A Houston woman has been convicted of operating an illegal game room in Fort Bend County. A Fort Bend County jury convicted 39-year-old Maria Zapeda Sevilla of Gambling Promotion on May 23. She was sentenced to 10 months

of probation, during which she will have to complete 40 hours of community service. Sevilla was arrested after an undercover operation by the Fort Bend County Narcotics Task Force into the Keno Game Room, located in Sugar Land, throughout the months of April and May 2016. According to assistant district attorneys Alycia Curtis and Craig Priesmeyer, Sevilla

was a key participant in the operation of the game room, an illegal gambling establishment with approximately 100 gaming devices. Sevilla was tried before Judge Sherman Hatton Jr. in County Court at Law No. 6. Gambling promotion is a Class A misdemeanor punishable by up to a year in jail and/or a fine up to $4,000. Priesmeyer and Curtis

said Sevilla worked as an attendant in the game room, routinely paying customers cash for their winnings on the illegal gambling devices. Evidence showed that at the time of the raid in 2016, the game room had approximately $35,000 in cash on the premises.

Abbott appoints Sugar Land product as UH student regent From Staff Reports

John Fields, a third-year University of Houston Law Center student from Sugar Land, will represent the nearly 74,000 students of the University of Houston System as the newly appointed student regent of the UHS Board of Regents. Texas Governor Greg Abbott appointed Fields to serve a one-year term that started June 1. The UH System is a family affair for Fields, who grew up in the Commonwealth subdivision and is one of seven siblings. His sisters, wife and inlaws are graduates of the UH system, and Fields just completed his sixth year at UH. “I have a really good working knowledge of the university and how it operates both from a student perspective and from working for the university in the general counsel’s office,” Fields said in a UH news release. “I’d like to think I work really well with people. So, an opportunity to spend a year working with the people across the system and bringing ideas together is

Key, Bradbury lead Ridge Point to first state berth By Bill McCaughey FOR THE FORT BEND STAR

Hayde Key knew he was only 10 pitches shy of the limit entering the seventh and final inning Friday night. But coming out of the baseball game wasn’t an option, not with a one-run lead and Ridge Point history on the line. “If Coach (Clinton Welch) had told me he was taking me out before the inning began, I would have refused to come out,” Key said. That determination and resiliency, which has been the name of the game for the Panthers all season, pushed them another step toward the mountaintop. Key pitched a perfect inning to finish off the 3-2 win against Kingwood, which swept the Region III-6A series and sent Ridge Point to the UIL

state tournament for the first time. Ridge Point (32-4-1) will square off against McKinney Boyd (31-14) in the Class 6A state semifinals on Friday at Dell Diamond in Round Rock. Reaching that point was a quite a feat for the Panthers, whose attitude never wavered while rebounding from earlyseason struggles or stepping up with their backs against the wall during the highest-stakes games of the season. “This team has been down half our games this season, but we rally back every time. We just know we can win,” infielder Jack Baker said. “I don’t know what it is, but we just find a way to win. It’s crazy. It really is.” Ridge Point’s 2015 softball team, 2015 football team and 2018 volleyball team made it to the state tournament but came

up short. The Panther baseball team wants to change that trend. “Our goal at the beginning of the year was to get on the air-conditioned bus and go to Round Rock,” catcher Will Pendergrass said. “It just feels so good to get to do it.” Beginning with a winnertake-all battle in the regional quarterfinals against Cypress Fairbanks, the Panthers had overcome early-inning deficits in four consecutive games prior to Saturday’s wire-to-wire clincher. Overall, Welch’s squad has won 10 of the 11 games it’s played in the postseason and has lost just twice since Feb. 23 in what is easily the best run in program history. “Any year is a good time to

HCC Southwest responding to evolving industry By Landan Kuhlmann LKUHLMANN@FORTBENDSTAR.COM

One of the education systems serving Fort Bend County is taking steps toward improving its service to students as well as companies in the manufacturing industry, and multiple local officials have thrown their support behind the initiative. Houston Community College’s Southwest system – which has campuses in Missouri City Officials and manufacturing executives meet during a May and Stafford – recently began 23 roundtable meeting at HCC's Stafford campus to discuss attempting to enhance its ability to keep up with industry trends education initiatives. amidst an infusion of technology. That goal brought together more than a dozen area industry representatives, economic development council leaders and elected officials, including County Judge KP George and Stafford Mayor Leonard Scarcella, for a May 23 roundtable at HCC’s Stafford campus to explore how the system can better prepare students for the evolving industry. Among the ideas discussed were implementing middle school and high school coursework tailored to the manufacturing industry – with

the potential for dual-credit courses tied to HCC – and promoting STEM careers through program-specific marketing. “With this evolving trend, we need to have a highly-skilled workforce to be able to operate those production processes, and we need industry partners to give us input as to how their processes are changing and what skills we need to give the students,” said Ritu Raju, interim president for HCC’s Advanced Manufacturing Cen-

