I’m always looking to find that common ground to see how we can move things forward,” she said. Position 7 One key prong of Michie’s campaign is that academic, advanced and honors programs should be back in the district’s schools. “Every kid is different, and we need to give those children the opportunities to succeed. We need to give our kids wings to fly on if they can do the work,” she said. Bonner has served on both the FBISD Facilities Steering Committee and FBISD Capacity Audit Committees and is now a member of the FBISD Board Leadership Program. “We can get all the awards we want, but until we get to the underlying issues facing the district, those awards mean nothing,” he said. Paulsen has lived in Fort Bend for the past 21 years with her family, and been a teacher since 1993. “I think it’s important to have somebody who’s been in the trenches of education and understands the impact this board makes,” she said. Rosenthal was has served on
the board for six years. “A stable board is good for children and the district. We don’t need a changed board. It’s not perfect, but we have the experience and we know what it takes,” he said. Among Rudy Sutherland’s key points of emphasis are increased priority and support for special-needs kids and their transition, rezoning, enhancing special education and increased teacher pay. “This would be my full-time job. I have a service to my sons, who will be going through this school system like your kids,” he said. “I’m dedicated. I’m in it.” Riley has previously worked with HISD as a parent educator to provide a multitude of lifeskills classes. “I make things happen. I do my very best to work with all people across the district to bring it equitable programs and work with district leadership to ensure our kids have the best opportunities,” she said. Skinner has decided to run because she believes she understands best that it’s all about the kids. “I’m not afraid to say what’s right, and I’m not afraid to make bold decisions. I’m not afraid to fight for what’s right for my kids and your kids," she said.

STORY OF FAITH LUTHERAN “God causes all things to work together for good to those who love Him….” Romans 8:28
I
n 1983, the members of Faith Lutheran church were worshiping on Hwy 6 near Hwy 59 when Hurricane Alicia destroyed one third of the Sanctuary. This happened just before the start of school for that year. No one was injured but school was delayed for a week and temporary buildings were added. Doesn’t sound much like a blessing does it? It seems the scripture in Romans 8:28 “that all things happen for good to those who love God”
took on a new meaning to this church. In 1986, Faith Lutheran Church moved from the five acres and one building on Highway 6 to ten acres and two buildings at the current location at 800 Brooks Street. God is Good! “800 Brooks Street” is unique in that it is now host to three other churches -Brighton Church, Redeemer Presbyterian Church, and Spirit of Life community Church. Logos Preparatory Academy and All Nations Sports are also on campus. We intend to be “a church without walls in ministry to our acquaintances and in teamwork with other congregations
in the area. We live in Biblical truth and love through the transforming power of the cross and Resurrection of Jesus.” You are invited to worship with us on any of the dates below during Holy Week, and please attend our regular services (8:00am and 10:30am) on any given Sunday. New editor has visions of shining Star Call me corny, maybe even nerdy. Or perhaps it just comes with the territory when work expects you to be wordy. However you spell it out, I’ve always been a fan of catchy, clever phrases. I love alliteration, and rhyming is rad, too. So I’d like to introduce myself, the new editor of your Fort Bend Star, by way of some snappy slogans: My goal is to make this news outlet the star of the show in Fort Bend County, and I plan to accomplish that by following The Leader. The Leader, you see, is the flagship newspaper of McElvy Media, which also owns The Star, a group of community newspapers in

Improving the Girl Scouts reading skills by reading aloud to the animal is another important part of the program, says Hyde. Research has shown reading to dogs has a positive impact on both the animals and the children who interact with them. According to the University of California Davis study, children who read aloud to dogs for 10 to 15 minutes per week experienced a 12 percent increase in reading proficiency. newspaper with a unique connection to the community it serves. We report on neighborhood happenings, citywide issues that affect local residents, business, real estate, health, education, the arts, sports and the area’s bustling restaurant and bar scene. We like to have fun with our coverage while striking a more serious tone with some topics. There’s a place for both in a newspaper and its website, which is another focal point of a modern media company. Members of every community want be informed and fast. So while the newspaper may come once a week, news needs to be delivered daily online.
We’re doing that well at The Leader, and we’ll do things much the same way at the Fort Bend Star. Also new to the staff is lead reporter Landan Kuhlmann, a Leader veteran who also has some history with Fort Bend County. Landan is further ingraining himself in the community and committed to telling the stories you care about, so it’s only a matter of time before you seen him out and about. You’ll look forward to seeing his byline, too. Our plan is to continuing covering the issues that are important to you, our readers, which is who we are here to serve. The hot topics include education,
library devoted to the Reading Pals Program. Each girl chooses a couple of books, with titles like ‘Biscuit Goes to School’ and a story about pet adoption titled ‘Are You Ready For Me?’ The first through fifth graders take turns sitting across from the animal cage and begin reading. More often than not, the animals - after the initial excitement of seeing someone - lay down in the cage to listen to their new human friend. “The program is a great outreach opportunity to our city’s residents - especially as we are working toward building our new shelter,” Hyde said. As part of the Animal Shelter Expansion project,
an existing building from Mayfield Park was relocated to the Animal Shelter on Gillingham Lane in Sugar Land. The building was renovated and is now called Whiskerville, a 2,400 sq. foot Animal Services building to house cats and kittens. The existing 4,300 sq. foot Animal Services building has been renamed Barksburg and is home to dogs and puppies. “We thought this was an excellent opportunity. It kind of works together - with them being able to practice their reading, and see what it’s like to give back as well.”, says Tuyet Nguyen, who brought her daughter Emma to the program this week.

