Explain stand on consensual gay relations: Supreme Court issues notice to Govt

New Delhi : Centre must explain its stand on consensual sexual relations between same sex adults, the Supreme Court said on Tuesday, setting a July deadline for a response. The court had heard petitions demanding the abolition of Section 377 – a colonial-era law that prohibits “carnal intercourse against the order of nature with any man, woman or animal” – widely interpreted to refer to homosexual sex. The court’s notice to the government “is a watershed in the whole fight against Section 377,” said petitioner Ashok Row Kavi, chairperson of Humsafar Trust, a charity that works with India’s LGBT community.

New Delhi : Members of the Parliamentary Standing Committee on External Affairs, led by Congress MP Shashi Tharoor, will visit Sikkim and Arunachal Pradesh next month to take stock of the ground situation on the Sino-Indian border, sources said Monday. Congress president Rahul Gandhi, who is a member of the committee, may also join the visit, the sources said. The committee resolved to examine the whole gamut of India-China relations, including Doklam, the border situation and cooperation in international organisations last year. The panel has since been briefed on these issues by Foreign Secretary Vijay Gokhale and other senior officials. J&K: 2 militants killed, civilian shot in Pulwama crossfire

Pulwama : A top Hizbul Mujahideen militant was among two militants killed in Drabgam village of south Kashmir’s Pulwama on Monday, while two Army personnel were injured in the gunfight. A civilian was also killed and 21 people injured when security forces opened fire on protestors who were trying to help the militants escape. Speaking to news agancy, Justice Kurian Joseph had said: “The Collegium might have to reiterate its recommendation furnishing facts and figures and citing precedent which have not been put in perspective by the government when it returned his name.” The Collegium is scheduled to meet on Wednesday. “There is a well-established tradition that honourable judges don’t speak their mind on sensitive issues like

Tax burden on petrol has become a people vs govt issue: Chidambaram

New Delhi : Senior Congress leader P Chidambaram today attacked the government over high petrol and diesel prices saying the “tax burden” on petroleum products has become an issue of “people versus the government”. In a series of tweets, the former finance minister also countered the Modi government’s claim that it has electrified all villages in the country, saying 94 per cent of them had been electrified by October 2013, long before Narendra Modi became the prime minister. Raising the issue of hike in petrol and diesel prices, he said it increases the burden on the people. “Every rupee cut in tax on petrol/diesel will result in LOSS of Rs 13,000 crore says government. Every rupee tax on petrol/ diesel will result in BURDEN of Rs 13,000 crore say the people (sic).” “Whose interest should prevail? The interest of the

government or the welfare of the people? Crushing tax burden on petrol and diesel has made this into a People vs Government issue,” he said on Twitter. State oil firms have not revised petrol and diesel price for almost a week now. This after petrol price hit a 55-month high of Rs 74.63 a litre and diesel rates climbed to a record high of Rs 65.93. Every rupee cut in excise duty on petrol and diesel will result in a revenue loss of Rs 13,000 crore, government officials said. The central government levies Rs 19.48 per litre of excise duty on petrol and Rs 15.33 per litre on diesel. State sales tax or VAT vary from state to state. In Delhi, VAT on petrol is Rs 15.84 and Rs 9.68 a litre on diesel. Petrol in the national capital costs Rs 74.63 per litre, the highest since September 14, 2013, when rates had hit Rs 76.06. Diesel price at Rs 65.93 is the highest ever.

A game of Chinese whispers in Lea Michele the Aadhaar case is engaged!

