Nehls formed an exploratory committee several months ago and let people know he was considering running in 2018 for Congressman Pete Olson’s seat. “The polls were very favorable. The issue was having to resign to run,”
Nehls said. He announced earlier this month that he was considering running in 2018 and would Troy Nehls make an announcement last Wednesday. But Texas law states he would have to resign his seat the same day he announced. Also, his twin brother, Constable Trevor Nehls – who may run for sheriff if

The first Christmas after Harvey will be a struggle for many families across southeast Texas. In Fort Bend County, however, Natasha Cerneus is doing everything she can to make the holidays joyous no matter what. Last week Cerneus organized the Hurricane Harvey Holiday Event in Richmond, one of many big scale events she’s done to make dreams come true for many families in the area. Along with 300 Christmas trees, lights, stuffed stockings, and ornaments given to needy families, there were also household goods, books and backpacks for children, even a visit from Santa. “We will hand-deliver the
rest to families who were unable to make it to the event. We will not stop until the supplies run dry, or the need is not a need,” she said. The idea for the event happened when Cerneus noticed holiday decor was out on the curb for trash during the aftermath of Hurricane Harvey. “I didn’t want the Christmas spirit to be a concern for the families,” she said. Families in the crowd who brought home a new Christmas tree included Candice Braud and Sydney Pinkney of Cinco Ranch. The mother and daughter are in a temporary apartment for now, but are hopeful for the future. All of their holiday decorations were kept in the garage, which had flooded.

Domestic violence doesn’t recognize the boundaries of wealth, race, religion, ethnicity, social status, or jurisdiction. As the population of Fort Bend County continues its rapid rise, more victims of domestic violence have been turning to Houston and Harris County to find help. That prompted Aid to Victims of Domestic Abuse (AVDA) to open an office here. The nonprofit agency held an open house Dec. 7 at its new office in Stafford. “Fort Bend County wanted resources for victims of domestic violence. It’s fortunate that we were able to respond to the plea,” said Sherri Kendall, chief executive officer of AVDA. AVDA, which provides free legal services for victims of domestic violence, actually has two offices in the county. The main office is at the United Way Fort Bend Center at 12300 Parc Crest Drive in Stafford and the other is at the Fort Bend County
Women’s Center in the Richmond/ Rosenberg area. The Stafford office opened Nov. 1 and is staffed by attorney Kusum Warsi and paralegal Nelda Canales. “We will have a mini-intake to get their basic information and then set up a time to meet with them,” Warsi said. “We will refer them out to whatever resources they need.” Kendall said they will be able to offer services to victims in the county who are “working poor,” that is, they have an income too high to qualify for low income services but not high enough to afford the legal representation they need. “We can say yes because we’re not income dependent,” she said. AVDA has been providing services in Harris County for 37 years. Although Fort Bend County has resources for victims of domestic violence – 90 percent of which are women – it lacks a service to provide legal aid. As a result, AVDA has seen an increase in the number of clients from Fort Bend seeking help in Harris County.

Letters to the Editor City leaders bully volunteer, underfund animal shelter To the Editor: Apparently the good ol’ boys in powerful positions in Missouri City think it is OK to bully and threaten female citizens who they feel are not submitting to their superior male will. During the Dec. 4 special meeting of the Missouri City City Council, I felt attacked by Councilman Jerry Wyatt as he launched into a tirade against me in front of the city council, city administrators and the public. While it was difficult to tell exactly what prompted the verbal assault, it appeared to be that Wyatt was upset that I (a city volunteer) had posted on my personal Facebook page asking people to write the city council to let them know that residents do care about the underfunding of the city’s animal shelter and the misery it is causing city residents and animals in the city’s care. Personally, I feel that an elected official who stoops to publicly bullying a female constituent knows he is not
coming from the moral high ground. Councilman Wyatt must know opposing adequate staffing at the animal shelter and improving the city service to residents and animals is the wrong thing to do. Why else would he resort to personal attacks against city volunteers rather than addressing the question before the city council – that of allocating an additional $17,000 to the woefully underfunded animal shelter budget? To Councilman Wyatt, Mayor Allen Owen and City Manager Anthony Snipes I would say this is not personal. It is just math. This year’s budget for Missouri City animal services is $219,000. That comes to an expenditure of $2.93 per citizen per year to cover all animal control salaries and shelter expenses. Compare that to Sugar Land at $702,000 or $8 per resident, Alvin at $440,000 or $16.45 per resident, Rosenberg at $258,000 or $6.98 per resident, and Pearland at $984,000 or $8.66 per resident. Because
of Missouri City’s unreasonably low funding, the shelter’s door is always locked and the phone is seldom answered. An increase of only $17,000 a year would mean an employee would be in the office to serve the public every weekday afternoon helping to reunite animals with their owners and reducing the number of animals killed by the city each year. An increase of $40,000 would man the office fulltime. Councilman Wyatt, the mayor, and some city administrators seem to be more interested in attacking and bullying city residents than fixing the issues at the shelter. They would rather stop the volunteers from reporting problems than address the problems. Why are Wyatt and Owens against helping the public reunite with their pets and saving more lives? Nehls has double standard for sexual harassment Dear Editor, I was briefly excited to see that Troy Nehls is planning to run for Congress for the seat currently held by Pete Olson. I was encouraged to read his comments about sexual harassment being okay for political officeholders but not the rest of us. And then he
stated that he voted for Donald Trump twice; a man who we all heard, on tape, not only brag about trying to commit adultery, but boast about being able to sexually assault women and get away with it. On tape! No doubt Nehls supports Roy Moore, running for the Senate in Alabama,
despite credible allegations of sexual assault against children. I miss the days when the Republican Party stood for something. There seems to be no bottom for them these days. F. Collins Sugar Land