Property Owners Can Protest Property Appraisal Values Property owners who disagree with the Fort Bend Central Appraisal District’s appraisal of their property for local taxes or for any other action that adversely affects them may protest their property value to the appraisal district’s Appraisal Review Board (ARB). A property owner must file a written notice of protest before May 15 or within 30 days after the appraisal district delivers the property owner’s notice of appraised value, whichever is later. The ARB will begin hearing taxpayer protests on May 20, 2019. After the ARB completes its hearings and approves final property tax appraisals, taxing units will use these appraisals to set property tax rates. The ARB is a group of citizens who live in the appraisal district in counties with 120,000 or more population, the local district administrative judge appoints ARB members. Otherwise, the appraisal district’s board of directors appoints them. Property owners may protest any of the following issues to the ARB: • The appraised or market value of the property; • Unequal appraisal of the owner’s property; • Inclusion of the property on the appraisal records; • Denial of a partial exemption, such as a homestead exemption; • Denial of special appraisal, such as agricultural or timber productivity appraisal; • Determination that agricultural or timberland has had a change of use and is subject to a rollback tax; • Identification of the taxing unit or taxing units in which the property is located; • Determination that the taxpayer is the owner of the property; or • Any other action of the appraisal district office or ARB that adversely affects the owner. The ARB schedules a hearing and sends the protesting property owner written notice of the date, time and place of the hearing. The law contains specific timelines and procedures for both the property owners and the ARB throughout the appraisal protest process. These are detailed in the Comptroller’s publication, Property Taxpayer Remedies. Copies are available from Fort Bend Central Appraisal District at 2801 B.F. Terry Blvd., Rosenberg, Texas 77471. The publication is also available on the Comptroller’s Property Tax Assistance Division’s website at comptroller. texas.gov/taxes/property-tax/.

Faltine, Travis beat Austin 4-0 Austin never threatened to score, and Faltine’s fastball seemed to pick up speed as the game went on. “I really let it loose toward the end of the game. I just tried to throw it as hard as I could and hopefully it would be a strike,” Faltine said. Brock had one hit and two runs-batted-in, and Faltine, Thomas Roldan, David Pagan and Colin Muchinski each had a hit for the Tigers. “I think Sammy was really pumped up for the last two innings. His pitch count was low, and I thought he did a great job in creating swings at the plate and avoiding those full counts where he has struggled in the past. He was really on today. We helped him out early with the three runs in the second inning and that helped him relax,” Travis Coach Rodney Hernandez said. Travis is now 9-1 in District 20 6A play and has clinched a spot in the playoffs. Ridge Point is 10-0 and the two teams met last night (Tuesday) to determine the district championship.

Sammy Faltine struck out eight as he shut out the Austin Bulldogs 4-0 to clinch a playoff spot for the Tigers last Friday night at Travis High School. The Tigers scored all the runs they needed in the second inning as they loaded the bases with a walk and two hit batters. With two outs, second baseman Mason Brock came through with a solid single to left field, scoring two runs. A third run scored on a wild pitch, and the Tigers were on their way to securing a spot in the playoffs. “I really shortened up on the bat on that pitch just to get the ball in play and make sure I didn’t strike out. I just wanted to get my team on the scoreboard early in the game, and I wanted to beat Austin to put us in the playoffs,” Brock said. Travis added an insurance run in the sixth inning when Faltine led off with a single to left field. Faltine advanced to second base on a fielder’s choice and came around to score on an error by the second baseman.