Last week, I had the opportunity to listen to the Aadhaar arguments in the Supreme Court (SC). Senior counsel Rakesh Dwivedi was on his feet, arguing on behalf of the Unique Identification Authority of India (UIDAI), and just before he sat down, he reminded the court that he’d promised them an answer on the question of mandatory linking of SIM cards. In the course of a genial exchange, Justice D.Y. Chandrachud mentioned that the court had never issued any directions in the Lokniti judgement—the case on which the government had based its decision to require the linkage of Aadhaar numbers to SIM cards. For a moment, Dwivedi was nonplussed but then readily accepted this contention. Nothing further was made of it, and he moved on with his arguments. As you might know, there are restrictions on the live reporting of proceedings in our courts. Cameras are not allowed and journalists are confined to the visitors’ gallery, forced to record transcripts of the proceedings, as best they can, with pen and paper. Security personnel are particularly vigilant in ensuring that visitors are not carrying their cellphones into court. But this restriction doesn’t apply to lawyers and, of late, a few lawyers have taken advantage of this latitude afforded to them to live-tweet the proceedings in the SC. One such live-tweeting lawyer reported this exchange, quoting Dwivedi as having said that SIM linkage was being done on the recommendation of the Telecom Regulatory Authority of India, even before the Lokniti judgement. Ten minutes later, someone else picked it up calling it out as evidence of the government’s perfidy— arguing that the Attorney General (AG) had repeatedly claimed that SIM linking was mandated by the SC in Lokniti but now, the state was conceding that the order did no such thing. This, he claimed, was three years of Aadhaar litigation summed up in a moment. Within moments, the entire Twitter-verse had seized on to this narrative. By evening, it was the main story on prime time news. I was surprised at the direction that the public narrative had taken as I had seen nothing in court to suggest that any concession of this sort had been made. I had to re-read the judgement to try and find out what it was that I had so obviously missed. The Lokniti writ petition sought a direction from court to establish a mobile phone subscriber verification scheme, to ensure that fake subscribers cannot misuse their mobile phones. In response, the government filed a counter affidavit stating that a scheme for Aadharbased e-KYC for mobile connections had been initiated on 16 August, 2016, with the use of which “there will be almost ‘NIL’ chances of delivery of SIM to wrong person and the traceability of customer shall greatly improve”.

Twinkle Khanna responded to a message by an Indian Navy officer, who warned her against auctioning a costume piece worn by her husband Akshay Kumar in the film, 'Rustom', saying she "will not retaliate with violent threats but by taking legal action". The author-producer had recently supported Akshay's announcement to sell off the "actual naval uniform" he donned in the 2016 film, which was loosely based on the 1959 Nanavati murder case. Manchester : Liverpool’s Egyptian forward Mohamed Salah has been voted Footballer of the Year by the Football Writers’ Association (FWA) to complete the double of English soccer’s major individual awards. Salah was chosen as Player of the Year by the Professional Footballers Association (PFA) after an outstanding season in which he has scored 43 goals in all competitions. The 25-year-old is the first African player to win the FWA award which began in 1948. Salah narrowly beat Manchester City midfielder Kevin De Bruyne in a ballot of over 400 FWA

members, with the winning margin less than 20 votes. Tottenham Hotspur striker Harry Kane was placed third. “What a race it has been between two players who, in a relatively short time, have reached genuine world class. But Mo Salah is the worthiest of winners. He is also the first African to receive the award and we congratulate him on a magnificent season,” FWA Chairman Patrick Barclay said. On April 17, Hafeez underwent a re-assessment of his bowling action at the Loughborough University, where it was revealed that the amount of elbow extension in his bowling action was within the 15-degree level of tolerance permitted under the ICC Illegal Bowling Regulations. The Match Officials are still at liberty to report Hafeez in the future if they believe he is displaying a suspect action and not reproducing the legal action from the reassessment. To assist the Match Officials, they will be provided with images and video footage of the bowler’s remodeled legal bowling action. Meanwhile, the Windies’ Ronsford Beaton has failed an independent assessment and is suspended from bowling in international cricket. The fast bowler had been reported with a suspect bowling action during the second ODI against New Zealand in Christchurch on December 24. Mumbai: The All India Football Federation (AIFF) is set to recommend Sunil Chhetri for the country’s fourth highest civilian award- the Padma Shri, a huge recognition for the nation’s all-time leading goal-scorer should he get the honour. Chhetri leads the India chart with 56 goals from 97 appearances and is one of the forwards with better strike rates in world football. The AIFF said that it was considering recommending a top player for the honour without confirming the name, but sources close to the apex body said it was Chhetri, as the federation recognises the Indian captain’s contribution to the sport. “If there is one name in Indian football who deserves to be recommended for such a huge honour, it is undoubtedly Sunil Chhetri.

