Bend County Sheriff’s Office, 27-year-old Rojdi Elmajzoub was last seen Aug. 26 near the 16400 block of Boss Gaston Road in Sugar Land. Elmajzoub is described as standing 6-foot-3 and weighing about 275

pounds. Authorities say he was last seen wearing bright orange basketball shorts and white Nike tennis shoes. “While there is no indication of foul play, the Sheriff’s Office is seeking his whereabouts in order

Though it was previously said to be behind schedule, "The Grid" continues to take shape in Stafford. Signs are now up for some of the soonto-open tenants, such as the Greater Houston area's first In-N-Out Burger. Construction of the California-based fastfood restaurant – which is expected to be completed this fall – appears to be stirring up a strong reaction. “Animal Style (burgers) will soon be had!” Dawn Boyd said in a comment

Fort Bend County resident Aliya Qureshi had been jobless for years, so getting her 14-year-old daughter to and from activities wasn’t difficult. But she saw how her friends and working moms in the area were struggling to balance their child’s activities with full-time employment, so she stepped in to help while also help-

ing herself. Qureshi has become one of HopSkipDrive’s first drivers in the Greater Houston area for HopSkipDrive, a transportation service for kids. “I remember my friends having to leave their jobs and go pick up and drop them off (before returning to work),” she said. “I think this system will be welcomed here, and everybody will be happy with it.

they answered questions addressing topics such as advocacy, community engagement, the superintendent’s work with the school board and the future of public education in their regions. In Dupre’s case, the committee cited advocacy efforts and the encouragement he gives staff to speak up for the district and public education during his six years leading the district, along with his work with the FBISD school board to help it face the challenges of serving the district’s 77,000 students.

An area citizen has been recognized for her dedication to helping younger students in her profession. Sugar Land resident Louise McCullough, professor and chair of neurology at The University of Texas Health Science Center at Houston (UTHealth), recently received the 2019 Landis Award for Outstanding Mentorship from the National Institute of Neurological Disorders and Stroke (NINDS). “I’m incredibly grate-

ful to receive the Landis Award,” McCullough said. “…Advancing the careers of trainees is one of the things I’m most passionate about. It really is a lifetime award for mentorship and scholarship.” One of her efforts is “Camp McCullough,” an annual summer camp she holds. It

employs around 10 undergraduates per summer to spend time in McCullough’s lab developing projects and contributing to papers in an effort to be competitive for graduate or medical school – providing younger students with experience working in a lab and senior students the chance to practice their mentoring and training skills. “Good mentors play a key role in inspiring and encouraging current and future scientists, but they don’t always receive the recognition they deserve,” NINDS Director Walter Koroshetz said.

Coming soon: Action on two property tax increases in Sugar Land The City of Sugar Land has two prospective tax increases in the making. This Tuesday, its city council voted whether to adopt a property tax increase related to the city’s operating budget. It would go into effect this upcoming year, 2020. So, if you live in Sugar Land and the council adopted the increase as expected, your new property tax would in all likelihood increase by 3 cents per $100 valuation, from 31.76 cents to 34.76. And, the homestead exemption will have been raised from 10 to 12 percent. Check your tax statement for these new numbers this October. That’s when the Fort Bend County Central Appraisal District will be mailing them.

In addition to a diverse mix of retail shops and entertainment venues, The Grid will also include 500,000 square feet of office space and a network of pocket parks, jogging and bike trails upon completion, which developers hope is by 2021. There are also plans for a dual-concept hotel split between Aloft Hotels and Element. Work on the hotels began

If Sugar Land voters approve the $90.7 million general obligation (GO) bond package, meaning all the propositions this Nov. 5, there’s another 3 cents per $100 valuation that will be added to the tax bill. But that tax increase wouldn’t be felt until 2021. Sugar Land Assistant City Manager Chris Steubing told the Star and confirmed that the GO bond package’s 3 cent tax add-on average of about

$10 per month is based on Sugar Land’s average home value of $375,000. That tax increase by the city is needed to pay back the $90.7 million in bond funds for all projects, the bulk of which include drainage improvements in addition to street projects, facilities and public safety projects. They are projected to be completed or under construction within three years. And, the payback standard for the bond is 20 years, which is what the city plans call for, but “the principal will be paid off in about 10 years,” said Steubing, signifying the city’s financial strength. So, if the bond package passes, who’s going to oversee the implementation of the projects? It looks like city manager

in June, with a targeted completion date of early 2020. Chipotle and a Verizon store are already open on the West Airport side of the development. On the Kirkwood side, there are already signs up for In-N-Out and Outback Steakhouse, which also is expected to open this fall. Additionally, the Houston area’s third Whiskey Cake Kitchen & Bar location and the Drive Shack – a driving range and golf shop – are both expected open in November and September, respectively, as Phase 1 of the project takes shape, according to multiple media reports. Pluckers Wing Bar is another confirmed tenant, while StreetLevel