the better,” DeMerchant said. “The longer they’re there, the more expensive they are for the county. Everything adds up the longer they’re in the system.” According to a report from Community Impact Newspaper, it costs about $125 per day for Fort Bend County to house an inmate who has mental health issues, compared to $80 a day for an inmate who does not. Additionally, Almeida said in general, people with mental illness remain in jail three times longer than those without. “Fort Bend County has worked collaboratively to develop a system to identify and divert

people with mental illness who commit nonviolent crimes from incarceration,” she said. “…. We recognize getting the right care to individuals with mental illness at the right time is critical to their recovery. Reducing gaps in access to physical and behavioral health care, food, housing, jobs, and community support is essential to reducing recidivism and supporting recovery.” The pilot program would seek more effective jail diversion in several ways, including free booking and creating avenues of avoiding booking altogether. Currently, deputies at the jail handle mental health screenings.
HB 3620 would put a Texana representative on-site to handle the screenings. “We can take it out of the deputies’ hands and put it into the hands of somebody who knows and can identify these people at booking,” DeMerchant said. “Then, we wouldn’t even book them – we’d divert them off into a facility to receive the treatment they need.” A second prong would use technology to aim to reach people before they even reach the jail. The Fort Bend County Sheriff’s crime intervention team would be provided a tablet or similar device, then have
whoever they pick up converse with a Texana representative to immediately identify if someone needs treatment. If so, deputies would transport them directly to Texana to avoid booking. “Currently, the treatment and helpful options for persons who suffer mental illness are few once the cycling begins through the incarceration system,” Reynolds said in a news release. “This will provide these individuals an opportunity to gain footing and life skills so they can re-enter society as productive citizens, provide relief to jail overcrowding and help the mentally ill get muchneeded services.”
In addition to Texana, DeMerchant’s initiative has received support from the Fort Bend Clubhouse – where adults with mental illnesses can receive rehabilitation – District Attorney Brian Middleton and the Fort Bend County Sheriff’s Office. According to DeMerchant, the bill has made it out of the House Committee on Corrections – where it was held to public scrutiny last Friday morning – and onto the floor of the Texas House. “It’s been great to see that everyone can come together to help fill in the gaps and solve these problems that we have,” he said.
to the needs of the current times we are living in.” On the other hand, Scarcella believes that developments such as the Stafford Centre, plans for the revitalization of FM 1092 and more prove
the opposite has happened. And it’s that improvement he pledges to continue prioritizing if he wins re-election. “Change is inevitable, and done properly by those with well-intentioned motivations, it is to be embraced,” his campaign website reads. “Under my leadership, Stafford has long been recognized as being far ahead of the curve with ingenious and unique achievements, as those cited, while being fiscally responsible, thus assuring our citizens and businesses the ability to keep more of their money than any other city.” Honore, a 20-year entrepreneur and private business owner who now serves as the managing director for Engreen Power & Light, cited using his business experience to bring a major grocery store to Stafford and continuing to advocate for economic development projects like The Grid, which he said will expand Stafford’s sales tax and revenue base. “We need active leadership that understands Stafford is over built with warehouses and has a plan to grow smart with the limited land we have to develop or re-develop,” Honore said. In his campaign for re-election, Scarcella's primary pledges, according to the campaign website, are maintaining the city’s zero property tax status, continuing the enhancement of city services, and involving all races and cultures of Stafford’s diverse population
in “continuing an honest, transparent operation of our government, and endeavoring to entice all Stafford children to attend SMSD.” “With Mayor Scarcella continuing to represent you at City Hall, Stafford residents can have confidence he will assert a firm course to make Stafford a great place to raise a family and grow a business,” his website reads. Along with maintaining the zero tax property status, bringing a major grocery store and supporting developments like The Grid, key aspects of Honore’s campaign include upgrading overlooked open ditch neighborhoods, revising zoning ordinances and creating a Youth Enrichment and Jobs program. He also plans to rescind all gag orders during city council meetings, develop a process improvement team to review every job function and implement smart city technology to improve the experience for residents and those that do business with Stafford, and prioritize the city’s expanded funding for public safety. “Providence has prepared me to lead Stafford through this challenging time without compromising the mid-century small-town environment that keeps me and many others in Stafford,” Honore said. Know Your Diuretics
High blood pressure is a condition where the strong force of the blood that is pumped from the heart slowly damages the vessels for a long period of time. High blood pressure is linked to other serious conditions such as stroke, heart attack, kidney damage, and vision problems. Diuretics, or water pills, are medications that help reduce blood pressure by eliminating the amount of fluid in the body which allows for the heart to do less work with less pressure. Thiazide diuretics such as hydrochlorothiazide (Microzide) work in a part of the kidney that has a weak uptake of electrolytes; leading to less urination than other classes of diuretics. Loop diuretics such as furosemide (Lasix) are strong because it leads to the most water loss from the body. Thiazides and loop diuretics cause low potassium levels. Potassium-sparing diuretics such as spironolactone (Aldactone) block a hormone that retains water. These diuretics can cause a dangerous increase in the potassium level in addition to some hormonal imbalances.

