SMSD rebukes unauthorized election flier By Landan Kuhlmann LKUHLMANN@FORTBENDSTAR.COM
Stafford Municipal School District administrators denounced an unauthorized campaign flier they say was posted on district property and endorsed three candidates for the election that ended last Saturday. Superintendent Robert Bostic said the flier, which endorsed A.J. Honore for Staf-
ford mayor, Auturo Jackson for city council and Alicia LacyCastille for the school board, contained school district letterhead but was not authorized by the district. The flier said it came from “ShaMekka Ludd (Pratt-Simmons),” a former school board member who resigned in 2012, and it may have been distributed to members of the community leading up to the election. It is unclear if Pratt-Simmons, who could not be
reached for comment, had anything to do with it. “It’s illegal, and we don’t do it,” Bostic said of endorsing political candidates. “We don’t do that kind of work.” Two of the endorsed candidates said they were not responsible for the flier, which encouraged recipients to take advantage of the early voting period from April 22-30. Stafford City Councilman Cecil Willis said he had several Stafford residents contact him
after receiving fliers. “Nobody from my campaign has had any communication with that person,” said Honore, who lost to longtime Stafford Mayor Leonard Scarcella. “When I got the call, it was as much a surprise to me as anybody.” Jackson, who is preparing for a runoff election, said much the same. “I had no knowledge of the incident, nor do I condone the misuse or inappropriate use of
materials, people, or resources,” he said. “Unfortunately, during this election cycle, we have had instances where individuals haven't used the best judgement in an effort to help candidates and campaigns. Some of those incidents are still being reviewed and addressed. It's time for the Stafford community to come together and move forward.”

Scarcella re-elected as mayor of Stafford By Landan Kuhlmann LKUHLMANN@FORTBENDSTAR.COM
Saturday’s unofficial Fort Bend County election results showed several incumbents winning re-election in major local races. Highly competitive FBISD races came down to the wire in some cases, while a multitude of races have yet to be decided. In all, 25,233 voters cast ballots in the May 4 elections, or roughly 7.2 percent of the county’s registered voters. All results are unofficial until canvassed. Stafford Mayor Leonard Scarcella defeated primary challenger A.J. Honore in the Stafford mayoral race, garnering 62.9 percent (1,150) of the 1,828 total votes compared to Honore’s 34.9 percent (638 votes). Scarcella has served as Stafford’s mayor since 1969. Fort Bend ISD Board of Trustees In FBISD, the anticipated contested races by and large lived up to their billing. For Position 7, incumbent Dave Rosenthal won about 45.8 percent (6,714) of the vote, beating out six challengers to retain his position. Monica Riley, who garnered about 18.5 percent (2,708) of ballots cast from nearly 14,700 voters was the runnerup. More than 16,000 ballots were cast for Position 3, and incumbent Jim Rice won 48.6 percent (7,837) of the votes to

