Ever since human remains were discovered last year at the site of Fort Bend ISD’s Jordan Reese Career and Technical Center, which is under construction, there has been debate and discussion about what to do with them.

Through the fire of controversy, progress has been forged. FBISD and Fort Bend County elected officials joined community members Monday morning to announce progress on a solution for the future interment of the 95 African Americans – known locally as the “Sugar Land 95” – which was made possible

by the recent passage of House Bill 4179 in the Texas Legislature. The law allows Fort Bend County to own and operate the abandoned cemetery discovered at the site, which the county plans to lease from the school district. “This is evidence of a

Fort Bend ISD students earn scholarships From Staff Reports

Three Sugar Land-area high school students were recently recognized for their contributions in the community and the classroom. On June 7, Comcast NBCUniversal announced the awarding of $72,500 in scholarships for the 201920 school year to 28 Texas students as part of its annual Leaders and Achievers Scholarship Program. Travis High School’s Shannon Buckfield and Dulles High School’s Jamal Seriki and Maria Ibarra were among the recipients. The program provides scholarships to students who are catalysts for positive change in their communities, are involved in their schools and who serve as models for fellow students. The philosophy behind the program is to give students every opportunity to prepare for the future and engage them in their communities. Students are selected for their community service, academic performance and leadership skills. The award, funded by the Comcast NBCUniversal Foundation, is a one-time, $2,500 scholarship to be used toward undergraduate education-related expenses. Since 2001, more than $33

Richmond residents Shelby Bower and Robin Cates endure heat and humidity on a daily basis in Texas. Last fall, they also overcame exhaustion and lack of sleep in the midst of a grueling wedding cake

competition. As a result, they’ve been thrust into the spotlight of a televised baking competition on the Food Network. But it’s old hat for the mother-daughter duo who are cake artists. Bower and Cates comprise Shelby Elizabeth Cakes, an award-winning, boutique cake studio they

run from their home in Richmond. They specialize in one-of-a-kind cakes and confections. They were one of six teams flown out to Los Angeles last September to film Season 2 of the Food Network’s “Wedding Cake Championship,” a four-episode competition currently airing every Monday at 9

p.m. The series concludes June 24. From a young age, Cates said her daughter had an affinity for designing. “Ever since she was tiny, she was always making little figures – she’s always loved design. She knew what she wanted to do. She knew she loved working with art,” Cates said.

“It blows me away how, with her talent, she can take just a normal cake and make it beautiful. I give it to her as just cake, and she just makes it gorgeous. It’s pretty amazing.” Throughout her artistic career, Bower has had the

Compassion, collaboration bringing 'Sugar Land 95' closer to peaceful rest From a young age, I’ve been taught to be compassionate to others. Whether it’s been from scriptural teachings or lessons derived from my parents’ constant reminders, I believe in doing everything in my power to help those in need. That’s especially true when it comes to helping those who are powerless to help themselves. Frankly, I don’t care what led to someone being in need. If I have the means to help them, I will. Though that seems to be an uncommon sentiment these days, I saw something earlier this week that should restore our faith in that ideal. On today’s front page, you’ll see a story about officials celebrating the June 7 passage of House Bill 4179, which allows Fort Bend County to own and operate the abandoned cemetery discovered last year at Fort Bend ISD’s under-construction career and technical center. The site included the remains of 95 African Americans – known as the “Sugar

Land 95” – who are believed to have been state prisoners contracted to perform cheap labor. As I took a crash course on the history of the site and the path to reach this point, several things stood out. The amount of news coverage the issue has received, both locally and nationally, suggests community members truly care about those who no longer have an active voice. And they have heeded a call to help those who can no longer help themselves. By that same token, county and school district officials appear to have fought through some early snags and controversy to come together for a greater purpose, which is ultimately why they serve in such positions. No agendas, just progress.

State representatives, congressmen and other officials threw aside party lines for a greater good, which is not often seen in today’s political climate. “This shows how trust can put aside the lines that divide us, and how we can see issues as being above party affiliations,” said U.S. Rep. Al Green, whose District 9 encompasses parts of Sugar Land, Missouri City and Stafford. “This is not a partisan issue, this is a human rights issue. And in those situations, we should set aside the lines and come together for these people.” Now, that’s not to say the disagreements haven’t come. As with any potential uprooting or change, debate and controversy are part of a discussion’s fabric. It’s healthy as long as it’s done in good faith. In June 2018, four months after the discovery of the site, the 434th District Court granted FBISD the authority to exhume the graves for investigation and analysis. Later that year, FBISD and City of Sugar Land agreed to

inter the remains at the Old Imperial Prison Farm Cemetery. In a 2018 lawsuit, the district attempted to have the cemetery designation removed from the original site so the remains could be relocated. By all accounts, however, it wasn’t meant as the district wanting to simply dump the remains somewhere and move on. “As a school district, we do not have the means or expertise to – and by law could not – operate a cemetery, but we remained committed to memorializing these individuals,” FBISD superintendent Charles Dupre said Monday. So even in dispute, a desire to properly and respectfully honor the individuals found at the site remained at the forefront. Between working in Katy and Houston, I have seen too many school boards obsessed with being right or laying down their own version of the law. But that doesn’t appear to be the case here, and progress since then drives home that belief.

