A football coach at a local high school died Saturday after being shot at a Fort Bend County sports complex. The Rosenberg Police Department said the victim was identified as 29-year-old Derwyn Lauderdale, who was a first-year wide receivers coach at Travis High

School in Richmond, according to Fort Bend ISD’s website. The shooting happened at Rosenberg’s Seabourne Sports Complex at 3701 Fountains Dr. after a youth sporting event, according to Rosenberg PD. Police said the alleged shooter is Houston resident James Hamilton, 28, who was arrested and charged with murder, according to Rosenberg

Police Chief Jonathan White. Hamilton is being held in the Fort Bend County Jail on a $500,000 bond, according to police. “What a sad set of circumstances that took place during this event. Children came to play a game they love, only to have it ruined,” White said in a news re-

Mo City ballot error remedied By Stefan Modrich SMODRICH@FORTBENDSTAR.COM

Some Missouri City voters received mail-in ballots earlier this month with the wrong precincts that were missing the city’s municipal races. Early voting started Tuesday and is scheduled to last through Oct. 30, and Election Day is Nov. 3. Last Friday, Missouri City sent out a notice to residents following some reports of incorrect ballots. The city advised residents to “verify that they receive the correct ballot by ensuring that it has the city general and special election and that the precinct number on their voter registration card matches the one on the top right hand side of the mail-in ballot.” The incorrect ballots in question were sent to 25 registered voters in Missouri City and mishandled by a temporary worker on Oct. 1, Fort Bend County Elections Administrator John Oldham said. Due to the size of the ballots, they are folded by hand, not by machine, he said. Before noon Oct. 5, Oldham said his office was in touch with Maria Jackson, the city secretary for Missouri City, and the correct ballots were sent out to the appropriate voters. As an added precaution, Oldham said the county mailed out an additional 28 new ballots to voters whose ballots were handled by the same temp worker. Of those 28, Oldham said Monday afternoon that none of them had reported any issues with their ballot. He said those who were expecting the ballots that were sent out last week should have received them by now.

Virtual 5K raises $15,000 for fight against hunger By Stefan Modrich SMODRICH@FORTBENDSTAR.COM

Hundreds of runners took to sidewalks, parks and trails for a virtual version of the third annual OutRun Hunger 5K Family Walk and Run, raising $15,000 for East Fort Bend Human Needs Ministry (EFBHN) from Sept. 25-30. The East Fort Bend Human Needs Ministry is a local nonprofit that provides assistance to families and individuals during times of temporary financial crisis. Stacey Williams, development director for EFBHN, knew the race would need to be different this time around due to the COVID-19 pandemic.

But she and title sponsor Harvest Green, a masterplanned community in Richmond, said they were determined to do whatever it took to launch a safe and successful race. For starters, that included slashing the race entry fee from $25 to $10. The ministry ended up surpassing its goal by $5,000. In 2019, the event raised $20,000. “We’re just trying to be cognizant of people’s financial situations right now, whether or not they’ve been laid off,” Williams said. “We tried to do that, and that really helped our cause.” Liz Hamm and her husband, Jabus Hamm, have participated in the OutRun Hunger 5K with their daughter Skylar, 9, and

their son Kai, 6 for each of the past three years. “This year was fun because we could run on our own schedule,” Liz Hamm said. “We hope that in the future we’ll continue to have the in-person event as well as the virtual option, so if people are out of town or they can’t make the 5K (they can do it on their own).” Hamm said she and her children wore T-shirts from the previous two races to boost awareness of the event and were proud to see neighbors completing their own virtual runs. “We made it a point to wear our T-shirts and go out into the community over the course of several days,” Hamm said. “We always were taking selfies

County, state allowing local bars to resume services By Adam Zuvanich AZUVANICH@FORTBENDSTAR.COM

Local residents’ favorite watering holes are allowed to dust off their barstools and invite customers back inside. Fort Bend County Judge KP Judge announced Tuesday that the county’s bars, brewpubs and wineries would be allowed to reopen for on-site consumption on Wednesday, at no more than 50 percent of their building occupancies, per an executive order issued Oct. 7 by Texas. Gov. Greg Abbott. The governor is permitting those alcohol-

oriented businesses to welcome back customers in counties with low COVID-19 hospitalization rates, but only if county judges allow the reopenings within their jurisdictions. George released a statement Saturday saying he was considering whether to opt in to Abbott’s plan and in the process of consulting with local medical authorities and bar owners. “We already know that the tools in our toolbox like masking up, practicing physical distancing and avoiding mass gatherings are direct ways to combat COVID-19,” George said

through a spokesperson. “Now, as Fort Bend County opens up bars and similar establishments – I encourage everyone to continue

to practice safe and smart guidelines.” Abbott’s order applies to counties with COVID-19 hospitalization rates at 15

percent or less for a period of at least seven consecutive days. As of Monday, 5.1 percent of all hospital patients in Fort Bend County were COVID-19 patients, according to the SouthEast Texas Regional Advisory Council. There have been a total of 16,912 cases of COVID-19 in Fort Bend, with the disease having caused at least 208 deaths among residents and 15,822 patients having recovered. The daily number of reported cases in the county has steadily declined since SEE BARS PAGE 5

