Fort Bend ISD announced Monday night on Twitter that it will start the 2020-21 academic year exclusively with online learning, bucking guidance issued by the Texas Education Agency that all public schools in the state should provide in-person
instruction to students whose families prefer that option. Amidst the COVID-19 pandemic, FBISD said it plans to phase in face-toface instruction with small groups. During the period of distance learning to start the school year, the district said daily online engagement will be required of students and no extracurricular activities – including athletics and
fine arts – will take place. “During online instruction, health and safety procedures will be finetuned for the gradual utilization of in-person instruction,” FBISD said on Twitter. “The safety and well-being of everyone is FBISD’s top priority.” FBISD, one of the largest school districts in the Houston area, pushed back almost immediately last week after the TEA
released its statewide guidance for the upcoming school year. The TEA said July 7 that all public schools in Texas must provide – among other things – daily on-campus instruction for students whose parents or guardians want that, while following the required public health procedures and

COVID-19 may have stolen months of watching baseball from Marisela Weaver. But it has not dampened her love for the game, which returned to Fort Bend County over the weekend. “I was looking forward to this two weeks ago,” she said Friday night at Constellation Field, where the Sugar Land Skeeters debuted their Constellation Energy League. Weaver and her husband, Gregg, were among many eager baseball fans who made their way out to the Sugar Land ballaprk for the opening weekend of the Constellation Energy League, which plans to play a total of 56 games among four professional teams through Aug. 30. break from the independent Atlantic League in order to host the four-team professional league earlier this year. The new league’s Opening Day was originally slated for July 3, but was delayed a week due to concerns over the spread of COVID-19 in
the Houston region. Friday’s inaugural game was between the Skeeters and Eastern Reyes del Tigres. “We’re ready to play a little baseball,” Sugar Land Mayor Joe Zimmerman said. The Weavers have been
frequent visitors to Constellation Field during previous Skeeters seasons, to watch both the local minor league team and the fireworks show following each Friday home game. They’ve also been consistent attendees of concerts hosted at the venue
since it was built for the Skeeters in 2012. They live less than 1 mile away. “We love the feeling that we can walk here and spend the afternoon – we love baseball, we love the concerts and we love the fireworks,” Marisela said. “It feels like a small-town environment, and we just love it.” Much like the rest of the county, however, the couple has had many normal activities restricted or shut down over the last several months as the region deals with COVID-19, the contagious disease caused by the new coronavirus strain. Officials have reported 5,015 cases of COVID-19 among county residents as of Tuesday. There have been at least 63 deaths resulting from the virus, while 1,835people have recovered, according to the

Missouri City selects city manager in controversial vote By Landan Kuhlmann LKUHLMANN@FORTBENDSTAR.COM
Missouri City took a contentious path while selecting a new city manager. During a special meeting that started July 6 and stretched into the early morning hours of July 7, the Missouri City Council voted 4-2 to offer Odis Jones the position of city manager. Council member Anthony Maroulis abstained after previously expressing his disapproval of the candidate and overall vetting process. “We had a plethora of well-qualified candidates,
and we saved the city a lot of money by taking the time to interview them and go through their applications, weeding those out who don't qualify,” council member Vashaundra Edwards said during the meeting. “I feel as if we did a great job sifting out who was qualified to be our next city manager.” A Missouri City spokesperson said Jones had not formally accepted the offer as of Monday afternoon. Jones previously served as Hutto’s city manager from November 2016 until December 2019. According to a January report by the Austin American-
Statesman, Jones received a severance package worth $412,000 from Hutto, which had investigated Jones for possible misconduct but found that allegations raised against him had no merit. Hutto city leaders did not disclose the details of the allegations, according to the report. Missouri City Mayor Yolanda Ford, Mayor Pro Tem Chris Preston, Cheryl Sterling and Edwards voted in favor of Jones’ appointment. Council members Jeffrey Boney and Floyd Emery voted against Jones’ appointment. Boney said his biggest sticking point was

not Jones himself, but the council’s process in selecting him. Boney said the city did not do its due diligence. “It’s been a flawed process from start to finish,” Boney said Tuesday. “I’ve committed myself to my
duty to represent my constituents and the people who elected me to serve, and I’ve got to take that responsibility seriously to make sure I’m doing things that are in the best interests of the city as a whole.” It is the second time in recent months the council has disagreed with regards to the city manager position. During a contentious special meeting Feb. 24, the council voted 4-3 in favor of terminating former city manager Anthony Snipes’ contract. There

