An award-winning film set in Sugar Land is premiering worldwide on Netflix this week. Directed by Sugar Land native and Kempner High School graduate Bassam Tariq, "Ghosts of Sugar Land" follows a group of Muslim Americans in the Houston suburb as they trace the disappearance of "Mark," a friend who is suspected of joining ISIS.
According to the film's plot summary, Mark was a social misfit as a teenager and converted to Islam before entering college, where his beliefs took a turn when he began alienating his friends and leaving cryptic notes on social media before disappearing. Tariq said the documentary is based on true events for himself and his friends in their hometown, where the group of young Muslim Americans discuss the disappearance
and radicalization of their friend. According to Tariq, he formulated the idea for a short film in 2017 as an outlet for him and his friends to talk about a topic that is difficult to broach. So, Tariq said the group dons masks while deconstructing what possibly happened to Mark as well as where the friends now are in their lives. "One of my friends has

Milena Añez is old enough to remember her grandfather but too young to understand why she no longer sees him. has no recollection of her grandfather. Nearly two years ago, Toledo and five other Citgo executives were summoned from Texas and Louisiana to Venezuela, where state-owned oil and gas company Petroleos de Venezuela SA (PDVSA) exerted control over its Houston-based subsidiary. Toledo and the other men -- Gustavo Cardenas, Jose Pereira, Tomeu Vadell and brothers Alirio and Jose Luis Zambrano -- have yet
to return. They were arrested in Caracas, Venezuela, and remain jailed by the regime of Nicolas Maduro for reasons their families and government representatives in America do not fully comprehend. Missouri City council members recently approved a property tax hike for the upcoming fiscal year. On Oct. 7, the city council approved the new 2019 property tax rate of 63 cents per $100 of assessed value, which represents an effective increase of about 4.39 percent compared to the 2018 rate. There are two components to the
new tax rate – portions for maintenance and operations (46.6387 cents per $100 valuation) and debt service (16.3613 cents per $100 valuation). The rate for maintenance and operations will increase by 5.76 percent compared to last year’s rate. For a home valued at $100,000, annual taxes for maintenance and operations will increase by $6.39. Missouri City’s council had previously approved the fiscal year 2020 general fund budget of nearly $54.6
million as well as the sale of $14 million in general obligation and refunding bonds. “Fiscal stewardship of taxpayer dollars is an ongoing priority and in addition to providing critical funding for operations,” City Manager Anthony Snipes said in a statement released by the city. “This budget will continue to construct several noteworthy capital projects that are reflected in both the prior and current Capital Improvement Program budgets.”

Area man convicted for role in 2013 Stafford triple homicide A Stafford man will spend the rest of his life in prison. According to the Fort Bend County District Attorney’s office, 41-year-old Lamelvin Dewayne Johnson was convicted of capital murder stemming from a 2013 triple homicide in Stafford. He will not be eligible for parole. Johnson was initially charged with shooting three people to death at a car wash in 2013. The Fort Bend County District Attorney’s Office said 40-year-old Radwan Balbisi of Sugar Land has been sentenced to 28 years in prison after being convicted of sexual assault of a child. Recent events spotlight intriguing race for 22nd Congressional District Fort Bend County Sheriff Troy Nehls has never shied away from the spotlight. And he's been in it once again, claiming there has been a Democratic "witch hunt" to stymie the prominent Republicans considering entering the ring for Texas' 22nd Congressional District, where Republican Pete Olson will retire at the end of his sixth term next year. The accusation, refuted by County Judge KP George, brings the spotlight back to an interesting question for me as a lifelong resident of District 22: What's the state of politi-

cal affairs in Fort Bend County and specifically Olson's district? For those unaware, the Fort Bend County Commissioners Court met last week to decide whether to remove Nehls
from his post as the Fort Bend County Sheriff on the grounds that Nehls had potentially solicited funds from donors by telling them he plans to become a Republican candidate for the U.S. House of Representatives. Nehls insists he has made no decision as to whether he will run for the seat in District 22, with Olson having announced he will not seek reelection in 2020. "I've done nothing wrong. A Dem-led witch-hunt has now entered (Fort Bend County)," Nehls tweeted Oct. 8, hours before the meeting. In order to run for Congress,