Impala then pulled up, rolled the window down and fired several shots in the direction of the home before fleeing the scene. According to HPD, one of the bullets went through the back of the victim’s car and struck her in the lower back. Police said there are no known suspects or motives in the ongoing investigation. A multi-agency human trafficking sting over a four-day span in September yielded 46 arrests and resulted in the rescue of five victims, Fort Bend County District Attorney Brian Middleton announced during an Oct. 7 news conference at the Fort Bend County Justice Center in Richmond. “(Human trafficking) is a crime that preys on the most vulnerable in our society, namely, young adults and children,” Middleton said. The sting operations took place in Missouri City between Sept. 9-11 and in Stafford from Sept. 15-16, according to the DA’s office. “That tells you how serious the problem is,” Middleton said. “But it also tells you our commitment to fight this crime.” County Assistant District Attorney Claire Andresen said six people were arrested on charges of promotion of prostitution. There were more than 50 total criminal charges filed, including six charges of possession of a controlled substance. In Stafford, authorities said 32 people who sought to buy sex were arrested in a span of 48 hours. Five people were arrested in Missouri City in connection with promotion of prostitution, authorities said. The operation was carried out at two houses in Missouri City and a Stafford ho-

tel, according to the DA’s office. “That’s remarkable that we have this many people,” Andresen said. “And it’s illustrative of what a problem human trafficking is in our jurisdiction.” Andresen said all five of the victims rescued were female, ranging from 22 to 35 years old. Mary Magness of the Homeland Security Investigations (HSI) unit in Houston said Operation Patriot focused on “disrupting the demand side of sex trafficking” by going after buyers and sex trafficking organizations. In 2019, HSI Houston arrested 205 individuals for human trafficking-related offenses, which accounted for approximately 10 percent of all human trafficking-related arrests in the U.S., according to HSI's website. Magness said providing “trauma-informed support” to victims was also another key component of the operation. Khara Breeden, CEO of the Texas Forensic Nurse Examiners, provided on-site medical care to victims during Operation Patriot. “Our goal has always been to meet victims of violence where they are at, rather than to expect them to navigate a quite complex system,” Breeden said. Breeden noted victims are often forced to live in subpar conditions and lack essential medications or tools for basic hygiene. They are also at risk for sexually transmitted infections, she said. “When we can offer medical care and advocacy services

on-site and make this initial connection, we have a better chance at keeping (victims) engaged with follow-up care and other important services,” Breeden said. The bust was conducted by 23 law enforcement agencies and nonprofits, led by the Human Trafficking Rescue Alliance of the Southern District of Texas in cooperation with the Fort Bend County District Attorney’s Office, DeliverFund, Department of Family and Protective Services, Department of Homeland Security, Department of Public Safety, the Federal Bureau of Investigation, Fort Bend County Sheriff’s Office, Fort Bend County Precinct 1 Constable’s Office, Fort Bend County Precinct 2 Constable’s Office, Fort Bend County Precinct 3 Constable’s Office, Galveston County District Attorney’s Office, Harris County District Attorney’s Office, Harris County Precinct 5 Constable’s Office, Harris County Sheriff’s Office, Houston Police Department, Missouri City Police Department, Montgomery County Sheriff’s Office, Office of the Texas Attorney General, Stafford Police Department, the Texas Alcoholic Beverage Commission, Texas Forensic Nurse Examiners and YMCA – International, Middleton said. “To anybody ... who is engaged in human trafficking: We are going to find you, and we will arrest you,” Middleton said. “And in our pursuit of justice, we will be relentless. Fort Bend County will not tolerate human trafficking."

I was turned in by my previous owner after Hurricane Laura hit as she was unable to take care of me anymore. My friends at the shelter say I have a beautiful coat coloring and light caramel eyes. I am still young, so I have a lot of energy and enjoy going on long walks. I will easily adapt to your home if you are patient with me and give me lots of love! I can't wait to meet you!

Is there anything I can do for dizziness or balance problems?