Dear Editor, As members of Arcola’s City Council, it is puzzling to us as to why Pearland, in Brazoria County, is interfering with our community. We do not have all of the luxuries that Pearland may have, but we are hardworking, proud, and mind our own business. It is disconcerting that Pearland is attempting to shut down the Blue Ridge Landfill. Perhaps some are unaware, but the Blue Ridge Landfill provides a significant econom-
ic benefit to our community – one that we need. Now Pearland wants to try and shut it down over a minor nuisance. Every day our community deals with far worse. Is Pearland considering the economic impact their actions will have on others? If not, I hope they will reconsider their actions. Let our community take care of what’s going on in our community. The Blue Ridge Landfill is working with TCEQ and spending millions of dollars to resolve any odor
issues. We will continue to monitor their progress to ensure they are doing right by us. In the meantime, Pearland should take a long hard look at their plan to shut down the Blue Ridge Landfill and the consequences other communities will suffer. Bruce Moats works to keep Internet safe for children in Fort Bend County By Joe Southern JSOUTHERN@FORTBENDSTAR.COM
When Bruce Moats logs onto his computer at work, he could be anything from a little girl to a dirty old man. As an investigator with the Fort Bend County District Attorney’s Office and a key member of the Houston Metro Internet Crimes Against Children Task Force, it’s his job to scour the Internet in search of evidence that will put pedophiles behind bars and rescue children from sex abusers. Quite often that means he poses as a potential victim or as a consumer seeking child pornography on the dark web. He also investigates suspects’ computers and even engages in surveillance on the streets. “I do it to protect my kiddos,” he said over lunch at a local Chick-fil-A. A native of Fort Bend County who graduated from Austin High School in 2000, Moats, 36, is married to a teacher and they have two children, a 3-year-old son and a 3-monthold daughter. He said he grew up in a safe community and wants the same for his children and all the children out
there. “My mission is to protect this community,” he said. It isn’t an easy job and it demands a lot of his time. “There are so few of us and so many people out there that are seeking to exploit our children,” he said. Moats never planned on getting into law enforcement after high school. He enrolled at Sam Houston State University but dropped out to attend the police academy at Wharton County Junior College. After graduating he took a job with the Missouri City Police Department and later transferred to the Montgomery County Sheriff’s Office and returned to SHSU where he earned a degree in political science with a minor in history. After graduation he briefly took a job with the Texas
Alcoholic Beverage Commission but found that regulatory work didn’t appeal to him. He returned to the Missouri City Police Department and was promoted to investigations. Eventually he joined the Houston Metro Internet Crimes Against Children Task Force. Moats thrived in that position. In 2013, Fort Bend County District Attorney John Healey brought him on board and he has been there ever since. Moats is still a part of the Houston Metro Internet Crimes Against Children Task Force and is continually taking training classes as well as teaching classes. He also speaks to local groups and schools about Internet safety for children. He is networked with law enforcement agencies throughout the Houston metro area as well as the Federal Bureau of Investigation, the U.S. Department of Homeland Security and other agencies related to what he does. As he eats his lunch, his cell phone continually buzzes with texts from investigators throughout the area. Techni-
cally he has been off work for the week to take his turn looking after the baby. Pedophiles, however, do not rest and neither does Moats. Some cases can take months to develop and some happen overnight. “Pedophiles and perpetrators don’t know jurisdictions,” he said, adding that collaboration with other agencies is key to stopping exploitation of children. Looking up from his lunch and turning to check on his daughter, bundled asleep in a car seat on the bench next to him, Moats grew stern and serious. “Not my kids and not my county,” he said.

His term ends Dec. 31, 2020, and he would have to make the declaration in December of 2019. Nehls said he did not hear any concerns about his decision. “Some people said, ‘man I’m sorry you are not running.’ Others said, ‘I’m selfish. We love you as our sheriff and glad you are not running,’” he said. The impetus for Nehls to consider running was, “the direction our country is taking. We’re not securing our southern borders and they are fighting President Trump and not supporting him. Olson is not taking a position on anything. It was time for a change,” Nehls said. He dismissed the idea that residents would be confused in the next election if a new sheriff is running with the same face. “We’re a big county and I’m sure there are some people who don’t realize we are identical twins. But when I was running for sheriff and he (Trevor) was running for Constable, it didn’t confuse anyone. He won his race with a strong majority and I did mine with four in the race,” he said.