With finance ministry refusing to cut excise duty to give relief to the common man from petrol hitting a 55-month high of Rs 74.63 a litre and diesel at a record high of Rs 65.93, oil PSUs have since April 24 not changed fuel rates. Daily price notification issued by oil firms showed static petrol and diesel price since April 24. This is despite the benchmark international rate for petrol going up from USD 78.84 per barrel, which was used for raising the price to Rs 74.63 a litre on April 24, to USD 80.56 now, according to sources privy to fuel pricing methodology. The benchmark international diesel rates during this period have climbed from USD 84.68 per barrel to USD 86.35. Also, the rupee has weakened to Rs

66.14 to a US dollar from Rs 65.41, making imports costlier. Oil PSU executives refused to discuss pricing saying they have been asked not to speak on the issue. GST collection in April exceeds Rs 1 lakh crore

New Delhi: The government mopped up Rs 1.03 lakh crore as GST collection in April, indicating stabilisation of the new indirect tax regime that was rolled out in July 1 last year. While Goods and Services Tax (GST) collection in entire 201718 stood Rs 7.41 lakh crore, in March the figure was Rs 89,264 crore. "The total gross GST revenue collected in April 2018 is Rs 1,03,458 crore of which CGST is Rs 18,652 crore, SGST is Rs 25,704 crore, IGST is Rs 50,548 crore (including Rs 21,246 crore collected on imports) and Cess is Rs 8,554 crore - including Rs 702 crore collected on imports,” Finance Ministry said in a statement. The buoyancy in the tax revenue of GST reflects the upswing in the economy and better compliance, it said. However, it is usually noticed that in the last month of financial year, people also try to pay arrears of some of

Significance of Maharashtra Day and Gujarat Day and how the states came into existence

Gandhinagar : Besides being International Labour Day, May 1 is also celebrated as Maharashtra Day and Gujarat Day. The date holds special significance for both states -- it was 58 years ago that the existing states of Maharashtra and Gujarat were formed, hence the celebrations. On the occasion, several leaders tweeted their greetings, among them President Ram Nath Kovind, Prime Minister Narendra Modi and Maharashtra chief minister Devendra Fadnavis. The States Reorganisation Act, 1956, defined boundaries for states within India on the basis of languages. The Bombay State formed under this act had people speaking various languages like Marathi, Gujarati, Kutchi and Konkani. But having two linguistic units in one state didn't seem to work. The Sanyukta Maharashtra Samiti was at the forefront of the movement to divide the Bombay State into two

states — one where people primarily spoke Gujarati and Kutchhi and the other where people primarily spoke Marathi and Konkani. Simultaneously, in Gujarat, this demand for separate states was spearheaded by the Mahagujarat Movement. The term Mahagujarat had been coined before Independence and had then included the Sindh region, which had gone to Pakistan during Partition. While both the Samyukta Maharashtra Movement and the Mahagujarat Movement had the same mission, certain elements ended up clashing over which of the new states would get India's financial capital Bombay, which ended up being part of Maharashtra. The states of Maharashtra and Gujarat thus came into existence according to the Bombay Reorganisation Act, 1960 enacted by Parliament on April 25, 1960. The act came into effect on May 1, 1960.

New Delhi : A United Nation Security Council envoy on Tuesday urged the Myanmar government to conduct ‘proper investigation’ into the alleged atrocities against the Muslim Rohingya community in the country, news agency AFP reported. According to the India Meteorological Department (IMD), there is no respite in store from the scorching heat for at least the next two days. Ahmedabad was also sweltering on Monday with a maximum temperature of 43°C, making the city the second hottest place in the state after Bhavnagar, which recorded a maximum of 43.8°C. The maximum temperature in Ahmedabad was two degrees above normal while the minimum, 26.3°C, was 0.6 degrees above normal. Relative humidity ranged between 54% and 22% on Monday. Few vehicles were seen on city roads in the afternoon.