According to the latest research most dizziness and balance problems can Terry Snook be accurately diagnosed and AuD, FAAA successfully treated with a thorough evaluation. Advanced Hearing Center provides this specialized testing and works closely with physicians in the area to provide a diagnosis and treatment of balance disorders. Testing includes hearing evaluations because the hearing and balance functions of the inner ear are closely related. Another important test is the VNG or video nystagmography, which records eye movements and looks for signs of vestibular dysfunction or neurological problems by measuring nystagmus (a type of involuntary side-to-side eye movement). Many patients with balance problems or dizziness have vestibular (inner ear) disorders. The vestibular organs of the inner ear provide the brain with information about changes in head movement. If the vestibular system is not functioning properly, dizziness, vertigo, imbalance, spatial disorientation, and other symptoms can result. Other cases of dizziness are due to problems unrelated to the inner ear, such as cardiovascular, neurological, or psychological disorders. A comprehensive evaluation is the first step in finding a resolution to balance problems. Call us today to schedule an evaluation or inquire about the testing and treatments that we offer!

A safe and responsible reopening? I’ll drink to that As you’ve likely already read, our editor Adam Zuvanich first reported the news that Fort Bend County Judge KP George announced he was going to opt-in to Texas Gov. Greg Abbott’s executive order that establishes a pathway for bars, brewpubs and wineries within George’s jurisdiction to reopen for on-site consumption today. Fort Bend County and much of the Greater Houston area has been hitting pivotal benchmarks in terms of lowering total COVID-19 cases and infection rates. And that’s why it’s so crucial that we continue

★ BARS FROM PAGE 1 reaching a peak Aug. 14, with 32 new cases having been reported on Sunday. After bars across the state were forced to close in March, when the pandemic reached Texas, Abbott allowed them to reopen May 22. He ordered them closed again June 26 after a statewide spike in cases, which he attributed in part to his

★ SHOOTING FROM PAGE 1 lease. “Our thoughts and prayers go out to those affected by this tragedy and we will pursue appropriate charges so justice may be served.” Rosenberg PD said in a news release that officers were dispatched to the complex Saturday afternoon after multiple 911 calls saying a male, later identified as Lauderdale, had been shot in the abdomen. Lauderdale was later transported to a local hospital, where he was pronounced dead, according to police. “This news has shocked our THS community and has left us heartbroken for his family. … Please know that our THS administrative team, along with district crisis personnel, will be available to provide support to our THS community as we grieve the loss of Mr. Lauderdale,” Travis High School principal Sarah Laberge wrote in a letter to parents on Saturday. “We know that students may react to loss in different ways and may not feel comfortable reaching out for help in person, and so I want to remind our entire school community about

to build on these positive trends by continuing to flatten the curve and maintain the good habits that have gotten us on the right track. Know that no matter who you’re interacting with in a retail or commercial setting nowadays, that essential workers are still putting their lives

on the line for you, and they’re not only the first responders and medical workers, as noble and vital as they are to our continued prosperity. I’m sure the temptation for many of you upon returning to your favorite watering hole for the first time in several months will be to want to breathe a sigh of relief and let your guard down. Please, for your sake and mine, be prudent and careful when you’re around others at your local establishments. Be courteous to and patient with your servers, bartenders, bouncers, and any other service-

industry employee who has been afforded the opportunity to provide for themselves again. While many Houstonarea bars have been adaptable and kept their businesses afloat, some smaller places haven’t been so fortunate, and while they’ll be thrilled to reopen, they’re going to still struggle under the 50 percent capacity cap that Abbott has placed for the time being. And for the time being, it’s still the right thing to do. We all have a part to play in making this work, and in my conversations with local officials about the efficacy of the Texas

Alcoholic Beverage Commission (TABC), small business owners need to know that they’re not messing around and will quickly shut down anyone who’s been skirting their regulations. So please socially distance and don’t flout the rules by packing your bar full of people like the crowds out at Los Angeles’ Staples Center after Sunday night’s Los Angeles Lakers victory clinched an NBA title and made many onlookers — including myself — very nervous about the possibility of a second wave of cases proceeding from a lack of discipline and

focus on what’s most important right now: the health and well-being of our friends, family and neighbors. There’s a lot riding on us making this work. We can showcase that the most diverse county in the U.S. is also its most innovative, adaptable, resilient and health-conscious. So let’s raise a glass, and pass on clinking them together for now. Let’s strive to mask up and stay socially distant and not have any new cases linked to bars, brewpubs or wineries. If we can do that, then I’ll be happy to say that the first round of drinks are on me.