Treatment for Pulmonary Hypertension
Pulmonary hypertension (PH) is a type of high blood pressure that affects the lungs and right side of the heart. The blood vessels in the lungs experience blockages which cause the heart to pump harder to push the blood through the narrow vessels. This in turn may cause long lasting damage to the heart which can potentially lead to a chronic condition called heart failure. Pulmonary hypertension may be caused by a blood clot in the lung, lung disease, certain sleep disorders, liver disease, or AIDS. Because PH is a condition that worsens with time, some of the symptoms may take time before they are seen. Symptoms may include shortness of breath, chest pain, swelling in the ankles and legs, and irregular heartbeat. While there is no cure for PH, there are many medications available to help provide relief. Medications like epoprostenol (Flolan) and iloprost (Ventavis) help widen the blood vessels to reduce blood pressure. Flolan is administered through a pump and Ventavis is inhaled through a breathing device. Sildenafil (Revatio) and tadalafil (Adcirca) may open blood vessels in the lungs. A diuretic such as furosemide (Lasix) may be prescribed to help reduce any symptoms of swelling. For people who live in a high altitude or have difficulty sleeping, oxygen may help with breathing difficulties.

Sugar Land 4B Corporation taking grant applications Staff Reports FOR THE FORT BEND STAR
The Sugar Land 4B Corporation is seeking applications for its Joint Capital Improvement Program grant program available to community-based organizations.
Eligible projects include improvements such as enhancements to public parks, park facilities and public open space and must meet the following requirements: . The project must be located within the city’s corporate limits and on public property, an
easement or enhance or protect public property. • The applicant must contribute at least 50 percent (and must provide proof of financial ability to fund its share). The applicant cannot have started the project or expended funds on any component of the
project for which it is seeking funding through the Joint CIP participation program. . The budget for the fiscal year 2018 program is $100,000, with a maximum of $75,000 awarded per project. The deadline for applications is Jan. 2.
The Sugar Land 4B Corporation was approved by City Council and established as a nonprofit corporation in February 1995 to promote, assist and enhance economic development activities and quality-of-life opportunities within the city of Sugar Land.
Sugar Land received more than $440,000 in rebates from nonprofit group since 2010 Staff Reports FOR THE FORT BEND STAR
More than $440,000 has been delivered back to the City of Sugar Land thanks to its membership in the state’s leading municipal electricity buying group, the Texas Coalition for Affordable Power. “These rebates really help – especially at the end of the fiscal year,” said Sugar Land Assistant City Manager Christopher Steubing, who also serves as a TCAP board director. “Collecting more than $440,000 over time is great news for our city. This is money that we put to good use. It benefits the City of Sugar Land, and by extension our taxpayers.” TCAP is a nonprofit coalition of 179 cities and
other political subdivisions that have joined together to purchase power in bulk for their own governmental use. Through the power of its numbers, TCAP negotiates competitively priced energy contracts that also include important member protections. The coalition is overseen solely by its political subdivision members and operates exclusively for their benefit. It regularly returns surplus revenue – including a total of $441,133 back to Sugar Land since 2010. That includes a check for more than $80,000 at the end of the most recent fiscal year. This is money that retail electric providers typically keep as profit. TCAP has disbursed nearly $11.4 million back to members overall since its formation seven years ago,
and more than $1.7 million this year alone. Funding for the most recent end-of-thefiscal-year dispersals comes thanks to TCAP’s unique members-first energy contract that delivers cash back whenever certain technical and surplus requirements are met. Most members were eligible this year for the checks, which varied in size based on electric usage and other factors.
“With TCAP, these rebates benefit cities and by extension, their taxpayers,” said TCAP Executive Director Jay Doegey. “TCAP also recently negotiated a rockbottom electricity contract for its members. This should result in even more savings for our city members for years to come.” TCAP members also have access to professional energy and billing consultants.

