O gemaw C ommission O n A ging Our Mission is to promote the Health, Welfare, and Independence of older adults in Ogemaw County. We pursue our mission by offering a wide range of programs and services to benefit older adults in Ogemaw County and the surrounding area. These include programs, activities and meals at ‘My Place’ as well as In Home Services, such as home delivered meals, homemaking, personal care and respite - designed to help older adults live independently at home as long as possible. We are also proud to offer adult day services - respite for care partners - at The Cottage. All services are offered for a donation! (www.ogemawcoa.org)
OCOA is asking Ogemaw County voters to increase the senior service millage .25 mills to a total .75 mills. The current millage of .5 would be replaced. Why is OCOA requesting a millage increase? Our #1 priority is: 1. To continue responding to needs for service as soon as they are requested! Millage support is necessary for OCOA to continue responding immediately when a senior is in need. Many areas of the state already have waiting lists! Thanks to the overwhelming support OCOA has received from voters in the past, there has never been a waiting list for services due to lack of funding.
Service Growth • OCOA served 638 individuals in 2004; by 2013 that number increased to 952 – a 49% rise. ⇒ A dramatic jump came between 2011 and 2012 – when the new location opened.
So long as #1 is met, OCOA would use the millage: 2. To develop or expand programs to address needs which are currently unmet. • Medicare Medicaid Assistance Program (MMAP) – MMAP counselors answer questions such as What do I need to do when I turn 65? How do I choose a drug plan? Why might I forgo Part B coverage? Currently, beneficiaries receive MMAP assistance via telephone, as there are no local counselors available. OCOA would offer face to face, local counseling for these important, stressful issues. • Up and Go – This program assists seniors with greater needs in getting up and ready for the day; then provides transportation to My Place or The Cottage for friendship, meals, and interaction. • Transportation – OCOA would work with the Ogemaw County Transit to subsidize the senior’s portion of the cost between ‘My Place’ and all areas of the county so that those who no longer drive can still come in for a meal and enjoy their center. 3. To be prepared for the future. • Referring to #1, OCOA’s first priority is to continue providing basic In Home and On Site services without delay, to all who are eligible – and the need is growing! • Adult Day Service – OCOA’s The Cottage is also growing! We anticipate the need to expand hours in the near future. The Cottage is currently open Tuesday – Thursday. • Minimum Wage Increase – even if all else remains steady, an increase in the federal minimum wage to $10.10 (Fair Minimum Wage Act – currently in legislature) would mean an increase of more than $30,000.00 in yearly wages to OCOA employees. * Need and use of OCOA services is increasing. Program costs are rising. At the same time, grant funding is decreasing.*
• Adult Day Service (Respite) was added to OCOA services in 2012. ⇒In 2013 nearly 1,000 hours of individualized care was provided to guests, while caregivers benefited from a much needed break. This service helps older adults to continue living at home.
• Home Delivered Meals served increased 67% from 2004 to 2013 – 44,884 to 75,280.
Cost and Funding • Overall program cost has increased 28% over 5 years. ⇒ Overall grants are only 4% higher than 5 years ago. ⇒ Grants have been decreasing yearly since 2011.down 11% from 2012 to 2013. This trend is expected to continue. • Since 2008, overall cost per meal is up 15%; cost per hour of In Home Service is up 6%. • Raw food cost per meal rose 13% between Fiscal Year 2012 and Fiscal Year 2013. ⇒ Food program grant funding decreased 2.1% during the same time. Evidence of Need • Increasing service requests and services provided show evidence of need for OCOA programs. ⇒ In the past 10 years Home Delivered Meals increased 67%, Homemaking 13%, Respite 38%. • Compared to the State of Michigan, residents of Ogemaw County are at increased risk of need for the type of services OCOA provides. Ogemaw County’s population: ⇒ Is older – 1 in 3 adults are 60 or older, compared to 1 in 5 for the state ⇒ Is living on less income – 20.5% below poverty compared to 14.9% ⇒ Reports higher rates of Diabetes, cardiovascular disease, and heart disease (www.cdc.gov) Paid for by the Ogemaw Commission On Aging, 1528 S.