ASK THE EXPERT
Q: A:
What can I do to prevent getting skin cancer and/or to catch any skin cancers early?
1) Sun protection: this includes staying out of the sun whenever possible, wearing sunscreen (SPF W. Pelster, greater than 30) when in the sun Michael MD, FAAD (including while driving) and Advanced Dermatology re-applying often, using sun-protective clothing, and never using tanning beds. 2) Full skin exams with your dermatologist: these may range from every 3 months to once a year depending on the type and number of previous skin cancers that you have had. 3) Self skin examinations: every month, you and/or a partner should check your entire body for any new or changing spots and notify your dermatologist ASAP if you notice anything concerning. 4) Nicotinamide: this is an over-the-counter vitamin supplement (related to Vitamin B3) that may reduce the risk of skin cancers and pre-cancers. Check with your doctor before starting nicotinamide. 5) A healthy diet, high in fiber: while data are very preliminary, there is some early evidence that healthy diets high in fiber boost the body’s immune system through an effect on the gut microbiome (the healthy bacteria that live in the gut). And regardless, a healthy diet and highfiber foods have many other health benefits besides possibly reducing the risk of skin cancer.

FOOT FACTS by Dr. Eric Tepper BOARD CERTIFIED PODIATRIST, ACCPPS
INTRACTABLE POROKERATOSIS There are several types of lesions that commonly develop on the bottom of the foot that can make walking painful. Whenever weight is placed on the affected foot, the lesion may create the sensation of a pebble trapped inside the shoe and pressing into the sole of the foot. It is important to have any uncomfortable lesion diagnosed, because lesions have different causes and require specific podiatric regimens to cure. To an untrained eye, an intractable porokeratosis might be mistaken for a plantar wart. Both types of lesions have a central core that is surrounded by thickened skin, but the intractable porokeratosis lacks the black flecks that are characteristic of a plantar wart.

HINT: Relief from the discomfort of an intractable porokeratosis is almost immediate once the podiatrist removes the core. Pain may be one of the first and obvious signs of a foot condition, but it doesn’t always reveal the exact cause of the problem. The best way to determine the cause, location, and seriousness of foot pain is to have a podiatric evaluation, including medical history, examination, and tests. And once a problem like intractable porokeratosis is addressed, complete instructions for follow-up care and prevention are also an integral part of any treatment plan. Snipes expressed heartfelt thanks to his parents, his family and to NFBPA for their unwavering support over the years and for their continued encouragement. “I have always realized that public service touches the day-to-day lives of people and this new opportunity as National President will allow me to have a national voice on relevant public policy issues and also allow me to bring back to my own community new ideas, innovation and creativity from beyond our boundaries,” he said. By utilizing his experience of more than 20 years, Snipes has helped to steer a steady course of
Snipes success in Missouri City, forging myriad partnerships and firmly building on the legacy of leadership that established the “Show Me City” as a community that is fiscally sound, safe and scenic. In addition to being NFBPA President and Board Chair, City Manager Snipes also serves as a Board Member for the Institute for Building Technology and Safety (IBTS), Secretary/Treasurer of the Texas City/ County Management Association — Region 6 Board, a Board Member of the Missouri City Parks Foundation, and a Board Member of Mercer University’s College of Liberal Arts Alumni Board of Directors. Snipes is a veteran municipal administrator who has earned numerous accolades for inspiring his
teams with clarity of purpose and leading them toward a shared view of collective goals. In his work with NFBPA, Mr. Snipes will guide a Board of Directors that consists of 26 members representing city, county and state governments and non-profit organizations. NFBPA is an independent, nonpartisan, 501(c) (3) nonprofit organization founded in 1983 and is dedicated to the development and advancement of black public leadership in local and state governments. Members are leaders and managers of public programs and agencies in more than 350 jurisdictions nationwide. In a salute to Mr. Snipes’ leadership, NFBPA Executive Director Marcia Conner said he “has earned many achievements and accolades during his more than 20-year career, including the long-standing contributions to NFBPA, as well as, his progressive and innovative work in Dayton, Ohio, Fort Worth, Texas, Austin, Texas, and most recently the City of Missouri City.” She added: “We are pleased for his continued service to the board, welcome him as our National President and look forward to his guidance as we continue to grow our organization.”

Defending champions are loaded going into 2019 season By Joe Southern
Pete Incaviglia is going into his second year as the manager of the Sugar Land Skeeters. It led the team to its second Atlantic League championship his first season and hopes to repeat the feat this year. “Always the thought going in is to win a championship,” he said. (Photo by Joe Southern)
FOR THE FORT BEND STAR
When the 2018 season began for the Sugar Land Skeeters there were more questions than answers. The team was under the leadership of first-year manager Pete Incaviglia and most of the former players were gone. It was the first year without Gary Gaetti at the helm and nobody really knew what to expect. “Last year we only had three guys returning to the club,” Incaviglia said. “This year’s a little different.” As last season wore on, players came and went on an almost daily basis. There were more than a dozen called up by Major League teams and a couple more from Mexican leagues. A few went down with injuries, but mostly Incaviglia kept trading players as if he had a lousy hand at fivecard draw. The results were phe-

nomenal! The Skeeters kept on winning! They clinched an early playoff spot by winning the first half of the Freedom Division. They went on to win the second half as well and were by far the most dominate team in the Atlantic League. When the playoffs arrived, however, the magic seemed to wane. They had to go the full five games to win the Freedom Division over the Lancaster Barnstormers and then went the distance again in the Atlan-