Officials prepare for I-69/I-610 interchange improvement Staff Reports FOR THE FORT BEND STAR
The Texas Department of Transportation (TxDOT) joined community leaders, elected officials and other stakeholders to celebrate the rebuilding of one of the most congested interchanges in Texas – the I-69/ I-610 West Loop Interchange. Texas Transportation Chairman J. Bruce Bugg Jr., U.S. Rep. John Culberson, Houston Mayor
Sylvester Turner, State Rep. Sarah Davis, TxDOT Houston District Engineer Quincy Allen, and other elected officials, stakeholders and TxDOT project staff converged upon the I-69 HOV lane near the I-610 West Loop to mark the occasion recently. “Texas’ strong economy is generating unprecedented population growth and to keep this momentum going we have to address some heavily congested areas in some of our largest cities,” said J. Bruce Bugg Jr., Chairman of the
Texas Transportation Commission. “We are proud to announce the start of the I-69/ I-610 nontolled interchange project in Houston as a Texas Clear Lanes project which will help to provide relief and get motorists moving. This project will certainly address current and future demand and it will significantly improve mobility and continue economic growth for many years.” Williams Brothers Construction recently began preliminary work on the I-69/ I-610 West
Loop Interchange project with plans to start major construction early next year. The I-69/I-610 interchange is a major connection point of two extremely busy highways serving the Greater Houston area. The $259 million project will improve safety and mobility while reducing congestion by widening the connector ramps to two lanes, increasing sight distances, and providing remedies to eliminate weaving. The project also calls for adding shoulders on the I-610 West Loop mainlane bridge over
I-69 and adding detention ponds. Construction will be phased and will include nighttime and weekend road closures. The project has incentives and disincentives to encourage the contractor to complete various phases sooner than anticipated. The project is expected to take about five years to complete. Sugar Land woman convicted of harassing ex-husband’s girlfriend Staff Reports FOR THE FORT BEND STAR
A Fort Bend County jury convicted Pamela Sue Kahlden of harassment on Nov. 29. Judge Ronald Cohen then sentenced her to serve 30 days in jail as a condition of her probation. The 50-yearold Sugar Land resident was
charged with the crime after making repeated phone calls to her ex-husband’s girlfriend in 2015. According to lead prosecutor Adrianne Norman, Kahlden plead guilty to harassing the same victim in 2013. She was placed on six months deferred adjudication – a type of probation that if completed successfully, does not result in a final conviction. The harassment
stopped while the defendant was on probation, but began again as soon as the probation expired in 2015. Kahlden’s conduct led to charges being filed in this case. The victim had been dating Kahlden’s ex-husband since 2011. The defendant would call and leave vile, hateful, jealous voicemails for the victim – sometimes more than 10 voicemails a day.
“I asked the jury to send a message and tell Kahlden that enough was enough,” said Norman. “The law protects the victim from the defendant’s actions. The jury agreed and held her accountable.” “And since the defendant did not learn her lesson the first time,” Norman continued, “the State asked the Court to assess 30 days in jail as a condition of Kahlden’s
probation this time.” The victim testified that the defendant continued to leave her more than 50 voicemails even after this case was filed. After the testimony, Judge Cohen sentenced the defendant to 12 months’ probation and 30 days in jail. Kahlden was immediately taken into custody. Kahlden was tried in County Court at Law No. 5. Harassment in this case is a
class B misdemeanor punishable by up to 180 days in the county jail and/or a fine not to exceed $2,000. Kahlden is also required to take an anger management class as part of her probation and to have no contact with the victim. Assistant district attorneys Norman and Madison Limbacher prosecuted the case. Attorney Roderick Glass represented the defendant.

For three quarters, the Marshall Buffalos and the College Station Cougars raced up and down the field, scoring from almost any spot on the field. When the fourth quarter started with the Cougars holding a 35-34 lead, however, they implemented a sure-fire plan to stop the Buffalos. They kept the Buffalo offense on the sidelines for 10 minutes of the 12-minute quarter, and moved on to the state semifinals by winning the Class 5A Region 3 Division 2 finals 49-47 at Waller Stadium last Saturday. With 1:37 to go in the third quarter, the Cougars took possession of the ball on an interception by Brandon Joseph. College Station improved its record to 12-2 and will face undefeated Austin McCallum on Saturday at NRG Stadium. “It’s a great feeling. I think it will take the ride home before it really sinks in. Grayle James, a trustee from Fort Bend ISD, and Xavier Herrera, a trustee from Stafford MSD, joined 29 other school board members from across Texas Nov. 15-18 at the second session of the Leadership TASB class of 2018. Selected by the Texas Association of School Boards (TASB), the group is participating in a yearlong education leadership study program. The trustees represent school districts of all sizes, with student populations of 184 to 83,270, and reflect a similar range of property wealth. Participants who complete all required elements of the study will graduate next year by earning Master Trustee status. This is the highest designation recognized by TASB. Meeting in Odessa, the trustees heard featured speaker Lloyd B. Potter, PhD, Texas state demographer, whose presentation focused on current trends in the Texas population and how demographic shifts im-
pact Texas school districts. Also during the session, the class visited Ector County ISD schools and learned how the district is implementing interventions to assist campuses with low academic performance ratings. Other Leadership TASB sessions are scheduled for Galveston, March 1-3; El Paso, April 19-21; and Fort Worth, June 28-30. Each session has a unique theme that builds on the previous session and features nationally recognized experts in
the fields of leadership development and education. Teams also work throughout the year on extended learning assignments between meetings. Created in 1993, Leadership TASB has more than 800 graduates to date. TASB is a voluntary, nonprofit association established in 1949 to serve local Texas school boards. School board members are the largest group of publicly elected officials in the state. The districts they represent serve more than 5.3 million public school students.

H GIVING, FROM PG 1 “This was truly a blessing – these people coming together and donating, making the holiday special,” said Pinkney. “The people behind this were truly were a blessing and we say thank you.” Several supporters were part of the event including Gallery Furniture, Liquidity Services, Target, and Fort Bend County Sherrif Troy E. Nehls. “For many families throughout Fort Bend County the flood waters may have receded from their homes but the lasting psychological affects from such a devastating disaster remains. These outreach programs provide some form of relief – knowing that people from around Texas care about them during the Holiday season,” Cerneus said. Goods came into Richmond as far away as California. Cerneus’s aunt, Paulette Elliott, a librarian from Roosevelt Elementary School in Redwood City, Calif., staged a backpack and children’s book drive, where students donated new or lightly used books, supplies and backpacks that could be boxed up and sent to Texas in time for Christmas. After the book drive, “My aunt called and said ‘I thought it would be just a small box, but it’s a truckload of supplies!’” The Denver native, now a resident of Rosenberg, has had her share of experience planning events like these. Cerneus’s call to action started in September when flooding started, mostly by making hot meals, visiting families who needed help, calling on friends and family to volunteer. Immediately after the hurricane, she organized the names of every family she

