The reason voters need to approve maintaining the tax rate is because, under state law, the dis trict must seek voter approval to institute any tax rate that would in crease revenues by more than 2.5 percent of the previous year’s, accord ing to the Becausestate.ofrising prop erty values across Fort Bend County, maintain ing that rate would give the district about $47 mil lion in additional funding, according to a news re lease.District leaders plan to use that money to re duce a $47 million deficit, provide funding for new safety measured, increase teachers’ starting salaries up to $60,000 and pro vide supplemental pay to long-serving employees, according to the district.

“It’s the confluence of all these different issues, be cause it is systemic,” said David Sincere, a pastor at Fort Bend Transforma tion Church who has aided those dealing with food insecurity. “With inflation, rental rates are going up along with gas prices and wage stagnation. People are having to choose, how much food are they going to buy versus are they going to be able to afford rent?” Food prices have in creased about 10.4 percent from a year ago, which is good for the largest 12-month increase since 1981, according to a New York Times article.
Rising prices for gas and food have combined to cre ate more food insecurity in Fort Bend County, while al so reducing businesses’ and residents’ ability to provide donations, according to ex perts with local charitable organizations.Whiledemand for aid isn’t as high as it was during the height of the pandemic in March 2020, it’s still high er than it ever was before, according to Shayne Baker, a food pantry coordinator at Catholic Charities in Fort Bend“We’reCounty.currently seeing about 1,000 to 1,400 fami lies per week,” she said, comparing it to the 300 families the pantry served before the pandemic. Experts on food insecu rity in Fort Bend County say the rising cost of prices in several different areas, combined with relatively stagnant wages have made life difficult for county resi dents who might not have had a problem in the years before the pandemic.
“I don’t believe in ban ning any books,” said Sumita Chowdhury Gosh, a parent with two children in Fort Bend ISD schools. “Especially when we have the internet freely avail able, which has a lot more toxicDistrictcontent.”administrators, in conversation last week with the Fort Bend Star, ex plained that only one book had been fully removed, and that the district’s pro cess for hearing complaints had existed for years. A Houston Chronicle in vestigation was the first to unveil a list of books either under review or removed at Fort Bend ISD. As part of the investigation, the newspaper sought records from districts across Texas, determining through public information requests sent to almost 600 school dis tricts that they performed more than 2,000 book reviews on 880 titles, of which 1,740 were from the 2021-2022 school year, ac Voters this November will decide whether or not Fort Bend ISD can use extra tax revenues to reduce a $47 million bud get shortfall, while also working to increase staff salaries along with a host of other benefits. The district’s board of trustees late Monday eve ning gave final approval to placing a voter approv al tax rate election, or VATRE, on the November ballot.Ifapproved, the dis trict’s maintenance and operations tax rate would actually remain the same as it was last year, at $1.21 per $100,000 of valuation, according to the district.

Fort Bend ISD has re moved one book from its library shelves and several others have come under re view because of complaints about them in individual classrooms – moves some parents are criticizing as censorship. News that the district has removed a title from its shelves comes amid a ris ing national debate about the content of some books in school libraries.