Annual event helps Missouri City woman make mark on community By Theresa D. McClellan FOR THE FORT BEND STAR
On any given day, Kelly Matte can be seen in multiple Missouri City communities at meetings, fielding questions from neighbors and making life a little easier for residents. “I’m constantly hearing people say, ‘You’re everywhere,’ and that’s the way I like it,” said Matte, the liaison for Missouri City’s 63 homeowners associations. Property managers and residents look to the friendly yet laser-focused Matte to break through the bureaucratic maze that can occur in government and bring Missouri City to its people. She also helps keep the city abreast of neighborhood concerns. So it was no surprise that when the city was looking for a way to celebrate mothers three years ago, Matte came up with the perfect idea. The mother and grandmother always loved when her two children, now adults, made presents rather than buying them for Mother’s Day. So she organized what is now the third annual citywide cake-decorating celebration where daughters bring their mothers, fathers gather their children and all types of friends and families get together to create personal cakes and decorate handmade cards for their loved ones. This year’s event, which costs $15 per cake kit, is from 10 a.m.-1 p.m. Saturday at Missouri City Hall
Community Center, 1522 Texas Parkway. Matte said about 60 people already have registered online for the event, where participants will get six-inch cakes, icing, decorating tools and decorations provided by Missouri City’s own bakery, Million Cakes. “My mom and I attended this event (last year) as a way to celebrate our motherdaughter relationship and we had a great time,” Susan Soto said. “We took fun photos in the photo booth, decorated cakes for each other and truly felt like a part of the community as we joined other Missouri City residents who celebrated Mother’s Day that way.” Matte usually spends Mother’s Day relaxing and getting pampered by her children and 5-year-old grandson, Ian, who she calls “the twinkle of my eye.” One year they spent the day at the Brazos River Park. That family time is welcome for Matte, because it is not unusual for her to spend at least 50 hours a week in meetings, at annual neighborhood gatherings and finding information for the city and its residents. Matte said she likes the “people aspect” of her job, and there are people who like the way she approaches it. “Kelly has helped me in my role as president of the Thunderbird North Community Association as a conduit for information back and forth,” Soto said.
Kelly Matte “She brings information and opportunities to us and receives requests for assistance with an efficient, professional approach. She is a unique and helpful resource to our Board of Directors and provides our neighborhood residents with a direct hotline to City Hall.” Stacie Walker, director of communications for Missouri City, said Matte has been a “fixture on the Fort Bend SEE MOTHER'S, PAGE 3
Students voice concerns about UH Sugar Land parking fee As it came to light the UniBy Landan Kuhlmann LKUHLMANN@FORTBENDSTAR.COM

versity of Houston is set to implement an annual $285 parking fee at its Sugar Land campus, where Wharton County Junior College also operates, there has been a visceral reaction. UH Parking and Transportation held town hall meetings last Thursday and Friday for students, faculty and staff at the two schools to provide input on mitigating the fee’s effect once it begins for the 2019 fall semester. For at least one student, the meetings did not happen soon enough. “This seems like something that’s been in the works for a while. A lot of people
have good ideas and could’ve pitched something then that would’ve caused a lot less negative emotion toward it,” said Alyssa J. Davis, president of the WCJC Sugar Land Student Government Association. “This feels like it’s last minute, and that’s not fair to the ones affected, especially since the decision was finalized without the knowledge of the students.” UH plans to add about 250 parking spaces at its Sugar Land campus to accommodate growth. The new parking fee is a funding mechanism for the $3 million project. There will be several changes to the current parking situation as that project takes shape, according to UH Assistant Director of Parking and Transportation Eric
Holamon. Park and Ride riders, which have been spread between lots 2 and 3 on campus, will now be consolidated to Lot 3, so that the two lots closest to campus will be reserved for students, faculty and staff who have paid the fee. Students, faculty and staff also will be able to park at Smart Financial Centre – which has 300 spots available on a first-come, first-served basis – and either walk or ride the free UH shuttle that goes to and from campus on a schedule that varies by semester. For the public library on campus, there will be 120 spots designated for free patron and 30-minute campus parking.

