Kathaleen Wall has gone all out to try for the District 22 seat in the U.S. House of Representatives, self-funding much of a campaign that has raised nearly $7.5 million, according to data from the Federal Election Commission. Her campaign still had nearly
$1.03 million remaining in cash on hand as of the last reporting date, June 24. That is far more than Fort Bend County Sheriff Troy Nehls, who is Wall's opponent in the runoff from the Republican primary in March. Nehls has spent about $457,000 of more than $490,000 in contributions, leaving him with a little more than $33,000 left to spend. “I have accomplishments.
Her accomplishments are trying to buy their votes. But it’s not working in District 22,” Nehls said. Nehls' claim adds another layer to the runoff election, which concludes Tuesday, July 14. Early voting started June 29 and continues through Friday. In the crowded Republican

Fort Bend County residents are required to wear nose and mouth coverings when in public, according to a statewide executive order issued last Thursday by Texas Gov. Greg Abbott. The order requires all Texans in counties where there are at least 20 COVID-19 cases to wear masks “when inside a commercial entity or other building or space open to the public, or when in an outdoor public space, wherever it is not feasible to maintain 6 feet of social distancing from another person not in the same household.” There are some exceptions to the mask mandate, such as when eating, drinking, exercising, voting or when wearing a mask would exacerbate a medical condition or disability. Abbott’s order says firsttime violators can only receive verbal or written warnings, but subsequent violations by the same person are subject

Wood carver James Phillips works on a sculpture made from a dying tree in Quail Valley on June 26. The recently completed carving, shown in finished form below, has been a binding symbol of community camaraderie for the neighborhood amidst the COVID-19 pandemic. (Photos by Landan Kuhlmann)
Ornate yard sculpture brings spark to Quail Valley By Landan Kuhlmann LKUHLMANN@FORTBENDSTAR.COM
Allen and Linda Barron's decision to make lemons out of lemonade began as a simple yard improvement and beautification project. In just over a week, their wood sculpture morphed into a creation that all of Quail Valley can now enjoy, bringing the neighborhood some joy amidst the COVID-19 pandemic. “With everything going on, it was refreshing,” said 15-year Missouri City resident Angela Lee. “One thing I always say about art is that it’s the one thing that lifts your soul. It definitely lifted my spirits, and I know that’s what art can do.” The creation, an intri-
cate, three-dimensional design of butterflies and hummingbirds carved by Galveston-based wood sculptor James Phillips, may look simple in nature. But it has brought camaraderie to the neighborhood residents who stop to admire the work. “There’s not enough of (spreading joy) anywhere in the world,” Allen Barron said. “It makes us feel good we can contribute a little bit to people’s uplifting.” The sculpture, he said, is essentially a dead tree rising from the ashes on their property. About five years ago, the nearly century-old tree was struck by lightning during a storm. Eventually, the aftereffects of the lightning strike began to manifest with dead leaves and other signs –
culminating in the need to cut it down to a seven-foot stump. But in the spirit of survival, Barron said he and his wife, Linda, decided they could not simply leave it there to wither away. So leading up to chopping it down, they searched out wood sculptors on the internet and came across Phillips. “We just figured it was horrible to lose that tree, because it had no disease or anything,” Barron said. “It originally was just about not losing a prominent tree here on the property and deciding do something with that. It was just to have a carving that we would like to see.” As soon as Phillips beSEE SCULPTURE PAGE 6
Missouri City community removing 'plantation' from name By Landan Kuhlmann LKUHLMANN@FORTBENDSTAR.COM
A Fort Bend County neighborhood is dropping part of its name in an attempt to become more inclusive. The Sienna Plantation master-planned community in Missouri City is in the process of removing the word “plantation” from all signage in the neighborhood. As of Tuesday, there were still signs that included the word. The process of changing the name, which began last year, is ex-
pected to be complete by the end of this year, according to a recent report by KHOU. The change comes amid increased attention to racism and racial injustice throughout the United States. The neighborhood, built by Houston-based real estate developer Johnson Development Corp., is now known simply as “Sienna.” “While the name change was initiated in May 2019 to give our decades-old community a modern refresh, now more than ever, removing language that could be hurtful to others is the
right thing to do,” reads a June statement on the neighborhood’s website. Johnson Development Corp. did not respond to requests for comment. According to a 2019 post in a Facebook group called “Change the name of Sienna Plantation,” the neighborhood where Sienna now stands was a sugar and cotton plantation called Arcola Plantation in the 1800s. The neighborhood had Sienna Plantation is in the process of removing the been called Sienna Plan- "plantation" from all of its signage. mately 155 pounds with brown eyes and dark hair. He has a mole on his forearm and scar on the back of his head shaped likes a backward “7,” according to police. Report: Fort Bend ISD officer accused of shooting wife By Landan Kuhlmann LKUHLMANN@FORTBENDSTAR.COM
A Fort Bend ISD police officer was detained Monday afternoon after allegedly shooting his wife during a domestic dispute at their Southeast Houston home, according to a report from Houston television station KHOU. The Houston Police Department said the wife was taken to a hospital and is expected to survive, according to the report. Per the KHOU report,
police were called to a home in 14200 block of Prosperity Ridge Drive at about 4 p.m. Monday in response to a domestic dispute. HPD Assistant Chief Harry Gaw said the FBISD officer returned home Monday afternoon when he and his wife had an altercation before the wife was shot, according to KHOU. “Fort Bend ISD has been made aware of an FBISD police officer who was involved in a domestic dispute and taken into custody by the Houston Police Department,” the school district said in a state-
ment. “The employee is currently on administrative leave, pending an investigation. The HPD investigation is ongoing, and as of this moment, there have been no charges or arrests. As normal protocol, the district’s Human Resources Department and the Fort Bend ISD Police Department will conduct internal investigations and take all appropriate actions when the investigation is completed. We will continue to work closely with all parties as they continue their investigation.”