land Ducks. The Skeeters won the championship – their second in three years – but did so with several come-from-behind victories, nail-biters, and even a walk-off grand slam! This year the Skeeters are a known commodity going into Opening Day on April 25 at Constellation Field. “It’ll be interesting,” Incaviglia said. “Everybody’ll be coming after us this year.” Incaviglia has re-signed most of the core players from last year and even added some game changers from the Major Leagues, including James Loney and Ryan Schimpf, to name a couple. “I think this is going to be the best opening day roster we’ve ever had,” said Skeeters General Manager Tyler Stamm. “We’ve had some pretty good teams too. In 2013 we won 95 games, last year we won 81 in a shortened season, we probably would have won 90 if it had been a 140-game schedule, if not more.” Last year’s season was a week short due to there being only seven home teams. The Atlantic League was between teams (the Bridge-

port Bluefish folded and the High Point Rockers start this year), so it reactivated the Road Warriors, a traveling team, to help flesh out the schedule. Make no mistake, the rest of the league will be gunning for the Skeeters, especially the Long Island Ducks. The Skeeters beat the Ducks in 2016 and again this year to win the league championship. The Ducks have lost three consecutive championships and are 3-4 overall in the championship series. New this season are the High Point Rockers, based out of North Carolina. Their logo features a wooden rocking chair and their mascot is a rocking horse. It will be interesting to see how this new team fares this season. I know from having lived in North Carolina that it is a strong baseball state with a real love of the game. “I just got back from the Atlantic League tryouts and got to know their staff a little bit,” Incaviglia said. “I hear they’ve got a nice stadium, a good place to go visit.” Of course he said that before it was announced they painted their visitor’s locker room pink. One of the things that will really make this season interesting are some new rules and equipment being tested in the Atlantic League through a new deal with Major League Baseball. One of the most anticipated changes is the installation of the TrackMan radar system. Not only will it assist the umpire in calling balls and strikes, but it will also provide realtime statistical and radar tracking data from Atlantic League games to MLB clubs. It will show speed
and location of pitches in real time. “The TrackMan’s a really interesting deal,” Incaviglia said. Also making the game more interesting are some rule changes. Incaviglia is reserving judgement until he sees how the rules play out in the game. “Until you see how they work, you don’t know how it’s going to affect it,” he said. The new rules include: • No mound visits permitted by players or coaches other than for pitching changes or medical issues; • Pitchers must face a minimum of three batters, or reach the end of an inning before they exit the game, unless the pitcher becomes injured; • Increase size of first, second and third base from 15 inches square to 18 inches square; • Require two infielders to be on each side of second base when a pitch is released (if not, the ball is dead and the umpire shall call a ball); • Time between innings and pitching changes reduced from 2:05 to 1:45; and • Distance from pitching rubber to home plate extended 24 inches, in the second half of the season only, with no change to mound height or slope. That means the mound will be moved back two feet after the all-star break. To the average fan, the game will look the same. To baseball purists, it will be a whole new ballgame. Basically, the changes are being made to speed the pace of the game and to make it more exciting by putting the ball into play more often. With so much to look forward to and a championship to celebrate, I can’t wait for Opening Day on April 25. I hope to see the stands full for what could be the first day of a revolutionary new period in Skeeters baseball. We have the traveling trophy and this time we’re playing for keeps! Y’all be sure to come out and enjoy the fun!

SKEETERS SCHEDULE
Skeeters to ring in a new season with sparkly bling Fans will get replica rings on Opening Day them. Season ticket holders can order them but we’re not letting the general public order them. If they want to get them we’re selling them for $500 to our season ticket holders and sponsors,” Parsons said. The replica rings to be given away on Opening Day will be very similar to the real rings. The main difference is that on the side where the player’s name would go there will be the name and logo of Constellation, which is sponsoring the giveaway. Depending on the success of the replica rings, the Skeeters may do another round. “As of right now we’re just targeting one date, but we might be like the Astros and do at least another one. I don’t think we’ll do seven other dates,” Parsons said, referring to the Houston Astros replica ring giveaways last year.
By Joe Southern FOR THE FORT BEND STAR
Next to the feeling of accomplishment and having eternal bragging rights, the best thing about winning a championship is wearing the bling. Last year the Sugar Land Skeeters won the Atlantic League of Professional Baseball championship and on Opening Day, April 25, the team will receive their championship rings in a pregame ceremony. Fans will also be able to share in the celebration as the team gives out replica rings to the first 2,000 people through the gates at Constellation Field that day. The Skeeters staff members are already wearing their shiny, bejeweled rings which they received in a private ceremony a few weeks ago. They’re a perfect complement to the rings earned in 2016 and will go nicely with the rings the team hopes to have next year. The rings are made in Houston at Uptown Diamond and Jewelry in the Galleria area. “We worked with Uptown Diamond in 2016 and went back to them,” said Chris Parsons, the Skeeters vice president of sponsorship sales. “We felt comfortable with that relationship. Good guys, small company, they take good care of you. We just felt that personal touch going with them.” “The ring is cast in Durilium, which is our proprietary mix of metal alloys, and weighs in at approximately 65 grams,” said Kevin Gordon, co-founder and principal at Uptown Diamond. “The ring is set with computer aided and calibrated cubic zirconias and the State of Texas is set with computer aided and calibrated/treated blue sapphires. “It has 27 clear stones and 21 that make up the state of Texas,” Parsons