Fort Bend County’s commissioner’s court unanimously passed a resolution in late 2018 to ask the Texas Legislature to change the Texas Health and Safety Code to allow the county to own and maintain the burial site. With a similar vote by FBISD on Feb. 18 of this year, County Judge KP George and the county attorney were authorized to negotiate with the district to turn the portion of the original site containing the cemetery into a memorial park and cemetery after FBISD dropped the lawsuit. Following several community meetings in late 2018 and early 2019, FBISD and the City of Sugar Land reached an agreement that would allow the remains to be reinterred at the Imperial Prison Farm cemetery. However, in a display of care and compassion, several community activists protested that decision, saying the bodies should not be disturbed from the site. Again, it was not so much an indictment on the opposition

as simply wanting to care for and give a voice to those without one. “When I came into office, what it’s been all about has been human dignity. It’s all about looking at a group of people who were not delivered justice,” George told community members as to why he got involved. “As a civilized society, it’s our job and duty to deliver justice for them. That’s the reason we’re all a part of this discussion.” So when Gov. Greg Abbott signed HB 4179 into law June 7, it signaled that compassion had prevailed. Monday’s celebration of the resolution gave credence to previous assertions that a solution was always the goal – and not just being right. There is no one-size-fitsall solution to any problem. But your elected officials have done the legwork here. The actions of Abbott and county officials have moved the Sugar Land 95’s fate closer to a peaceful rest. It’s now up to the county, FBISD and Sugar Land to drive the resolution home.

Playing independent league baseball is nothing new for Chris Colabello, who played seven seasons at that level before getting the call to join the Minnesota Twins and Toronto Blue Jays from 2013-15. This season he has continued his professional career back in independent ball with the Atlantic League’s Sugar Land Skeeters. Colabello joined the team in May and, through his first 22 games, was batting .195 with one home run and six RBIs. In between came an 80-game suspension for testing positive for a banned substance, followed by stints in the affiliated minor leagues and a season playing in Italy. At the height of his career, Colabello played on the 2015 Toronto team that went to the American League Championship Series, where he belted a solo home run in Game 5 against the Kansas City Royals. “If you’re convincing your brain you’re good, you’re good,” Colabello said. “If you’re convincing your brain you’re manure, then you’re manure.” Colabello came to Sugar Land because of his relationship with Skeeters manager Pete Incaviglia, who was a minor league coach for the Detroit Tigers when Colabello participated in spring training with the club in 2006. Colabello said their background as Italians

added to their connection. A friendship with soonto-be Skeeters teammate Cody Stanley also enticed Colabello to Texas. Colabello, originally from Milford, Massachusetts, began his trip to the majors by first playing with the Worcester Tornadoes and Nashua Pride of the Canadian-American Association. The Twins picked him up in 2012, when he played in their farm system. Between 2013-14, Colabello played 114 games on the big stage with the Twins. He was released by the Twins at the end of the season and picked up by the Blue Jays in 2015. Going into the 2016 season, following a postseason in which Colabello batted .282 in 10 games, he tested positive for a perfor mance-enhancing drug that resulted in an 80-game suspension. He said then and now that he still doesn’t understand how the test came

We look forward to the day we can truly celebrate and honor them.” In February 2018, construction crews working on FBISD’s career and technical center discovered the remains of 95 individuals, who are believed to have been part of Texas’s convictleasing program that was in operation until 1911. In June 2018, the 434th District Court granted FBISD the authority to exhume the graves for investigation and analysis, which took 36-48 hours per grave. That was followed by 4-8 hours of cleaning and an additional 12 hours of analysis. “From the beginning, Fort Bend ISD realized that this discovery is of great historical significance and remained committed to preserving and honoring these 95 individuals,” FBISD board president Jason Burdine said. “This represents a unique opportunity to educate our students and community about an important piece of our local history.” Over the last few months, FBISD has partnered with the county, City of Sugar Land and those at the state capitol in Austin to determine how to best memorialize the individuals. “I cannot express enough how I’ve appreciated the support of the board every step of the way,” Dupre said. “This has been a very complex, time-consuming and intensive process. But the board stood firm on always to do what is right to properly acknowledge these people.” Fort Bend County-based District 26 Representative Rick Miller authored HB 4179, which made it possible for counties with a population larger than 8,200 to own cemeteries. Shortly after opening her own business, she began teaching cake-decorating classes and started a YouTube channel, “The Sugar Scoop,” to share her craft. She has crafted more than 100 personalized wedding cakes. “It really feels like an adrenaline rush,” Bower said of presenting a completed cake. Appearing on the Food Network is the culmination of Bower’s vision, hatched from humble beginnings and opportune timing in her hometown. With Cates the baker and Bower the designer, they form the perfect team. Out of the blue While interning with a fashion label in Los Angeles during high school, it wasn’t long before Bower became well-versed in design. After returning home, she decided to combine her love of fashion and sculpting with the art of cake decorating. Though Bower wanted to begin a business, she could not do so immediately. The new Texas Food Cottage Law – which allows people to sell up to $50,000 worth of specific low-risk foods directly to consumers from their homes – had not yet come into effect. So she looked for work elsewhere. From an unrelated job, opportunity rang. “Someone I was babysitting for started a bakery and asked if I wanted to work for her, so I wound up decorating cakes for her,” Bower said. “I went from