Stafford police are searching for a man they say stole items out of a vehicle at an area apartment complex last month. According to a news release from the Stafford Police Department, officers responded to a report of a burglary of a vehicle in the parking lot of an apartment complex in the 10500 block of Fountain Lake Drive early May 20. Police say the victim told them several items were stolen from the vehicle, including the victim’s credit cards. Detectives were later able to locate security camera footage of a business in

Sienna annexation better sooner than later for all involved Fort Bend County is growing, much like the rest of Greater Houston. With a growing population comes a greater need for city and county services. It seems one area in particular could benefit from following a fellow county member’s lead. In 2011, Missouri City conducted a periodic review of the potential Sienna Plantation annexation. Alan Mueller, a former acting city manager operating as a consultant, concluded at the time that the process would not be viable until at least 2027. "You wouldn't break even anytime soon," Mueller said in 2011, according to the Houston Chronicle. Sugar Land has since expanded, annexing Greatwood and New Territory in 2017. That added about 30,000 new residents and significantly raised the profile of an already noteworthy slice of the Houston area and Fort Bend County. In speaking with community members, they believe new mayor Yolanda Ford has been more aggressive than previous mayor Allen Owen in terms of pushing for the annexation of

Sienna Plantation. So that begs the question: Could it become feasible sooner than initially believed? The answer is unclear. City Manager Anthony Snipes deferred to Ford, saying the city council has not discussed or taken any action regarding Sienna Plantation. However, it appears there could possibly be a renewed study to review the possibility later this year. “The city’s number one strategic focus has been economic development and redevelopment in key areas,” Snipes wrote in an email Sunday afternoon. “Lastly, the city is in the last stages of a yearlong strategic Municipal Utility District study, which should be completed in August. At that time, the city council will be able to review information that covers operational, legal, and financial recommendations reIn Game 2, Key pitched

★ RIDGE POINT FROM PAGE 1 a complete game, giving up go to state. You can be a very good team but if you don’t have the right mix of kids you won’t get to go,” Welch said. “These kids not only play baseball, they compete. And they have competed really well during this playoff run. Hopefully we are not done.” Key and outfielder Austin Bradbury were monumental game-changers in both regional final bouts. Key, Bradbury key Game 1 comeback After falling behind 5-1 after four innings in the series opener against Kingwood, the Panthers needed a dugout full of heroes to pull out a 6-5, extra-inning win. In the top of the fifth, with runners on first and second base, Key singled in a run. Preston Steszewski followed with a triple, scoring two runs to cut the deficit to 5-4. “I had two strikes and he hadn’t thrown me any curveballs all night, so I was looking for a fastball and he left one up and I just put it in the gap,” Steszewski said. In the bottom of the seventh, left fielder Bradbury threw out the potential winning run at home plate as Pendergrass applied the tag. “The throw Austin made was huge,” Welch said. “He has a big arm and he showed it when it mattered. He had to be accurate, too. He literally threw a strike.” With two outs in the top of the eighth, Tanner Bond laid down a bunt single to third base, and Baker followed with a double to give the Panthers’ a 6-5 lead they would not relinquish. “I had been swinging at a few bad pitches earlier, so I changed my load a little,” Baker said. “After my previous at-bat, I knew I was going to get him next time.” In the bottom of the eighth, Kingwood put the tying run on third base and the winning run on second before Panther reliever Dylan Bobo shut them down. Key led the Panthers with three hits and an RBI, and Vossos had two hits and one RBI. Bradbury sets Game 2 tone

just two runs and four hits, but more importantly kept his composure when the championship jitters hit the Panthers in the late innings. Bradbury, after saving Game 1 by cutting down the potential winning run, hit a two-run home run in the second inning to give Ridge Point a 2-0 lead. “I got a fastball or slider. It didn’t break much and it was in on my hands. I was able to turn on it and I got most of it,” Bradbury said. With the game seemingly under control, Ridge Point suddenly got the jitters. “We didn’t play very well in the late innings,” Welch said. “I don’t know if we made some nervous mistakes down the stretch or what. We pitched well and we got some clutch