Investments – the developer on the project – remain in negotiations with other tenants for the development, such as movie theatres and craft breweries, according to the project’s website. StreetLevel’s Brian Murphy told attendees at a Fort Bend Chamber of Commerce breakfast in March that project construction for the $500 million endeavor had been set slightly behind schedule by delays from events such as Hurricane Harvey and more, but that they still hope to be completed by the 2021 target. Allen Bogard, who announced his retirement for the end of January 2020, will have a hand in the effort as a consultant/liaison “as needed,” according to Steubing, who called Bogard’s history and experience “a great asset.” A national search for Bogard’s replacement is now underway and will continue until the fall. The new city manager’s start date, according to Steubing, is slated for February. Steubing said the projects detailed in the propositions for the GO bond package are based on city resident feedback. As previously reported, they were identified by residents through citizen satisfaction surveys and public meetings. “We have been listening to what citizens are say-

ing and have heard from them throughout the year,” Steubing said. As an aside, keep in mind that Fort Bend County has its own bond package for $89.2 million focusing on drainage and flood control projects. Steubing said communications involving county officials and its city mayors have taken place “focusing as a whole on post-(Hurricane) Harvey.” No doubt, taxes in Sugar Land are on the rise. On a $375,000 home, they would be about $120 more per year if the council approved the increase for its operating budget, plus another $120 if the bond package passes intact. That would amount to a $240 tax increase for the average Sugar Land homeowner by 2021. Compared to cities of similar size in Texas, in-

cluding cities in this region, Sugar Land maintains it has one of the lowest tax rates in the state and “the second-lowest tax rate in the state among cities our size,” Steubing said. There’s a lot riding for the city on the outcome of the upcoming bond election. Keep in mind that Sugar Land has matured. Incorporated in 1959, it will soon turn 60 and the city of master-planned communities has noticeable and detrimental infrastructure issues due to aging and also its fast – yet intentional and purposeful – growth. Not unlike the way of life for the baby boomers of similar age, the city, too, could be “forever young.” Sugar Land residents are encouraged to vote Nov. 5. Early voting will run from Oct. 21-Nov. 1.

A Sugar Land organization dedicated to providing resources and support to families living with autism spectrum disorder is striving to reduce effects of bullying on those students as the school year gets into full swing. Students living with autism spectrum disorder are 63 percent more likely to be bullied in public schools than typically developing peers, according to a news release from Hope For Three. In response, Hope For Three has constructed a program to educate and empower students and educators called “It’s Cool To Care (ICTC).” The target audience for this program, which intends to bring bullying to a halt and break down boundaries for children living with autism, is grades K-12 as well as school faculty members. The Sugar Land Skeeters had a mixed blessing in June when star closer Felipe Paulino had his contract purchased by the Houston Astros and he was optioned to Triple-A Round Rock. Last week, the 35-yearold pitcher left the Express and returned to Sugar Land, where he hopes to help the independent Skeeters defend their Atlantic League championship. “I enjoyed my time and I’m really happy to be back here with the Sugar Land Skeeters,” the Venezuelan native said. “Back here, I’m happy here, this is my home. I just want to be a part of the Sugar Land Skeeters playoff games.” Paulino made 22 appearances with Round Rock, earning seven saves and striking out 22 batters in 20 2/3 innings. He was one level away from returning to the Astros, where he began his Major League Baseball career in 2007. He also appeared at the major league level with the Colorado Rockies (2011), Kansas City Royals (201112) and Chicago White Sox (2014). He’s 13-34 with a 5.22 ERA in 97 major league games. Paulino first joined the Skeeters in 2017, and his 63 career saves are secondmost in club history, trailing former major league righthander Gary Majewski (72). Paulino set the Skeeters

Through 22 appearances this season, Paulino was 20 with a 1.96 ERA and was second in the league with 14 saves at the time his contract was purchased. His 33 strikeouts were also the most of any Atlantic League reliever at the time. “We were all hoping he’d get called up and get to the big leagues with the Astros, but if that’s not going to happen, Pauly’s been one of the best pitchers in this league for the last three years,” Skeeters Manager Pete Incaviglia said. “He’s been dominating as a closer in this league. He had 30-plus saves for us last year. It’s a huge piece to have back in that bullpen, so we’re excited and happy to have him back.” Paulino said he was thankful for another shot at affiliated ball.

“In my 19-year career, just to get another opportunity to prove I still can still pitch, I’m really happy. I enjoyed my short time up there,” he said. The Houston area has been Paulino’s home the last 12 years and his family is here. At 35, he doesn’t know how many more chances he’ll have at another championship. The Skeeters have secured one of four playoff spots. “I want to keep pitching a few more times,” he said. “At some point I’ll retire, but I want to squeeze everything I can into this moment and be active as a player.” Added Incaviglia: “He’s one of the clubhouse leaders, he’s a leader in the bullpen, he’s a leader on the pitching staff and quite frankly the ballclub. He’s very wellrespected in the clubhouse as well he should be. He goes about his business the right way. He’s a complete professional, he cares about winning, he cares about the organization and he cares about his teammates.” Home sweet home The Skeeters have struggled lately, losing three of four on the road to the division rival and leader York Revolution. Sugar Land returned to Constellation Field on Friday and swept the High Point Rockers in a three-game weekend series.
