Fort Bend County elections administrators say mail-in voting applications are soaring due to concerns over COVID-19 as the pandemic continues to impact the area. However, at least one of the candidates in the county’s headlining runoff next month is against the expansion

Whether all Texas citizens should be allowed to vote by mail in July, and in November for the general election, has been a hotly contested debate between Demo-

Fort Bend County Judge KP George launched an online survey Monday to solicit input from residents about wearing masks in public spaces, among other measures the county is considering that could help slow the spread of COVID-19. County health officials had reported 3,069 cases of COVID-19 among residents as of Monday. The contagious disease caused by the new strain of coronavirus has caused 50 deaths, while 1,150 have recovered from the disease. Among questions in-

COVID-19 has been a thorn in the side of many businesses and residents as it’s made its presence felt in Fort Bend County. And though the area’s newest grocery option was not exempt from the effects of the ongoing pandemic, it is moving forward nonetheless. H-E-B’s newest Houston-area store, Spring Green Market at 9211 FM 723 in Richmond, opened to the public at 7 a.m. Wednesday.

Store manager Trevor Spradlin said the opening was initially planned for May but was delayed due to the spread of COVID-19, the upper-respiratory disease caused by the new coronavirus strain. The 100,000-square-foot store is H-E-B’s seventh location within The Star’s coverage area and its first Houston-area location to open since the onset of the pandemic earlier this year. “To open a store not knowing whether you would have everything your customers are looking for wouldn’t make a

lot of sense (at that point), but we’re really comfortable now from a supply chain standpoint,” Sprad-

lin said. “We’ll open with all the things customers are looking for, so that’s exciting. We’re fairly

comfortable with the level of precaution that we have in place.” Though it remains largely uniform when compared to other stores in the area, Spradlin said the Spring Green H-E-B has one major merchandising distinction as a store that could foresee months ago it would open during the era of COVID-19: It was able to put in orders for hundreds of bottles of hand sanitizer, cleaning wipes and disinfectant solution that will

Recently nominated as a delegate to the prestigious Congress of Future Medical Leaders, Tong

began pursuing the medical field in honor of his cousin, who is now 25 and living in Houston. “Pursuing the medical industry would be such an honor for me as I can not only help others but can also work with people who share my same interests in science and medicine,” he said. A Sugar Land resident and a soon-to-be junior at Elkins High School, Tong is not your typical 16-year-old. And that’s the way he wants it. He’s using the memory of a harrowing

Elections have all sorts of consequences We live in a world that has seen tragedies, even in Fort Bend County's almost 900 square miles of territory. Unfortunately, that's part of how the world, home to an extensive and varied population of living things, has continued to evolve for more than 3 billion years. We may be undergoing growing pains, much like what happens biologically with somewhat of an unknown etiology. On our culture's front, the cause of today's social unrest, too, is not clear to everyone even though it's taken root worldwide. There has been civil disobedience and lawlessness in the form of looting, rioting and damage to buildings, although there has been no evidence of such incidents in Fort Bend County. The end game is a call for action, a resolution of injustice. It's needed on all platforms. Collectively, we understand that, we get it. But it should not only be race-based, although it may

Elsa Maxey

have begun that way with George Floyd's tragic death on May 25, when there was an awakening that prompted protests of racial inequality and police brutality. Peaceful protests have been accompanied by destruction in some cases, and this turmoil has some of our locals expressing dread in a waiting-for-the-other-shoeto-drop mindset as they join onlookers when historic statues are taken down and chants imply there's nothing good about America, as if we need to start from scratch. Part of the disbelief on the part of those locals is how civil order could not be readily restored during

the chaos, still flaring up in some places. This is telling. It also says that for far too long, public and private-sector policy makers have been looking the other way and today, they're apologizing for it with money or deferring to a group's ideas and wants, and maybe it will come at the expense of others. Maybe that's also what happened before that got us to this place ... and it's happening, again. Let's take a hard look at our leaders, especially the ones we get to decide on. The people we elect must be equipped with advocacy skills to speak on our behalf, to do the right thing. Talk to us, let us know what is going on. Work on the things that matter to us. Learn from past mistakes, be the one that is resolute, stays strong, unwavering in beliefs that helped you rise. Let's face it, our democratic way of life has worked best when we are informed and engaged. This includes

showing up to vote. And don't take that right for granted. It's your citizenship responsibility. We have a local runoff election July 14, with early voting June 29-July 10, that includes multiple races in both the Republican and Democratic parties. The most noticeable race in this runoff, heightened with TV commercials, is the one between Troy Nehls and Kathaleen Wall, both Republicans going for Pete Olson's District 22 seat in the U.S. House of Representatives. The winner of that race will run this fall against Democrat Sri Preston Kulkarni, a former U.S. diplomat, and the winner of the general election in November will replace Olson. There's also State Rep.