Nehls would need to renounce his position as sheriff as mandated by a state "Resign to Run" law, which says an elected official with more than 13 months left on a term must immediately resign if they become a candidate for another office. County commissioners found no grounds for Nehls' dismissal as sheriff. George, a Democrat elected last November, has insisted the decision to put the item on the commissioners court agenda had no ill intentions. "My first responsibility is to uphold the laws of the United States and the Texas Constitution and to be responsive to the needs of all Fort Bend County residents," George said in a statement. "My intention is simply to get legal counsel when needed, but going to Twitter and accusing the Commissioners Court of a witch hunt couldn't be further from the truth." The incident has brought the spotlight, at least locally, back onto the District 22 race. There are currently 12 candidates who have filed to run in the 2020 primaries -- nine Republicans and three Democrats (Sri Preston Kulkarni, Nyanza Moore and Derrick Reed). On the surface, it makes sense there would be a strong Republican presence in the district representing much of Fort Bend County, which includes Missouri City, Stafford and Sugar Land. After all, the seat has been primarily Republican-dominated since its
inception in 1959, with five of the eight representatives identifying as Republican. However, Olson said during a recent interview with The Star that Republicans are concerned about the changing landscapes of District 22. "This county, 20 years ago, was a solid red Republican county," said Olson, who reiterated that his decision to step down hinges on spending more time with his family. "We're still a Republican county, but not quite that solid red. ... It's changing, and our party has to adapt to the changes." Olson narrowly beat Kulkarni in 2016, and Kulkarni appears to be building steam ahead of the 2020 election, having raised more than $420,000 in total contributions to this juncture, according to a summary from the Federal Election Commission. "I am extremely concerned about the United States' role in the world and the direction our country is heading," Kulkarni said in a statement Oct. 3. "Today, our democratic institutions and national security are on the line, and I look forward to continuing the fight in Congress to protect our nation and return the U.S. to a position of leadership we once were around the world." As a resident living in the northern edge of District 22 in Katy, I haven't seen leadership change hands or parties since my junior year of high school in 2009. I've become invested in Olson, having met him personally on multiple occasions. So, I'm intrigued by his
thoughts on how the district is changing with the times. We've written in this space before about our thoughts on the changing political climates. But nothing hammers it home like real-world incidents such as the one that has transpired over the last week or so. I've noticed that no matter the level of election, from the 2018 presidential election down to the local level, these kinds of accusations and sagas seem to become more prominent when a stark changing of the guard is on the horizon. And that could be happening once again in Fort Bend County come 2020. "I think the national (Republicans) realize Texas could be lost, because so many people move here. We've got this great economy, great jobs, less regulations, and people want to live in Texas," Olson said. "I've never heard a person say, 'I want more taxes. I want more regulations. I want an open border. I want a weak defense.' My point is, those are our (Republican) values. That's most people who come here's values. We have to make sure we get those messages to them. It doesn't matter where they go to church or where they came here from across the world. If they have those values, they should be voting for our people." One thing is for sure. Regardless of whether Nehls actually throws his hat in the ring, the race for Olson s soonto-be-vacant seat looms as one of the most intriguing in our area come 2020.

Section 3. Official Ballot. (a) Voting at the Election, and early voting therefor, shall be by the use of the lawfully approved County voting systems and ballots. (b) If the issuance of bonds is authorized by voters, taxes sufficient, within the limits prescribed by law, to pay the annual principal of and interest on the bonds may be imposed. Based upon market conditions as of the date of this Election Ordinance, if the bonds are authorized and issued, the estimated total tax rate of the City is expected to be approximately $0.362 per $100 of taxable assessed valuation, which represents the sum of (i) the most recently adopted tax rate for operations and maintenance, which is $.19705 per $100 of taxable assessed valuation, plus (ii) the estimated tax rate for voted debt obligations of the City, including the bonds, which is expected to be approximately $.16495 per $100 of taxable assessed valuation. This estimated total tax rate is derived from projections obtained from the CityÕ s financial advisor and the appraisal district and is provided without any assurance that such projections will be realized. At the time that bonds are issued, the actual total tax rate will depend upon, among other factors, prevailing interest rates, the assessed value of real property in the City and general market conditions. As of the beginning of the CityÕ s current fiscal year,
1. the aggregate amount of outstanding principal of the CityÕ s debt obligations secured by ad valorem taxes was $335,212,425.87;

