Bars across Texas closed at noon last Friday per an executive order by Gov. Greg Abbott, who rolled back his reopening of businesses as the Houston area and rest of the state see a surge in cases and hospitalizations related to COVID-19. The rise in cases has also elicited a response at the local level. Fort Bend County Judge KP George issued a mask-wearing mandate for businesses that went into effect last Thursday, June 25. According to the local order, which followed the lead of some of Texas’ largest counties, all commercial retail businesses within Fort Bend must require all employees, customers and other visitors to wear face coverings when inside the business. The City of Stafford has lost an icon and pioneer. Stafford mayor Leonard Scarcella died Sunday afternoon at age 79, according to an announcement by the city. The cause of death was not disclosed. A news release from the city said Scarcella died just before 3 p.m. Sunday following a brief illness. He held the title as the longest-serving mayor in the United States, according to the city, having been Stafford’s leader since 1969. Sunday’s Facebook post from the city elicited dozens of responses from community who supported Scarcella and are mourning his death. He was a lifelong resident of the city, having attended middle and high school in Missouri City before attending Texas A&M and the University of Houston Law School. He practiced law for 53 years in Stafford and also was a member of Holy Family Catholic Church in Missouri City. “He was an amazing man, so kind and caring. Our city will miss him so much,” Patricia Braud Bishop wrote on Facebook, saying she had known Scarcella since 1975. “My prayers go out to all of Stafford and his family. He was the best mayor any city could have.”
Legacy of leadership For some, Scarcella’s mark on Stafford is the way he helped spearhead the city’s transformation from when it was not much more than agricultural fields, cotton patches and rice patches to the bustling business hub it is today. And his personal connection to Stafford was just as strong as his professional ties, with Scarcella having lived across the street from City Hall. “We’ve done things and accomplished things in Stafford that others would not even dare to dream of,” he said in a 2019 interview for the Fort Bend Business Journal. Under Scarcella’s leadership, Stafford abolished city property taxes in 1995. Another of the most notable achievements under his leadership came in 1977, when Stafford became the only Texas city with a municipal school district. “He was a champion for the Stafford MSD students wanting them to have access to the best facilities and services Stafford has to offer,” MLuisa Jubilo wrote on Facebook. The city has also seen many infrastructure additions over the past five decades, including the building and expansion of U.S. Highway 59, the extensive widening of F.M. 1092 and the construction of major highway improvements to U.S.

In a normal year, Shannon Baker and her family would be preparing to spend Fourth of July weekend with relatives in Houston or Louisiana and taking in fireworks and parties wherever they’re at. This year, however, the party will have to take place at their Sugar Land home as they continue to experience the impact of the COVID-19 pandemic. “It’s always a time we look forward to with family that we don’t normally get to see during the year,” Baker said. “Not being able to do that is kind of depressing a little bit because of this whole situation.” Theirs is not a solitary

story. In addition to the Baker family, residents around the area have been forced to readjust their Independence Day plans and “come together” while
socially distancing. Many municipalities have been forced to implement contingency plans as the holiday approaches, and multiple area events have either been
amended or cancelled in light of social distancing guidelines. “Usually it’s Mother Nature that we are up against, but this year with COVID-19 it is like playing chess and wondering what is the best next move,” Rosenberg Events Manager Carrie Marmol said. Last week, the Rosenberg City Council voted to modify its annual Fourth of July celebration. A news release from the city said it will still host the fireworks show at dusk, but Seabourne Creek Nature Park – typically where residents can take in the show – will be closed. The city said the live vendors and music for the event, which draws about 6,000 people each year, has also been cancelled. Residents are still encouraged to take
in the 25-minute show from various points around the city while maintaining social distancing to help slow the spread of COVID-19. The upper-respiratory disease caused by the new coronavirus strain has infected 3,722 Fort Bend County residents as of Tuesday morning, according to the county. Rosenberg has 278 cases. “Every day we are having to adapt to new information and try to make the best decision possible for not only our community but for the city employees as well,” Marmol said. The same is happening in Sugar Land, with the annual Red, White and Boom celebration going virtual on

Let’s celebrate community this Fourth of July The Fourth of July is a celebration of our history in the U.S.A. Red, White and Boom in Sugar Land this year will be virtual but entertaining online, in spite of COVID-19. This annual federal holiday commemorates the Declaration of Independence in 1776 by delegates from the 13 colonies. Neither Texas nor Fort Bend County existed at that time. But history tells us that the Karankawa Indians were here roaming the plains and inhabiting the river bottoms. The accounts of this area should probably also be celebrated as part of the country’s origin because our history blends into what has also formed the nation, not unlike that of communities throughout the 50 states. Fort Bend, too, started with a colony consisting of 300 families led by Stephen F. Austin that settled in land from grants negotiated first with Spain and later Mexico. Austin learned to speak and write in Spanish to accomplish the undertaking. The history that follows is prosperous and not all of it is pretty, just like life.

