Fort Bend ISD plans to reinter the “Sugar Land 95” without judicial oversight or involvement, following an opinion issued by an appellate court. On Oct. 3, a threejudge panel with the First Court of Appeals sided with the school district, saying it had the right to dismiss its 2018 suit that sought approval from a state district court to move the human remains it discovered while constructing a new building. The appellate court also agreed with FBISD that the district court “abused its discretion” when it did not dismiss the one-party proceeding and instead appointed an attorney

to oversee the case and another to represent the interests of the 95 African Americans whose remains were discovered, according to court documents. The FBISD board voted Sept. 23 to move forward with a plan to reinter the remains. Those found in the abandoned cemetery are believed to have been part of Texas’ convictleasing program that was in operation until 1911. “We are grateful for the opinion of the appellate court that supports the actions taken by Fort Bend ISD,” FBISD Board President Jason Burdine said in a statement released by the district. “We look forward to memorializing and honoring the Sugar Land 95 with our community. ... Crossing this hurdle now allows us to

move forward to finalizing our ongoing negotiations with the county regarding the future conveyance of the land.” With the backing of school district and Fort Bend County officials, a state law was amended

earlier this year to allow the county to operate a cemetery. FBISD announced in July that it had reached an agreement to convey the land to the county and pay the county $1 million to help cover costs associated with rein-

terring the remains. But since pulling that monetary offer, negotiations with the county have stalled, with the main contention point being court oversight in reinterring the remains. The county has long wanted judicial involvement, but FBISD has said such action would be more costly to taxpayers. County Judge KP George declined comment. FBISD has enlisted a Missouri City funeral home for a memorial service to honor the Sugar Land 95, which has not been scheduled. The remains will be reinterred to the same locations they were discovered at the James Reese Career and Technical Center in 2018, according to the district.

The Fort Bend County Drainage District recently approved and accepted just over $48 million of federal funds for work on projects within three county channels, including repair work on multiple sloughs and erosion repairs along Oyster Creek.

Listening to voices in the community is key for civic leaders. The city of Sugar Land recently embarked on a new frontier of community engagement it hopes will become more prevalent. Sugar Land City Councilman Naushad Kermally, Assistant City Manager Chris Stuebing

and Police Chief Eric Robbins hosted a virtual town hall meeting Sept. 23, using a live stream

on Facebook to update citizens on crime trends, upcoming events and the Nov. 5 bond election. The trio also took part in a live question-and-answer session after their presentations. Kermally, the council member for District 2, said the event had been in the works for several months, with city officials brainstorming ways to better reach the citizens of Sugar Land. “People live busy lives,

and having a town hall in the evening is tough for people to make with all the other commitments they have. There have been times in the past when we have more staff than citizens at these events,” Kermally said. “These days, most people are glued to their phones. It’s an easier way for them to sit home and continue to do what they need to do and still be able to participate. We were very happy with the results.”

Questions posed to Kermally, Robbins and Stuebing included inquiries about crime statistics, the upcoming general obligation bond, property tax increases, flooding and drainage in areas such as Telfair and even how the city is accounting for climate change in infrastructure planning. “Thank you for organizing this virtual town hall.

Deep-fried simple pleasures represent keys to life It had been more than a decade since I last attended the Fort Bend County Fair and Rodeo. But the moment I stepped through the gate Sunday morning, I was transported to a simpler time and place – a time when my biggest worry was not weekly deadlines, but how much fried food I would consume despite my parents’ objections. The faces behind it have changed since I last participated in the festivities as a customer, but its simple pleasures have not. And in this case, simplicity and consistency are sights to behold rather than things to be criticized by those who seek change at every

turn. I’ve never been much for the rodeo portion. But fried food and carnival rides never go out of style. Neither does family bonding. As the smell of corndogs and fried Twinkies and the sound of children’s joyful screams permeated the

Fort Bend County Fairgrounds in Rosenberg, I made my way around to all the rides, soaking it all in. All around, I witnessed the epitome of what an event like the county fair is supposed to be about – families taking a breather from the reality of work, school and life’s other stressors to simply be with each other. That point was hammered home even more as I started chatting with those spending their Sunday afternoon in Rosenberg, where the 10-day fair and rodeo concluded that day. With each story I heard, the feeling only grew stronger. On the front page of to-

day’s edition, you’ll read about the experiences ranging from fair veterans to relative newcomers. It doesn’t matter who you are, fun fried food at a Texas fairgrounds is a religion in and of itself, one that has bonded families for generations and figures to continue doing so. I ran into a Sugar Land mom who for two decades has used the event as an annual outing to bond with her three teenagers, and a Richmond resident and middle school principal making time to give his two young boys the time of their lives. Later, I watched a man who works long hours and rarely gets time to spend with his young

son and daughter enjoy a spinning, twirling ride with his kids with seemingly not a care in the world. Don’t get me wrong – I love my life in its current stage. I’ve made wonderful friendships and had the opportunity to work for good, if demanding, bosses and supervisors during every job I’ve had from high school to present day. I take joy in what I do. But I’d be lying if I said there weren’t some days I wish I could hit the rewind button and take myself back to those days at the county fair. So I can’t wait until it comes back to Fort Bend County next year. It represents a simpler time, one I didn’t take

enough advantage of when it was happening around me. I didn’t realize it then, but we need to take the time to make those memories when we can. And the easiest time to do that is earlier in life, before the stressors and hassles of life even have a chance to enter the conversation. Today’s world is all about the next big advancement, “progress” for no other reason than to try boasting that we have the next big thing. It’s all about life in the fast lane. But sometimes the best things in life are simpler pleasures, like fried Twinkies and a spin on the Tilt-A-Whirl with the ones you love.