Registration for Fort Bend ISD’s annual offcampus physical education program is now under way. Students can now apply through Aug. 7 for the upcoming fall and spring semesters. The program will be operated in conjunction with local training establishments, and representatives of those businesses can access an online form through July 31 to seek approval to participate from FBISD. Once approved, students participating in off-campus P.E. can train at one of the establishments to receive credits in two potential levels of classes in place of a stan-
dard P.E. class. Category 1 training is available only for “highlevel training that leads to national level competition” in an activity not offered by the student’s campus physical education, athletics or fine arts departments. Category 2 is available for high school students participating in at least 5 hours per week of structured physical activity. Middle school students can only apply for Category 1 training, while high school students can apply for either Category 1 or 2 beginning July 13. Among
approved activities for off-campus P.E. sessions are archery, wrestling, lacrosse, golf and martial arts. According to FBISD, students or their families will pay the establishment for any training hours conducted on site for the program. The district said it examines the facility’s coaches and requires CPR certification for all coaches participating in the program prior to approval. Operation Backpack, the YMCA of Greater Houston’s annual drive to provide new school supplies and backpacks to students in need, will have a different look this year. In lieu of on-site distribution days, families and students will need to register to receive supplies during drive-through pickup at their local YMCA. The organization, which has Fort Bend County locations in Missouri City and Richmond, kicked off its 16th annual drive on July 8. According to the YMCA, 25 percent of students age 17 and younger in the Greater Houston region already live below the poverty line, and their need
has been exacerbated by the COVID-19 pandemic and the uncertainty regarding the 2020-21 academic year. George Ranch Historical Park announced July 7 that it hired Missouri City resident Adrienne Barker to serve in the park’s newly-created role of site director. Barker comes to George Ranch after spending the last
nine years as director and chief development officer for the Houston Museum of Natural Science (HMNS) at Sugar Land and George Observatory, where she was responsible for programming and operations as well as community fundraising for the museum. As part of her role at George Ranch, Barker will “work in Barker
partnership with the Fort Bend History Association to deliver a compelling educational experience,” according to a
news release from the organization. She has previously served in a variety of leadership and development roles, including vice president for development for the Houston Area Women’s Center and assistant vice president for the Memorial Hermann Foundation. “I am thrilled to bring Adrienne’s talents and operational experience to the George Ranch Historical Park to lead the park’s transition to a student-centric experience that also allows community exploration of history in an immersive and authentic environment,” George Ranch CEO Roger Adamson said.

Honore, who lost a mayoral election against Scarcella in 2019, announced July 10 that he is forming an exploratory committee to run for the spot. Honore has not yet made a final decision on whether to run again. Honore said he believes the city needs a mayor with a “vision” for continuing the city’s zero property tax policy that Scarcella spearheaded. "If I seek the office, it will be because I truly believe I can represent all

Helen Wilson Phillips passed away peacefully on Friday, July 10, 2020 in Houston, Texas, into to the care of her Lord and Savior. She was born October 11, 1924 in Orange, Texas to Alexander Morgan Wilson and Cicely Johnson Wilson. She was preceded in death by her parents, a sister Cicely Ann Cable, brother Lyle Hopkins Wilson, brother Charles Graham Wilson and the late O. A. “Bum” Phillips. She is survived by her son Wade and wife Laurie Phillips, and daughters Susan and husband David Fish, Cicely and husband Tom Devore, Dee Jean and husband Dickie Hurta, Andrea and husband Jack McCarthy, and Kimann and husband Mark England, all of Texas as well as 23 grandchildren and 26 greatgrandchildren, other relatives

Tom Hanley Curtis Jr., 71, passed away at the Michael E. DeBakey VA Medical Center in Houston, Texas, on July 1, 2020, after a battle with cancer. He is survived by his wife, Linda E Curtis, his son Thomas Hanley Curtis, III (Michele) in Beaumont, Calif., and step-sons Perry Allen in Phoenix, Ariz., Shane Geant (Allison) in Phoenix, Ariz., and Ian Geant (Jeanette) in Bullhead City, Ariz.; seven grandchildren, Ashley Allen Banuet (Ben) in Fort Mohave, Ariz., Ella Banuet, Kristan Ramirez, Geno Geant, and Enzo Geant in Bullhead City, Ariz., and Mercutio Geant, Harley Raven Luna Geant and Atticus Geant in Phoenix, Ariz.; and one greatgrandchild, Ella Banuet in Fort Mohave, Ariz. He is also survived by his siblings, Caryn Berryman in Miami, Fla., Tim and Martha Curtis in Miami, Fla., Connie Curtis Fitzgerald and Patrick Fitzgerald in Kent Island, Md., Clare Curtis and Robert Reid in St. Petersburg, Fla., and Maggie Curtis in Denver, Colo. He attended The United States Military Academy at West Point from 1968-70 and earned his degree from The University of Scranton in Scranton, Pa. He worked for IBM in New York and Los Angeles. His first newspaper job was with Mohave Valley Daily News (Arizona). He also worked at The LaGrange Daily News (Georgia), The San Bernardino Sun and the San Angelo Standard Times before joining Houston Community Newspapers. His final stop was with McElvy Media Group
working with Greensheet Media and The Leader Newspaper. He was a great sales leader and manager and enjoyed bringing people together to accomplish a common goal. He met Linda in 1992 and they were married April 20, 2007. Tom often expressed his appreciation of their love and friendship, and he made family his top priority. Tom was also a member of Rotary, Kiwanis and other civic organizations, and a member of St. John the Baptist Catholic Church. Tom could best be described with one word – dignified. He left an impact on everyone he met with his integrity and humor. He was a devoted son, brother, husband, father, grandfather, uncle, and mentor for many he worked with over the years. His spirit lives on in those who had the pleasure of getting to know him. He will be missed by all of us. Due to COVID-19, there will be no memorial service at this time, but arrangements at Riverside National Cemetery will be announced as soon as possible. Coronavirus divide: you have it or don't, so be mindful As long as we have the novel coronavirus circulating among the population, we will have cases. We’re showing a rise in new cases and hospitalizations in this area, according to Fort Bend County Health & Human Services. As of Monday, Fort Bend County had reported 5,015 cases of COVID-19 among its residents, along with 63 deaths caused by the disease. About a third of those cases are now classified as recoveries, leaving about 3,100 patients on active status and under a variety of treatments. Reports also show the total number of