Flat tires and friendships – appreciating the best in your life Every so often, we just need to hit the pause button and reflect on life’s journey, taking time to appreciate each passing moment and the people in our lives. I know I am after a recent happening just days shy of my 27th birthday. I feel like doing so is a necessity from time to time, to keep from going stir crazy in a world that seems to be driving us toward just that. In the wake of transitioning from The Leader in Houston to the Fort Bend Star, it’s not something I’ve done nearly enough. But that recent happening, despite its simplicity, served to remind me just how precious the good people in your life are – and to not let them ever forget how much they mean to you. I have to brag on one of my best friends, Taylor,
★ PARKING, FROM PAGE 1 “As enrollment continues to increase, we will need more parking facilities and spaces, so there’s always going to be a reinvestment to meet that need,” Holamon said of the Sugar Land campuses, which will have about 5,500 combined students for the fall semester. Concerns still abound Smith said students at Wharton County Junior College have come to the student government organization with several concerns, such as overall affordability. She said students have suggested being able to pay in installments or use financial aid as payment for passes as more affordable options. “We appreciate lowering the cost per semester, but some of us can’t pay any of
★ MOTHER'S, FROM PAGE 1 County scene for more than 13 years.” Matte once worked for H-E-B in its community relations program and has been a member of the Chamber of Commerce as well as a volunteer and coordinator for a number of outreach initiatives, such as Family Promise. Matte came from Tulsa, Oklahoma and worked here in the oil and gas industry and helping her ex-husband in his insurance business. After working for the grocery chain and partnering with the city on proj-
this week, because he reminded me just how rare truly kind-hearted and giving people are in this world, and why he’s one of the best friends I have. Last Monday around 7 p.m., I shut down the lights and locked the door at the Star office. Last week’s edition of the paper was laid out, so it was time to hop in the car, throw on some tunes and gradually unwind from the grind of another week’s work. But, as often happens,
life had other plans. And in a way, I’m glad it did. As I made my way down Highway 90 toward the Grand Parkway toll road for my nightly trek back to Katy, something with the car just felt … off. I couldn’t explain it, just a sixth sense type of thing. Not long after, I discovered something was in fact amiss. My 2017 Toyota Camry XLE, with all its fancy gadgets and sensors, gives you the option to have a display screen telling you how much air pressure is in each tire. And in my constant paranoia – which perhaps comes with passing age – I always have that display on in front of my eyes. And on it, I saw the passenger-side rear tire pressure had dropped from a standard 34 down to 29 faster than a Justin
Verlander heater. Cue the heart dropping. Then, to 28, 27 and 26 … you get the picture. I started booking it for the next available exit and wound up pulling my now three-wheel vehicle into the parking lot of a shopping center in Richmond near Mason Road and West Bellfort Street. Now, changing the tire isn’t the issue; that’s a rite of passage most adults have undertaken in their lives. No, the race was now against the dark of night quickly descending. When I change a tire, it takes a bit of time – and changing a flat in the impending darkness, in a dimly lit parking lot, is not a winning proposition. So, after a lengthy internal debate, I texted my friend, who works as a manager at a Discount Tire and I knew could change a
that up front,” she said. To help mitigate the upfront cost, Holamon said UH is offering discounted rates for students wanting to carpool to campus. Under the university’s COAST program, students can go in together on a parking pass in groups of three. They would register in the name of the primary student for a 50 percent discount and divide up the cost, which comes out to $47.50 per community member. There also will be a prorated discount for students not utilizing the pass for a full year. “It’s a great way for people to use this not only as a way to save money, but also help us get more run out of those spaces,” Holamon said. Another prominent concern for WCJC Sugar Land students and staff has been the potential availability of spaces as UH began offering
the passes to UH-Sugar Land students and staff in April. Several WCJC speakers were worried that space would run out or that priority would be given to UHSL, which could render paying the fee useless. However, in addition to the carpooling option, Holamon said UH will be operating with a capped oversell once it receives projections on UHSL’s and WCJC Sugar Land’s expected student, faculty and staff population. “You’re paying for it, so we want to make sure you have an option available to you. We’ll also adjust the oversell based on our availability here,” he said. “We’re not going to use the same one we use on main campus. It will be adjusted for the class schedule/inventory on this campus. We will make sure not to over-exhaust one side at the expense of the other and will be deliberate and
make sure we have allocations set aside that match the ratio at UH-SL and WCJC Sugar Land.” WCJC, UHSL and UH Parking and Transportation are working collaboratively to evolve the plan to best fit the growing campus’ needs. Full video of the town hall meetings are posted on WCJC’s website. “Until we have it figured out, let us know what your concerns are. Let us know, and we will work towards the end of this. It’s not a good enough answer right now,” said Amanda Allen, WCJC’s vice president of planning and institutional effectiveness. “But we hear you, we appreciate you, and we want you to stay here, because this is an amazing place, and it’s because of you. Let’s figure this out together.” Follow The Star on Twitter @FortBendStar

ford the next four days. It was a simple act of kindness, one that’s innate and that he’s exuded every day of the 11 years I’ve known him. But it meant more than he’ll ever know, despite its simplicity. It reminded me just how blessed I am to have formed the type of friendship that will stand the test of time. It’s a much-needed reminder to not take the people in your circle for granted – which I’ve done far more often than I have time or print space to explain. Tell people how much they mean to you. It may seem weird, or out of place – but I believe every person we’ve crossed paths with is meant to be either a blessing or a lesson. So take advantage of the blessings. Who knew a flat tire could be so powerful?