Fort Bend County is plan ning a tour of historical sites as part of celebrating the county namesake’s 200th anniversary in the coming weeks. On Sept. 10, the Fort Bend County Historical Commission will host a “Museum Crawl and His tory Fair” on Saturday, September 10 from 10:00 am until 2:30 pm. at Mira beau B. Total, about 25 mil lion adults in the country haven’t had enough to eat in the previous seven days, according to the article. Unlike in the early months of the pandemic, however, increased prices are affecting potential donors along with those seeking help, Baker ex plained.“Food banks acquire food in many ways,” she said. “One of those is part nerships with groceries. But as inflation increases, people are buying less and so groceries purchase less. That all trickles down to foodCatholicbanks.”Charities in Fort Bend County has seen its role addressing local food insecurity change dramati cally in the years since the pandemic began. Before March 2020, the organization served about 300 families each week, most of them coming from the area near the Mamie George Community Center, 1111 Collins Rd., Richmond, where the charity is based, Baker said. DR.Varghese John is a local dentist. He says “I was experiencing back pain that was limiting my ability to work. I decided to consult with SLHC after reading stories about them in a local publication. My first impression of Dr. Harris was that he tells the truth. He told me he can’t cure this; that my back pain may be generational or due to my profession. Being a dentist, I do not sit properly. I sit in odd positions for a long period of time and I turn in awkward ways. It has caused damage to my cartilage, joints and muscles. However, Dr. Harris said he could make my life better. He put together a treatment course for me that included appointments with both Dr. Harris & Dr. Brazzell. About halfway through the course, I started to find relief. Now that my treatment course is over, I’m much better! My pain level used to be between 4 and 7 and now I’m at 0 or 1. I do recommend SLHC. They’re good. They don’t promise to make you good as new...they explain the limitations, what to expect, how it will feel and what it will cost. They leave it up to you to decide what to do. There’s no pressure. Everyone in the office is very matter of fact, respectful and professional. It has worked for me. In addition to my reduction in pain, my mobility in my neck has improved! I’m no longer limited in my ability to work.”CODE: HIS 500 Land, Meadows Place — Rhonda Sue Cellner, age 78, of Meadows Place, Texas passed away on July 27, 2022. Thinking back to March 2020, one of the most im pressive things to watch was people coming together in our greatest time of need. While I was still working in Galveston County at the time, the images I got to see of people bringing truckloads of donations to food banks and neighbors helping neighbors make ends meet, was one of the most encouraging things I’ve ever seen. It’s not dissimilar from the hope I felt after Hurricane Harvey, where people put aside any differences they might normally have to help anyone who needed it. Fortunately, the worst parts of the pandemic are seem ingly behind us today. The unemployment rate is hover ing around 3.5 percent and our chance to celebrate com munity is more available than in the first few months after March 2020.
Conditions aren’t as bad as they were back then. Local organizations are still facing a significant uptick to how much demand they faced before the pandemic, how ever. Catholic Charities in the county, for instance, served about 300 homes per week before the pandemic. That number rose to about 2,000 at the height of the pandemic, but the organization is still serv ing between 1,000 and 1,400 families per week, according to Theexperts.takeaway here isn’t to chide anyone for forgetting the need out there. If there’s been a common theme during the Houston Astros’ current run of sus tained success, it has been their ability to find an end less supply of pitching. In spite of losing stars like George Springer and Car los Correa, and even Gerrit Cole, they’ve remained a fixture at the top of MLB and the American League. And it has been on the back of said pitching. Current starting rotation fixtures like Framber Val dez, Jose Urquidy and Luis Garcia were not highly her alded prospects. And though the subject of this week’s Cowboys Corral spotlight is a reliever as op posed to a starter, he fits the mold of a diamond in the rough like the players mentioned above. This week’s feature is on Space Cowboys reliever Seth Martinez, who recent ly returned to Sugar Land after spending the last few months performing well in a relief role in Houston before falling victim to a numbers game. Initial overview The Oakland Athletics initially picked Martinez in the 17th round of the 2016 MLB draft following a three-season career at Arizona State in which he compiled a 3.50 ERA in 244 innings – including a 2.75 ERA in 111.1 innings his se niorAfterseason.three seasons in Oakland’s minor league system, the Astros took Martinez in the 2020 Rule 5 draft. In parts of the last two seasons in Sugar Land, Martinez has a 2.94 ERA in 67.1 innings with 89 strike outs and a 0.97 WHIP. For his minor league career, he has amassed a 3.08 ERA in 313 innings in parts of six seasons.Hehas been with the As tros for much of the season and excelled, posting a 2.48 ERA with 31 strikeouts and a 1.04 WHIP in 32.2 innings while allowing opponents just a .180 batting average against him, but was op tioned back to Sugar Land earlier this month