erything. The logo on front and everything, it’s really, really awesome.” Parsons said the Skeeters ordered about 100 of the custom rings. “We were about 40 in front office and ownership, 40 with the baseball team, and

said. “Uptown Diamond is more known for their diamonds, they’re more of an engagement ring type, so they partner with Baron Rings who’s known for their championship rings. They’ve done all of UT’s (University of Texas) rings and Barons did the Cavaliers championship rings, so they’re pretty well known.” “It was an honor to design and craft this championship ring for the Sugar Land Skeeters and we have valued our relationship with the organization and look forward to working with the Skeeters in the future,” Gordon said. “It is always extra special to work with local teams and organization on rings like this one.” Parsons said he and a few others on staff came up with the design for the rings. He
said it was important to feature the Skeeters logo and the state of Texas. “We wanted to, being the only team in Texas down here, incorporate that into the ring. The other ring (in 2016) had the SL logo, so we wanted to put the official Skeeters logo on it,” he said. There is also a special touch inside the ring. “On the inside, for those who were here for the playoff series, all the games were nail-biters, so on the inside of the ring we incorporated all the scores,” Parsons said. One of the players who will be receiving his second Skeeters championship ring is catcher Albert Cordero. He recently received a sneak peek at the rings. “The ring’s really, really awesome,” he said. “That looks like big league and ev-
then the mayors got some, and key stakeholders we definitely took care of,” he said. That list includes everyone from the owners to the bat boys, trainers, and medical staff. “As of right now we’re not going to let the public order

BACK TO THE FUTURE - Skeeters find new leaders from team’s past By Joe Southern FOR THE FORT BEND STAR
When Sugar Land Skeeters President and General Manager Jay Miller resigned last December to take a similar job in Wichita, Kansas, it left a huge gap on the top of the baseball team’s organization chart. The Skeeters filled it by going back to their past. Right after Miller left, the team promoted Tyler Stamm to interim general manager and then made him the permanent general manager. In late March the team hired Chris Hill as president. Hill was the vice president from the team’s inception through the inaugural season in 2012. He was the organization’s first person on ground. He was responsible for the initial revenue generation for the Skeeters, including naming rights, skybox sales, ticket sales, and sponsorship sales, with a focus on stadium founding partnerships. Stamm, who was a sales intern that first year, was one of Hill’s first hires at the end of the season. “I’m excited to get Chris back in here,” he said. “He was one of my very early mentors and he was, even throughout the years when he wasn’t here, he was always accessible, and I bent his ear on certain things and he’s guided me down the path. Chris has been a pretty vital person throughout my brief career.” For Hill, returning to the Skeeters is like a homecoming. “I think a lot of it is, this club for me, it’s emotional to me… I was the first one on site, and talked to hundreds

