All-inclusive playground set to open Saturday From Staff Reports

A local small town’s vision has come to fruition. The Meadows Place HELFMAN Playground For All will host its grand opening this Saturday, Nov. 9 at the park at 12037 Pender Ln. Mayor Charles Jessup said the all-inclusive playground was a vision of the city’s Youth Action Council (YAC) and director Colene Cabezas after she planted the seed during a state convention in 2016 and began fundraising shortly after. Through installments from nearby Helfman Ford and community donations, the group was able to raise $127,000 to help make the project a reality. Festivities begin at 11 a.m. with special recognitions given to Helfman Ford, Meadows Place YAC, Meadows PTO and H&H Landscape, which designed the park. Refreshments will be offered while supplies last.

Annual luncheon sparks memories for area veterans By Landan Kuhlmann LKUHLMANN@FORTBENDSTAR.COM

Many celebrate Memorial Day and Veterans Day once a year. For some, however, remembrance is a never-ceasing mission that continues to endure. “My Memorial Day is every day, because I think about a lot of these guys who lost their lives over there (in Vietnam),” said 78-year-old Sugar Land resident Lonnie Didway. Didway, who served in the U.S. Army from 1960-83, said his service took him to Hawaii, Thailand, Korea, Alaska and Germany during the height of the Vietnam War. And though he became a combat engineer instructor at Fort Riley in Kansas in 1964 and never set foot in Vietnam, he said he carries the war with him to this day, because it claimed the lives of

some of his friends and his platoon sergeant. “I never spent time there, but I’ve listened to a lot of the war stories,” Didway said. Oftentimes, he said only veterans can understand the plight of time spent in combat or even war zones in peace time. An upcoming annual community luncheon hosted by Sugar Land State Farm agent Jeremy Adams provides veterans such as Didway a chance to visit with those who know their stories best. During the fourth annual Veterans Day luncheon, scheduled for Friday, Adams’ office at 9722 Hwy. 90A in Sugar Land will close all day for food, dessert, drinks and fellowship. Upon taking over his Sugar Land State Farm branch in July 2015, Adams immediately discovered that two of the branch’s longest-tenured policy holders were military veterans – sparking an idea he said is rooted in

a lifelong military appreciation. Adams was born and raised near Fort Polk in Vernon Parish, Louisiana, where he said new kids transferred in with their parents every school year. “I was just raised in an environment to appreciate veterans, because that’s why we’re here today,” Adams said. “We have the freedoms we have because of the people that sacrificed their lives and time for us. A former Sugar Land city employee is coming back to where his career began. Following a nationwide search, the Sugar Land city council recently named Mike Goodrum as its next city manager, according to a news release from the city. Goodrum will replace the retiring Allen Bogard, who has served in the role

for more than two decades. Goodrum, who since 2017 has served as city manager in Coral Springs, Florida, has been in government service since 1999, when he joined the city of Sugar Land after graduating from Texas A&M. For the city manager position, he was picked out of a field of more than 50 applicants, which was then narrowed to five finalists before Goodrum’s unanimous selection. "It is a monumental

task to follow in the footsteps of a legendary city manager such as Allen," Goodrum said in a statement released by the city. "Allen has been a tremendous mentor and friend to me over the years, and I'm up to the challenge of leading this elite organization he refined during the last 20-plus years.” During his previous time in Sugar Land, Goodrum served in departments such as Parks and Recreation, the City Manager’s

Office, Community and Environmental Services and Public Works. He was elevated to executive director in 2013 and to assistant city manager in 2014. "The city is thrilled at the opportunity to welcome Mike back," Bogard said in a statement released by the city. "Sugar Land is in good hands. When I retire in January, I will be proud

Teething Troubles

The development of teeth and those teeth pushing through the gums is called teething. Teething typically begins in young children as early as four months old and may continue until they reach two years of age. Experts report that teething children may experience pain and discomfort in the gums. Additionally, children may have symptoms such as vomiting, diarrhea, or a slight increase in body temperature. If teething pain becomes severe, an over-the-counter (OTC) pain reliever such as ibuprofen (Advil, Motrin) or acetaminophen (Tylenol) may be taken to reduce pain and discomfort. Ibuprofen and acetaminophen work by blocking chemicals in the body that cause pain, fever, but ibuprofen may reduce swelling of irritated gums. They are available in formulations such as syrups and chewable tablets. Side effects of ibuprofen include nausea, diarrhea, and upset stomach. Side effects of acetaminophen include itching and tiredness.

Make lemonade and get to know your HOA Any person who buys a home in the geographic area of a homeowners association (HOA) typically becomes a member of the HOA. This is automatic, and it means the homeowner commits to obeying rules and regulations found in a document with covenants, conditions and restrictions enforced by the HOA. Some say this is a good thing, while others say it limits the owner's choices and maybe even politicizes certain situations when it comes to the use of the purchased property and the maintenance of the neighborhood. A major benefit of HOAs, however, is that they take care of common grounds that include landscaping and also are responsible for community areas like pools and playgrounds. For the most part, master-planned communities like the ones in Fort Bend County come with HOAs.

They also come with homeowner misunderstandings and complaints – legitimate and otherwise. What brings HOAs to mind is that this is the time of year when many of them start sending their annual assessment or dues notices. As a member of an HOA, you must pay dues, which also finance regulation enforcement. But when it comes to rules feeling a bit restrictive, this is when an HOA is viewed as less helpful. This is more likely when homeowners feel the rules are not evenly applied or may not even make sense.