reopening of bars. Abbott’s Oct. 7 order also allows most businesses other than bars to increase their on-premise capacity to 75 percent of their building occupancies on Wednesday. “Even as more businesses have opened and students return to school, Texans have shown we can contain the spread of COVID-19,” Abbott said in a statement on the gover-

nor’s website. “… Opening bars does not mean that COVID-19 is no longer a threat, and most Texans are still susceptible to the virus. As bars and similar businesses begin to open, we all must remain vigilant and show personal responsibility to protect ourselves and our loved ones.” Bars, brewpubs and wineries already were allowed to be open for to-go sales. Many previously reopened

for on-site consumption by taking advantage of relaxed permitting requirements by the Texas Alcoholic Beverage Commission (TABC), which in August made it easier for those businesses to obtain food and beverage permits and reclassify themselves as restaurants by offering food services along with alcohol. A spokesperson for George said most restaurants and other businesses

in the county have been “behaving very responsibly.” The spokesperson also said community members are encouraged to report alcohol-oriented businesses to the TABC if they are violating the occupancy limit or on-site safety protocols such as keeping dance floors closed, allowing customers to remove their masks and drink only while seated in most cases and limiting tables to six

people or fewer. More details about Abbott’s reopening order can be found out at https://gov. texas.gov/news/post/governor-abbott-issues-executive-order-to-open-bars-inqualifying-counties. “Governor Abbott has made it clear,” George said. “If our cases and hospitalizations rise because of opening up, he will shut down our community again.”

way she didn’t anticipate. “One of the funny things that was happening was the people who had Tshirts from the past year, other people saw and were like, ‘How can I get a blue one?’ But this year’s color is orange,” Hamm said. “You have to do it every year. You’ve got to come back. It’s kind of fun to have the history of the event, and every year is a specific memory based on when people moved into the area because it is such a fast-growing community along the (Grand Parkway) corridor. It’s just a fun rite of passage to be involved with a specific event.”

sense of community was still there, and the support for Fort Bend has been tremendous through this (race),” Williams said. “I think people are seeing a definite need for what we do in East Fort Bend through financial assistance and food (donations). That’s something that we’re still giving out and there’s been a huge increase (in demand) for us with all of the layoffs and furloughs in the area.” Going forward, Williams said the coronavirus will continue to challenge local nonprofits as they try to serve the most vulnerable in their communities, but EFBHN is up for that challenge.

In a Facebook post Monday, the ministry said it plans to open its doors for food distribution from 6-9 p.m. on the following Wednesdays:

Continuing to serve

During the county’s stay-at-home order, the ministry saw a spike in the number of families needing assistance. Last year, the ministry served a total of more than 44,000 adults and children. Between mid-March and the end of May this year, Williams said it had already served half that amount and continues to serve hundreds of families each month. Williams said the EFBHN has had to improvise with its service, holding drive-through food pantries as COVID-19 began to spread throughout the Greater Houston area in early March. “I definitely think the

Diabetes: Foot Care is Important

Foot Care is Important Diabetes is defined as high blood sugar in the body. Either the pancreas is not producing enough of the hormone called insulin or the body is not responding properly to the insulin present. Insulin regulates the amount of sugar in the blood. Keeping blood sugar at a normal level is important to prevent any complications from developing. If the sugar level stays high for a long period, problems such as neuropathy and foot problems can occur. Poor circulation can occur in the foot from a longstanding high blood sugar causing damage to the blood vessels and decreased blood flow to the foot. This can weaken the skin, cause infection, and form open sores known as ulcers. Maintaining blood sugar under control is important to prevent damage to other parts of the body. For painful diabetic neuropathy treatment, antidepressants such as amitriptyline and duloxetine are sometimes prescribed. They are generally used to treat depression, but they may help manage nerve pain. Anticonvulsants, such as Lyrica, are used to treat seizures, but may also be used to manage neuropathy pain. If a foot is infected, antibiotics may be needed to kill the bacteria.

Ground game helps FBISD trio stay unbeaten By Landan Kuhlmann LKUHLMANN@FORTBENDSTAR.COM

The name of the game last week, at least for three area high school football teams, was keeping the ball on the ground. And it appeared to work as Marshall, Clements and Kempner each ran roughshod over their opponents to keep their slates clean. In their season-opening victory two weeks ago, the Marshall Buffalos’ offense looked less like a thundering herd and more like a docile pack. Last week, however, head coach James Williams and his team looked more like the squad that has appeared in consecutive Class 5A Division II state championship games. The Buffaloes raced past the Galena Park Yellowjackets 62-0 at Hall Stadium last Thursday night, improving to 2-0 on the season and running

their regular-season winning streak to nine games. A prolific and balanced rushing attack spearheaded Marshall’s attack as the Buffalos racked up 251 yards on the ground. Junior Rundrick Dudley led the way with 90 yards and four touchdowns. Three different Buffalos reached pay dirt, while four (Dudley, Aaron McGowen, Ja’Koby Banks and Roland Harvey) each ran for at least 30 yards. Harvey also threw for 110 yards in his second start at quarterback, adding his first career touchdown through the air. Marshall’s defense stymied the Yellowjackets all night as a relentless attack forced five turnovers. Tristin Drones-Mouton had eight tackles and a forced fumble, while Jacobe Chester had a fumble recovery and an interception. Over at Mercer Stadium on Friday, the Clements