Police are searching for a Fort Bend County man suspected of being involved in the shooting death of a man in Wallis over the weekend. According to the Wallis Police Department, police have obtained a felony arrest warrant for Heriberto Silva, who is said to have been living in the Beasley area of Fort Bend County, in connection with the incident. Wallis PD said a suspect entered a property in the 6600 block of Guyler Street in Wallis around 11:30 a.m. Sunday, approaching the male victim and allegedly shooting him once. The victim was later transported to a nearby hospital, where he was pronounced dead, according to police. Police say the suspect fled the scene in a grey or silver sedan and is suspected of being armed and dangerous.

What to do About This Type of Constipation
Opioids are a class of medications that reduce the feeling of pain by blocking pain receptors located in the brain, spinal cord, and lining of the stomach. Opioids also send signals to the pleasure centers of the brain causing extreme happiness. This class includes codeine, and morphine or derivatives such as oxycodone or methadone. Opioid pain killers are frequently prescribed by a healthcare professional to help reduce severe pain. However these medications can cause the uncomfortable side effect of constipation called opioid-induced constipation (OIC). The movement of food in the stomach drastically slows down when a person is taking opioids for a long time. Many people who take opioids are unable to tolerate this side effect and end up discontinuing their medications. OIC may be alleviated with increasing fiber-rich food, water, and physical activity in a person’s daily routine. Over the counter stool softeners such as Colace and Dulcolax can help alleviate some of the constipation. Suppositories or enemas may be used along with opioids or alone for a more complicated constipation. Methylnaltrexone is a medication that is injected under the fat tissue that blocks the opioid from binding to receptors in the stomach. This blocking action thereby relieves the feeling of pain without experiencing the symptoms of constipation.

county. And for the Weavers, the loss of potential outings left a void they’ve had some trouble filling. “We really look forward to (the season) because we come to so many games. It feels boring not being about to count on going out to several games a month,” Gregg Weaver said. “What are you going to do when so many things are not open?” The same could be said for fellow Sugar Land resident Cole Woods, who worked at Constellation Field in high school just a few years ago. And even since graduation, he said he manages to catch a few games each year – at least until COVID-19 struck the region and forced the Skeeters to delay their opening day by about three months. It’s not just the baseball Woods has missed, with the Atlantic League’s season typically beginning in April. More than that, he said, he longed for the feeling of kicking back and taking a load off in a fun atmosphere like Constellation Field – which

According to his LinkedIn page, Jones also has experience as Executive Director of Economic & Community Development for the city of Cincinnati and Director of Real Estate & Urban Development for the New Jersey Development Authority. “I was specifically looking for licensed candidates for the very reason of them coming in with experience already and understanding the city manager’s role,” Ford said. “I was looking at what I think the city needs.”

According to the Skeeters, there will be approximately 1,800 seats available for any given game, with seats assigned based on best available in accordance with federal and state guidelines regarding the spread of COVID-19.
Each fan is having their temperature taken prior to entering the ballpark, while social distancing between non-family members is being enforced. All those in the ballpark are also required to wear masks except when in their seats. “It’s been difficult, because we’re concerned about others, and you don’t want to be part of the problem – you want to be part of the solution,” Marisela Weaver said. “So even though I want to go out and enjoy myself, I try to think about the whole community. We’re all in this together.” Seven games will be played at Constellation Field each week for a total of 28 games per team. According to the Skeeters, single games are anticipated to be played on Tuesdays, Thursdays and Fridays, with doubleheaders scheduled most Saturdays and Sundays. So while she may be forced to do so under a mask for the time being, Marisela now has a big reason to smile once again. “It’s too bad you don’t see it (under my mask),” she said. “I’m just so excited.”

FBISD responded later that day by saying the on-campus instruction requirement does not provide local school districts with the flexibility to make decisions based on local data and community input. “While it is our intent to provide daily face-to-face
classroom learning for any student selecting that option, we cannot commit to such a plan until we survey teachers to determine their willingness and ability to return to face-to-face instruction,” the district said. FBISD said Tuesday that staff members will be required to complete daily health assessments before reporting to their campuses. All staff, students and visitors will undergo non-contact temperature checks prior to entering FBISD facilities, the district said, and all of them
will be required to wear face coverings. FBISD already had been planning to offer a hybrid model between face-toface instruction as well as online curriculum.
