The Japanese Pension Puzzle bout a few weeks ago, we were given a final notice to sign off on the dissolution of the Employee Pension Fund we belong to. We’ve been receiving the notice through the monthly fund newsletter, but somehow it didn’t occur to use how severe the situation was until an illustration showed that a part of the pension in the fund will “disappear” after dissolution.

To be honest, almost all of us didn’t have a clue of what was happening until HR gave us a nice presentation to tell our pension contributions are ok…for now at least.

After living in Japan for three decades now, the Japanese Pension System is still a puzzle to me or rather a mystery. Along with millions of Japanese workers, ever since my first day at work, I have put my faith in the system believing that when I qualify for retirement (65 years old at the moment but I don’t know at what age would that be though), I am guaranteed to get my pension.

It is a puzzle because up until know, whoever is responsible for making the system work has not put the pieces together. To put it simply, one piece called the National Pension (Kokumin Nenkin) is managed by the government and the other piece called the Employees’ Pension Insurance (Kosei Nenkin) that is managed privately by Employee Pension Funds. There are other pieces that I still have to understand what they really are. It is a mystery because who knows what is going on with the system and what they do with the money we pay. It seems like the National Pension is protected for now but the employee pension funds (EPFs) are to be phased out from April 2014 and encouraged to be dissolved or convert to other types of pension plans. Basically, EPFs whose assets fall short of the regulated safe limits must be dissolved within five years. The fund which our company belongs to unfortunately won’t meet that target and if it doesn’t get dissolved, our own pension contributions would be reduced or at the worst case even disappear. the government’s solution mainly because of the 2012 AIJ scandal that shook the employee pension system by losing billions of dollars in option trading. AIJ’s major clients who invested were pension funds like EPFs. The poor state of Japan’s pension system has been under scrutiny for so many years. We, the working people, are always under the threat of reduced pension amount or not even receiving our pensions at all when we retire due to the obvious problem of demographic aging and low birthrate.

This threat has caused distrust on the pension system and created the dropout problem because there were many who refused to pay their contributions, and further exacerbated by a series of scandals like politicians who were found to be not paying their contributions, governance issues and record keeping problems. Under the National Pension Law, enrolment to the Pension System is obligatory, so to address these problems, the government created a third-party committee to make sure pension records are correct, and the most important of all, pension contributions are collected.

In fact, I find them quite notorious in the way they enforce payment because at one time they were sending me postcards telling me they can sequester my property if I didn’t pay my sons’ pension dues even if they were still students. Here in Japan, all citizens above 20 years old, whether employed or unemployed, are required to pay their contributions. Refusal to pay the pension contribution is considered illegal and punishable. And while 20 year olds are considered as adults, they still make the parents liable for non-payment! How absurd is that?

A few years from now, I will be qualified for pension. But when I receive, it is still TBD as they say. Who knows if they bump up the retirement age by 5 years more? It’s like we’re paying for something we may not even get. What we pay today goes to the retirees who are still living. Japan’s aging economy simply means there are lesser number of citizens paying the future pensions and Japan’s longevity growth adds further complication to our (my) future pension state. Maybe it’s too early to worry. Let’s see.

Hindi lang yata nila mahanap ang kabiyak ng kanilang mga puso kaya’t sila na lang ang nagkapares.

Hindi nga lang ako 100% sure kung ganito talaga ang totoong nangyari kung bakit nagkakilala ang mga magulang ko.

Ito ang version ng aking ina.

Ang version naman ng aking ama kung paano sila nagkakilala ay naiiba.

Kasama na rito na pinikot lamang daw siya ng aking ina dahil siya ay makisig, macho at gwapo, etcetera, etcetera.

Building BRIDGES This is a story about two families – magkaiba pero pareho. Paano ‘yon? Well, one is Filipino, the other Japanese. They have come together to bring the best of the Philippines to Japan by making mango and pili chocolates for omiyage in TsokoFino chocolates, and Japan to the Philippines by starting Zaan Japanese Tea House in Quezon City. They met in Nagoya but now live in Quezon City. Beyond business, a desire to do more for Filipinos is what keeps them together.

No one in the Fernandez family would have thought that the family would get involved in the business of making fine chocolates and serving Japanese cuisine. Non would not have even dreamed of doing business in the Philippines either. Retiring in the Philippines, yes--- but not having to cook in a restaurant practically daily. True, the food business is not entirely new to Tony or Non. Tony comes from a bibingka making family from Pagsanjan, Laguna.

Non’s family in Gifu, on the other hand, have been making warabimochi for generations.