garding MUDs.” Ford, a former city council member, knows about the findings of the 2011 review. She also echoed Snipes in an email Monday afternoon, saying she has not been briefed or updated on the process of annexing Sienna Plantation since becoming mayor. However, she’s a strong proponent of doing so when it becomes feasible. "After meeting with various citizens, stakeholders and organizations, I have been advised that this is a desire of my residents," she wrote. "As mayor, I am their voice, so I would wholeheartedly support moving this forward and encouraging my colleagues to support it once there were resources." In a report to Missouri City’s city council in April 2011, Mueller examined the costs of dissolving the two Sienna municipal utility districts (MUDs), assuming the debt and providing city services like police and street maintenance. He balanced that against the additional property and sales tax revenue the city would get by adding nearly 2,300 additional acres of Sienna Plantation to hits, but defensively we did a few uncharacteristically bad things.” But a tightknit group dug deep to overcome the miscues and clinch the victory. “We did get nervous the last couple of innings but when things get close, we get hungry,” Bradbury said. “We managed to keep the lead. Some teams would be scared but I think tight spots drive us more. It sounds crazy, but that is just how it works for us.” In the sixth, Kingwood had runners on first and second with one out when Key got a come-backer and fired to second, where Baker made the turn and threw to first to complete a game-saving double play. “I just reacted off instincts, fielded it, turned around and made a good throw, and Jack

Missouri City. Missouri City entered into the Sienna Agreement with Sienna Plantation property owners in 1996. As part of the agreement, Missouri City has the right to annex land within Sienna Plantation, which is within its Extra Territorial Jurisdiction (ETJ). There have been nine amendments to the agreement since it was first signed. An ETJ is the unincorporated area located within three-and-a-half miles of the boundaries of a city with a population between 50,00099,000. Sienna Plantation, Sienna Point and portions of Riverstone are examples of neighborhoods in Missouri City’s ETJ. Sienna Plantation sits in the Missouri City ETJ just south of Highway 6. Per the city’s agreement, the city would annex the area after it is about 90 percent developed and when the city is willing to assume the area's outstanding development debt and in the event of a bona fide effort to incorporate a municipality that includes any portion of Sienna. Any area annexed by Mis-

souri City will pay city taxes, will no longer pay MUD taxes and will begin receiving city services. Sienna Plantation currently has a fire protection agreement with Missouri City, wherein the city’s Fire & Rescue Services department provides services at the same level as those received by Missouri City residents, for which costs are then reimbursed by Sienna MUD No. 1. The major factor in his assessment, Mueller said, was that annexation of Sienna Plantation in the climate at the time would have increased the city’s outstanding development debt. However, he also provided one alternative scenario that might allow speedier annexation – converting the MUDs into "limited districts" that could continue to impose taxes on Sienna residents to pay for existing debt, which totaled nearly $75 million at the time of the report – and subsidizing the city's increased service costs. Prior to publication, Ford did not respond to a follow-up email asking whether that option has been explored prior to or during her time as mayor.

Former councilman Brett Kolaja, who represented the Sienna Plantation area, told the Chronicle in 2011 that city officials had been hearing from residents who wanted city police service beginning immediately. And it stands to reason that those calls are still coming. Now, because there might be factors at play that I have not considered, I would love to hear from residents about the subject. After all, the best and most thorough way to tell any story is through the eyes of those impacted. So by all means, let me know if there’s something I’m missing here. But Missouri City is called the “Show Me City” – and what better way to raise the profile and show it off than adding population and businesses? That strategy appears to be working for Sugar Land. It seems as though it would be in the best interests of Missouri City and Sienna Plantation property owners for annexation to occur sooner than 2027, should it become feasible, and that every effort should be made to responsibly streamline the process.

Ridge Point players and coaches gather following the regional final sweep over Kingwood that clinched the team's first state tournament berth. (Photo by Bill McCaughey) (Baker) was able to turn it quick and get the guy at first base,” Key said. In the seventh inning, even though he was close to his

110-pitch limit for the game, Key put down the Kingwood batters in order and the celebration began. “There was no way I was

leaving the game,” he said. “I knew I had 10 pitches left going into the seventh inning, and with that last pitch I hit my pitch limit. That was it.”