Rangers scored a second consecutive resounding win, taking down Pasadena 54-7. Bobby Darnell’s offense went up 13-0 after the first quarter and never looked back en route to the team matching its highest win total since the 2010 campaign. James Sattler did much of the damage for the Rangers with 204 yards and two touchdowns on the ground. J.R. Mirelles

Elkins alumnus, Houston rapper donating tuition to HBCU students By Stefan Modrich SMODRICH@FORTBENDSTAR.COM

It’s been a busy fall for Travis Scott. The Elkins High School alumnus, a five-time Grammy nominee, has taken social media by storm with a McDonald’s ad campaign named after his record label Cactus Jack Records. In September, he revealed he had recorded a song for the soundtrack to Christopher Nolan’s latest film, “Tenet,” and shared on Twitter a photo of a handwritten note from the critically-acclaimed director. And on Oct. 7, the rapper, whose legal name is Jacques Berman Webster II, tweeted he would be donating a semester’s worth of tuition to five students at Historically Black Colleges and Universities (HBCUs). Scott said in a tweet that his father went to Prairie View A&M, which is northwest of Houston, and his mother attended Grambling State University in Louisiana. Thus far Scott has publicly announced two of the five students he has offered to fund for their first semesters: Nasire Branch, a freshman business administration major at Morehouse College in Atlanta; and Taylor Ivy, a freshman marketing major at Howard University

Q: A:

Can a repair facility save me from paying my deductible? An honest repair shop will always say “no” to saving deductibles. Your insurance policy is a contract between you and your insurance Chuck Charlton carrier. It basically says that if you have a collision loss, you are responsible for the first portion of repairs (your deductible) and the insurance company will pay the rest. If the final repair cost is less, you’re still responsible for the predetermined deductible amount. Any reduction should correctly go back to the insurance company. There are legitimate ways to reduce your cost. An appearance allowance (credit towards your deductible usually for minor cosmetic repairs not completed) is one way but must be consulted with your insurance company. Be wary of the repair shop that offers to save you your deductible. Are they completing all repairs or is your safety being jeopardized with an inadequate repair?

Fort Bend County Judge KP George and the county commissioners’ court announced Oct. 6 the appointment of Richard L. Muller, Jr. to serve on the Gulf Coast Rail District (GCRD). The GCRD, which aims to improve mobility and access while improving the safety and security of rail transportation in the Houston region, is composed of 16 members who serve two-year terms. Fourteen have voting powers, and two non-voting members serve ex officio. Fort Bend County holds Position 10 and Position 11. The former is appointed by the county judge and the latter by the Fort Bend Mayor and Council Association. In September, former Missouri City Mayor Allen Owen was appointed to fill the Position 11 vacancy of the late former Stafford Mayor Leonard Scarcella, who was a member of the GCRD since its inception in 2007. Ten of the positions are appointed by either Harris County or the City of Houston, including Carol Abel Lewis, the chairperson of the board. The board now has

ESTATE PLANNING DURING A GLOBAL PANDEMIC

You know how important an up-to-date estate plan is during these difficult times. If you are concerned about visiting an attorney’s office, or going to a courthouse to settle a loved-one’s estate, Margie Connolly, please read on. Attorney Most attorneys are offering virtual appointments via video conference. Documents can be prepared and reviewed on your personal computer, without the necessity of visiting an office. When considering hiring an attorney to assist with creating or updating your wills, powers of attorney or trust, ask specifically whether the attorney does virtual appointments. During the pandemic, most courts in our area have used video conferencing to take testimony and proof in both family and probate cases. Many of the courts have indicated they will continue this practice as an option going forward, even as courthouses begin opening to the public. Finally, many family and probate cases in which there is some dispute as to the outcome are referred to mediation prior to court hearing for the purpose of facilitating settlement. Again, most mediators are now offering virtual mediation. Contact your attorney for more information on virtual appointments. Do not let the fear of getting sick prevent you from establishing your estate plan, or settling your loved-one’s estate.

