Family of Lisa Torry Smith works to establish memorial at site of death By Matt deGrood MDEGROOD@FORTBENDSTAR.COM
Elaine Brooks relives her daughter’s final moments each day. It’s why the intersection of the quiet Nueces Creek and the slightly busier Sienna Ranch Road means so much to Brooks. For it’s there that Lisa Torry Smith was struck, along with her 6-year-old son, while she was walking him to school in October 2017. The crash killed Smith and left her son severely injured. “I relive that every single morning,” she said. “I am Lisa in the dream, and I feel that hit.” For as much as Smith’s death has affected both her family and countless others across the state and country, there’s no marker at the site itself, recognizing the tragedy that occurred at the Sienna intersection in 2017. Former U.S. Rep. Pete Olson tried to change
that this month. One day, he purchased a fake sign designating the road, Lisa Smith Honorway, and affixed the sign atop the existing intersection. “I tried to go through official channels, but nothing was moving despite verbal support in Fort Bend County and Missouri City for my efforts,” Olson wrote. To sate concerns about confusion, Olson said he purchased a green sign – as opposed to Missouri City’s blueand-red signs – and make sure the existing street signs were visible. But the sign only lasted six days before someone took it down, Olson said. The former Fort Bend County elected official posted about the matter on social media and, in a rare spirit of bipartisanship, Fort Bend County District Attorney Brian Middleton said he would track

Fort Bend County administrators have set a timeline that should see access to online court records returned to all residents by mid-summer, County Clerk Laura Richard told the Fort Bend Star last week. “We understand the desire for it to all be back out there,” she said. “We know there’s a pent-up demand. And we want to accommodate that as quickly as
possible.” County records staff met with the vendor for the court records website, a Plano-based firm called Tyler Technologies, recently and came up with the timeline that should see access restored by mid-summer if all goes according to plan, Richard said. Officials with the company, meanwhile, declined to comment about the matter, saying they only discussed technical items with clients. “A local administrator is
the best source of information for updates on their specific records availability,” said Karen Shields, a spokesperson for the company. County officials have been dealing with a glitch to the court records website for several months now, at least since 2021, Richard said. Staff first noticed the glitch while conducting a quality check after a software upgrade and discovering that, under the new system, viewers could
potentially see certain private information that is supposed to be redacted, she said. That included social security numbers, home addresses and the names of juveniles, she said. The issue became more publicly-discussed in recent weeks as Richard and District Clerk Beverly McGrew Walker released a statement saying that, for the time being, the only people with access to online court records would be attorneys or other agents of
the court. In follow-up conversations with the Star, however, both public officials vowed that the end goal was to restore access for everyone. As it stands now, residents can view court cases online, but specific records haven’t been available as they were previously, Richard said. Residents interested in documents can, however, contact county staff to receive documents, she said.

Politicians, like newspaper, should never forget local Matt deGrood
MANAGING EDITOR
It’s funny how politics works sometimes. As a longtime reporter who does his best to stay out of partisan politics, I’ve long held this idea of what I think local government should look like. Sure, we might all have our differences of opinion, but at a certain point, I believe local issues escape the narrow ideological confines of Washington D.C. Being a Democrat or a Republican provides no quick response to questions like “should we build a road here or there?” In other words, local politics should be about local issues. All of these thoughts came to mind once again when I received a press release from County Judge KP George’s office inviting Disney to make its home in Fort Bend County. My initial thought was that this is not news. I might like to be a billionaire, but that desire alone does not a news story make. Similarly, if George were serious about bringing Disney to Fort Bend County, I’d imagine there might be more effective avenues to pursue than Friday morning news dump. If that had been the end of it, I would likely not still be thinking of the Disney release, though. What got me is when I started perusing through a list of recent press releases