of, thousands of people to explain what Minor League Baseball was, to explain what that promise to the community was all about,” he said. “And I loved it, it was a fantastic experience. It’s some of the best years I’ve ever had in sports.” “We are thrilled that Chris has agreed to lead our organization,” said Skeeters owner Kevin Zlotnik. “We talked to many candidates, but Chris stood out with both his vast minor league experience and strong ties to the Sugar Land community. On behalf of my whole family, we cannot wait to see Chris elevate this franchise to even further heights.” Just as the Skeeters have looked to their roots to find Hill, Hill is looking to return the Skeeters to their roots as well. “Minor League Baseball is known to be a little bit whacky. I don’t know if we’ve
been as whacky as we need to be, so there’ll be a little bit of that coming back. I’m a big fan of circuses, I like a circus going on, and it’s also having fun and having fun with the environment,” he said. “We’re going to try to get back to our roots quite a bit being a Minor League Baseball team and understanding that’s who we are and what we do,” Stamm said. “More of the goofy stuff. We’ve got an ‘Office’ night planned, we’re going to do a ‘Game of Thrones’ night. So, we’ve done that in the last few years but we’re going to try and ramp that up. We’ve talked about bringing back visitor’s walk-up music. We used to play ‘Barbie Girl’ for a visitor who walked up, just kind of a goofy song that clearly they wouldn’t like just before they hit. Just more fan-engaging stuff. We’ve been playing the videos on the video board that make you laugh,
just even more of that. Just pumping more juices into that kind of stuff.” Hill recalls the craziness of the inaugural season and wants to bring a lot of that energy back for the Skeeters eighth season. “It’s my job to create things that are interesting and new for people who either have never been here or who haven’t been here in a couple of years and so we’re constantly developing new and interesting things here at the ballpark. That was the promise we started with where you never knew who was going to show up. That first year Tracy McGrady, and (Roger) Clemens, Paul Wall, and all sorts of random celebrities rolling in out of the ballpark. There’s events at all levels and stuff. That energy’s really important,” he said. “What’s different is the club’s eight years old and so it’s a more mature organization and so I get to come in and find ways to make things new again.” Capitalizing on popular television shows, the Skeeters will have an “Office” night and one for “Game of Thrones.” Hill is negotiating to bring in an actor from “The Office” to participate in skits and special events. On “Game of Thrones” night the Skeeters will have a bobblehead giveaway of manager Pete Incaviglia seated on the iconic throne. “Those are the things I love in a game, the unexpected, the things you don’t get to see. The game itself is pretty predictable and it’s great. It’s the other things around it,” Hill said. “For the baseball fans we have fantastic baseball. We have good food – warm hot dogs
and ice-cold beer, all the things you need in a game. For the non-baseball fans, it’s important that we have things for them. The bottom line goal is I want everyone when they leave the park to say they had a good time. It may be for seven different reasons and that’s fine. I just want them to have a good time.” Hill is a native of Maryland and has spent more than 20 years working in professional sports and arena management. He started in Boise, Idaho (Short Season A- Anaheim Angels) and continued to the Wilmington Blue Rocks (Kansas City Royals High-A affiliate), Lake Elsinore Storm (Anaheim Angels Single-A affiliate) and Buffalo Bisons (Triple-A, Toronto Blue Jays) franchises. Hill’s sports career highlights include producing the broadcast for the first game ever for the Colorado Rockies and Florida Marlins franchises. He designed the “Angry Eyes” Lake Elsinore Storm logo, which went on to become the top MiLB logo for 12 years running. He negotiated multiple stadium naming rights agreements and numerous regional broadcast TV schedules. Since leaving the Skeeters in 2013, Hill has run his own award-winning communications firm, 180 Messaging. He and his wife, Christy, have three children, Caden, Siena, and Lauren, and have

been residents of Missouri City for nine years. Stamm, 30, is a native of Fort Worth. “I ended up at A&M and I was actually a pre-med major; I was majoring in biology,” he said. “And then one of my friends said there’s a sports management degree and you’re going to take classes on sports. I thought there’s no way but I looked into it and it was true. So that summer after my sophomore year I switched. My parents weren’t thrilled. I went from being in a doctor style profession to sports. I’m just one of those people that, I’m doing what I love. The money is secondary to me. Baseball is my first love. This is what I felt I was meant to do. “We had to intern to graduate in sports management, so I interned here and it just felt like where I needed to be from day one. I’m lucky enough, it was actually Chris who hired me full time. It’s really cool to see it come full circle and he’s back now,” Stamm said. Stamm spent the inaugural season of the Skeeters as an intern. “I went from sales intern to just sales person, to senior sales person, to assistant general manager, now to general manager. So it’s a steady progression over the years,” he said. Stamm and his wife Jennifer have two dogs and a cat and recently bought a home in Richmond.

Skeeters catcher Albert Cordero on path for U.S. citizenship from Venezuela immigration paperwork, all of his playing career, we had to come up with a job description for a baseball player,” Parsons said. He explained that once Cordero is approved for residency and receives his Green Card, his wife and daughter will be added to the process so they, too, can obtain their citizenship. Cordero’s expenses have been covered by a grant from Baseball Assistance Team (BAT), a charitable organization started by Major League Baseball and the players association to help players in time of need.
By Joe Southern FOR THE FORT BEND STAR
For the past three seasons Albert “Coco” Cordero has worked behind home plate calling pitches and putting out runners for the Sugar Land Skeeters and helping the baseball team to win two championships. As the catcher prepares to enter his fourth season as a Skeeter and his 12th season as a professional baseball player, he has a lot more on his mind than balls, strikes, and baserunners. He is a native of Venezuela, a South American country undergoing economic and political turmoil under a brutal dictatorship. Although his wife and daughter are here with him, he still has his parents, brothers, and other family members there and it weighs heavy on his heart. “They’re just living the situation. Every day is really bad. They try to do the best to survive over there,” he said. One of his brothers fled to Peru to make a new start. Cordero is in the process of applying for U.S. citizenship and hopes he and his wife, Fidmar, can give their 4-yearold daughter, Andrea, a great life and a slice of the American dream. “It is a better opportunity for me and my family,” he said. “I can give to my family’s stability. I think my daughter can get a better future in this country. I can help my family (of origin) from here, they’re
“I call them my guardian angel,” he said. Cordero’s journey to Sugar Land began in Caracas, the capital city of Venezuela, where he was born. He grew up in a small community about 45 minutes away. “I started playing baseball there when I was two years and a half,” he said. “So, my family is like a baseball family. My grandfather was a manager for the Little League. When I was nine years old he passed away. I was playing and started doing really

