“There have been multiple meetings in the last few weeks, and there is one this week,” FBISD Superintendent Charles Dupre said. “We’re trying to negotiate with (the county) in good faith, and in a way that respects where we’ve been and where we’re going.” Meanwhile, the district is in the process of presenting a finalized contract to the board of trustees to move ahead

with a memorial service that would complete the reinternment of the “Sugar Land 95,” who are African Americans believed to have been part of Texas’ convict-leasing program that was in operation until 1911. Robert Bostic and Charles Dupre oversee more than 80,000 students between them. The two area superintendents – Bostic for Stafford MSD and Dupre for Fort Bend ISD – are aware of the challenges facing public education in light of a growing county and student population. And they seek to improve the quality of their students’ lives and education. Bostic and Dupre will be part of the Fort Bend Chamber of Commerce’s annual State of Schools address Oct. 2 at Safari Texas Ranch in Richmond, where they will discuss their shortand long-term goals as well as the challenges facing their districts. In FBISD, a nearly $1 billion bond and subsequent

projects involving technological upgrades and new construction are the impetus behind excitement for the district as it strives to accommodate a growing student population that is expected to reach nearly 86,000 by 2027. Dupre also will be discussing the impact of House Bill 3 – which requires school districts and open enrollment charter schools to increase salaries for certain staff – as well as other legislative actions from the recent session impacting public education in Fort Bend County. Stafford MSD’s optimism for the future centers in large part around an impending STEM school for grades 38, which it plans to open in time for the 2021-22 school year. A cardiovascular surgeon and interventional cardiologist at Houston Methodist Sugar Land Hospital recently completed the first transcatheter aortic valve replacement (TAVR) procedure in Fort Bend County. On Sept. 5, Dr. Marvin D. Atkins, Jr. and Dr. Michael H. Koo performed

the surgery on a 74-yearold patient suffering from aortic valve stenosis, a narrowing of the valve that obstructs blood flow. According to the hospital, the operation marked the first major achievement of the new Houston Methodist Valve Clinic at Sugar Land, which opened in April after a recent decision by the Centers for Medicare and Medicaid Services to expand it to

Richmond man sentenced FBISD launches literacy initiative for aggravated assault From Staff Reports

Fort Bend County man Derrick Damon Blakes was sentenced to five years in prison Aug. 23 for aggravated assault with a deadly weapon stemming from a September 2017 incident in Richmond, according to the district attorney’s office. Blakes was convicted in May and must serve at least half of his sentence before becoming eligible for parole.

According to prosecutors, Blakes assaulted his partner with a large

kitchen knife at a home in the Richmond area on Sept. 30, 2017, before barricading himself in the home to avoid arrest and refusing to exit when asked. “Derrick Blakes demonstrated a flagrant disregard for the law and law enforcement,” Assistant District Attorney Stacie Carr said. “Thanks to the jury’s verdict and the judge’s sentence, the victim was able to get the peace and justice deserved.”

Sugar Land, Houston working together for mutual benefit It has been said that the federal government has all the money, states have all the power and cities have all the problems. This is somewhat along the lines of the chat between Sugar Land Mayor Joe Zimmerman and Houston Mayor Sylvester Turner last week. The two mayors met and were seated in front of an audience in two comfy, club chairs at a Sept. 3 event organized by the Fort Bend Chamber of Commerce’s Governmental Relations Division in the conference center of the Sugar Land Marriott Hotel on City Walk. Mayors Turner and Zimmerman were candid about issues affecting the neighboring cities. Of concern to them is the bureaucratic process involved in getting things accomplished. That’s the federal level speak, and as for the state level, there seems to be clashing ground between cities in Texas and the state, more publicly apparent with respect to the overriding of a local regulation not that long ago. Point of reference – repealing of a Sugar Land

ordinance on the use of mobile devices, preempted by the state legislature by a differing enacted law. Hurricane Harvey, said the mayors, brought people in the geographic region together, generous people from Fort Bend, Harris counties and beyond. It’s now been more than two years since Harvey dumped flooded the Houston area, and there are still people living in homes that need repair and reconstruction. Reimbursement money that is funneled to communities has taken a while, and that has left people complaining. It will be “another nine months before dollars are available for infrastructure,” Turner said. The process for the local resources needed is slow, they both agreed, as is the