from George’s office. The list included one reminding people about a local youth leadership program and several commemorating national events (child abuse prevention month, women’s history month, etc.). Noticeably absent from that list were any press releases diving into the particulars about life in Fort Bend County. In fact, the last Fort Bend County-centric release I saw was one from more than a month ago when George downgraded the county’s coronavirus risk rating. As the office sent out a series of releases about national events, however, a spokesperson for George recently declined to weigh into the topic of Fort Bend County residents’ current lack of access to online court records. Please don’t mistake this column as a broadside against George. The judge’s office has invited us to visit and been helpful on numerous occasions, and we expect to have a solid working relationship moving forward. Rather, this is an example of an endemic problem we’ve noticed in elected leaders across Fort Bend County. We believe the reason George opted to dive into the current controversy between Florida and Disney is not out of a serious desire to bring the company to Fort Bend County, but because supporters instinctively have strong reactions to it (both positive and negative). One need look no further than the bevy of news stations that decided to write short articles about the judge’s release. Living in a purple county should be a good thing. In theory, it means that every vote counts and each elected
official could potentially be held accountable come the next election. This has worked far different in practice than in theory, in our estimation. Rather than a bunch of elected leaders making measured decisions trying to garner support on both sides of the political aisle, we have elected leaders who are terrified of saying the wrong thing. And so, more often than not, they simply don’t say anything. It might seem like diving into the latest national controversy over Disney might be an easy way to upset at least a decent portion of voters, but it’s actually much easier to calculate the effects of it than, say, deciding to weigh into the latest drainage project controversy. Having spent much of this column critiquing politicians, I’ll end with a request from our readers. That is, give your elected leaders some leeway, but also be sure to hold them accountable. In order to enjoy the benefits of living in a purple county, it’s critical that we transcend the boundaries of partisan politics that have enmeshed the U.S. Legislature in gridlock. Our politicians aren’t perfect, and we shouldn’t ask them to be. Sometimes they’ll say something that winds up not working out in the long run. But I’d rather have an elected leader willing to speak frankly than someone unwilling to speak at all. And maybe worst of all is the politician who’s willing to talk abundantly without saying much of anything. More than anything, we need to hold our elected leaders accountable for Fort Bend County issues.

Local tennis players finishing season in state tourney By Landan Kuhlmann LKUHLMANN@FORTBENDSTAR.COM
As the best tennis players in the state of Texas descend upon San Antonio earlier this week, two Fort Bend County schools were represented in the Class 5A bracket. Kempner’s Noey Do was slated to play Lubbock High School’s Andrew Azatian in the Class 5A boys’ singles quarterfinals
at the Northside Tennis Center Tuesday morning, while Richmond Foster’s boys’ doubles pairing of Spencer Hornbeck and Dylan Marcheli was scheduled to face off with Ray Saalfield and Carl Newell of Dallas Highland Park. Do is in the midst of a breakout season, as the freshman has punctuated his first high school season with a spot among the state’s last eight players
standing in Class 5A. He swept through the Region III-5A tournament in Willis last week, winning four straight matches - without losing a set - to punch his ticket to San Antonio. He has multiple tournament titles this season, including the Katy Tennis Tournament and the Lone Star FBISD Tournament in March. “The first round of regionals I was really nervous and had a lot of things
on my mind about how far I could go,” he said. “But throughout the rest of the day and the rest of the matches, I gained more confidence, and I was able to push through it.” Do defeated Ricky Koesters of Lake Creek and Sammy Cortez of Pflugerville Connally to reach the semifinals, then swept a pair of players from Austin’s Liberal Arts and Science Academy (LASA) to take the crown.
“It’s a really hard feeling to put into words, and tough to describe the feeling of winning,” he said. “You always start out wanting to win, but when you actually achieve it, it just feels so great.” Hornbeck and Marcheli, meanwhile, finished second at the Region III-5A tournament, losing to Austin LASA’s pairing of Ted Gershon and Rishi Rajesh. However, the pair won a playback match to earn
their spot in San Antonio. Whatever the end result, all players were just hoping to put their best foot forward. “I know I have to try every single match and every single point, and put my mind to it every single time. I’ve got to try everything,” Do said. “Everyone’s watching, and I know it’s going to be a lot of pressure, but I’m just telling myself I can do it.”
Buffs boys, girls thunder through area meets Landan Kuhlmann SPORTS REPORTER
The Marshall Buffalos’ track team has a recent, but extensive, history of dominance in the region and state. Its boys’ team has taken home the Class 5A state championship five of the last seven seasons, while its girls’ team is on the heels of its first state crown. Both won the title last year, and have shown no letup as they push their way back toward the top. On the heels of sweeping the District 24-5A district titles, the Buffalos and Lady Buffalos did the same at last week’s area track meet. The boys’ team cruised to the crown, finishing with 136 total points in beating out Angleton (108 points) while each of its 400, 800, and 1600 relay teams easily cruised to victory. Gerard Holmes ran a leg on both the 400 and 1600 relay, and was also the 200 area champion with a time of 20.76 in the final.