2. the aggregate amount of outstanding interest on the CityÕ s debt obligations was $122,643,836.77; and 3. the CityÕ s ad valorem debt service tax rate as of the date of adoption of this Election Ordinance is $.13631 per $100 of taxable property. The statements contained in these findings (i) are based on information available to the City on the date of adoption of this Election Ordinance, including projections obtained from the CityÕ s financial advisor, (ii) necessarily consist of estimates and projections that are subject to change based on facts, circumstances and conditions at the time that bonds approved pursuant to this Election Ordinance are issued and (iii) are not intended to create a contract with the voters or otherwise limit the authority of the City Council to issue bonds in accordance with other terms contained in this Election Ordinance. Accordingly, actual tax rates, interest rates, maturity dates, aggregate outstanding indebtedness and interest on such debt will vary and will be established after the bonds are issued. To the extent of any conflict between this subsection and other terms of this Election Ordinance, such other terms control. Section 2. Section 4. Persons Qualified to Vote. All resident, qualified electors of the City shall be eligible to vote at the Election. Section 5. Election Precincts, Voting Locations and Voting Hours on Election Day. The election precincts for the Election shall consist of the territory within the boundaries of the City situated within one or more County election precincts, which bear the precinct numbers set forth in Exhibit A attached hereto and incorporated herein. The voting location for voting on Election Day for each election precinct shall be as set forth in Exhibit A, or at such other locations as hereafter may be designated by the County Elections Administrator. On Election Day the polls shall be open from 7:00 a.m. to 7:00 p.m. Section 6. Early Voting Locations, Dates and Times. Early voting by personal appearance for all election precincts shall be held at the locations, at the times and on the days set forth in Exhibit B, or at such other locations as hereafter may be designated by the County Elections Administrator. The County Elections Administrator, John Oldham, is hereby designated as the Early Voting Clerk. The City has agreed to participate in a joint election with other participating governmental entities in the County who are also holding elections on Election Day and has contracted with the County Elections Administrator for election services. Prior to the Election Day, the election judges, alternate judges, clerks and other personnel necessary for conducting the Election will be appointed by the County Elections Administrator, and the election judges and alternate judges may be changed and the polling places may be combined for some precincts, pursuant to decisions of the County Elections Administrator. Notice of the Election shall be given by: (i) publishing a substantial copy of this Ordinance, in English and Spanish, on the same day of each of two (2) successive weeks, with the first publication not earlier than the thirtieth (30th) day nor later than the fourteenth (14th) day prior to the date set for the Election, in a newspaper published in the City, (ii) posting a substantial copy of this Ordinance, in English and Spanish at the City Hall on the bulletin board used for posting notices of the meetings of the City Council and at three (3) other public places within the boundaries of the City, not later than the twenty-first (21st) day prior to the date set for the Election and (iii) posting a copy of this Ordinance, in English and Spanish, on the CityÕ s website, prominently and together with the notice of the Election, the contents of the Propositions and any sample ballot prepared for the Election, not later than the twenty-first (21st) day prior to the date set for the Election through Election Day. Additionally, on Election Day and during early voting by personal appearance, this Ordinance shall be posted in a prominent location at each polling place. Notice of the Election shall also be provided to the County Clerk of Fort Bend County, Texas and the Fort Bend County Voter Registrar not later than the sixtieth (60th) day before Election Day. Section 10. Conduct of Election. Voting at the Election, and early voting therefor, shall be by the use of the lawfully approved County voting systems and ballots. Said Election shall be held in accordance with the Code, except as modified by other applicable provisions of law. Section 11. Necessary Actions. The Mayor and City Council of the City, in consultation with the CityÕ s attorney and bond counsel are hereby authorized and directed to take any and all actions necessary to comply with the provisions of the Code and the Federal Voting Rights Act in carrying out and conducting the Election, whether or not expressly authorized herein. Section 12. Effective Date. Pursuant to the provisions of Section 1201.028, Texas Government Code, this Ordinance shall be effective immediately upon adoption, notwithstanding any provision of the City Charter to the contrary.

As the clock ticked down on the Dulles Vikings’ first District 20-6A win of the season, they likely didn’t care how the game looked as they slogged through a scoreless second half. Finishing with the most points was the only outcome that mattered to the Vikings, who held off the Clements Rangers 20-14 Saturday afternoon at Mercer Stadium. Dulles improved to 2-4 on the season and 1-2 in district play. Amidst a game that saw tough sledding between the tackles and some sloppy special teams play with multiple blocked kicks, senior running back Tim Gans lead the offensive attack with two first-half touchdown runs as the Vikings took a 20-2 lead into the locker room at halftime. They then withstood a second half-onslaught that saw Clements quarterback