Austin comes back to beat Memorial in second-round series By Bill McCaughey FOR THE FORT BEND STAR
“You are going on anything,” Austin coach Terry Reyna told Angelina Leal, who was standing on third base representing the winning run. Reyna was hoping that batter Morgan Westbrook would get green, meaning she would hit the ball to the outfield grass. Westbrook did but just barely, popping out to the second baseman, who had one foot on the grass but could not throw out Leal as she tagged up and slid into home plate to win the game 8-7 and the Class 6A second-round softball playoff series by a margin of 2-1. “I was hoping for a little more green than that, but it worked,” Reyna said. “Angelina did a great job of waiting until the catch was made before she took off. The ball wasn’t ideal, but we had to take a chance.” “There was no doubt in my mind that I wasn’t going to score on that play,” Leal added. In a weather-plagued series, Memorial won 8-5 in Game

Memorial jumped to a 2-0 double. Leal scored as West- winning rally began with lead in the second inning of brook reached on an error, and Shipley slamming a single to
left field. McFarland followed with a single and Cuevas hit into a fielder’s choice, scoring Shipley. Then the controversy began. With Cuevas on first, Leal doubled, and Cuevas stopped at third base. Leal didn’t see Cuevas on third and got caught in a rundown between second and third. During the rundown, Cuevas took off for home and the throw home beat her and she was tagged. However, the umpire ruled there was catcher obstruction and Cuevas was ruled safe. “The umpire ruled that the
catcher had come across the plate and made contact with the runner, and he called obstruction,” Reyna said. Memorial argued but to no avail. A few innings earlier, Memorial argued that it had a runner obstructed at the plate but did not get the call. When play resumed, the score was tied, and Leal was on third base waiting for Westbrook to bat. “The game didn’t go exactly as we expected, but our plan is to never give up,” Reyna said. Austin next faces Tompkins in the regional quarterfinals. It’s a rematch of a first-round playoff matchup last year, which Tompkins won. Game 1 will be Friday at 6:15 p.m. at Tompkins, with Games 2 and 3 (if necessary) Saturday beginning at 10 a.m. at Austin. In other softball playoff action, Ridge Point beat Cy Creek to advance to the third round, where it will play Katy. In baseball playoff action, Ridge Point beat Seven Lakes to advance to the second round, where it will play Stratford. Travis won its series against Cinco Ranch and will next play Memorial.

FOOT FACTS by Dr. Eric Tepper
BOARD CERTIFIED PODIATRIST, ACCPPS
HAGLUND’S DEFORMITY
People with high arches, tight Achilles tendons, or a tendency to walk on the outsides of their heels may be at increased risk of developing a bony protuberance known as Haglund’s deformity at the back of one or both heels. This type of heel bone and soft tissue abnormality can become painful, especially if the stiff back of daily footwear keeps rubbing against the lump. With repeated rubbing, the heel bone can become inflamed, causing calcium to build up in the area and increase the lump’s size. A podiatrist can often diagnose the bony bump as Haglund’s deformity with a visual inspection. Sometimes X-rays are needed to determine whether or not surgery is necessary to reduce the calcium mass. HINT: Haglund’s deformity can develop in anyone, but it is most common in people who wear stiff, closed-heel shoes on a regular basis. Bearing all of the body’s weight with every step, the heel is subject to considerable stress. Weight gain, high impact athletic activities, even prolonged walking or standing increase such stress. When heel pain is the body’s answer to this stress, there are treatments available to eliminate the problem. Any treatment, however, begins with a call to your podiatrist. Located at 3143 Hwy. 6 South, we are now accepting new patients for a full range of footcare services. Please call 281-980-3668 for an appointment.