case for streamlining the process itself for acquiring those resources. The fact these two neighboring cities have a history of working together, with both Turner and Zimmerman on the same side, is a good thing. They have done it with legislative issues impacting their respective cities. Typically, local governments compete with each other for dollars from the feds and the state for serving the needs of their residents. But when cities work together, like in this region, they can jointly reach their desired, mutually beneficial goals. The regional economy is important to both cities as noted by the mayors, with shared values on connectivity for mobility in an area expected to continue to experience growth. Providing city services is the natural result of annexation addressed by Zimmerman in relation to New Territory and Greatwood, the latter of which brought Sugar Land’s population to 117,869 in 2018. It is now estimated to be 118,118. The same level of services for city residents is needed to accomplish

an annexation process, Zimmerman said, like the provision of water. “The city is required to plan for future needs,” he said, and these needs are adjusted based on population projections. Houston will apparently be complementing Fort Bend County’s water needs as a result of building a reservoir, which Turner said he intends to accomplish during his tenure. “Essential to Fort Bend,” too, said Turner, who said water rights are needed to meet the overall needs of Houston and the region. Those needs translate into population growth, with Turner saying “close to 4 million more people will move here” between now and 2040. Highlights at the joint mayor event included state push-back on the proposed

Allens Creek water reservoir near the Brazos River and the Grand Parkway segment completions, the upcoming Houston Open in 2020 at Memorial Park involving renovation of the golf course to be one of the best public courses in the country, and one of Sugar Land’s signature parks, the Cullinan Park Conservancy at Oyster Creek, all undertakings impacting the two cities. Zimmerman said Cullinan Park, annexed by the city, is not only for Sugar Land residents but also for Houston. “Money was raised for improvements” by the private sector, he said, which is filling the gap for both cities. On the books of things to come is a two-lane HOV (high-occupancy vehicle) lane from Houston to Fort

Bend along with transportation work toward Missouri City, the West Belfort area, 90A and the metro service area. Benefits for Fort Bend are good for Houston and vice versa, Turner said. Sugar Land and Houston have apparently decided that working together is preferable to struggling with efforts to have projects come to fruition separately. “The region is strengthened by things Fort Bend has done,” Turner said. “Sugar Land is a strong hold and a strong part of the reason things are developing the way they are.” Zimmerman’s comment at the onset of the event said it so well. “We talk about what we agree on and work together to get it done,” he said.

Of this amount, $29,783,986 will be allocated to revenue for the general fund, $3,843,696 will be transferred to tax increment reinvestment zone funds, and the remaining $10,448,506 will be allocated to the debt service fund,” City Manager Anthony Snipes said in a release from the city.

must seek the judiciary’s impartial and transparent opinion to guide our actions,” he said. “I have tremendous respect for our courts, and we must allow them to provide oversight during this process. There is no room for error when it comes to the right side of history.” Dupre said time is of the essence and that FBISD has no desire to take the issue back to court. So he said the district could seek a nonprofit partner to own, operate and maintain the cemetery. “We’ve dismissed the lawsuit, and we’re moving forward with reinterring the bodies. The remains have already been above ground too long – we need to get them back as soon as possible,” Dupre said. “… In the end, whatever we spend on a memorial service would be dollars well spent, because of the life and memories of these individuals we’re honoring.”

Missouri City residents will have multiple chances to make their voices heard regarding the city’s proposed property tax rate. During a Sept. 3 meeting, Missouri City Council members unanimously approved a 2019 proposed tax rate of $0.63 per $100 valuation for the fiscal year 2020 budget year. The proposed tax rate is the same as Missouri