knew, every family she met when flooding started – and after – who needed help with supplies, household goods and more. Most of the information she received was either from personally knowing families or gathered through social media. She kept a notebook of every family that contacted her – what they needed, the damage in their homes, etc. She kept names, wrote down addresses, went to the homes with supplies or help on where to get information. “Thankfully, many contacted me directly, saying they have a family member or friend or co-worker or neighbor who needed help, so I put together this ongoing list of names and addresses, and lists of what they needed,” she said. She then started visiting the families in need. “At the beginning we had so many people reaching out, it was hundreds and hundreds of people. We were hand delivering supplies at first,” she said. Supplies grew. So did the list of volunteers. “We heard that Alvin, Missouri City and Pecan Grove were hit hard. We drove where we can, we brought meals with us,” she said. For about a week, her four children and neighbors helped her in the kitchen making tacos, lasagna, and hamburgers. “We put food in foil pans, brought plastic forks, paper plates. If we saw someone who needed food, we brought it to them,” Cerneus said. Grocery stores were not open and if they were, lines were long. She then reached out to her company, Liquidity Services, in Houston for help. “They helped with logistics support, using our Garland (Texas) warehouse as a re-
ceipt and storage facility and our own trucks and drivers to bring the donations to Houston on a weekly basis,” she said. “We still needed toiletries and food items. My company offered to resource the transportation portion … to then bring in truckloads of supplies needed. We had a Amazon link set up, where people could let us know what they needed, order from Amazon, we could load up at the warehouse, put them in the truck and transport them here – backroads, if needed – any way they could get here.” The link she shared through social media grew. Soon there were several truckloads a day. Her friends at Joe’s Oyster Bar in Rosenberg helped by offering to store the supplies. “Groups of volunteers showed up each day to unload the trucks so we could get the supplies to families in need,” Cerneus said. Needs are now changing for those affected by Harvey. “We are now reaching back out to resources around the country to donate and help Texas. Instead of dry goods, we need sheetrock and nails and paint,” she said. Cerneus does analytical work for the IT department at Liquidity Services, which explains the organizational skills needed to work with large groups of people. She’s counting on those skills as she gets back to planning a wedding in June – exactly a year to the day her boyfriend, Jeromy, proposed. Though focusing somewhat on her personal life after the first of the year, she will still remain active in helping the community. Letters to the Editor City leaders bully volunteer, underfund animal shelter To the Editor: Apparently the good ol’ boys in powerful positions in Missouri City think it is OK to bully and threaten female citizens who they feel are not submitting to their superior male will. During the Dec. 4 special meeting of the Missouri City City Council, I felt attacked by Councilman Jerry Wyatt as he launched into a tirade against me in front of the city council, city administrators and the public. While it was difficult to tell exactly what prompted the verbal assault, it appeared to be that Wyatt was upset that I (a city volunteer) had posted on my personal Facebook page asking people to write the city council to let them know that residents do care about the underfunding of the city’s animal shelter and the misery it is causing city residents and animals in the city’s care. Personally, I feel that an elected official who stoops to publicly bullying a female constituent knows he is not
coming from the moral high ground. Councilman Wyatt must know opposing adequate staffing at the animal shelter and improving the city service to residents and animals is the wrong thing to do. Why else would he resort to personal attacks against city volunteers rather than addressing the question before the city council – that of allocating an additional $17,000 to the woefully underfunded animal shelter budget? To Councilman Wyatt, Mayor Allen Owen and City Manager Anthony Snipes I would say this is not personal. It is just math. This year’s budget for Missouri City animal services is $219,000. That comes to an expenditure of $2.93 per citizen per year to cover all animal control salaries and shelter expenses. Compare that to Sugar Land at $702,000 or $8 per resident, Alvin at $440,000 or $16.45 per resident, Rosenberg at $258,000 or $6.98 per resident, and Pearland at $984,000 or $8.66 per resident. Because
of Missouri City’s unreasonably low funding, the shelter’s door is always locked and the phone is seldom answered. An increase of only $17,000 a year would mean an employee would be in the office to serve the public every weekday afternoon helping to reunite animals with their owners and reducing the number of animals killed by the city each year. An increase of $40,000 would man the office fulltime. Councilman Wyatt, the mayor, and some city administrators seem to be more interested in attacking and bullying city residents than fixing the issues at the shelter. They would rather stop the volunteers from reporting problems than address the problems. Why are Wyatt and Owens against helping the public reunite with their pets and saving more lives? Nehls has double standard for sexual harassment Dear Editor, I was briefly excited to see that Troy Nehls is planning to run for Congress for the seat currently held by Pete Olson. I was encouraged to read his comments about sexual harassment being okay for political officeholders but not the rest of us. And then he
stated that he voted for Donald Trump twice; a man who we all heard, on tape, not only brag about trying to commit adultery, but boast about being able to sexually assault women and get away with it. On tape! No doubt Nehls supports Roy Moore, running for the Senate in Alabama,
despite credible allegations of sexual assault against children. I miss the days when the Republican Party stood for something. There seems to be no bottom for them these days. F. Collins Sugar Land