with the activation of Lance Mc Cullers Jr. from the Injured List.Landan’s lowdown Martinez is not going to light up any radar guns, possessing a fastball that sits around 91-92 miles per hour as well as a slider, changeup, and cutter. But like with any pitcher, it’s not necessarily about the raw arsenal – it’s about utilizing it in the manner that plays to someone’s strengths. Prior to coming to Houston, Martinez was av eraging about 8.4 strikeouts per nine innings with about a 21 percent strikeout rate. But in two seasons in Sugar Land, he has upped that to 11.9 K/9 along with a 33.1 percent strikeout rate. So how has he done it? Let’s digMartinezin has been pri marily a fastball/slider guy in recent seasons, and stuck to that trend in Houston, having thrown those pitches a combined 62 percent of the time with the Astros this season. It has been about the same in Sugar Land as well, and it has led to significant suc cess.In addition to the elevat ed strikeout rate, Martinez has been able to do what several Astros’ major and minor league pitchers have done – in the absence of the strikeout, he has been able to induce suboptimal con tact when the ball is put in play.He is a heavy fly ball pitcher (generally around 30-35 percent for his mi nor league career), which in theory would not play well in the hitter-friendly Pacific Coast League. However, not all fly balls are created equal. About 42 percent of the balls put into play in the air against Martinez in parts of two seasons in Sugar Land are classified by Fangraphs as “infield fly balls.” Those are essential ly pop-ups – which, along with ground balls, are the least likely batted balls to be base hits. That trend has continued in Houston. Though the 18.3 percent infield fly ball rate is down from his Tri ple-A rate, it is well above the MLB average of 10.3 percent. So he has con sistently produced either suboptimal contact or high strikeout rates (or both) since his Rule 5 selection, which is a major factor in why he has excelled during his short time in Houston –no matter the level. Truthfully, there is not a lot for Martinez to prove at the minor league level at this stage of his develop ment. It’s simply a question of when he will be back in Houston.ProjectionMartinez has already proven to be a revelation this season, and appears to be another diamond in the rough discovered by the Astros. He has gone from relative afterthought to be ing an asset in the bullpen this year in a variety of game situations – he simply fell victim to the numbers game in the bullpen when McCullers was activated a couple of weeks ago. He should be back up in the week or so when rosters expand for September. And by virtue of being under club control through the end of the 2027 season, I would certainly look for him to be a mainstay in the Houston bullpen for years. Rd. Houston, TX 77053

This is part of a twostep plan to permanently eliminate the district’s ongoing budget deficit, according to admin istrators. The district has already reduced its spending by about $15.4 million and plans to make further reductions, according to a news re lease.District administrators have blamed the size of the deficit on a combina tion of spending on new programming, a decline in the number of students attending the district and more.Essentially, the dis trict spent about $40 million on new pro gramming and had been instituting teacher salary increases to keep pace with the market, but a quickly-growing student population helped make that possible, according to the Thatdistrict.allchanged with the start of the corona virus pandemic in March 2020.The district saw its first material deficit in the 2021 fiscal year and now the shortfall has grown to be about $49 million, according to the district. The student enroll ment the most recent school year was about 2,100 fewer children than expected, according to the district. District de mographers estimated the enrollment would be about 79,700, but the year started with about 77,500 enrolled students, according to the district. That number increased to about 78,650 by the end of the school year – higher than the prepandemic enrollment – but not enough to reach where demographers ex pected, according to the district.Theboard of trustees has approved an almost $768 million budget for the school year, accord ing to documents.

Catholic Charities part nered with the Houston Food Bank and became a supersite, with some of the smaller nonprofit agencies shutting down, Baker said. People visited the center from as far away as Harris County and Wharton, and the agency was serving as many as 2,000 families in a day, she said. “That calmed down a bit, but once inflation started, we’re seeing an increase again,” she said. For county residents, the uptick in prices has made life tougher across the board, Sincere said. “You might have an indi vidual a couple years ago who was living paycheck to paycheck, and expecting to pay a certain amount for their bills,” he said. “Now, they’re having to come up with a way to fit $500 more per month into their bud get.”Increasing prices aren’t just affecting those living paycheck-to-paycheck, he said. Even some people living in more affluent neighborhoods are turning to food pantries to cover the difference amid rising prices, Sincere said. “I know one person who is having to change the quality of their diet so they can pay bills,” he said. About 20 percent of the county’s population falls un der the poverty line, Baker said. But with rising prices, food pantries are seeing people who would have nev er visited before, she said.