Rick Miller's Texas House District 26 office up for grabs with Jacey Jetton and Matt Morgan vying for a place on the Republican ballot this November. For the Democratic runoff, Sarah DeMerchant and Suleman Lalani are in the race for placement on the other side of November's ballot. We have 463,327 registered voters and 415,811 on active status. Of the 47,492 on suspended status, most no longer live here, advises Fort Bend County Elections Administrator John Oldham. Turnout in Fort Bend varies, but with school elections when no city races are on the ballot, Oldham said there's usually 3-10 percent of the total number of registered voters that cast their votes.

Oldham said the turnout numbers have shown a decline and, ironically, more than likely it is due to the large population growth here. He said it could account for the new voters who don't feel any real ties to the community. On the other hand, the turnout in Fort Bend is consistently higher than both Texas as a whole and the United States. Keep in mind that we need leaders who can handle difficult situations and challenges. We know them, some are our neighbors. The late civil rights leader Martin Luther King Jr. said, "The ultimate measure of a man is not where he stands in moments of comfort and convenience, but where he stands at times of challenge and controversy."

Sugar Land unveils program to support businesses, first responders By Landan Kuhlmann LKUHLMANN@FORTBENDSTAR.COM

Residents of Sugar Land can do their part to help struggling businesses regain financial stability during COVID-19 while simultaneously giving a nod to the city’s first responders. Last Thursday, the city and its Sugar Land 4B Corporation announced a new initiative called “Sweet Cash,” an effort aimed toward supporting local businesses as part of the #AllInForSLTX business recovery effort during the COVID-19 pandemic. To participate, shoppers can purchase a gift card worth $40 or more from any business located in Sugar Land. Residents can then submit their proof of purchase – the gift card receipt – using an online submission form at sugarlandecodev.com. After shoppers submit proof of purchase of the original gift card, the city will provide two gift cards for participating business: one as a thank you for the original gift card purchaser at half the value of the originally purchased gift card, and one to “pay it forward” to be gifted to a frontline worker at approximately half the price of the originally purchased card. According to the city, the Sweet Cash initiative could potentially bring about $200,000 in finan-

cial impact directly to participating businesses and more than $400,000 overall to the Sugar Land economy. “We call on our community to take part in

the city’s recovery efforts by participating in the Sweet Cash initiative that offers the opportunity to support our local businesses and frontline workers simultaneously with the single purchase of a gift card,” Sugar Land City Manager Michael Goodrum said in a news release. Treatment for Infant Reflux

Infant acid reflux is characterized by the spitting up of the baby’s food shortly after the baby’s feeding time. This should become less common as the baby grows up, and should not typically occur after the child reaches eighteen months. The muscle that separates the stomach from the esophagus is very loose when a baby is young. It strengthens as the baby grows. This looseness causes the stomach contents to flow easily into the throat which occurs as “spit up”, especially after crying or coughing. Signs of this condition may include vomiting, and fussiness. This is not a concern if the baby is otherwise healthy and growing well. A doctor should be seen if a baby is not gaining weight, projectile vomiting occurs, vomit is bloody, green or yellow colored, difficulty breathing, or refusing to eat. Infant reflux usually clears up on its own. Some habits that may help with less reflux include having several smaller feedings, burping in between feedings, and holding the baby in an upright position during and after feedings. Switching from one formula to another type may help reduce reflux. Histamine type-2 receptor (H2) blockers such as ranitidine (Zantac) or proton pump inhibitors such as ome-prazole (Prilosec) or lansoprazole (Prevacid) may be prescribed for a short period of time to help treat infant reflux. These medications work in the cells of the stomach wall to help reduce acid.