The head of a local company has been selected to lead the board for a national construction organization. Steve McGough, president and CFO of Sugar Land-based Heavy Construction Systems Specialists (HCSS), was selected as the 2019-20 chairman for the American Road & Transportation Builders Association

(ARTBA) during the association's national convention held Sept. 22-25. McGough joined HCSS in 2005 as its chief operating officer, becoming its president in 2015, and is a 35-year veteran in the construction industry. HCSS specializes in developing software to help heavy, highway

and utility construction industry companies streamline their business operations, bid for new business, maintain construction equipment and manage projects. McGough, who lives in Kemah and is a graduate of Texas A&M and Tulane, has previously held ARTBA leadership positions such as senior vice

THE ISSUANCE OF $6,600,000 BONDS FOR ANIMAL SHELTER AND CONTROL FACILITIES AND THE LEVYING OF A TAX IN PAYMENT THEREOF

Section 4. Persons Qualified to Vote. All resident, qualified electors of the City shall be eligible to vote at the Election. Section 5. Election Precincts, Voting Locations and Voting Hours on Election Day. The election precincts for the Election shall consist of the territory within the boundaries of the City situated within one or more County election precincts, which bear the precinct numbers set forth in Exhibit A attached hereto and incorporated herein. The voting location for voting on Election Day for each election precinct shall be as set forth in Exhibit A, or at such other locations as hereafter may be designated by the County Elections Administrator. On Election Day the polls shall be open from 7:00 a.m. to 7:00 p.m. Section 6. Early Voting Locations, Dates and Times. Early voting by personal appearance for all election precincts shall be held at the locations, at the times and on the days set forth in Exhibit B, or at such other locations as hereafter may be designated by the County Elections Administrator. The County Elections Administrator, John Oldham, is hereby designated as the Early Voting Clerk. Applications for ballots to be voted by mail should be mailed to: Fort Bend County Elections Attention: John Oldham 301 Jackson St. Rosenberg, TX 77471 Section 7. Joint Election. The City has agreed to participate in a joint election with other participating governmental entities in the County who are also holding elections on Election Day and has contracted with the County Elections Administrator for election services. Section 8. Appointment of Election Officers. Prior to the Election Day, the election judges, alternate judges, clerks and other personnel necessary for conducting the Election will be appointed by the County Elections Administrator, and the election judges and alternate judges may be changed and the polling places may be combined for some precincts, pursuant to decisions of the County Elections Administrator. The County Elections Administrator shall also be responsible 5 ballots cast in such election and appointing the for establishing the central counting station for the personnel necessary for such station. Section 9. Notice of Election. Notice of the Election shall be given by: (i) publishing a substantial copy of this Ordinance, in English and Spanish, on the same day of each of two (2) successive weeks, with the first publication not earlier than the thirtieth (30th) day nor later than the fourteenth (14th) day prior to the date set for the Election, in a newspaper published in the City, (ii) posting a substantial copy of this Ordinance, in English and Spanish at the City Hall on the bulletin board used for posting notices of the meetings of the City Council and at three (3) other public places within the boundaries of the City, not later than the twenty-first (21st) day prior to the date set for the Election and (iii) posting a copy of this Ordinance, in English and Spanish, on the CityÕ s website, prominently and together with the notice of the Election, the contents of the Propositions and any sample ballot prepared for the Election, not later than the twenty-first (21st) day prior to the date set for the Election through Election Day. Additionally, on Election Day and during early voting by personal appearance, this Ordinance shall be posted in a prominent location at each polling place. Notice of the Election shall also be provided to the County Clerk of Fort Bend County, Texas and the Fort Bend County Voter Registrar not later than the sixtieth (60th) day before Election Day. Section 10. Conduct of Election. Voting at the Election, and early voting therefor, shall be by the use of the lawfully approved County voting systems and ballots. Said Election shall be held in accordance with the Code, except as modified by other applicable provisions of law. Section 11. Necessary Actions. The Mayor and City Council of the City, in consultation with the CityÕ s attorney and bond counsel are hereby authorized and directed to take any and all actions necessary to comply with the provisions of the Code and the Federal Voting Rights Act in carrying out and conducting the Election, whether or not expressly authorized herein. Section 12. Effective Date. Pursuant to the provisions of Section 1201.028, Texas Government Code, this Ordinance shall be effective immediately upon adoption, notwithstanding any provision of the City Charter to the contrary.