Dear Editor, As members of Arcola’s City Council, it is puzzling to us as to why Pearland, in Brazoria County, is interfering with our community. We do not have all of the luxuries that Pearland may have, but we are hardworking, proud, and mind our own business. It is disconcerting that Pearland is attempting to shut down the Blue Ridge Landfill. Perhaps some are unaware, but the Blue Ridge Landfill provides a significant econom-

We’re not securing our southern borders and they are fighting President Trump and not supporting him. Olson is not taking a position on anything. It was time for a change,” Nehls said. He dismissed the idea that residents would be confused in the next election if a new sheriff is running with the same face. “We’re a big county and I’m sure there are some people who don’t realize we are identical twins. But when I was running for sheriff and he (Trevor) was running for Constable, it didn’t confuse anyone. He won his race with a strong majority and I did mine with four in the race,” he said.

When Bruce Moats logs onto his computer at work, he could be anything from a little girl to a dirty old man. As an investigator with the Fort Bend County District Attorney’s Office and a key member of the Houston Metro Internet Crimes Against Children Task Force, it’s his job to scour the Internet in search of evidence that will put pedophiles behind bars and rescue children from sex abusers. Quite often that means he poses as a potential victim or as a consumer seeking child pornography on the dark web. He also investigates suspects’ computers and even engages in surveillance on the streets. “I do it to protect my kiddos,” he said over lunch at a local Chick-fil-A. A native of Fort Bend County who graduated from Austin High School in 2000, Moats, 36, is married to a teacher and they have two children, a 3-year-old son and a 3-monthold daughter. He said he grew up in a safe community and wants the same for his children and all the children out

Eventually he joined the Houston Metro Internet Crimes Against Children Task Force. Moats thrived in that position. In 2013, Fort Bend County District Attorney John Healey brought him on board and he has been there ever since. Moats is still a part of the Houston Metro Internet Crimes Against Children Task Force and is continually taking training classes as well as teaching classes. He also speaks to local groups and schools about Internet safety for children. He is networked with law enforcement agencies throughout the Houston metro area as well as the Federal Bureau of Investigation, the U.S. Department of Homeland Security and other agencies related to what he does. As he eats his lunch, his cell phone continually buzzes with texts from investigators throughout the area. Techni-

Treatment for Pulmonary Hypertension Pulmonary hypertension (PH) is a type of high blood pressure that affects the lungs and right side of the heart. The blood vessels in the lungs experience blockages which cause the heart to pump harder to push the blood through the narrow vessels. This in turn may cause long lasting damage to the heart which can potentially lead to a chronic condition called heart failure. Pulmonary hypertension may be caused by a blood clot in the lung, lung disease, certain sleep disorders, liver disease, or AIDS. Because PH is a condition that worsens with time, some of the symptoms may take time before they are seen. Symptoms may include shortness of breath, chest pain, swelling in the ankles and legs, and irregular heartbeat. While there is no cure for PH, there are many medications available to help provide relief. Medications like epoprostenol (Flolan) and iloprost (Ventavis) help widen the blood vessels to reduce blood pressure. Flolan is administered through a pump and Ventavis is inhaled through a breathing device. Sildenafil (Revatio) and tadalafil (Adcirca) may open blood vessels in the lungs. A diuretic such as furosemide (Lasix) may be prescribed to help reduce any symptoms of swelling. For people who live in a high altitude or have difficulty sleeping, oxygen may help with breathing difficulties.

Sugar Land 4B Corporation taking grant applications Staff Reports FOR THE FORT BEND STAR
The Sugar Land 4B Corporation is seeking applications for its Joint Capital Improvement Program grant program available to community-based organizations.
Eligible projects include improvements such as enhancements to public parks, park facilities and public open space and must meet the following requirements: . The project must be located within the city’s corporate limits and on public property, an
easement or enhance or protect public property. • The applicant must contribute at least 50 percent (and must provide proof of financial ability to fund its share). The applicant cannot have started the project or expended funds on any component of the
project for which it is seeking funding through the Joint CIP participation program. . The budget for the fiscal year 2018 program is $100,000, with a maximum of $75,000 awarded per project. The deadline for applications is Jan. 2.
The Sugar Land 4B Corporation was approved by City Council and established as a nonprofit corporation in February 1995 to promote, assist and enhance economic development activities and quality-of-life opportunities within the city of Sugar Land.
Sugar Land received more than $440,000 in rebates from nonprofit group since 2010 Staff Reports FOR THE FORT BEND STAR
More than $440,000 has been delivered back to the City of Sugar Land thanks to its membership in the state’s leading municipal electricity buying group, the Texas Coalition for Affordable Power. “These rebates really help – especially at the end of the fiscal year,” said Sugar Land Assistant City Manager Christopher Steubing, who also serves as a TCAP board director. “Collecting more than $440,000 over time is great news for our city. This is money that we put to good use. It benefits the City of Sugar Land, and by extension our taxpayers.” TCAP is a nonprofit coalition of 179 cities and
other political subdivisions that have joined together to purchase power in bulk for their own governmental use. Through the power of its numbers, TCAP negotiates competitively priced energy contracts that also include important member protections. The coalition is overseen solely by its political subdivision members and operates exclusively for their benefit. It regularly returns surplus revenue – including a total of $441,133 back to Sugar Land since 2010. That includes a check for more than $80,000 at the end of the most recent fiscal year. This is money that retail electric providers typically keep as profit. TCAP has disbursed nearly $11.4 million back to members overall since its formation seven years ago,
and more than $1.7 million this year alone. Funding for the most recent end-of-thefiscal-year dispersals comes thanks to TCAP’s unique members-first energy contract that delivers cash back whenever certain technical and surplus requirements are met. Most members were eligible this year for the checks, which varied in size based on electric usage and other factors.
“With TCAP, these rebates benefit cities and by extension, their taxpayers,” said TCAP Executive Director Jay Doegey. “TCAP also recently negotiated a rockbottom electricity contract for its members. This should result in even more savings for our city members for years to come.” TCAP members also have access to professional energy and billing consultants.