Linda Kay Maldonado, 71, loving mother, grandmother, sister, and friend, passed away at her home on June 21, 2020 in Missouri City, TX. Linda was born on March 25, 1949 in Victoria, TX to parents Mary Cano and John F. Cano Jr. She graduated from Nazareth Academy and received a B.A. from Sam Houston State University and an M.A. from the University of Houston. She devoted her career to educating and guiding children. She was a Math and English teacher at Fort Bend ISD where she later became a school guidance counselor. After her retirement from Fort Bend ISD, she taught at The Westview School for children with autism. Linda had a passion for helping people and lived a selfless life supporting others. Her self-sacrifice and generosity had a positive and lasting impact on the lives of many. She enjoyed socializing with friends and family, especially her granddaughters. Linda is preceded in death by her parents and her former husband and best friend Guadalupe Maldonado. She is survived by her three sons Christopher Maldonado & wife Lauren Maldonado, Nathan Maldonado, and Michael Maldonado all of Missouri City, TX, a daughter, Danielle Maldonado of Brooklyn, NY and by her brother John F. Cano III & wife Lois Cano,
assuming decision-making authority and willfulness in accomplishing the changes by force. Who appointed these gatherings of people or vandals to do it … and in that manner? It’s been horrifying to witness. There’s a better way to address historical interpretation for removals, relocations or changes to monuments and statues and other things that dishonor, shame or discredit the trials of some our society’s ancestors, hence today’s people. We can no doubt rename spaces, remove and relocate monuments from the limelight, if they no longer represent or honor who we are or want to strive to be. And we can do this by rethinking our past with today’s perspective with honesty,

said, “Columbus represents genocide,” according to multiple news reports. Monuments of George Washington, the first U.S. president and a slave owner, also have been targeted. A statue ended up with a white hood placed on its head in Chicago after it was spray-painted. In Baltimore, a Washington monument was defaced with red paint and graffiti. And just this week, two statues dedicated to the founding father were vandalized with red paintfilled balloons in New York at a center for cultural activity. One can argue that the expressed, non-malicious intentions of some of the demands for removing historic statues or renaming things may have merit, except for two things: exercising brazen lawlessness in doing it and unilaterally
owned parks and in Dallas, a Texas Ranger statue was removed from Love Field airport. As reported by the Fort Worth Star-Telegram, the City of Dallas said it removed the statue because a recently released book includes an “image of the model for the Texas Ranger sculpture that shows flippancy toward racial insensitivity.” Other statues that have come down or have been defaced are of Christopher Columbus and Spanish conquistador Juan Ponce de Leon. News reports from Miami, Florida, said vandalized statues of Columbus and Ponce de Leon were spray painted with hammer and sickle images. And a Columbus statue torn down with ropes by protesters in Richmond, Virginia, was replaced with a sign that

said. “It is still here.” In his statewide order released last Friday morning, Abbott also required restaurants to reduce their dine-in seating capacities to no more than 50 percent of their listed indoor building occupancies, beginning Monday. Restaurants previously could operate at 75 percent capacity. Bars and similar businesses that receive more than 51 of their gross receipts from alcohol sales could previously operate at 50 percent capacity. They can remain open but are limited to delivery and to-go services under protocols outlined by the Texas Alcoholic Beverage Commission. Additionally, Abbott ordered the closure of all rafting and tubing businesses and prohibited outdoor gatherings of 100 or more people, unless they are approved by local governments. Abbott, who last Thursday said he was pausing any further phases of his reopening plan that started in May, said the reason for scaling back a day later was partly because the statewide positivity rate had exceeded 10 percent. That means at least 10 percent of the people tested for COVID-19, the contagious disease caused by the new coronavirus, are receiving positive results. “As I said from the start, if the positivity rate rose above 10 percent, the State of Texas would take further action to mitigate the spread of COVID-19,” Abbott said in a statement. “At this time, it is clear that the rise in cases is largely driven by certain types of activities, including Texans congregating in bars. The actions in this executive order are essential to our mission to swiftly contain this virus and enhance public health. We want this to be as limited in duration as possible. However, we can only slow the spread if everyone in Texas does their part. Every Texan has a responsibility to themselves and their loved ones to wear a mask, wash their hands, stay 6 feet apart from others in public, and stay home if they can. I know that our collective action can lead to a reduction in the spread of COVID-19 because we have done it before, and we will do it again.” According to the Texas Department of State Health Services, 148,723 Texans had tested positive for COVID-19 as of Monday, with the disease causing at least 2,393 deaths in the state and an estimated 79,974 patients having recovered. And, here we are today – a thriving culturally diverse community with “unity” as the emphasis. Living up to a key tenant of the country’s foundation, the area is about striving for the promise of the American dream – equality with open-door opportunities for reaching aspirations by those who want them. So much so that in 2007, Sugar Land, the largest population center in Fort Bend, was the first city in the nation to be named a Community of Respect by the
Anti-Defamation League. The distinction for many years now is due to the city’s commitment to foster an inclusive and respectful community with an appreciation for diversity. This area is also a model serving as an example of what the most culturally diverse county in the nation looks like. Upon taking a quick peek at other beautiful communities in the nation making the news these days, we see images of what seems to be never-ending chaos at a trying time during the pandemic, which hurt our economy. It’s concerning and we never want that sort of thing to occur here. A broad brush scenario on the extreme side paints a reality calling for a demand to have history erased…for nothing to exist except for the present. What’s being toppled, beheaded, vandalized or officially removed by some state and city officials amid protests of racial inequality and police brutality are historical statues across the U.S. The City of Houston authorized the removal of two Confederate statues in city-