Meanwhile, Arveyon Davis qualified in the 100 and 300 hurdles as well as the long jump while running on the 1600 relay. Sprinter Chris Brinkley was the area champion in both the 110 and 300 hurdles. On the girls’ side, the Lady Buffalos’ quest was a little tougher, though they still came out on top. Their 146 total points narrowly beat out Foster (138 points) for the crown, and all three relay teams mirrored their boys’ counterparts in winning the area title. Desirae Roberts was a regional qualifier in the 100 and 300 hurdles while also running the anchor leg of the 1600 relay, and Tairah Johnson won the 100 hurdles final with a time of 13.74 seconds. Cesley Williams won the 400 in 56.79, while Brittney Green was the 200 area champion with a final time of 24.47 seconds. Class 6A Not to be outdone by their Missouri City counterparts, the Ridge Point boys’ track team was the champion of the 6A meet. They racked up 136 points, beating out Katy Seven Lakes (121) and Katy Tompkins (106) for the crown. Individually, Cayden Broadnax was the 200
champion after running the final in 21.78 seconds. Broadnax also ran a leg on the Panthers’ regional qualifying teams in the 400 and 800 relay, which along with its 1600 relay team were the area champions. Mason Dossett was also the 110 hurdle champion with a time of 13.66 in the final. Damilare Olukosi took home the area crown for Travis in the boys’ triple jump with a best jump of 49-1. On the girls’ side, George Ranch finished second in the area meet with 94 overall points. Sophia Nguyen was the area champion in the 1600, finishing in 5:08.67 to claim the crown. The Lady Longhorns also had their 400, 800, and 1600 relay teams finish second to reach the regional meet. The Elkins girls 1600 relay team of Faith Holman, Taylor Jackson, Emillia Gill, and Mfoniso Andrew took home the area title after a 3:53.97 in the final. Andrew also qualified in the 100 and 400, while Sydney Freeman was the discus throw area champion with a throw of 125-09. Bush has two girls’ relay teams headed to the regional meet as area champions. The 400 relay team of Raylen Russell, Rachel Joseph,
Marshall’s boys and girls track team shows off their area championship plaques last week. The Buffalos swept titles on both sides ahead of the regional meet this Friday and Saturday. (Photo from Twitter)
Christina Pleasant and Amariya Hardeman ran a 45.10 in the final, while the 800 relay of Demeri Duplechain, Russell, Pleasant, and Hardeman finished in 1:39.76. Briana Bejar (18-5.5) and Grace Murphy (18-5.25) went 1-2 in the girls’ long jump for the Travis Lady Tigers. Class 4A At the Class 4A area meet, Amber Butler stole the show for the Stafford Lady Spartans on the girls’ side. The junior was the area champion in the 100 meters (12.13 seconds) as
well as the 200 (25.55), and she also ran the second leg for Stafford’s regional qualifying 400 relay team. Mackenzie Catalon and Tori Williams both ran a leg of the Lady Spartans’ 400, 800, and 1600 relay teams, with Catalon anchoring the 400 relay and Williams running the anchor leg of the 1600 relay. On the boys’ side, Chris Gardener-Holland ran the first leg for each of the Spartans’ three qualifying relay teams, including the 800 relay team that was the area champion after running a
1:30.08 in the final. That team also included Chase Williams, Jordan Barrett and Caleb Jones. Quardale Pratt was the area champion in the shot put with a distance of 57-02, while Andrew Huff won the area title in the discus throw after a distance of 175-10. Koi Wedderburn is advancing to regionals in two events, including a first-place long jump finish. There may not have been many cameras around, but it was still a special morning last week for several Fort Bend County athletes. Multiple schools saw players officially sign on the dotted line to continue their athletic careers at the college level. It was a banner morning for Dulles High School on April 19, as the school saw five players between two sports signing on the dotted line. Three players from the Lady Vikings’ regional semifinalist basketball squad are headed to the next level as Peyton Overton (Paris Junior College), Jakiya Thompson (Oak Hills Christian College), and Paris Jones (Jefferson Community College) all signed. Overton was an AllRegion III-6A selection and played the second-most minutes per game for the Lady Vikings this season (19 minutes per game) while leading the team with 5.9 rebounds per game and scoring 10.9 points. Thompson averaged 8.9 points and was third on
the team with 2.7 steals per game in helping the Lady Vikings to the regional tournament for the first time in more than a decade. The Lady Vikings also had two volleyball players pledge to continue their careers, as outside hitter Taryn Shaw signed with North Lake Dallas College while fellow outside hitter Belle Powers is headed to Schreiner University in Kerrville. Elsewhere on the basketball court, Hightower standout Jada Grigsby signed with North Platte Community College in New England on April 20. She was a AllRegion III-5A selection this season after leading the Lady Hurricanes to a 24-9 record and area-round playoff berth Travis middle hitter Helena Inman will continue her career at Lane College in Nashville after helping the Lady Tigers’ volleyball team to a third-place finish in District 20-6A this past season and their third playoff appearance in four seasons. Are there any signings that we missed? If so, or to let us know about upcoming/future signings, email lkuhlmann@ fortbendstar.com.