Tony and Nanette started getting their feet wet as they became very involved in the planning of the business. Tony had consultancies as a disaster risk reduction specialist apart from teaching part-time at the UP and in an online course. Just like any year, he started 2015 with a question to God, “What do you want me to do this year?” He

It was nine years ago in 2006, when Tony Fernandez and his family returned to the Philippines. Tony’s contract with a Japanese research agency in Kobe had ended. It was a good time to go home and be with his mother who was then turning 90.

Non Iwamoto, on the other hand, applied for the special retiree visa in 2011 so she could settle in the Philippines. Widowed in 2000, and with her three children – Kazu and Lorna in the US and Koji in China –living their own lives pretty well, she now calls the Philippines her home.

One thing the Iwamotos and the Fernandezes shared was living overseas. They met in Japan. Their children were almost the same ages, and they lived in the same neighborhood in Nagoya, where Tony worked with the UN. Their eldest sons Kazu and Alan were classmates at Nanzan Kokusai International School after the Iwamotos returned to Japan from a seven-year stay in Michigan, US where Non’s husband Rocky was assigned.

Tony had stayed in Japan for a total of 20 years. His family could only join him in 1992 while he worked at the United Nations Centre for

Regional Development in Nagoya. They were active in the Philippine community there. In 2003, when UNCRD down-sized, the family moved to Kobe where Tony worked for a Japanese disaster research agency. Non, by then widowed, kept in close touch with Nanette who was keeping house –nag-nananay-- and writing a column called Paraaa for Jeepney Press when it first started.

The idea to open a restaurant was floated around by Non to Tony and Nanette in early 2015. As the growth in sales of TsokoFino looked unstoppable, Non needed a larger kitchen where more chocolates could be made and stored properly.

Ideally, it was to be connected to a tiny tea house (like kissaten). This was the beginning of Zaan Japanese Tea House.

Unique in the menu is the Matcha Traditional, which is matcha tea served with wagashi in typical tea ceremony style.

to include frozen dorayaki (with matcha ice cream filling) and more recently, TsokoFino ice cream. Sold at P150, TsokoFino ice cream is full of surprises, creaminess, chocolate goodness and pili nuts.

The mainstay at Zaan, of course, is TsokoFino chocolates which are available in five kinds: mango, salty pili, sweet pili, pili rocher (all in dark chocolate), and more recently, white pili. Mango and pili are special Philippine natural produce that are so well incorporated in Non’s chocolate recipes. Her greatest motivation to try many formulations and finally perfect the taste was her own frustration in choosing a suitable 08 omiyage from the Philippines on her trips to Japan and the U.S. on visits to her children and friends. When friends tasted her mango and pili chocolates, the orders just kept coming.

At first glance, it seems difficult to conceive how social responsibility can be practiced while engaging in the 09 food business.

Isn’t business for profit? From the beginning, it was clear to Non that Zaan and TsokoFino were the way to raise funds so she could TsokoFino and take-out items purchased at Zaan.

Recognizing the business help others. The initial intent approached the idea of social entrepreneurship and even a non - governmental organization. Even the location of Zaan, at the ground floor of the Norfil Building, seemed to be serendipitous as Norfil is an NGO that helps single mothers. potential, Nanette gave the name TsokoFino which Tony registered as a brand in the Philippine patent office on the advice of friends. Nerisa, their youngest daughter who finished Fine Arts at UST, designed the boxes to hold them so they could travel well and be a great looking gift pack.

To celebrate the making of TsokoFino in Zaan, Non concocted her own matcha chocolate in the shape of leaves and hearts. Special Valentine boxes of six hearts in different chocolate flavors were on sale at Zaan and EchoStore in Centris Mall, near MRT Quezon Avenue Station and sold out quickly.

The conclusion: do what we can without losing sight of the bigger goal. Non has made and distributed chocolates as Christmas gifts to mothers who donated their milk to Tacloban typhoon victims, and to children served by SALT Payatas and other NGO beneficiaries as they work with the marginalized. The collaboration draws upon ties developed through the years, starting in Japan. It is important to take the initial step.

Such is the case of The Paper Bag Making Project. In the first few weeks of Zaan, Non asked Tony for a few inflight airline magazines collected over the years. She started to make paper bags from the glossy magazines to hold boxes of

Zaan is pursuing the project to promote environmental awareness in cities that discourage the public to use plastic bags, and to empower those who need to have a source of livelihood for better income. Non has done a workshop in cooperation with Papemelroti, the popular specialty gift shop in partnership with Kidney Friends.

She did it, too, for about 60 elderly at an activity of Bantay Matanda, a non-profit organization for the welfare of the Filipino elderly. The kidney patients, the elderly and their families can hopefully be equipped to address their needs for a better life.