being just her babysitter to being her lead wedding cake designer in the span of a few years.” For four years, she served as the lead cake designer for a custom wedding cake maker, where she specialized in sculpted cakes, sugar art and handmade sugar flowers. From there, Bower decided to start Shelby Elizabeth Cakes – a play on her maiden name – in 2016. The business would not have been complete without someone special to Bower. “I knew (my mom) was good at constructing – and I wanted to do some pretty major cakes that need good structure,” she said. For Cates, a silversmith by trade, it was a no-brainer to dive in headfirst. “She walked in the door and said, ‘Mom, do you want to start a business with me?’ Who wouldn’t say yes?” Cates said. So off the pair went on a journey that was just get-

ting started. A rush like no other Bower and Cates competed long before they got the call from “Wedding Cake Championship.” Last year Bower was a finalist in Season 8 of the Food Network's “Halloween Wars.” She was the World Dessert Table champion in 2016, was recognized at the 2018 That Takes The Cake Show in the Austin area and previously placed second in both Julia M. Usher's Cookie Art Competition and the OSSAS gingerbread competition. But they might not have even gotten the opportunity for some of those competitions – including the “Wedding Cake Championship” – if not for persistence and a stroke of good luck. “I emailed (“Halloween Wars”) some info about myself, and they had someone drop out right before I emailed them. It was perfect timing, because a lot of people try out for the show,”

Bower said. “I know people who have been trying out for years and hadn’t made it. I just applied at the perfect time. From that, I get casting emails all the time, and I got one about the ‘Wedding Cake Championship.’” Blessed with the opportunity to pick her own second

in command for the show – which consists of six, twoperson teams – there was no doubt in Bower’s mind who would be by her side for the competition after unsuccessfully trying out for the show’s first season the previous year. Through the heat and humidity – as well as five-hour

filming sessions complete with interviews and very little sleep – inside the competition vineyard in Rancho Palos Verdes, California, she knew she could trust one person the most. “My mom helps me pull off my vision, so I knew she’d be a perfect partner as opposed to another creative designer-type mind,” Bower said of her pursuit of the $25,000 prize for the winner. “I know how hard this competition is.” Regardless of the show’s outcome, Bower and Cates would not trade anything, from the personal rush of meeting hosts Johnny Weir and Tara Lipinski to the time management skills they will learn and apply to Shelby Elizabeth Cakes in Richmond. “Nothing is impossible. We’ve had so much fun,” Cates said ahead of Episode 3, which aired Monday night. “I’ve done some things I never thought I would do. Fort Bend ISD Pre-K registration now underway From Staff Reports

The Fort Bend ISD Prekindergarten program establishes a strong academic foundation while setting the stage for lifelong learning. Fort Bend ISD’s Prekindergarten program ensures that children are successful and joyful learners; educators are supported and fulfilled; and families are partners in their child's educational experience. Following changes in the

2019 Legislative Session, Fort Bend ISD will begin offering full-day Prekindergarten (Pre-K) programs throughout the District in the 2019-20 school year, and has reopened online registration through June 21 for eligible families who wish to enroll their children. To be eligible for PreK in Fort Bend ISD, a child must be four (4) years of age on or before September 1, be a Fort Bend ISD resident, and meet certain specifications, which can be viewed

in the online version of this story. To begin the enrollment process, parents of fouryear-old children who are eligible for PreK will begin with the online enrollment system. If you need to find your campus, you can also enter your address in this PreK School Finder to find your school. Parents should begin the enrollment/reg istration process online and plan to attend the districtwide PreK registration event to

complete the registration process. The event will be held Saturday, July 20 from 9 a.m. to 12 p.m. at Wheeler Field House at 6403 Lexington Blvd. in Sugar Land. Students will attend PreK at an FBISD elementary school campus, with the determination based on their home address. While FBISD makes all efforts to place students at the campus closest to their home address, determination of a final placement will be subject to seat and staffing availability