their support behind the discussions. “Many young people don’t know such opportunities exist,” George said. “Education is very close to my heart. I’m here to help because what you do is life-changing.” “Let’s take advantage of the tremendous manufacturing network we have here,” Scarcella added in a news release. “Let’s create a conduit for the students in this area to receive an excellent education and to be part of a competent, highly trained workforce for our companies.” The U.S. Department of Labor designated HCC as a registered apprenticeship sponsor this past March – making it the only institution in the Gulf Coast region to offer manufacturing apprenticeships in collaboration with local companies. “HCC Advanced Manufacturing Center of Excellence is poised to be a primary generator of manufacturing talent in the region,” HCC Southwest president Madeline Burillo-Hopkins said. Raju echoed the sentiment, saying a continuous flow of talent is necessary to keep any industry strong and that manufacturing is no different. And thanks to discussions such as last week’s session, HCC Southwest hopes to bring that vision to fruition. There will soon be monthly open houses at the manufacturing center’s building at 13622 Stafford Rd. “We always need to ensure a steady pipeline of talents. Upskilling is a huge need right now in manufacturing,” Raju said. “Our goal is to meet all the needs of the industry so they can be assured we will provide that pipeline. We will have the capabilities now to support their needs.”

Silverio leads charge against Patriots By Joe Southern FOR THE FORT BEND STAR

Juan Silverio was a oneman wrecking crew last week for the Sugar Land Skeeters as they won five out of seven games against the Somerset Patriots at home in Constellation Field. The third baseman racked up five RBIs on May 28 and belted a grand slam on June 1 for the second of his three home runs in the series. Silverio finished the week with nine runs scored, a double, 14 RBIs and two stolen bases. The 27-year-old from the Dominican Republic is tied for the Atlantic League lead with 29 RBIs. “I’ve been working hard and making adjustments because the last series we played on the road I wasn’t doing a really good job, so I made adjustments to do better this series,” Silverio said through a translator. “Last year was really good for me but I just played the second half of the season, so this season is going to be the whole season … I’m working hard to play better every day.” Third base coach Lincoln

“Juice” Gumbs has noticed Silverio hitting his stride. “Juan has been on fire,” Gumbs said. “He comes every day, he plays hard and at this moment right now, he’s settling in.” Although Silverio stood out last week, he isn’t the only Skeeter to have his bat wake up. Dennis Phipps, Cody Stanley, Anthony Giansanti and Jared Mitchell have been coming on strong, and Zach Borenstein hit his fourth homer of the season May 27 for a two-run walk-off win.

Transactions The Skeeters released pitcher James Dykstra and shortstop Alvaro Rondon. They signed pitcher Daniel Schlereth, activated pitcher Cesar Cabral and outfielder Willy Taveras from the temporarily inactive list, and placed pitcher Mitch Talbot on the temporarily inactive list. Outfielder Jabari Henry was placed on the seven-day disabled list.

“I think we’re starting to round out to where guys, they’re starting to play with each other,” Gumbs said. “Guys are taking at-bats and not trying to do everything themselves and feel like they have to be a hero. They pass on the baton and guys are stepping up.” Gumbs said the pitching

staff been crucial in keeping opposing bats cold. “It’s not one particular guy that’s standing out. I think they’re all doing a great job together,” Gumbs said. “Each starter comes in and they give us what they have, and they keep us in games, and they give us a chance to win.”

Upcoming After taking Monday off, the Skeeters hit the road for six games, three at Lancaster

and three in Southern Maryland. They return to Constellation Field June 10 for an eight-game home stand, four against Lancaster and four against New Britain. There will be a beer mug giveaway on June 16, which is Father’s Day. Skeeter of the Week Juan Silverio belted three home runs, including a grand slam, to earn Skeeter of the Week honors. Methodist Sugar Land training program receives reaccreditation From Staff Reports

The athletic training residency program at Houston Methodist Sugar Land Hospital recently received reaccreditation for a sevenyear term. The national Commission on Accreditation of Athletic Training Educa-

tion (CAATE) granted the reaccreditation following an extensive review of documentation and a three-day site visit in January. This process ensures that athletic training residency programs meet or exceed 103 standards set by CAATE to ensure quality of care.

The hospital’s athletic training residency program is the largest of its kind and the only accredited multi-site program in the country. The hospital began with just two residents per year in the first few years, but the program has since grown in both stature and numbers. Currently, there

DAILY PROMOTIONS Should a repair facility provide me with a loaner vehicle?