Management of this Blood Condition
Polycythemia vera is very slowly progressing condition where the bone marrow makes too many blood cells. Having too many blood cells can increase the risk of blood clots, an enlarged spleen, intense burning feeling of the skin, or open sores. Some people may have symptoms such as weakness, sweats, shortness of breath, tingling in the arms or legs, and bloating in the upper stomach. Polycythemia vera is believed to be caused by a mutation in the in the protein called JAK2 that signals cells to grow and multiply. Medication therapy helps keep the condition stable, but it cannot cure the condition. Low dose aspirin may help reduce the risk of a blood clot by inactivating an enzyme important for platelet function. Hydroxyurea (Droxia, Hydrea) may help reduce the amount of blood cells the bone marrow makes. In severe forms of polycythemia vera, a medication called Ruxolitinib (Jakafi) may be used to help by controlling the amount of blood cells that are produced by targeting JAK-type proteins.
bobblehead giveaway. Skeeters News The season barely two weeks old and already the Skeeters have lost three players to Major League call-ups. The contract of outfielder and former Major Leaguer Cody Asche has been purchased by the Boston Red Sox. Right-hander Andrew Bellatti had his contract purchased by the New York Yankees on April 27 and right-hander Christian Bergman had his contract purchased by the Seattle Mariners on April 15, before the regular season began. The Skeeters had 14 contracts purchased by outside professional baseball organizations in 2018, including 12 by MLB organizations, which were both franchise single-season records. Skeeter of the Week With seven runs off 14 hits and four RBIs, Juan Silverio is one of the team leaders with a .362 batting average.

May is Better Hearing Month and there is no better time to discuss AuD, FAAA the professionals that are Terry Snook committed to improving hearing. Audiologists are health-care professionals who evaluate, diagnose, treat, and manage hearing loss and balance disorders in adults and children. Most audiologists earn a doctor of audiology (AuD) degree, which includes education on anatomy and physiology, acoustics, diagnostics, balance disorders, and hearing rehabilitation. Education also includes extensive training in hearing aids and assistive listening devices. Audiologists must be licensed in most states and are required to fulfill several hours of continuing education to maintain their licenses. So although several facilities may offer hearing testing, to obtain an extensive and thorough evaluation, it is recommended that you check the credentials of the individual performing the testing. Your hearing is important to maintaining a full active life and you deserve the best professional care available!

The unmanned Position 5 was particularly competitive, with none of the five candidates being named on more than 26.5 percent of almost 14,000 ballots, with no candidate receiving less than 12.3 percent of the vote. Allison Drew (26.5 percent, 3,679 votes) narrowly defeated Lily Lam (24.7 percent, 3,424) to win the seat left vacant by current County Judge KP George. SL City Council District 1 Representative and incumbent Steve Porter handily won re-election for his fourth term as Sugar Land’s District 1 rep. Porter won a shade over 76 percent (1,366 votes) of ballots cast,
compared to challenger Mohammad “Jazz” Aijaz’s 23.98 percent (431) of the vote. District 2 still has some work to do before the next representative is decided. Incumbent Bridget Yeung did not file for re-election due to term limits, and no candidate received the necessary 50 percent of the vote. Newcomer Naushad Kermally was the leading vote-getter, listed on 39.2 percent (1,634) ballots, and will head to a runoff election against Nabila Mansoor. In District 3, Stewart Jacobsen ran unopposed and will fill Amy Mitchell’s position after she reached her term limit. ★ SMSD, FROM PAGE 1 Bostic said he first learned of the flier through a text message he received the morning of April 24. “We’ve always had small hints of candidate vs. candidate before, where they’ll try to use information from a previous election for something, but this is the first time it has really gotten the school district and school board involved,” he said. Bostic, who began serving as superintendent during the 2014-15 school year, said the unauthorized use of the school district’s logo was unprecedented since his tenure began. School board president Chris Caldwell, who came on board the same year as Bostic, echoed the sentiment. “It’s the very first time where someone has knowingly, willingly and intentionally misused and misaligned our logos and insignias,” Caldwell said. “I’ve never seen it to this extent.” Before the election, Bostic said the district posted notices about the unauthorized flier on

They addressed the subject on the district’s social media pages as well. Some community members still approached the board thinking
the district was aligned with or against certain candidates. “We want there to be no question as to where we stand, how we stand, and why we stand,” Caldwell said.