Stadium. Eagles outgun Northside Willowridge bounced back from a blowout loss against Marshall with a strong performance against Northside last week, posting
their second 70-point mark of the season with a 74-49 victory Thursday night at Hall Stadium. Sophomore running back Jamarcus Buckner ran for 159 yards and a touchdown to lead the charge. It was his third 100-yard game of the season, but his first such performance since Sept. 7 against Westbury. He has now amassed 602 yards and six touchdowns on the year. Quarterback Rufus Scott completed 10 of 16 passes for 193 yards and four touchdowns, his third multitouchdown performance of the season. His favorite targets were Javion Chatman (118 yards, two TDs) and Lidarian Carter (92 yards, two TDs). The 118 yards marked a season high total for Chatman. Thursday’s victory improved Willowridge to 4-2 overall and 3-1 in District 11-5A. They will look to start a new winning streak at 7 p.m. Thursday against Madison at Butler Stadium. EN VISTA DE QUE, por la presente, se halla y determina oficialmente que dicha elecci— n se celebrar‡ en una fecha de elecci— n uniforme establecida por la Secci— n 41.001(a) del C— digo Electoral de Texas, conforme lo requieren las leyes de Texas; y EN VISTA DE QUE, el Consejo Municipal, en conformidad con las disposiciones aplicables del C— digo Electoral de Texas, ha acordado firmar un Convenio de Elecciones Conjuntas con el Condado de Fort Bend (el Ò CondadoÓ) y un contrato de servicios electorales con el Administrador de Elecciones del Condado (el Ò Administrador de Elecciones del CondadoÓ); y EN VISTA DE QUE, el Consejo Municipal halla y declara que la asamblea en la cual se considera esta Ordenanza est‡ abierta al pœ blico, y que se dio aviso pœ blico de la hora, el lugar y el prop— sito de la asamblea, segœ n lo exige el Cap’ tulo 551 del C— digo de Gobierno de Texas; ahora, por lo tanto, EL CONSEJO MUNICIPAL DE LA CIUDAD DE SUGAR LAND, TEXAS, ORDENA: Secci— n 1. Hallazgos. 1. la cantidad total de capital pendiente de las obligaciones de deuda de la Ciudad asegurada con impuestos ad valorem era de $335,212,425.87; 2. la cantidad total del interŽ s pendiente de las obligaciones de deuda de la Ciudad era de $122,643,836.77; y 3. la tasa impositiva ad valorem del servicio de la deuda de la Ciudad a la fecha de adopci— n de esta Ordenanza de Elecci— n es $0.13631 por cada $100 de propiedad gravable. How to Treat Foot Callus and Corns
A callus on the foot is a thickening of an area of skin that may also appear as a rough, dry, or flaky patch. The thickening is a protective mechanism of skin in response to frequent friction. Manual labor, ill-fitting shoes or socks, and standing for long periods contribute to friction. When dead skin cells called keratinocytes collect at the center of the callus, a corn can form. Corns and calluses usually do not require treatment unless they are painful. Over-the-counter (OTC) products containing forty percent salicylic acid may hepl with pain. Patches such as Dr. Scholl’s Clear Away or the Liquid Corn/Callous Removers are examples. Side effects include skin peeling and dryness. The goal of the Hazard Mitigation Plan is to minimize or eliminate the long-term risk to human life and property from known hazards by identifying and implementing cost-effective mitigation actions. Harvest Green fun run raises $20,000 for Fort Bend charity
When feet are consistently exposed to cold (but not freezing) air, the small blood vessels in the skin become inflamed, causing itchy red patches, burning sensations, swelling, and blisters. This condition is called chilblains. While the causes of chilblains are not known, there are circumstances and habits that are linked to it, including poor circulation, being underweight, smoking, and wearing clothing that does not properly protect your feet from cold weather. Women, people with Raynaud’s disease, and those with autoimmune disorders like lupus are more likely to suffer from chilblains. Usually symptoms will clear up on their own, but if blisters develop, they can turn into ulcers and infections that require a podiatrist’s care. P.S. Chilblains can be avoided by wearing warm, dry socks and waterproof footwear during cold weather. If feet are cold once you’re indoors, warm them slowly. Whether you must deal with chilblains, sports injuries, bunions, fungal infections, toe problems, or hereditary conditions, professional attention will continue to be the best way to ensure the quickest recovery and prevention of future consequences. “(Doing things like this) encourages him to stay focused, whether it’s in sports or getting to go back to school and tell the class about what he was able to do,” she said. “I see that his passion is that he does love football and does love basketball. He always has so much fun with that, so we try to keep him doing these things every time one comes up.” Before entering Kyler in the contest prior to the season, Galvan said the family normally preferred watching games from the comfort of their home. But that did not keep her from pursuing