Pandemic did not cancel elections, either Nothing can be more patriotic than the celebration of the Fourth of July and citizen participation in elections in this country. Both have been affected by the COVID-19 pandemic that is still with us today, but neither American tradition was cancelled. In Fort Bend County, we join other Americans with our creativity, which is greatly valued in our culture. And on the business front, it’s even rewarded economically. We’re open to new ideas. That’s what helps us along with the energy of our residents.

in (District) 22, in Texas, and in our country.” Nehls, however, refuted the claim, saying he has implemented a number of measures aimed at curbing the problem. “I trust voters know my record of over 28 years in law enforcement keeping Fort Bend County safe. I’ve done more to address trafficking than anyone in this race,” he said. “I’ve set up a local 24/7 hotline for reports, I’ve jailed numerous sex traffickers, I’ve closed down numerous illicit massage parlors - which are known to be hubs for sex trafficking - and I requested and received funding for two additional detectives who specialize in investigating human trafficking.” Wall and Nehls have both previously said they support stricter border security and illegal immigration policies, while Nehls said the topic has been one of the main tent poles of his campaign and an issue brought to his attention by residents of District 22 along with government spending and term limits. In other notable races, District 26 in the Texas House of Representatives is also up for grabs, with candidates in both
parties heading to a runoff to replace Rick Miller after he dropped his reelection bid earlier this year. Jacey Jetton and Matt Morgan will vie for the Republican nomination, while Suleman Lalani and Sarah DeMerchant – the wife of Fort Bend County Precinct 4 Commissioner Ken DeMerchant – are squaring off for the Democratic nod. It appears the county’s voters have taken a high interest, turning out in record numbers despite the COVID-19 pandemic. As of Sunday night, Fort Bend County Elections Administrator John Oldham said in an email that 5.66 percent of the county’s registered voters have submitted ballots during early voting. He also said the county expects to surpass its previous record turnout of 9.75 percent in the 2012 primary runoffs. For more information on each candidate, visit their respective campaign websites. Roughly 33.1 percent of its residents are white, while 17.5 percent are Asian. There are about 25,000 residents of Sienna, according to KHOU. “Sienna is an amazing model of diversity, with thousands of residents of all backgrounds calling the community home,” the neighborhood’s website reads. “It is a strength we honor and celebrate.”

Contact dermatitis is a condition of exposure to a substance that causes an allergic reaction in the skin. It resembles a rash. These reactions may be caused by certain ingredients in soaps, detergents, chemicals at work, perfume, or certain metals. Plants such as poison ivy or poison oak may cause contact dermatitis. Some symptoms include a red rash, dry scaly skin, itching, burning, or sensitivity in the affected area of the skin. Fluid-filled blisters may appear in more severe situations. A doctor should be consulted if a fever occurs or the blisters drain pus. These are signs of a possible bacterial infection. It is best to find out exactly what causes the allergy in order to help avoid that ingredient coming into contact with the skin. A cream that contains a corticosteroid such as hydrocortisone may help reduce swelling and itching. Creams and ointments that contain tacrolimus (Protopic) may help prevent recurrence of the dermatitis and can be used for frequent episodes. Tacrolimus belongs to a class of medications which help reduce swelling by acting in the immune system. These are better for sensitive areas of the skin such as the face compared to steroid preparations because it does not thin the skin.
ments to us. COVID-19 doesn’t care if you vote Democrat or Republican. But the decisions on how to tackle disastrous situations do make a difference, especially by those in policy making roles, the ones we elect. We want somebody who can articulate our principles, also one that can reasonably compromise, should that be needed. Let’s not risk electing someone who yields to misguided pressure. Take a look at other parts of the country. As I have said before, we don’t see this in Fort Bend. Let’s keep it that way.