Officials prepare for I-69/I-610 interchange improvement Staff Reports FOR THE FORT BEND STAR
The Texas Department of Transportation (TxDOT) joined community leaders, elected officials and other stakeholders to celebrate the rebuilding of one of the most congested interchanges in Texas – the I-69/ I-610 West Loop Interchange. Texas Transportation Chairman J. Bruce Bugg Jr., U.S. Rep. John Culberson, Houston Mayor
Sylvester Turner, State Rep. Sarah Davis, TxDOT Houston District Engineer Quincy Allen, and other elected officials, stakeholders and TxDOT project staff converged upon the I-69 HOV lane near the I-610 West Loop to mark the occasion recently. “Texas’ strong economy is generating unprecedented population growth and to keep this momentum going we have to address some heavily congested areas in some of our largest cities,” said J. Bruce Bugg Jr., Chairman of the
Texas Transportation Commission. “We are proud to announce the start of the I-69/ I-610 nontolled interchange project in Houston as a Texas Clear Lanes project which will help to provide relief and get motorists moving. This project will certainly address current and future demand and it will significantly improve mobility and continue economic growth for many years.” Williams Brothers Construction recently began preliminary work on the I-69/ I-610 West
Loop Interchange project with plans to start major construction early next year. The I-69/I-610 interchange is a major connection point of two extremely busy highways serving the Greater Houston area. The $259 million project will improve safety and mobility while reducing congestion by widening the connector ramps to two lanes, increasing sight distances, and providing remedies to eliminate weaving. The project also calls for adding shoulders on the I-610 West Loop mainlane bridge over
I-69 and adding detention ponds. Construction will be phased and will include nighttime and weekend road closures. The project has incentives and disincentives to encourage the contractor to complete various phases sooner than anticipated. The project is expected to take about five years to complete. Sugar Land woman convicted of harassing ex-husband’s girlfriend Staff Reports FOR THE FORT BEND STAR
A Fort Bend County jury convicted Pamela Sue Kahlden of harassment on Nov. 29. Judge Ronald Cohen then sentenced her to serve 30 days in jail as a condition of her probation. The 50-yearold Sugar Land resident was
charged with the crime after making repeated phone calls to her ex-husband’s girlfriend in 2015. According to lead prosecutor Adrianne Norman, Kahlden plead guilty to harassing the same victim in 2013. She was placed on six months deferred adjudication – a type of probation that if completed successfully, does not result in a final conviction. The harassment
stopped while the defendant was on probation, but began again as soon as the probation expired in 2015. Kahlden’s conduct led to charges being filed in this case. The victim had been dating Kahlden’s ex-husband since 2011. The defendant would call and leave vile, hateful, jealous voicemails for the victim – sometimes more than 10 voicemails a day.
“I asked the jury to send a message and tell Kahlden that enough was enough,” said Norman. “The law protects the victim from the defendant’s actions. The jury agreed and held her accountable.” “And since the defendant did not learn her lesson the first time,” Norman continued, “the State asked the Court to assess 30 days in jail as a condition of Kahlden’s
probation this time.” The victim testified that the defendant continued to leave her more than 50 voicemails even after this case was filed. After the testimony, Judge Cohen sentenced the defendant to 12 months’ probation and 30 days in jail. Kahlden was immediately taken into custody. Kahlden was tried in County Court at Law No. 5. Harassment in this case is a
class B misdemeanor punishable by up to 180 days in the county jail and/or a fine not to exceed $2,000. Kahlden is also required to take an anger management class as part of her probation and to have no contact with the victim. Assistant district attorneys Norman and Madison Limbacher prosecuted the case. Attorney Roderick Glass represented the defendant.

For three quarters, the Marshall Buffalos and the College Station Cougars raced up and down the field, scoring from almost any spot on the field. When the fourth quarter started with the Cougars holding a 35-34 lead, however, they implemented a sure-fire plan to stop the Buffalos. They kept the Buffalo offense on the sidelines for 10 minutes of the 12-minute quarter, and moved on to the state semifinals by winning the Class 5A Region 3 Division 2 finals 49-47 at Waller Stadium last Saturday. With 1:37 to go in the third quarter, the Cougars took possession of the ball on an interception by Brandon Joseph. College Station improved its record to 12-2 and will face undefeated Austin McCallum on Saturday at NRG Stadium. “It’s a great feeling. I think it will take the ride home before it really sinks in. To go five rounds deep in the playoffs again, I am just really, really proud of our kids,” College Station head coach Steve Huff said.