"I practiced before and didn't want to mess up," Kyler said. "My favorite thing was picking up the kickoff tee and being right where the players are. Being separated from their fathers, grandfathers, husbands and uncles has been trying for all the relatives of the Citgo 6, four of whom call Fort Bend County home. Jorge and Carmen Toledo moved to Sugar Land four years ago, while Cardenas, Pereira and Jose Luis Zambrano are Katy residents. U.S. Rep. Pete Olson, who represents the Fort Bend County families, participated in a march at Candlelight Park in Houston on Sunday to raise awareness for the Citgo 6 and demand their safe return to the U.S., where five of the Venezuela natives have dual citizenship. Olson told the crowd of about 250 supporters he would post a sign outside his Washington, D.C. office that would be updated daily to show how long the men have been jailed -- 667 days as of Sunday. Olson carried that sign as he walked around the park with the other demonstrators. He also wore a white T-shirt that was handed out with "Never give up" written on the front. The Republican Congressman, who is not seeking reelection in 2020, said he continues to work with President Donald Trump, Vice President Mike Pence and Secretary
of State Mike Pompeo to pressure Maduro into releasing the men. "It's been a priority," Olson said. "I want them out before I leave office." Continued uncertainty According to Olson and relatives of Cardenas, Toledo and the Zambranos -- Alirio's daughter, Alexandra Forseth, organized Sunday's march -- the men have been accused of trying to make decisions that would financially inhibit Citgo's parent company and by extension the Venezuelan government. Olson said the men have been charged with traitorous crimes but have not yet been granted trials, with previous court dates having been pushed back. Olson called the charges a "sham" and also called on Citgo to pay the men's salaries to their families. Carmen Toledo and Cardenas' wife, Maria Elena, said the company stopped paying their husband's salaries a few months after they were jailed but continue to provide insurance benefits. The wives also said Citgo started assisting with legal expenses about six months ago. Amidst U.S. sanctions against PDVSA, there recently has been some separation between Citgo and the Maduro-controlled parent company. Venezuelan opposition leader Juan Guaido, who the U.S. recognizes as the country's legitimate leader follow-
ing an election held there, appointed a new board of governors for Citgo in February. That move was confirmed by a federal court in August. In a statement released to The Star, a Citgo spokesperson said, "Like those gathering in Houston on Sunday, we pray for the safety of our employees, and for their families. As a company, CITGO believes all human rights must be respected. We have met with and continue to provide support to each of the families of those who are detained by Maduro's regime, including legal expenses, health care coverage and other benefits. CITGO also continues to support the U.S. Government's efforts to secure their release." Olson said the matter is complicated by the political unrest in Venezuela. He said American officials cannot physically remove the men from custody and refuse to pay any sort of ransom to have them released, so they must continue trying to pressure Maduro into doing so. The Citgo 6 families hope events such as Sunday's will continue pressuring their elected officials to work toward a resolution. Forseth, who started the Citgo 6 Coalition, said she has collected more than 1,050 signatures for a petition demanding the U.S. government to secure the immediate release of the

men. Olson said he convinced banks to defer home-loan payments for five of the families, providing some financial assistance. But Maria Elena Cardenas said her six-month deferment will soon expire. Another financial burden on the Cardenas family is the ongoing medical care required for 19-year-old son Sergio, who was born with a rare disorder that stunted his growth and has him confined to a wheelchair. Sergio said he misses his father "so much" and hopes to see him again. "The U.S. government has been supportive, but we need more support, more pressure," Carmen Toledo said. Carlos Añez said his family and the others are essentially paying for the Citgo 6 to be jailed. With the help of relatives in Venezuela, they have had to provide necessities such as food, water, medicine and toiletries to ensure the survival of their loved ones.

The men's relatives said at some points during the last two years they were able to have regular phone conversations with them to lift their spirits. Now, though, Añez said it's been eight months since he last heard his father's voice. Añez said he thinks about his father in the mornings, at nights and throughout most days. "Everything I do has the situation sort of overshadowing everything else," Añez said. "It's really consumed everything we do and think about."

Richmond resident Paula Contreras has been recognized as the Texas Health Care Association’s (THCA) Certified Nurse Aide of the Year for Region 7, which includes Fort Bend County.
Contreras has worked as a certified nurse aide at Cambridge Health and Rehabilitation in Richmond for two years, also serving as a therapy tech connecting the therapist, nurses and residents. She also serves on the facility’s Quality Assurance Performance Improvement
committee as well as the fall and safety committee while training new certified nurse aids. Contreras, nominated by her coworkers, was recently recognized as one of 10 certified nurse aids of the year across the state during the THCA’s annual convention and trade show in Dallas.