It’s fair to say that many homeowners have ended up confused about what they can and cannot do on their property. It’s also fair to say that communications for some reason are not as clear as the HOAs or their management companies would like them to be. In the end, what happens is that some homeowners may start feeling picked on. And that is not a good thing. Some of them may even start turning in their neighbors by “telling” on them. That, too, is not a good thing. A demand letter from HOAs every now and then does not seem to pose a problem, but there are some homeowners of the opinion that HOAs are coming onto their properties to single them out. Noncompliant items, like mold on a chimney only visible from within the property and not the street level, is what lends credence to this possibility.

HOAs may seem demanding about the dos and don’ts of living on your property, the one you purchased. They can regulate things like what type of trees you can plant and their removal to whether or not you can leave your garage door up during the day. Are they out of control? An HOA’s role in maintaining the quality and value of homes in the neighborhood is a good thing and cannot be overlooked. After all, it was probably the look and feel of an area managed by an HOA that factored into a family’s move to that neighborhood. Most homeowners in HOAs know their HOAs have the ability to fine them and even take them to court for non-compliance of the covenants, conditions and restrictions that apply to their property. But who oversees them, the HOAs? The Texas Legislature does. For example, no longer allowed are non-judicial foreclosures by HOAs to

seize properties delinquent on payments. HOAs are required to go through a judge for foreclosures. Also, HOAs in Texas are required by law to hold open meetings and to advise homeowners about the date, time and place of those meetings. So, if you don’t know much about or like the way your HOA is operating, consider attending their meetings, even getting elected to a policy-making position. It was probably this kind of active involvement that now allows occasional kidoperated lemonade stands in HOA-managed neighborhoods. This year, Gov. Greg Abbott signed a bill

This reality is about rules, compliance and living in an area where property values will more than likely go up, in part due to HOAs. It’s somewhat of a bittersweet thing – like lemonade!

ANGELINE THERESA CANGELOSI JANUARY 15, 1924

Angeline Theresa Cangelosi quietly passed away following a brief illness, early on All Saints Day, November 1, 2019, in Sugar Land, Texas. Born January 15, 1924 in Highbank, Texas, Angeline was the seventh child of Joseph Falsone and Frances LaBarbera Falsone. She went to a one-room school in Highbank, and graduated from Reagan High School in Reagan, Texas. In 1941, after graduating, she married Anthony Charles Cangelosi and moved to Stafford, Texas. The couple was happily married for 57 years having three children. Together, Angeline and Tony owned and operated the Cangelosi Grocery Store in Stafford until 1974. After selling the business, Angeline briefly worked at Battlesteins in Sharpestown and later in the Fort Bend ISD Tax Office Angeline was a devout Catholic, and a parishioner of Holy Family Catholic Church for over 75 years. She was active in many church organizations including Catholic Daughters of the Americas, Holy Family Altar Society, The Saint Joseph Altar Organization, and The Golden Friendship Group, holdings office in many of them. She enjoyed

ceramics, bowling, doing handwork, and reading. Angeline and Tony very much enjoyed traveling, especially cruising, with friends and family. Angeline was a warm, loving, and outgoing person who enjoyed people. She was a devoted mother, grandmother, and great grandmother. For many years, Angeline carried on the Italian family tradition of hosting family spaghetti dinners every Sunday at which children and grandchildren were expected. Angeline was preceded in death by her parents, Joseph and Frances Falsone, her husband, Tony Cangelosi, two infant children, brothers Jim, Robert, Tony, and Joe Falsone, sisters Frances Reistino, Mary Dicorte, Benetta Wenning, and Rose Denena. . She is survived by her children

Visitation will be held Monday, November 4, 2019, from 5 to 8pm, with a Rosary at 7pm, at Earthman Funeral Home in Stafford, Texas. The Funeral Mass will be celebrated Tuesday, November 5, 2019, at 10:30am at Holy Family Catholic Church in Missouri City, Texas. The principal celebrant will be Father Joy James. Following the Mass, burial will be at Forrest Park, Westheimer Blvd., in Houston. The pallbearers will be Joe LaBarbera, John Cangelosi, III, Lionel Medina, Vincent Hargrove, Michael Falsone, James Laperouse, Robert Scamardo, and Joe Denena. The playoff picture for area high school football teams has gained some clarity entering the final week of the regular season, with several local squads having already punched their ticket to the postseason. Seven area teams have clinched playoff berths, including Stafford, which is playoff-bound for the first time since 2016. The Spartans (4-5, 4-1 District 12-4A Division I) have now reeled off four wins in their last five games, the latest a 31-6 victory Thursday over North Forest at Dyer Stadium. The Spartans will finish the regular season with a home game against Worthing at 7 p.m. Friday at Spartans’ Stadium. Here is a district-by-district look at the playoff picture as it pertains to other area teams. There is enough drama remaining in Fort Bend ISD’s District 20-6A to keep fans interested this weekend: District 20-6A Travis (9-0, 6-0 district), Ridge Point (7-2, 5-1) and Elkins (7-2, 4-2), all of which scored at least 50 points in blowout wins last week, have secured three of the district’s four playoff berths. The fourth spot will go to either Austin (36, 3-3) or Bush (5-4, 3-3), which are tied for fourth place and take the field at the same time Thursday night. Austin holds the head-tohead tiebreaker against Bush, by virtue of its 21-14 victory on Halloween, and can clinch a playoff berth with a win against Elkins or a Bush loss against undefeated Travis.