Grayle James, a trustee from Fort Bend ISD, and Xavier Herrera, a trustee from Stafford MSD, joined 29 other school board members from across Texas Nov. 15-18 at the second session of the Leadership TASB class of 2018. Selected by the Texas Association of School Boards (TASB), the group is participating in a yearlong education leadership study program. The trustees represent school districts of all sizes, with student populations of 184 to 83,270, and reflect a similar range of property wealth. Participants who complete all required elements of the study will graduate next year by earning Master Trustee status. This is the highest designation recognized by TASB. Meeting in Odessa, the trustees heard featured speaker Lloyd B. Potter, PhD, Texas state demographer, whose presentation focused on current trends in the Texas population and how demographic shifts im-
pact Texas school districts. Also during the session, the class visited Ector County ISD schools and learned how the district is implementing interventions to assist campuses with low academic performance ratings. Other Leadership TASB sessions are scheduled for Galveston, March 1-3; El Paso, April 19-21; and Fort Worth, June 28-30. Each session has a unique theme that builds on the previous session and features nationally recognized experts in
the fields of leadership development and education. Teams also work throughout the year on extended learning assignments between meetings. Created in 1993, Leadership TASB has more than 800 graduates to date. TASB is a voluntary, nonprofit association established in 1949 to serve local Texas school boards. School board members are the largest group of publicly elected officials in the state. The districts they represent serve more than 5.3 million public school students.

H GIVING, FROM PG 1 “This was truly a blessing – these people coming together and donating, making the holiday special,” said Pinkney. “The people behind this were truly were a blessing and we say thank you.” Several supporters were part of the event including Gallery Furniture, Liquidity Services, Target, and Fort Bend County Sherrif Troy E. Nehls. “For many families throughout Fort Bend County the flood waters may have receded from their homes but the lasting psychological affects from such a devastating disaster remains. These outreach programs provide some form of relief – knowing that people from around Texas care about them during the Holiday season,” Cerneus said. Goods came into Richmond as far away as California. Cerneus’s aunt, Paulette Elliott, a librarian from Roosevelt Elementary School in Redwood City, Calif., staged a backpack and children’s book drive, where students donated new or lightly used books, supplies and backpacks that could be boxed up and sent to Texas in time for Christmas. After the book drive, “My aunt called and said ‘I thought it would be just a small box, but it’s a truckload of supplies!’” The Denver native, now a resident of Rosenberg, has had her share of experience planning events like these. Cerneus’s call to action started in September when flooding started, mostly by making hot meals, visiting families who needed help, calling on friends and family to volunteer. Immediately after the hurricane, she organized the names of every family she

knew, every family she met when flooding started – and after – who needed help with supplies, household goods and more. Most of the information she received was either from personally knowing families or gathered through social media. She kept a notebook of every family that contacted her – what they needed, the damage in their homes, etc. She kept names, wrote down addresses, went to the homes with supplies or help on where to get information. “Thankfully, many contacted me directly, saying they have a family member or friend or co-worker or neighbor who needed help, so I put together this ongoing list of names and addresses, and lists of what they needed,” she said. She then started visiting the families in need. “At the beginning we had so many people reaching out, it was hundreds and hundreds of people. We were hand delivering supplies at first,” she said. Supplies grew. So did the list of volunteers. “We heard that Alvin, Missouri City and Pecan Grove were hit hard. We drove where we can, we brought meals with us,” she said. For about a week, her four children and neighbors helped her in the kitchen making tacos, lasagna, and hamburgers. “We put food in foil pans, brought plastic forks, paper plates. If we saw someone who needed food, we brought it to them,” Cerneus said. Grocery stores were not open and if they were, lines were long. She then reached out to her company, Liquidity Services, in Houston for help. “They helped with logistics support, using our Garland (Texas) warehouse as a re-
ceipt and storage facility and our own trucks and drivers to bring the donations to Houston on a weekly basis,” she said. “We still needed toiletries and food items. My company offered to resource the transportation portion … to then bring in truckloads of supplies needed. We had a Amazon link set up, where people could let us know what they needed, order from Amazon, we could load up at the warehouse, put them in the truck and transport them here – backroads, if needed – any way they could get here.” The link she shared through social media grew. Soon there were several truckloads a day. Her friends at Joe’s Oyster Bar in Rosenberg helped by offering to store the supplies. “Groups of volunteers showed up each day to unload the trucks so we could get the supplies to families in need,” Cerneus said. Needs are now changing for those affected by Harvey. “We are now reaching back out to resources around the country to donate and help Texas. Instead of dry goods, we need sheetrock and nails and paint,” she said. Cerneus does analytical work for the IT department at Liquidity Services, which explains the organizational skills needed to work with large groups of people. She’s counting on those skills as she gets back to planning a wedding in June – exactly a year to the day her boyfriend, Jeromy, proposed. Though focusing somewhat on her personal life after the first of the year, she will still remain active in helping the community.