Baseball fans in Fort Bend County will have to wait a little bit longer to watch their favorite pastime in person. Citing a rapid rise in cases of COVID-19 around county and Houston region, the start of the Sugar

Parking will be included with every ticket in order to limit contact between fans and team employees. According to the Skeeters, there will be approximately 1,800 seats available for any given game, with seats assigned based on best available in accordance with federal and state guidelines regarding the spread of COVID-19. The state of Texas currently permits gatherings up to 50 percent of a sports venue’s capacity.

Study Evaluates Steroids in Pneumonia
A recent international study published in the Annals of Internal Medicine analyzed data that shows that the use of corticosteroid medications may help speed up the recovery from severe pneumonia. Pneumonia is a respiratory condition characterized by the inflammation of the lungs leading to difficulty breathing on one’s own. The data showed that those with pneumonia, who were discharged one day early from the hospital, had less need for a ventilator while in the hospital than those who were not on steroids. In addition, the rate of death from pneumonia was reduced. Researchers did advise that more studies will be needed before hospitals routinely use corticosteroids in cases of pneumonia, to thoroughly examine all of the necessary details. Since corticosteroids are inexpensive medications, this research can also help with reducing healthcare costs. These results with the help of other studies may set a standard for further research in this area. Corticosteroids (prednisone, hydrocortisone, cortisone) are medications that help reduce inflammation or swelling in the body. Since these medications can suppress the immune system, they carry the possibility of many side effects such as high blood sugars, high blood pressure, and weight gain especially to the face and back of the neck, mood swings, increased appetite, and difficulty falling asleep. Steroids come in different dosage including injections, inhaler, pills, or as creams and lotions.

Earlier this week, City of Richmond commissioners annexed the land once occupied by the Fort Bend Country Club, which conducted its final days of business last June after 69 years in operation. A news release from the city said the 117 acres on which the property sits at FM 762 - which borders
the Del Webb Sweetgrass community and Veranda master-planned development -- was purchased by Johnson Development Corp. The city said the annexed land will become part of the Veranda community. It also said it recognizes the annexation as a "helpful tool" to continue quality residential and commercial development for the growing city of 12,000 residents,

As event planners, we’ve been known to kind of go with the flow of things,” Sugar Land Recreation Event Coordinator Briana Bachemin said. “With this specific situation, we just want to keep the community as safe as possible.” As part of the celebration, the city will create a 30-minute video montage that will go live on the city’s Facebook page at 8 p.m. Saturday. Event organizers asked residents to submit short videos of them reciting the Pledge of Allegiance. The prerecorded celebration video will feature local residents,
which meets one of the strategic components in Richmond’s Comprehensive Master Plan. “Families as well as businesses are moving to Richmond, so we are thrilled to be able to offer different housing options while keeping up with the demand”, Richmond Mayor Evalyn Moore said. The pandemic and ever-changing executive orders has wreaked havoc on the area’s planners, even forcing Missouri City and Stafford to cancel their planned festivities. “There’s so many moving pieces to this, we didn’t know what we would be allowed to do,” Bachemin said. Despite the fact many will be unable to gather in the typical spirit of the holiday, Bachemin said the city did its best to keep
the sense of camaraderie that’s typically present on Independence Day with the video montage as well as selling do-it-yourself party kits for home celebrations. “It’s something that hits home for everyone,” she said. “We’re proud to be able to showcase that togetherness, because it means so much to still be able to do something with all the chaos that’s going on right now.” Baker echoed the sentiment, saying the lack of physical togetherness will not keep her family from celebrating the holiday. The family plans to FaceTime relatives they cannot physically visit, while her husband will cook barbecue on the grill as normal to keep their spirits up. “We can’t leave the house. We’ll still try to do those things, even if we can’t do them with everybody else this year,” she said. “Then when this over, we’ll make those trips again.”