As the regular season winds to a close, the District 24-5A race has tightened as Kempner, Terry, and Lamar Consolidated battle it out for the district’s final playoff slot. Last week, the Cougars took a big step toward clinching. Kempner swept a pair of games from Hightower by scores of 15-2 and 11-2, while Lamar Consolidated
entering the regular season’s final week of play. The Cougars (14-11-1, 86 district) currently hold a one-game advantage over both Terry (12-13, 7-7) and Lamar Consolidated (10-17, 7-7) with two games remaining this week. “The kids know that the playoffs are in their hands, we control our destiny and they responded with a great effort tonight,” head coach Eric Folkerts said last week.
thers exacted a measure of revenge last week, taking down Travis 10-4 in the regular season finale to finish the regular season 22-7 overall and 11-3 in district play. The Lady Panthers were scheduled to play George Ranch Tuesday night to determine the district’s second playoff seed. The Lady Tigers still finished as the regular season champions for a second consecutive season with a 16-10 overall record and
race also came down to the wire, as the Needville Lady Bluejays split a pair of games. A 2-1 extra-inning loss to Sweeny proved the difference, however, as Needville finished a game back of Sweeny. The Lady Bluejays finished the regular season 18-8-1 overall and 10-2 in district play to finish with 25-4A’s second seed. Some more local standout performances are below.

H PREVIEW FROM PAGE 1 with Hamilton recently coming under fire for some of his social media posts and debates over some of the national talking points. Hamilton, for his part, blamed State Rep. Ron Reynolds for bringing politics into an ostensibly nonpartisan race. But Hamilton also pointed to Republican wins on school boards in Virginia as an example of where Fort Bend should be headed. “With my social media posts, I have been critical of both parties,” he said. “If someone had had the agenda of painting me as someone, on the far left, I think they could have just as easily cherrypicked tweets where I was critical of (Donald) Trump, (Greg) Abbott or statewide Republican candidates.” Tweets include one accusing Democrats of trying to “sexualize kindergarteners” because of their opposition to a Florida bill restricting teaching about sexual orientation and gender identity to students in kindergarten through third grades, according
H SMITH FROM PAGE 1 down the sign. “Congressman Olson, thank you for your efforts and your compassion,” Middleton wrote. “I want to acknowledge Fort Bend County DA investigator Robbie Baker for his diligence in locating and recovering the sign.” Middleton also said he’d join the campaign to officially rename the street after Smith. Brooks said this week the family would love some sort of memorial at the site, not only for themselves, but to remind all drivers to be cautious and slow down near intersections. “I just want people to slow down,” she said. Because the area falls into Missouri City’s extraterritorial jurisdiction, but not the city limits, Olson and Brooks have had a hard time determining who to lobby for support, they explained. Would the county be in charge, the local homeowners association or Missouri City?