crats and Republicans and also a matter being settled by the court system. As it stands, Texas voters can request mail ballots only if they are age 65 or older, have a disability, are incarcerated but eligible to vote or if they will be out of their home county on Election Day or during early voting. A May ruling by the Texas Supreme Court said a lack of immunity to COVID-19 cannot be voters’ only justification for making a disability claim for a ballot by mail, but it can be a factor in voters’ individual determinations about whether in-person voting would cause a likelihood of injury to their health. “I don’t think we should have expanded

the ballot-by-mail in lieu of what we’re dealing with today,” Nehls said Monday. Wall said she's also opposed to voter fraud and does not think every registered voter should be sent a mail-in ballot even if they don't request one. Whatever the candidates’ stances on mail-in voting, it appears county residents have responded to the pandemic as evidenced by a spike in mail-in applications. Fort Bend Elections Administrator John Oldham said the county has received nearly 13,000 total requests for mail-in ballots for the runoff and general elections as of Friday, and expects that number to exceed 14,000 by the time early voting begins June 29. There also is an ongo-

ing federal case about whether Texas’ existing laws for mail-in voting are unconstitutional on the grounds of age discrimination. U.S. District Judge Fred Biery ruled that all Texas voters qualify for ballots by mail during the pandemic, but that order was subsequently blocked by the 5th Circuit Court of Appeals. The Texas Democratic Party has asked the U.S. Supreme Court to lift the stay and allow Biery’s ruling to stand. Oldham said the county will follow the federal ruling unless it changes. However, he added that the elections office has no authority to authenticate the veracity of any disability claim beyond the applicant’s age, essentially leaving it up to the voter. As of Friday, the county had received 185

See us online www.FortBendStar.com

requests for mail-in ballots based on disability. “When it comes to disability, the voter doesn’t explain what it is, nor do we verify it,” Oldham said. “If they claim disability, then they’re going to get a ballot.” Other notable races on the July 14 ballot include Democratic runoffs for Fort Bend County Attorney and Fort Bend County Sheriff. Nehls’ twin brother Trever, a fellow Republican, is vying to replace his brother and will face the winner of the Democratic runoff between Eric Fagan and Geneane Hughes. District 26 in the Texas House of Representatives is also up for grabs, with candidates in both parties heading to a runoff to replace Rick Miller after he dropped his reelection bid earlier

this year. Jacey Jetton and Matt Morgan will vie for the Republican nomination, while Suleman Lalani and Sarah DeMerchant – the wife of Precinct 4 Commissioner Ken DeMerchant – are squaring off for the Democratic nod. Among the county’s attempts to protect inperson voters and poll workers are providing workers with personal protective equipment and disinfecting products. Oldham said voting booths will be spaced at least 6 feet apart to ensure social distancing, and there will also be extra workers on hand to open doors for voters so they do not all touch the door handle. Fort Bend plans to have 66 locations available on Election Day. Early voting will begin June 29, take a hiatus July 3-4 and continue

through July 10. “The main thing is to try to keep people from being jammed in line,” Oldham said. “We’re hoping people take advantage of this early start to the early voting period and come out next week.” Until the U.S. Supreme Court settles the voting-by-mail issue in Texas, the county is leaving it in the voters’ hands as to what they believe the safest practice is for both the runoffs and general elections in November. It appears many voters have already signaled their preference. “The most we’ve ever had in a non-presidential election year is a little over 16,000 (ballot-by-mail applications),” Oldham said. “We’re well on our way to blowing past that for November.”

The contagious disease has caused at least 50 deaths, while 1,150 patients have recovered. “Stuff that other stores are struggling to get a hold of, we secured the product a long time ago – so we have it still,” Spradlin said. Additionally, Spring Green Market already boasts a robust curbside and “Grab-N-Go” presence, which Spradlin said is key for the Fort Bend community, which consists of many families that have multiple mouths to feed and young children in tow. “COVID has pushed it forward, so people will social distance that way,”