In other words, vote on the person that will support a system that you support. We have a primary runoff on July 14, with early voting underway. And in November after the general election, the day of reckoning begins for those voted into office at federal, state and local levels. That’s when the winners need to begin their obligation at fulfilling their promises and commit-

I remembered the legendary Stafford Mayor Leonard Scarcella, whom we said goodbye to last week after his passing. The blessing at hand is that we have an opportunity to focus on our mental and spiritual strength during this pandemic crisis of enormous scale. primary race that contained 15 candidates, Nehls received the most votes with 41 percent of the overall ballots cast during the March 3 primary. Wall wound up with 19 percent of the vote. Whoever emerges victorious will then face a battle in November with Sri Preston Kulkarni, who garnered the Democratic nomination with 53.1 percent of the overall vote in defeating Derrick Reed, Nyanza Moore and Carmine Petrillo on March 3. Kulkarni is making his second bid for the District 22 seat after losing to Olson, a six-term congressman who is retiring, by five percentage points in 2018. Wall is making her second run at a congressional seat, having lost out on the District 2 bid to Dan Crenshaw last year. She has previously served as the committee woman representing Senate District 17 on the State Republican Executive Committee (SREC) and chairwoman for both the Election Integrity Working Group and the Voter Registration Working Group. “(She) is a rare breed grassroots activist whose servant heart has helped her meet the needs of Texans while preserving our conservative values,” her campaign website reads. Nehls has served as the Fort Bend County Sheriff since 2012. With more than two decades of service in the military, Nehls said he has made mental health a priority for veterans and others in Fort Bend County during his tenure as sheriff and would continue to do so if elected to the District 22 seat. “We have way too many suicides in our county. It doesn’t discriminate,” he said. “We need to have a conversation about the mental health of the American people.” One of the main contention points between the two appears to be the handling of human trafficking and its acknowledgement in Fort Bend County. Wall said Monday night that she believes Nehls has not taken the problem seriously enough as sheriff, and alleged that he called one victim a liar. There have been two recent television ads in the Houston market with a similar message according to a report from the Texas Tribune. “Troy Nehls sides with the Democrats…denying the problem of sex-trafficking right here in Fort Bend County,” she said. “I will work with Congress to pass legislation that strengthens legal punishments for criminals, helps victims, and increases public awareness of this pervasive problem

Can a repair facility save me from paying my deductible? An honest repair shop will always say “no” to saving deductibles. Your insurance policy is a contract between you and your insurance Chuck Charlton carrier. It basically says that if you have a collision loss, you are responsible for the first portion of repairs (your deductible) and the insurance company will pay the rest. If the final repair cost is less, you’re still responsible for the predetermined deductible amount. Any reduction should correctly go back to the insurance company. There are legitimate ways to reduce your cost. An appearance allowance (credit towards your deductible usually for minor cosmetic repairs not completed) is one way but must be consulted with your insurance company. Be wary of the repair shop that offers to save you your deductible. Are they completing all repairs or is your safety being jeopardized with an inadequate repair?

What does it mean to be the Executor of a Will?
It is an honor to be named Executor of a loved-one’s will. It means the person trusts you to step in to his or her shoes and take Margie Connolly, care of their final expenses, Attorney collect their assets, and distribute those assets to the persons named as beneficiaries. There may be other duties as well, such as filing or settling lawsuits on behalf of the deceased, establishing guardianships for minor or disabled children, or setting up trusts. So, while being Executor is an honor, it is also a job, which must be done in accordance with the deceased’s wishes, and with due diligence. It is advisable to obtain the counsel of an attorney and, perhaps, an accountant, to assist with the execution of these duties. If you are setting up your will, and are considering whom to name as Executor, keep these things in mind. It will reduce the stress and workload of your Executor if you have kept good records in a safe, accessible location, to which your Executor has access.