Gosh in a conversation with the Star gave praise to a district policy that lets par ents know what books their children have checked out from the library. But Gosh criticized the de cision to remove any book, mentioning a recent visit to a book burning memorial in Berlin,“WhereGermany.theyburn books, they will ultimately burn people as well,” she said. Still other parents, on a social media page dedicated to discussing the district, criticized the idea of ban ning books. “If you could ask them to slow down on the banning, I am running out of money to buy them,” one parent wrote. Melissa Hubbard, the district’s executive director of teaching and learning, in a follow-up conversation with the Star provided more detail about the books that came under Essentially, review.only one book, “Gender Queer: A Memoir” by Maia Kobabe, has come under a formal review and, in a May recon sideration meeting, district representatives decided not to keep the title in the collec tion, Hubbard said. The title in question is a graphic memoir that tells readers about Kobabe’s experience growing up non-gender-conforming, ac cording to a description on Publisher’s Weekly. District representatives review the book after a parent filed formal reconsid eration paperwork, Hubbard said.“We have had that formal reconsideration process for multiple years,” Hubbard said. The district is working to revise its policies on books based on guidance from the Texas Education Agency and the Texas Association of School Boards, Hubbard said.Several other titles have received complaints on a campus level, but those have not gone through the full process, Hubbard said. One of those books, which the Houston Chronicle arti cle listed as “under review,” is “Night,” by Elie Wiesel. In that instance, a teacher had been using the novel as a classroom novel, when a parent expressed concern about some of the imagery in the text, Hubbard said. “In instances like this, if we know a parent is con cerned about reading a book, a lot of times we’ll give that parent an option of something else they can read,” Hubbard said. “In this case, we found out about it after the class finished the text.”As a result of that com plaint, the individual campus determined that the novel would remain on a campus list of options, Hub bard said. But if a classroom is going to use the novel as its only option, then the teacher must send a permis sion slip home to parents, Hubbard said. Fort Bend ISD is not the only school district to field complaints about “Night” amid the latest uproar about book content. But the deci sion for some districts to remove that title has been controversial, because it’s a memoir about the author’s time in concentration camps during the Holocaust. Despite the recent cases, Hubbard said Fort Bend ISD has fared better than some school districts in Texas and elsewhere when it comes to complaints about books. “We’ve been very fortu nate the district hasn’t had the same scrutiny and atten tion when it comes to books that some other districts have had,” she said. “I attri bute that to the diversity of the community.”
If the district adopts a combined debt service, operation and maintenance, and contract tax rate that would result in the taxes on the average residence homestead increasing by more than 8 percent, the qualified voters of the district by petition may require that an election be held to determine whether to reduce the operation and maintenance tax rate to the voter-approval tax rate under Section 49.23603, Water Code.

There comes a point when you review enough restau rants, where you start to notice the similarities across the plac es you Whenvisit.you visit a good Italian food restaurant, for in stance, you expect the staples. The menu should feature a fun combination of pizzas, pastas and appetizers (a Margherita pizza, amatriciana and brus chetta, at the very least). In a world in which you ex pect all good restaurants to have some base-line in quality, it’s those unique features that help a place truly stand out. Last week, I made a visit to Missouri City’s popular Casa Vaqueros Mexican Grill, 2140 FM 1092, where I discovered a menu that contains all the tra ditional favorites, along with a few unique items. From the moment I walked in for a rather late lunch, I could tell this place holds a special place in the eyes of nearby residents. Despite being firmly between lunch and dinner, at a time when you’d typically expect an empty building, the place was bustling, on a week day no less. I wasn’t quite sure what I was in the mood for, and so I spent more time than usual pe rusing the menu until my eyes settled on the mole enchiladas. The menu also featured all the staples of any other Mexican restaurant, such as a bevy of taco and enchilada plates. It turns out a plate of the enchiladas drenched in that ever-famous sauce that origi nated in Oaxaca was a good choice. While the rice and beans were nothing atypical, the mole sauce was quite sweet and made for some fun flavors when combined with the en chiladas.Alsoworth noting is the employee helping me was in credibly attentive, and made sure my chips and salsa were constantly replenished. This served a dual purpose of pro viding me more delicious chips and salsa and also helping me fill my stomach enough to give me leftovers for the next day. Shockingly, I almost think the enchiladas were better as leftovers than they were at the restaurant. Perhaps it was the extra time the mole sauce had to seep into the food? Whatever the case, it made for some very happy eating, not once but twice. Address:MexicanVaquerosGrill FM 1092, Missouri City 11 a.m.-9 p.m. Sunday Thursday, 11 a.m.-9:30 p.m.