Waller County Judge Trey Duhon, a Katy native, serves in Position 12. Both ex officio positions are vacant. Attempts to reach GCRD Executive Director Katherine Parker were unsuccessful. Muller is a founding partner of Muller Law Group, which has been headquartered in Sugar Land since 2014. He has practiced public law for more than 20 years with an emphasis on infrastructure development and finance, including the development of major transportation projects. Since 1998, he has served as general counsel to the Fort Bend County Toll Road Authority, where he assisted in the development of the Fort Bend Parkway, the Westpark Tollway and the Grand Parkway segment between U.S. 59 and Interstate 10. “I’m proud to appoint Rich Muller on the important Gulf Coast Rail District Board,” George said in a statement. “We are at a crossroads in our history, as one of the fastest growing and most

diverse counties in the United States, we need bold, skilled leadership on boards such as this one to ensure a future that puts the needs of our community first. From expanding mass transit options to increased freight mobility and even pedestrian safety, this appointment will help us achieve that vision for Fort Bend.” Muller has also worked on infrastructure development projects for several master-planned communities, including Cross Creek Ranch, Edgewater, Riverstone, Sienna, Telfair, Tuscan Lakes and Woodforest, facilitating agreements between developers and county and municipal governments. He holds a Bachelor of Science from Georgetown University and doctoral degree from Louisiana State University. Muller is a licensed attorney in Texas and Louisiana. “As a resident of Fort Bend County, I look forward to using my transportation and legal background to advocate for solutions that keep all of us and commercial enterprises moving,” Muller said in a statement. “With Judge George’s vision for Fort Bend, this is the time to ensure we plan accordingly for a growing and prosperous future.”

Sheriff race pits Constable Nehls against HPD vet Fagan By Stefan Modrich SMODRICH@FORTBENDSTAR.COM

Fort Bend County voters had the opportunity to learn about who they might choose to be their next county sheriff when the Fort Bend Chamber of Commerce held a Facebook Live forum for the two candidates running to succeed Troy Nehls, who is stepping down to run for the seat U.S. Rep. Pete Olson is vacating in Texas’ 22nd Congressional District. Republican Trever Nehls, the twin brother of Troy, and Democrat Eric Fagan are vying to become the county’s top law enforcement official. Trever Nehls previously served with the Sugar Land Police Department and is now the Fort Bend County Precinct 4 Constable. He was also a U.S. Army Colonel. Fagan worked as a background investigator in the Recruiting Division of the Houston Police Department, the Internal Affairs Alternative Dispute Resolution Division, and as a community liaison. Both candidates were asked about what mea-

sures they would employ to counter human trafficking in their jurisdiction. “We will work very aggressively against anyone that operates any type of sex operations in our county,” Nehls said. “With respect to human trafficking, the sheriff’s office has a 24/7 hotline … in addition to two detectives assigned for human or sex trafficking. Additionally, the Fort Bend County Sheriff’s Office has a detective assigned for internet crimes against children. As your next sheriff, we will look at the statistical data that comes into Fort Bend County and address any issues in a very proactive manner in Fort Bend County to ensure all children and people are safe.” In response, Fagan said Troy Nehls neglected human trafficking during his time as sheriff. “As your next sheriff, I will work alongside the (district attorney), the county judge, and other law enforcement agencies to stop this blight in our county,” Fagan said. “We must work together, no matter if we are Republican or Democrat.” Asked how he would

improve the sheriff’s department, Fagan proposed to lower the inmate capacity of county jails. “What I’m talking about doing is smart policing,” Fagan said. “People are being arrested for minor offenses that could instead get a Class-C ticket. Putting them in jail, (taxpayers) are paying for their fine, for their housekeeping, paying a deputy to watch them, and being housed and medical expenses. We must do things to lower the jail population.” Trever Nehls cited a Niche ranking that had Fort Bend County as the second-best place to live of Texas’ 254 counties and said public safety

plays a significant role in the county being highlyregarded as a place to call home. Nehls said he would look to improve the department’s understanding of mental health and responding to crises. “We will continue to analyze the data about the mental health issues facing Fort Bend County, our state and our country,” Nehls said. “We’ll take some analysis and ascertain, do we need to increase the number of (Crisis Intervention Teams) that respond to those in crisis? And if so, it will be one of my top priorities.” Both candidates said

they were in favor of using body cameras. Fagan said he would seek federal grants to ensure all patrol deputies were equipped with them. “I want body cameras because they protect the officers and the citizens as well,” Fagan said. “This is something we should use to help parties. As your sheriff, this would be one of my first priorities.” Nehls, who has been the Precinct 4 Constable for eight years, said his office is already using them and would continue to do so on a countywide basis. He said he would work with the Fort Bend County Commissioners Court to fund the cameras. “Body cameras are essential in today’s law enforcement field,” Nehls said. “It will be my first priority if elected as your county sheriff.” Asked about racial profiling practices within the Fort Bend County Narcotics Task Force, which is overseen by the sheriff’s office, and a Houston Chronicle investigation that found Latino drivers were stopped disproportionately by the task force, Nehls said he would not tolerate any form of racial profiling or

discrimination. Nehls said according to a 2019 report from the sheriff’s office, 15 percent of those pulled over in the 22,990 traffic stops logged were Hispanic or Latino. Fagan said in response that African Americans are eight times more likely to be pulled over and Hispanics are three times more likely to be pulled over compared to whites. Among the reforms Fagan suggested were improved community policing and a citizen’s review board to oversee the department and hold it accountable. “We must have better community policing,” Fagan said. “Currently at the sheriff’s department, minorities in positions on the command staff, it’s hard to find. Children need to see people like them in those positions.” Nehls responded that there were multiple community policing programs in Fort Bend County, including “Kids & Cops” and collaboration between officers and homeowners associations. “There is great community-oriented policing in Fort Bend County,” Nehls said.