breathtaking,” said Lee, an interior designer who owns the Evolution by Design studio in Stafford. “(They) did something not just for the family, but for the entire neighborhood. They didn’t even know they were doing that. To create something that brings joy each time someone walks by is an amazing thing.” That’s what matters to Phillips, who said he discovered his woodsculpting ability almost by accident 15 years ago when he fiddled with a tree he was cutting down and turned it into a pelican. He began doing wood sculpting full-time in 2009 with restoration projects in Galveston – which lost thousands of trees after Hurricane Ike – and has created hundreds of sculptures around the Houston region. “There’s a lot of bad news out there, my friend. Hospital employee’s rapid response helps save life had been trained for this type of emergency, and just needed the AED to do its job," Marinas said. Marinas attached the AED to Baker and administered a single shock, followed by chest compressions. “The AED did what it is designed to do – it restarted Mr. Baker’s heart,” Marinas said. “His skin went from blue to pink, and his eyes opened up. In fact, he tried to sit up right away, and everyone said, ‘No, no, no, lay back down.’” Baker was taken by ambulance to Houston Methodist Sugar Land for further evaluation, where he was treated by interventional cardiologist Dr. Michael H. Koo and electrophysiologist Dr. Apoor Patel.
By Houston Methodist Sugar Land Hospital FOR THE STAR
A Houston Methodist Sugar Land Hospital nurse practitioner helped save the life of a man who suffered a near-fatal heart attack while playing volleyball earlier this year at the Fort Bend YMCA in Missouri City. Ryan Marinas, who works in the local hospital’s emergency department, was walking into the YMCA with his wife and children one afternoon when two women ran past, urging the receptionist to call 9-1-1. “I immediately went into work mode,” Marinas recalled. “I ran into the gym where people had been playing volleyball, and there was a gentleman on the ground.” The man, 66-year-old Daniel Baker, had collapsed in the middle of his twice-weekly pickup volleyball game. Baker had taken a step back to reach a ball that was over his head when he suffered sudden cardiac arrest and fell backward onto the ground. “I think most of the other players just thought I tripped,” Baker said. “I’m in relatively good shape for my age, and I had no previous symptoms or signs of heart trouble.” When it became clear Baker was unresponsive, one of his teammates began administering chest compressions. “Mr. Baker had a 99 percent blockage in his left anterior descending artery, which caused his sudden cardiac arrest,” Koo said. “That type of heart attack is often fatal, and Mr. Baker was extremely fortunate to have immediate help in the form of chest compressions and the AED. Everyone there that day worked together to save his life.” The following day, Koo implanted a stent to open the arterial blockage and restore blood flow, and Patel tracked Baker’s heart function to ensure there was no irregular
heartbeats. Baker left the hospital two days later, without the physical or cognitive damage that often accompanies a heart attack. When Baker was recovering at Houston Methodist Sugar Land, Marinas stopped in to say hello. Baker had no memory of Marinas or the incident, but he was thrilled to meet the man who helped save his life. “I consider myself extremely fortunate to have everything go so well for me,” he said. “It really was a miracle that he was there to help me when I desperately needed it.”

Q:
What Are Real Ear Measurements?
A:
Real Ear Measurement technology allows an audiologist to measure the sound that the hearing Terry Snook AuD, FAAA aid is amplifying while in a patient’s ear. By using a computer and a tiny microphone placed within the ear canal, sound is measured while the hearing aid is activated. While the microphone measures sound being amplified by the hearing aid, adjustments can be made to make sure the aid is programmed correctly. This creates precise adjustments for individual hearing losses as well as acoustic differences due to different sized and shaped ear canals. By obtaining these physical measurements, the effectiveness of the hearing aid settings can be verified. This creates an accurate fitting and subsequently improved hearing. These measurements are visible on the computer screen so that the patient can see the results as changes are being made. If you would like additional information about this technology, please contact us at Advanced Hearing Center, 281-491-0200.

order through the end of July. Abbott’s latest mandate comes at a time when cases and hospitalizations related to COVID-19 — the contagious disease caused by the new coronavirus — are spiking in the Houston area and across the state. According to the SouthEast Texas Regional
Advisory Council, which tracks medical trends in the Houston area, COVID-19 hospitalizations in Fort Bend County nearly quadrupled during the month of June. As of Tuesday, there were 217 COVID-19 patients in Fort Bend hospitals and 49 in intensive care units. Fort Bend County health officials had reported a total of 4,286 COVID-19 cases among residents through Tuesday, with the disease having caused at least 57 deaths and 1,363 patients having recovered. In addition to his maskwearing order, Abbott also announced that local officials have the authority to restrict gatherings of 10 or more people. Among the exceptions to Abbott’s statewide maskwearing order are as follows: • Any person younger than 10 years of age • Any person with a medical condition or disability that prevents wearing a face covering • Any person while the person is consuming food or drink, or is seated at a restaurant to eat or drink • Any person while the person is exercising outdoors or engaging in physical
activity outdoors, and maintaining a safe distance from other people not in the same household • Any person while the person is driving alone or with passengers who are part of the same household as the driver • Any person obtaining a service that requires temporary removal of the face covering for security surveillance, screening, or a need for specific access to the face, such as while visiting a bank or while obtaining a personal care service involving the face, but only to the extent necessary for the temporary removal • Any person while the person is in a swimming pool, lake, or similar body of water • Any person who is voting, assisting a voter, serving as a poll watcher, or actively administering an election, but wearing a face covering is strongly encouraged • Any person who is actively providing or obtaining access to religious worship, but wearing a face covering is strongly encouraged • Any person while the person is giving a speech for a broadcast or to an audience.