★ FAIR, FROM PAGE 1 Bend County Fair and Rodeo, which was held from Sept. 27-Oct. 6. It has long created lasting memories for county residents such as the Therriaults, and this year’s trip was more of the same. “Riding the rides and eating the food, and having a day where the kids are having a blast is the best part of it,” said Therriault, whose children are ages 14, 16 and 18. “They can just get a wristband and ride. They don’t have to hear me say, ‘No, it’s too expensive,’ and ride as many as they want to until they drop.” In addition to the fun and fanfare that accompanies it, the event’s roots are planted in youth education, which has been a driving force in the fair’s activities since it began in 1933. The development of a scholarship program in 1979 has provided deserving Fort Bend County students with scholarships to Texas colleges and universities since its inception. According to the fair’s website, it has awarded more than 800 scholarships to date.

“I just cannot give enough thanks to all the buyers, bidders and sponsors. Once again we were able to help the youth of our county to continue their educational goals,” 2019 Fair President Marjie Pollard said. “This is what our fair is about and I could not be more proud.” This year’s event also generated more than $620,000 through the Junior Livestock Auction, commercial heifer auction, Freezer Sale and art auction for youth exhibitors. “My favorite part is seeing the community come together. ilies enjoying a night out,” said Richmond resident and Hubenak Elementary principal Ernie Bainbridge, who was attending the fair for the second time. “It’s a good mix of backgrounds that get to enjoy it and have the opportunity to do this close to a big city.” So whether it’s about trying to win a stuffed animal from the carnival, chowing down on all the fried food or hurtling through the air, Therriault said her family tradition will continue for years to come. “Now that they’re older, they don’t want to do much with me,” she said with a laugh. “But when I mention the fair, they’re all on board and they all want to come.”

It had been a rough go for Stafford during the football season’s first month, with losses to Katy Paetow, Port Lavaca Calhoun, Bellville and St. Thomas. But the Spartans finally got that elusive first victory of the year Friday night with a 300 shutout of Yates. Stafford quarterback Cameron Peters completed 14 of 24 passes for 226 yards and three scores to carry the Spartans, while Jadon Winston also contributed 70 yards and a touchdown on the ground to drive their attack. Peters has now amassed 687 total yards and seven touchdowns on the season. Jaydon Johnson was Peters’ favorite target, hauling in four catches for 100 yards and two touchdowns, while Ty’Dedrick Anderson also chipped in 108 yards and a touchdown. It was the third consecutive game with a touchdown for Anderson, who has amassed 371 receiving yards this season. The Spartans are now 1-4 on the year and will

In defense of the 2018 Atlantic League championship, the Sugar Land Skeeters issued the challenge to “come and take it!” The Long Island Ducks did just that. After three straight years of championship series futility, the Ducks took down the Skeeters on Sunday night, winning 8-4 at Constellation Field in the decisive fifth game of their league championship series. Long Island came back after losing two of the first three games in the series. “It was a great series,” Ducks manager Wally Backman said. “I think that both Sugar Land and us showed that we were the best two teams in the league consistently all year long and it was a good series. It was a fight. “They tried to come back in this game. It’s not easy to beat them in their own ballpark, but we got really quality pitching from our starters. That’s really why we won was the quality pitching from our starters and timely hitting.” Sugar Land won the Atlantic League championships in 2016 and 2018 by beating the Ducks. In 2017, the York Revolution won the championship against Long Island. The lead in the championship series went back and forth. The Ducks won the first game in Long Island, with the Skeeters taking the second. The series then moved to Constellation Field, where Sugar Land took Game 3 for a 2-1 lead. On Saturday, the Skeeters held an early lead, but the Ducks tied it up and won 3-2 in 10 innings. I think this series is actually exciting. It could have gone either way all the way up until tonight and even tonight, while the Ducks were ahead most of the evening, it was still very competitive and until the last out one had hope, so overall you can’t be any happier with it.”

Fort Bend resident selected for leadership program From Staff Reports

Fresno resident Desiree Collins-Bradley was recently selected for Texas Partners in Policymaking, a statewide leadership training program designed to impact disability-related policies in Texas. Texas Partners in Policymaking is an advanced leadership development training program for selfadvocates and parents of

children with developmental disabilities (DD). Graduates from the program will become partners with policymakers in Texas and work to improve the lives of people with DD. Over the course of the nine-month program, participants will attend training sessions in Austin and San Antonio. During the trainings, state and national experts will cover topics such as disability history, inclusive education, the Texas

Legislature, and more. Collins-Bradley was one of 33 participants chosen from a statewide pool of applicants for the 2020 class. Participants will join a network that includes 675 graduates in Texas and more than 27,000 graduates worldwide. The 2020 class will graduate in May. Collins-Bradley is the parent of a child with a disability and applied for the

program because of her concern about community integration and inclusion in the school system, recreational programs, and accessible playgrounds. “I want to encourage not only my daughter to be a strong self-advocate, but I also want to encourage others in the community to work together to create solutions for people with DD,” Collins-Bradley said.