At the back of the mind of any Filipino who has lived in Japan like Tony or Nanette is the hope for a better life for our kababayan. To be part of Zaan’s advocacy is uplifting.

It is doubly gratifying that Non, a Japanese retiree has a heart for people who are in need.

And so the two families who are different but the same continue.

Hopefully, it will have a happy ending, not just for the two families but for everyone. Just take a bite of TsokoFino or visit Zaan and you too will be part of the story.

Wearing masks becomes a fashion in Japan Japanese people love wearing mask! They wear them because they may be sick, or prevent oneself or others from getting sick. Some Japanese wear them to prevent others from looking at their face. Some women wear them because they didn’t wear make-up. Some wear mask to get the feeling of a celebrity trying to hide one’s face like wearing huge sun glasses. But generally, they wear them to avoid getting KAFUN SHOU (pollen allergy).

JEEPNEY-LICIOUS!!!

STUFFED PAPRIKA VEGAN serves 2-3 people

INGREDIENTS: 1 teaspoon olive oil 2 cloves garlic (finely chopped) 1 small onion (finely chopped) 1 small carrot (finely grated) 3 piecs shiitake mushroom (finely chopped) 1 small zucchini (finely chopped) 1 teaspoon thyme 1 teaspoon oregano 1/2 teaspoon grated lemon zest 1/2 teaspoon salt PROCEDURE: Preheat oven to 150/300.

Remove membrane of paprika and blanched for 4 minutes. Set aside.

Saute in olive oil, onion, garlic for a few minutes.

Add carrots and the rest of the vegetables. Add thyme, oregano. Saute for 2 minutes. Stir in the lemon zest and salt.

Mix in a bowl. Add cooked steamed rice and grated parmesan cheese and a bit of tomato salt.

Bake for 15 minutes or until the top becomes golden brown.

TO CAFÉ OR TO KISSA? o you spend a lot of time hanging out in cafés in Japan? Well, I do. The café has been like second home. I happen to be one of those gaijin nomads in Japan who needs to stop at a café time to time for a cappuccino or hot tea to work, write, read, (dream?), and just grab that precious break for a solo incubation space.

Especially if a long day has been spent at home in front of the computer screen, the café definitely comes to my necessary rescue from those all-day monotonous surroundings.

“Café” as Japanese say it now—“Café ni ikimashou ka?” (Shall we go to a café?)—“kissaten” as they used to say more than twenty years ago!

“Kissaten” (喫茶店) literally means a room to drink or taste tea. That would make sense for a country that has a longer history of tea (from 6th century) than coffee (from 17th century).

Although the Dutch brought coffee into Japan in the 17th century, it wasn’t until the country opened its doors in 1868 that coffee was widely distributed around the nation, and more so when the ports of Kobe were

opened. By the 1930s, more than 30,000 coffee shops had flourished all over Japan. Do you know where and when the first coffee shop in Japan opened? Right in Ueno! In 1888, a man named Tei Ei-kei opened the first Japanese kissaten he called “Kahiichakan.”

Like many more kissatens to open since then, the design of the typical kissaten was very much patterned after Parisian brasseries, with counters and stools, dim-lit ceiling lights, low and small wooden chairs upholstered in leather, and baristas dressed in clean white shirts and black vests; some wearing bow ties, and sporting sleek hairstyles, primly combed in wax….ahh nostalgia.

As it was in old Europe, in the 1900s, kissatens in Japan became reclusive niches for artists and writers—Léonard Foujita (artist), Junichiro Tanizaki (writer), and Yoko Isaka (poet), among those who frequented kissatens.

But, even before the kissatens spread out, there was the “chaya” (茶屋), small tea pubs that served as private corners for gossip, smoking cigars, or reading newspapers while

sipping tea and eating “dango” (sweet mochi dumplings).

MOVEMENT 8 ON THE MOVE TO JAPAN Japanese utter the word kissaten that they have made a strong distinction between that and the café.

Naturally, kissatens have evolved so drastically over the years. As more Japanese travelled abroad, and Japan slid to being the 3rd largest coffee importer in the world, the traditional kissaten look gradually converted to the more

M ec h a n ics Verify your contest piece because some songs may be popularized by a Filipino singer but it’s originally made in the U.S. For example, ‘This is the Moment’ song was popularized by Erik Santos but it’s originally included in the Broadway Musical.

Another example is ‘Let It Go’ from the movie Frozen. It may have a Japanese version or Tagalog version but this is originally a U.S. Walt Disney song. Another example is ‘A Note To God’, popularized by Charice Pempenco but composed by American songwriter, Diane Warren.

This is a solo contest, not duet or trio or group. No reading of lyrics during