★ SUGAR LAND 95, FROM PAGE 1 The district’s proposal, which would be voted on during the Sept. 23 board meeting, outlines plans for an early November memorial service that would return the bodies to rest even if an agreement cannot be reached with Fort Bend County, according to Dupre. A state law passed this year gave the county the authority to own and operate a cemetery. FBISD said in July that it had reached an interlocal agreement with the county to transfer the land and would provide an additional 10 acres for a memorial park and pay the county $1 million to help cover costs associated with reinterring the remains. However, County Judge KP George said last month that an agreement had not been reached, because the district pulled out from its $1 million commitment and had not been negotiating in good faith. “The Sugar Land 95 toiled under unthinkable working conditions that cost them their lives, and it is imperative that what we do now is done correctly,” George said in a statement. Discussions between the county and FBISD have been ongoing throughout the summer and into the school year. During negotiations, Dupre said the county suggested reinterring the bodies – so that’s what the district is doing. “In the end, the question the county is going to need to ask and answer is whether they’re willing to accept the cemetery into their possession so that they can maintain it into perpetuity,” Dupre said. “That’s the heart of the issue.” Dupre said he is still hopeful a partnership can be struck between the school district and county, a concept that has had both community and legislative support. Ingrown toenails, which can be extremely painful, develop when the nail curls and grows into the skin. If left untreated, ingrown toenails can become infected. Ingrown toenails can occur from wearing ill-fitting shoes, damage to the nail, or may even be a result of a nail’s natural shape. Cutting toenails too short or shaping them around the sides may cause skin to fold over the nail. Mild cases can be treated by keeping the feet and toenails clean, trimming the nails straight across, and wearing comfortable shoes that don’t squeeze feet and toes. If the condition is serious, the podiatrist may recommend surgery that involves removing all or part of the nail. P.S. Not changing socks regularly can result in excessive sweat, which will soften skin, making it easier for toenails to cut the skin. Last weekend was a fruitful one for Fort Bend County high schools, with eight of the 12 teams in the area scoring victories. Nearly half of Fort Bend ISD’s 11 squads remain undefeated heading into Week 3, while all but two have recorded at least one win. Clements got off the mat with a 49-0 victory over Spring Woods to square its record at 1-1, while Bush, Elkins, Kempner, Marshall and Travis improved to 2-0. Willowridge defeated Sterling 78-7 to even its record at 1-1, while Dulles and Ridge Point each lost to fall to 1-1. Stafford, Austin and Hightower, meanwhile, each dropped its second consecutive game to start the season. Several performances stood out that powered area teams – most notably from tailbacks Issiah Nixon (Elkins), Charles Alia (Kempner) and Pierre Djunga (Clements) along with receiver and Texas A&M commit Troy Omeire (Austin). The Sugar Land Skeeters battled back to within one game of the York Revolution in the second-half standings during their three-game series at Constellation Field last week, only to run into a buzz saw on the road over the weekend against the Long Island Ducks. The Ducks, who are 7848 overall this year, lead the Atlantic League in the second half at 35-21 and are riding a 10-game win streak. They swept Sugar Land (65-61 overall) in three games, sending the Skeeters on a four-game skid. That comes on the heels of a five-game win streak that saw the Skeeters take two of three from York, including a 12-inning marathon Wednesday night that lasted 4 hours, 38 minutes, making it the

Both the middle school and STEM school came out of successful passage of what Bostic said was the largest investment in K-12 public education in Stafford's history. “There is a great deal of excitement about the STEM Magnet -- both in Stafford and throughout the region as it will be the first STEM Magnet of its kind in Fort Bend County,” he said. “...STEM education represents the future.” Never satisfied The Texas Education Agency recently gave Stafford MSD a “B” in the annual state accountability ratings, thanks to the district’s test scores and college preparation marks. But Bostic said they won’t stop until they reach the top. “I am not satisfied with it,

and from my conversations around the campuses, the staff isn't either,” Bostic said. “We have made very intentional moves, with complete emphasis (on earning an A rating).” Playing a vital role, Bostic said, are moves such as the hiring of Dawn Dubose as chief of schools and Kadir Almus as chief academic officer, as well as the tight-knit nature of its community. Dubose oversees all of the campuses, while Almus' team tracks data to ensure SMSD finds the right ways for students to improve academically. “Stafford MSD's greatest strengths are our employees. Other districts may be larger, but that does not mean they are better,” Bostic said. “We have a sense of community that is rare. It is a small-town feel and a private school setting in a public school system. … We are confident that these initiatives will result in future success.” Dupre had a similar tale,

saying efforts the district’s “Profile of a Graduate” implemented in 2017, has played – and will continue to play – a major role in the district’s academic success. Beginning with the 2018-19 school year, FBISD also joined more than 50 school districts in the state to build a better accountability framework called the Community Based Accountability System (CBAS). District staff meet regularly with leaders from other districts to identify and establish components of an accountability system that go beyond STAAR test scores to measure how districts prepare students for life after high school. CBAS, which was piloted at six campuses across FBISD last year, appears to have been part of the solution. Of the 63 FBISD schools in the Star’s circulation area, 51 received an A or B in this year’s TEA rankings, which included college and career preparedness grades for high schools. Several FBISD schools, such as Glover and Hunters Glen elementary schools (F to a C) and Marshall High School (D to a C), saw year-over-year improvement, while Lantern Lane Elementary went from an F in 2018 to a B this year. Dupre believes more improvement is on the way in 2019, thanks to efforts such as CBAS. “We’ve developed strong systems to support our students. We have clear direction and systems in place to achieve those outcomes, and our staff has done a remarkable job bringing that to life,” he said. “It’s my job to execute according to the board’s mission. We’ve got a tight team that is helping bring our mission and vision to life.”