to a Houston Public Media article. While distancing himself from some of the criticism against him, Hamilton did say he thought some of the national conservative issues, such as opposition to critical race theory, were issues worth focusing on in Fort Bend County as well. “The national issues, once they pop up in Florida or wherever else, are also coming here,” he said. “In many ways, the district has done a good job keeping those things out. But that’s one of the reasons I’m running.” Hamilton’s opponents, McClure and Lewis, both distanced themselves from the partisan politics that drew headlines to the race in recent weeks. “I hate it,” Lewis said. “I just want to stay focused on what matters, which is the kids and ensuring they get the best education.” McClure said she was inspired to run because she felt increasingly distant from decisions on the board, and wanted to feel confident in the district’s direction as the parent of eight children. “There are a lot of serious issues the district must address,” she said. Smith’s family and friends have already secured one measure of solace in the Texas Legislature, when it passed a new law, known as the Lisa Torry Smith Act, in 2021. The bill, also known as Senate Bill 1055, gives prosecutors new tools to charge motorists that hit or severely injure pedestrians using a crosswalk or an intersection, Middleton said. Prior to the bill, all crimes would have fallen under the charge of criminally negligent homicide, Middleton said. Grand juries found the statute broad and difficult to apply in specific cases, Middleton said. A Fort Bend grand jury ultimately declined to indict the driver in Smith’s death with any criminal charges, and the driver left the country, Olson said. Senate Bill 1055 allows prosecutors to charge drivers who cause bodily injury to a pedestrian with a class A misdemeanor, and a state jail felony if the driver causes serious bodily in-

“It’s growing, you see new developments showing up every day. And there’s a lot going on that isn’t making a lot of sense to me.” In the district’s other race, Rice told the Star he decided to run for reelection, in part, to give voters the option for some board stability. “Knowing what I know, that we have a lot of team building to do, I decided I had to run one more time, to help unite the board and team of eight,” Rice said. Essentially, after sevjury or death, Middleton said. Those charged with the misdemeanor could be sentenced up to a year in jail and a $4,000 fine. Those charged with the felony could receive between six months and two years in jail, and up to a $10,000 fine. Smith’s death drew bipartisan sympathy, leading State Rep. Ron Reynolds, a Democrat, and State Sen. Joan Huffman, a Republican, to team up with Middleton, a Democrat, and sponsor legislation that Gov. Greg Abbott eventually signed into law in June. Across both Texas and the county, pedestrian deaths have been on the rise in recent years, according to a report by the Texas Department of Transportation. Pedestrian fatalities increased 18 percent between 2015 and 2019. In 2019, the state saw more than 5,900 crashes involving pedestrians, including 1,317 with serious injuries and 669 deaths, according to the department.
eral years of a consistent board and leadership under former superintendent Charles Dupre, the board of trustees has changed significantly in the last few years and the district also has a new superintendent in Christie Whitbeck, Rice said. As a result, it would be good to maintain one voice on the board who has been around for awhile, he said. Of the two races, the Position 3 contest seems comparatively quiet. While Rice positioned himself as the stabilizing
force on the board, Garcia told the Star he was running as a fresh face and someone with an understanding of changes the district needs to make. “I have nothing against my opponent,” he said. “All respect to him for serving for 12 years, but it’s time for a new perspective.” Garcia began his career as an educator and his wife still works as a teacher, he said. Some of the issues the district must address include funding shortages
and the quick exodus of teachers from the profession, Garcia said. “I’m running as a voice of reason,” Garcia said. Rice, meanwhile, said he understood the desire for change, but that residents shouldn’t be so quick to tear down what has worked for years. “If you wish to make a positive impact in classrooms across the district, you must learn how to function in your role as a trustee,” he said. “Nothing happens unless collectively the board is working together.”

It’s sort of amazing how something so simple as attentive and kind service can affect your whole experience at a restaurant. Last week, I stumbled into Missouri City’s Cabo Dogs, 7022 State Highway 6 Suite 100, almost by accident. I had had a busy day reporting, it was already late afternoon and I was hungry and knew I still needed to write a food review. So, I walked into the restaurant on the recommendation of a source and was greeted by a coastal-vacation interior and many bright signs detailing the place’s offerings. But more importantly, I was literally greeted by a waiter/bartender who looked happy to see me. The lunch rush was over already, and the restaurant was mostly empty, but as I let the man guide me to a table and talk over the menu options with me, it felt more like hanging out with an old friend than ordering from an employee. The food was also deceptively good. When it comes to bar bites, I think there’s a certain expectation that the food will satisfy one’s cravings, but might not end up on a list of best places ever.
The shredded chicken tacos were the cherry on top during a recent visit to Cabo Dogs Lounge & Grill in Missouri City last week. (Photo by Matt deGrood)
But as my new friend explained to me, the owners of Cabo Dogs took a lot of pride in the food. The menu is inspired by the many vacations they’ve taken over the years to Cabo and Baja California, and all of it is freshly-prepared in the kitchen. There were several items that drew my attention (which means I’ll need to make a return trip soon), but I ultimately settled on the chicken tacos. The food arrived on a decorative plate that reminded me of the places I’ve eaten on vacation.
And the tacos looked more artisan than barfood, with cheese and sauce drizzled over the beautifully-cooked shredded chicken. The meal also came with black beans and a side of rice that had a taste of lime. The arrival of the food reminded me how hungry I was, so those tacos didn’t last long. And the meal event came with additional conversation between the bartender and I. You can bet I’ll be returning to Cabo Dogs very soon.