Missouri City candidates make pitches to voters in virtual town hall By Stefan Modrich SMODRICH@FORTBENDSTAR.COM

Candidates for Missouri City mayor and two at-large positions on the city council participated in a virtual forum Oct. 8 that was moderated by ABC13’s Erica Simon and hosted by the Alpha Phi Alpha fraternity. Early voting for the Nov. 3 election started Tuesday and continues through Oct. 30. Mayor Yolanda Ford, who was first elected in 2018 after defeating Allen Owen, will face off against challengers Fred G. Taylor and Robin Elackatt. Ford has a master’s degree in architecture from Prairie View A&M and a background in urban planning. She is a member of the Institute of Architects (AIA), the American Planning Association (APA) and the National Recreation and Parks Association (NRPA). Ford, who served for six years on the city council representing District A, said one of her top immediate priori-

ties is to increase commercial and retail growth in Missouri City. “Our city has lacked that type of growth because we were billed as a bedroom community,” Ford said. “So that wasn’t truly the focus, and then when they did kind of focus on that growth, it was concentrated on industrial development within the minority communities of Missouri City.” Taylor served as an executive for the Jasper Oil Company in East Texas and was a special education teacher at the middle school and high school level for Houston ISD. Taylor said his top priority is to implement a policy of no property taxes for seniors once they reached the age of 65. He added he wants to bring back a grocery store to the Texas Parkway corridor. Elackatt previously served six years on the city council, and prior to that was a member of the city’s Parks Board. He said he wanted to improve the city’s aging infrastructure, particularly via

sidewalk repairs. He also suggested the city needs to do more to take advantage of the strategic location of the Fort Bend Toll Road Ford was asked about the city’s emergency management plan, and her COVID-19 response drew attacks from her opponents. Elackatt said he wouldn’t have waited on directions from the Harris County and Fort Bend County judges, adding that residents told him they felt Ford’s response was delayed. “I would have been out there telling the residents of Missouri City what needs to take place,” Elackatt said. “When this pandemic broke, people were searching for information, they did not know what was going on. I would have used that EOS immediately and called for the command center to get the job done.” Taylor said there has been “an absence of visibility” from the mayor’s office during Ford’s tenure. “We had seniors dying inside of senior citizen homes

and there was no mayor to be found,” Taylor said. “No coordinated response, no information provided. Fortunately we had a county judge (KP George) that got up and was speaking for Missouri City because we were in a void of a voice.” Councilwoman Vashuandra Edwards, who serves in At-Large Position 1, will be opposite Reginald Pearson on the ballot. Edwards is a relative newcomer, having defeated longtime councilman Jerry Wyatt in 2018. Edwards said working with City Manager Odis Jones on redevelopment and beautification projects and financial stability are two key elements of her platform. She also said she wanted Jones to address the morale of employees inside the city’s various departments. “Each department has their own issues, and with his direction, (Jones) can address those issues and make sure that the staff are comfortable,” Edwards said. “If staff aren’t feeling comfortable, they won’t be able to perform

Rosenberg reintroduces surface water to residents following amoeba scare By Stefan Modrich SMODRICH@FORTBENDSTAR.COM

The city of Rosenberg said in a news release last Friday it has begun reintroducing surface water into its water supply after independent lab test results indicated that water received from the Brazosport Water Authority (BWA) and the city was free of the brain-eating amoeba known as Naegleria Fowleri. On Sept. 25, the city switched to groundwater following a temporary “Do

Not Use” water alert issued by the Texas Commission on Environmental Quality (TCEQ) for the BWA surface water supply. The amoeba had been detected in Lake Jackson’s water supply and caused the death of a 6-year-old boy, according to multiple news reports. Rosenberg said it plans to restore its original water supply, a blend of approximately 50 percent groundwater and 50 percent surface water from the BWA. The use of surface water is mandated by the Fort Bend