still living there.” The Corderos are safe here, far removed from the poverty and chaos of their homeland. “It’s a good thing we started this process back in October, or else he’d be stuck over there,” said Chris Parsons, the Skeeters vice president of sponsorship sales. He said the team, which had five Venezuelans on the roster last season, had players return to Venezuela after last season and now they’re stuck.
“The embassy’s closed and we can’t get any of the guys,” Parsons said. The other Venezuelans included Javier Betancourt, Felipe Paulino, Jean Machi, and Alejandro Chacin. Paulino is still here and expected to return to the team. Parsons has been working closely with Cordero to help him through the rigorous process of getting his residency status and starting on the path to citizenship.
“It’s a lot of paperwork to do,” Cordero said. “Basically, how many years I have in Sugar Land, how many years I’ve been playing professional baseball. Why I want to do my residency? Obviously, the team helped me a lot. They gave me the opportunity to be involved, to get my residency.” “We had to submit all of his

SKEETERS SCHEDULE
★ CORDERO, FROM PAGE 7B good. I started representing my city and everything in a lot of competitions. “I got signed when I was 18 in 2008 with the Mets. I played like eight years with them. When I was playing Venezuela winter ball I signed with the Tigers and they gave me an opportunity to be in spring training, and I got released by them on the last day of spring training. After that I went to Miami for the opportunity to still play. I knew this guy, Johnny Velasquez, he was playing here (Sugar Land) in 2016, and I just started talking to him to see if he had a chance for me to play here. “So, he talked to (manager) Gary (Gaetti) and after a week they called me and they asked
me if I was ready to play and I said yes. I’m glad to be here. I’m just really appreciative of the Skeeters for me to be here and be part of the family,” he said. Cordero endeared himself not only to the team, but to the fans and community as well. In 2017 he was named the Skeeters’ Community Man of the Year. Cordero last left Venezuela March 30, 2018. Last season Fidmar and Andrea were able to join him here. The Corderos are guests of Dixie Spurling, their host family arranged through the Skeeters. Cordero started staying with her in 2016. “She’s the sweetest girl I’ve ever met, Dixie Spurling,” he said. “She let me stay with my family there and she helps us a lot.” He said he was given the choice to stay with another
family or, “this girl with two dogs and a pig – if you don’t have a problem with pig,” he recalled. “From that day we’re still living with her and the pig’s getting big.” “I keep thinking about how wonderful they are and how much I want them to get permanent residency so they can have a good life in America. They deserve it,” Spurling said. “I will miss them once they are in a position to move on with their lives here but I so excited for them. Albert is a great dad and husband. “Albert and his family have become like family to me. There’s no language barrier between Albert and I but every once in a while he’s not sure about how to call something and I help him out. Now with Fidmar it is different. We manage to communicate, at first with and sometimes still, with
Google Translate. We manage and she’s getting better. I try as best as I can to help her learn English but I’m not a teacher type and she wants and plans to take formal classes.” Even though Cordero stays active in the community helping with baseball camps and such, he still helps his family and friends back in Venezuela. At the end of last season, he rounded up old shoes and other equipment his teammates left behind, boxed it up, and sent it to Venezuela. Because of his immigration status, Cordero is in a unique position with the Skeeters. Should an MLB offer arise, Cordero said he would turn it down. “What I tell those guys if someone from the big leagues try to get my contract right now I say no because I want to give my family stability first and I
just want to finish the process and be in residency first and everything can come after. I don’t want to go to another team just to start the process over,” he said. Besides that, he really likes life in Sugar Land. “The first year I knew the fans, the people working here, Gary Gaetti, they are really, nice people,” he said. “I really like the city. Everything’s really cool. Everything except the weather. The weather’s really, really hot.” With illegal immigration being such a hot topic in the United States these days, Cordero is pleased he has an opportunity to do things the right way, even if it is a long, difficult path to take. “I’m always saying that every country has rules that you have to respect,” he said. “If you come from another coun-
try, you have to do everything right. I know in other country a lot of bad things happen but you just try to figure out to get a better life but I’m always saying the rules are the rules and you have to be respectful. If they do everything right they’ve got more chance to do what they want. The first thing is respect.” Cordero was given the nickname Coco while playing in the Mets organization. He said it came from a coach who kept mixing him up with Francisco “Coco” Cordero, a pitcher from the Dominican Republic. Albert Cordero, who is a switch hitter at the plate, is anxious for the season to start “Every year you play for something,” he said. “You never play for loss. We get in there to do your best.