A high-quality shop will not provide a loaner, but will offer Chuck Charlton to arrange a rental vehicle if you require one. The cost is $25-$35 per day and there is usually no out-of-pocket expense if the cost of the rental remains within the amount stated in your insurance policy. The policy does not pay for additional insurance coverage offered by the rental company. If the repair shop offers you a loaner and can be absorbed in this cost, they have to recover it somewhere. Are they cutting corners on your repair or charging for work not performed? Beware of the “free loaner”. May God Bless our Men and Women in the Military

FANCIFUL FOOT ART

Many people choose to have foot tattoos for fashion purposes. Common foot designs incorporate flowers, dolphins, butterflies, and names in black or multiple colors. Even though tattoos continue to increase in popularity, few people realize that about 10% of tattoos result in abnormal reactions. Feet are particularly vulnerable to tattoo woes because there is very little padding to protect underlying tendons, ligaments, and bones. Some ingredients in tattoo dyes have toxic or allergic effects and may cause itching and swelling. Tattoos also increase vulnerability to blood-borne local infections as well as systemic infections. Wearing shoes that rub against a new tattoo increases the risk of infection and pain. Seek the help of a podiatrist if infection or skin abnormalities occur.

is all about.

HINT: Ingredients in some tattoo dyes can cause burning or swelling at the tattoo site during an MRI scanning. Untreated foot problems can be more than just a momentary nuisance. They can develop into complicated conditions with serious consequences, so be sure to treat your feet to specialized care. You’ll find we are just as concerned as you are about the health of your feet. If your feet are suffering because of a tattoo or other infection, trauma, disease, skin or nail conditions, or hereditary problems, we invite you to call 281-980-3668 for personalized foot care. What to do About Hives

Your Countywide newspaper

281-690-4200

Hives are the skin’s reaction to certain things that may cause red or white itchy patches in the skin. Chronic hives, or uticaria, occurs when the itchy patches last more than six weeks or come back every few months or years. Symptoms of this condition can include wheals on the face, arms, legs, and trunk, itching, swelling, and welts that vary in size. Common triggers may include exposure to insects, extreme changes in the temperature, sunlight, or alcohol. Cortisone cream can help relieve the inflammation and itching associated with mild forms of hives. Secondgeneration antihistamines such as loratadine (Claritin), fexafenadine (Allegra), and cetirizine (Zyrtec) help reduce itching and do not cause as much sleepiness compared to the older antihistamines. Nonsteroidal anti-inflammatory drugs (NSAIDS) such as ibuprofen (Motrin) or naproxen (Aleve) may be taken to help reduce inflammation and pain. Omalizumab (Xolair) is approved in teenagers and adults with urticaria who do not find relief with antihistamines. 06-01-16 - Ed’s Pharmacy - 2 x 4.5

Richmond's Veranda opening up historic new clubhouse From Staff Reports

Richmond’s Veranda community is adding to its amenity roster with a clubhouse that pays homage to the history of the land. The 5,095-squarefoot Cottage House is a community focal point anchoring the familyfriendly pool that debuted last year. The facility includes a 1,500-square-foot cardio

and circuit-training room with a massage suite, a multi-purpose meeting room and reception area and a mezzanine play area. Stacked windows open the great room to a 3,250-square-foot covered patio, expanding the clubhouse’s functionality. The interior of the clubhouse mixes industrial and farmhouse elements to create a unique design. “After seeing the pool with its in-the-water climb-

ing rockwall and slides, residents were eager for the clubhouse to open,” said Trey Reichert, vice president and general manager of Veranda. “I think the designers have achieved the perfect balance of modern functionality while still respecting our history.” The exterior’s farmhouse architecture adds historical ambiance to The Cottage House and nearby pool building, says Marcia Eddington with Studio

RED Architects, who designed the building. Porches are featured prominently throughout the complex, and large windows and additional clerestory windows add plenty of natural light. The farmhouse shutters, doors and barn-door trim are painted Veranda purple. “As many natural trees as possible were retained, giving you a great sense of comfort when you’re out there,” she said.

The existing trees were major considerations in the landscape design of the entire amenity complex, including where to place the buildings and other elements, said Jason Miller, principal with Clark Condon, landscape designer for the project. “We used as much of the existing forest as we could,” he said. “It feels like you’re tucked into a grove of trees — especially at the playground.”

Miller said the features of the complex were oriented to preserve views of the lakes and trees as much as possible. Also contributing to the historic feel of The Cottage House are the types of plants selected for the landscaping. “Many historic older homes would have side flower gardens, which we recreated along the side of the clubhouse,” he said. “We also used plants such as roses prominently in the landscaping, which are native, adaptive and historic to the area.” Veranda is located near the northwest corner of Williams Way Boulevard and U.S. 59. Homes are priced from the $190,000s to the $600,000s. For more information, visit www.verandatexas. com.