Subsidence District. The city activated all groundwater wells and began flushing the BWA water to isolate it from its water distribution system in response to the potential threat of Naegleria Fowleri on Sept. 25 TCEQ rescinded the “Do Not Use” order on Sept. 26 after determining the water incident was isolated to the city of Lake Jackson, which had a water boil notice in place until earlier this week. Rosenberg remained on groundwater as an additional

Oldham said. “We’ve mailed 37,000 ballots, and you’re going to get some of that.” Oldham said he heard from one Missouri City voter who was incorrectly coded for Houston, something that he noted happens relatively frequently and is simple to correct. “It’s not anything to get overly concerned about. It’s all fixable,” Oldham said.

precaution and used an independent lab to verify that the amoeba was not present in its water supply, according to the city. Samples were taken from the BWA surface water delivery point to the city and multiple locations around Rosenberg, the city said. Each sample returned negative and clear of amoeba, according to the city. Rosenberg said the city’s water supply is currently rated “Superior” by TCEQ for meeting or exceeding all state standards.

their job to the best of their ability.” Pearson was a member of the Planning and Zoning Commission. He emphasized sitting down with the mayor and city manager to establish a rapport and a shared vision for the city as one of his goals if elected to city council. “What I’ve noticed over the past two years is typically the votes are 4-3, so there’s some divisiveness there,” Pearson said. “So I would address that first.” Councilman and Mayor Pro Tempore Chris Preston is seeking his fourth term in AtLarge Position 2. Running to unseat him are Lynn Clouser, who has worked in sales and marketing for pharmaceuticals, and James Mable, who works with Houston Community College’s Career Services Department. Preston said he would strive to ensure small businesses and the community at large respond effectively to COVID-19 and adopt an economic development policy over the next 12 months “that

is inclusive to all residents and business owners.” He also cited a survey of residents and said it highlighted areas for improvement as well as positive feedback from residents as a part of his goal to improve constituent services. Mable said he would “double down” on addressing the city’s COVID-19 response and making sure it was abiding by the state, county and city policies. He also called for more transparency from within the city’s economic development team. “I’ve heard time and time again about economic plans, and ideas for Texas Parkway and Cartwright Road,” Mable said. “And it seems like nothing is coming to fruition.” Clouser said infrastructure enhancements will be her top priority. “Our infrastructure is failing,” Clouser said. “As I’m out walking and talking to residents, I’m actually tripping over sidewalks. That’s not good.”

Review: Aki Steak and Sushi a colorful glimpse of nostalgia By Stefan Modrich SMODRICH@FORTBENDSTAR.COM

Once upon a time, I was hesitant to try sushi for reasons only the hypermetabolic version of myself could explain — I never found it filling or satisfying enough during the peak of my high school growth spurts or even the ill-advised, late-night cravings of my college days. Despite consistent prodding from friends, it took a big group outing to a local sushi joint near my apartment in Downtown Phoenix to finally get over my aversion to raw fish. That introduction helped me understand why eating sushi is such an important event, and even though teaching me to use chopsticks seems like a futile, hopeless endeavor, I’ll absolutely continue to seek out places like Aki Steak and Sushi in Sugar Land. Not only did my trip there evoke memories of good times, perhaps more so for most of you than for me, a sushi novice, but it is an important culinary base to cover in an area with so many different

renditions and interpretations of one of the most socially friendly foods. My server was very friendly and helpful in breaking down the vast cornucopia of sushi choices. From the lunch menu, I ordered the Maki A ($14.75), which includes your choice of soup (for me, Wonton) and up to three types of sushi rolls. I decided on the Tiger Eye Roll (smoked salmon, cream cheese, masago and jalapeno wrapped in soy paper), the Spider Roll (soft shell crab, masago, avocado, kaiware and cucumber topped with eel sauce) and the classic Avocado Roll. As is common, wasabi (Japanese horseradish) and pickled ginger are included on the side as a condiment and palate cleanser, respectively. I strategically chose the Avocado Roll as a failsafe, but the Spider Roll and its deep-fried soft shell crab emerged as the clear favorite. The combination of salmon, cream cheese and jalapeno in the Tiger Eye Roll also packed a great punch. If sushi doesn’t excite

you, a gallery of beautifully plated floral raw seafood dishes will at the very least catch your eye, like Sashimi B ($25.95) or Chirashi ($21), a bowl of sushi rice covered with an assortment of raw fish. You can also try a Ben-

to Box served with your choice of protein — chicken, beef, shrimp, grilled salmon, sushi, sashimi — and vegetable tempura, California roll, spring roll, steamed rice and Miso Soup or salad, ranging from $11.95-$17.25.

Check out the Sumo Steak ($24), or if you’re ordering for a family with diverging tastes, there’s an entire menu of Chinese entrees, like Mongolian Beef ($12) or Orange Chicken ($11). Wear a mask inside and enjoy responsibly.