Two area tax offices now closed From Staff Reports

Due to effects of the COVID-19 pandemic, the Sienna Plantation tax office will be closed until further notice, and the Needville office will continue to remain closed to the public, according to a news release from Fort Bend County Tax Assessor-Collector Carrie Surratt. he said. “It’s big right now, and necessarily so. We do more business there than any store within about a 15-mile radius.” One of the biggest benefits of the store is to the Fort Bend workforce, according to Spradlin. He said Spring Green Market will have roughly 400 employees, giving a much-needed boost to the area’s economy. According to the Texas Workforce Commission, more than 50,000 claims for unemployment have been filed since March 1 in Fort Bend County. As of June 13, more than 2.5 million Texans had filed, according to federal data. “We’re anywhere from staffed to overstaffed, because…the talent pool is so deep,” said Spradlin, who noted he has hired everyone from out-ofwork coffee baristas to those laid off from the oil and gas industry. will be H-E-B’s second location in the Richmond area, which Spradlin said sprang out of demand. With many restaurants having been closed or operating at limited capacities during the last few months, he Spradlin said H-E-B’s demand has kicked into overdrive, leading to the need for an expansion to ease the burden on its sister stores in Fort Bend. “It helps our community spread out a little more, helps people stay 6 feet apart and relieves a lot of pinch points that have been created,” he said. “It’s going to help relieve a bit of that pressure in other stores and naturally spread out. There’s only so much we could do with what we had in Fort Bend, so the community demanded it.” For more information on H-E-B, follow its social media pages or visit heb. com.

★ CONGRESS FROM PAGE 1

“Back then I had this sort of invincible mentality,” he said. “They said, ‘Your cousin’s in the hospital,’ and I thought to myself that he’d be better because he was being taken care of by professionals.” But upon his first visit to see Leon, Tong said that notion came crashing down. He said his cousin was confined to the hospital, with bloodshot red eyes and eating through a

tube. During one stretch, Tong said Leon could only eat ice chips. That was the moment of truth, Tong said. His cousin had been found in a ditch coming back from a party, with signs of a drug overdose. And after seeing his cousin nearly lose his life, Tong felt the urge to make a difference. “I really broke down. It wasn’t what I was expecting,” he said. “…After that, I realized there’s a lot more to this world than meets the eye, and there’s a lot of

things out there that need help being solved.” While Tong said he has his eyes set on becoming an anesthesiologist, he’s using the personal story to spread awareness of the dangers of prescription drugs such as those his cousin used. Part of the reason for his medical congress nomination was his work in the community, where Tong has given speeches on the subject at Elkins as well as Sugar Land Middle School. He has also creat-

ed a website, awarenessrx. org/, where he posts links to helpful information and videos of his presentations. “I feel like it’s good to express this story now so other people don’t go through the same thing,” he said. “There are a lot of misconceptions out there about prescription drugs, and I just want to keep other families from experiencing what I did.” The congress is an honors-only program for high school students who want to become physicians or go into medical research fields. Tong’s nomination was signed by Dr. Mario Capecchi, winner of the

Nobel Prize in Medicine and the Science Director of the National Academy of Future Physicians and Medical Scientists, so Tong could represent Texas based on his “academic achievement, leadership potential and determination to serve humanity in the field of medicine,” according to a news release from the organization. Every 11 minutes, Tong said someone in the world is the victim of an overdose. And though he knows he is just a small cog, his passion for spreading awareness still burns strong. “When all that trauma is happening worldwide, I

had to start doing as much as I could,” he said. During the three-day congress Nov. 21-23, Tong will join students from across the country and hear Nobel Laureates and National Medal of Science Winners talk about leading medical research and given advice from medical school deans on what to expect. He will also witness stories told by patients who survived against all odds – those much like his cousin, who Tong has a heart for saving. “If I can help one person, or just save one life, that will be enough,” he said.

coverings. All Harris County businesses must require their employees and visitors to wear masks on their properties, according to an order by Harris County Judge Lina Hidalgo that took effect Monday. “These are unprecedented times, and many in our community are

unsure about the future. As COVID-19 moves through our country, we here in Fort Bend are doing our part to slow the spread and protect as many lives as possible,” George said in a news release. “I want to give you, the citizen, the opportunity to have input in my decisions to protect our community.” To complete the survey, residents can go to docs.google.com/ fo r m s/d /e/1FA Ip QL SfJ3f 3ueR EyE bY9Qtp u r z m 9 -1lo h J Z r r1X0Wrx8UR keBPxNRg/ viewform.
