New Delhi : THE SUPREME Court on Tuesday expressed concern over the state of the iconic Taj Mahal and wondered if it was turning greenish due to negligence. A bench of Justices Madan B Lokur and Deepak Gupta, which perused photographs of the 17th century structure produced by environmentalist Advocate M C Mehta, said: “The marble was first becoming yellow… now it seems to be green….” The bench conveyed its displeasure to Additional Solicitor General A N S Nadkarni, who was representing the Centre, and Additional Solicitor General Tushar Mehta, who appeared for the Uttar Pradesh government.

New Delhi : It started as a Rs 2-per-litre subsidy to Karnataka’s milk producers by the then BJP government under B S Yeddyurappa in July 2008. On May 13, 2013, the day the new Siddaramaiahled Congress administration assumed office, the “incentive” — given to farmers over and above the procurement price paid by dairy cooperative societies — was doubled to Rs 4 per litre. And in November 2016, it was further raised to Rs 5 a litre. But Siddaramaiah’s government hasn’t stopped with Ksheera Dhare — as the subsidy/incentive scheme for dairy farmers is called. In August 2013, it launched a Ksheera Bhagya scheme. This one provides a 150-ml glass of free milk

daily to around 1.04 crore children: 65 lakh studying in government/ governmentaided schools and another 39 lakh in pre-school anganwadi centres. The free milk was initially given for three days of the week and, in July 2017, extended to five days. Both schemes cost money. An amount of Rs 1,206 crore has been budgeted for Ksheera Dhare this fiscal, the same as in 2017-18. The outlay for Ksheera Bhagya was Rs 700 crore last fiscal, which is projected to go up to Rs 840 crore in 201819 because of the free milk being made available for more number of days. The combined outgo will, thus, be well over Rs 2,000 crore. But the two

schemes, Ksheera Dhare in particular, have definitely given a huge boost to dairying in Karnataka. Between 2007-08 (before Yeddyurappa set the ball rolling) and 2012-13, milk procurement by the 14 district unions affiliated to the Karnataka Cooperative Milk Producers’ Federation (KMF) rose from an average 30.25 lakh kg per day (LKPD) to 49.06 LKPD. In the period after Siddaramaiah enhanced the producer’s subsidy, the average procurement rose to 70.77 LKPD in 2017-18. In other words, a more than 2.3 times jump in 10 years! Milk production in the state, too, has gone up from 42.44 lakh tonnes to 65.62 lakh tonnes between 2007-08 and 2016-17.

He said that the government has the right to seek reconsideration of proposals sent by the Supreme Court collegium as the power flows from three apex court judgements. “I wish to deny with all authority at my command that it has nothing to do with it (Justice Joseph’s decision) at all, for two obvious reasons. Firstly, a proper (BJP-led) government with nearly three-fourth majority has been elected in Uttarakhand. Secondly, that order was confirmed by Justice (J.S.) Khehar of the Supreme Court,” Prasad said in response to a media query. “Justice Khehar was the judge who also set aside the National Judicial Commission initiative of the government. Yet he

became the Chief Justice of India during the BJPled NDA government. I think that by itself is (proof) enough,” Prasad said. The government had on April 26 asked the Supreme Court collegium to reconsider its recommendation to elevate Justice Joseph to the apex court, saying the elevation may not be “appropriate”.The collegium again met today but deferred a decision on the issue. The five-member Collegium comprising Chief Justice Dipak Misra and justices J Chelameswar, Ranjan Gogoi, Madan B Lokur and Kurian Joseph met after the top court’s working hours, but no decision was taken. After the decision on Joseph’s elevation was deferred, the ruling BJP alleged that some political parties and individuals are constantly “scrutinising and commenting” on collegium meetings and trying to influence its decision making process, whereas the judiciary and its functioning should not be politicised.

Does Donald Trump deserve the Nobel peace prize? The apparent rapprochement between North and South Korea is an event of momentous significance. The border of the two countries represents one of the last remaining front lines of confrontation between the once formidable Communist bloc and the capitalist countries led by the US. North Korea is a nuclear power and the face-off between North Korea and the US has been dangerously shrill in recent times. Despite considerable progress having been made in North Korean leader Kim Jong-un’s nuclear programme, US President Donald Trump seems to have engineered a de-escalation of tensions. Does he deserve the Nobel peace prize? The discussion of rationality in game theory offers some clues. The legendary rocker Jimi Hendrix famously asked his fans: “Are you experienced?” Nerdy game theorists are content to inquire—“Are you rational?” They do it not so much out of an egoistic impulse to show you down (although there is a little bit of that) but out of sheer necessity. None of their analysis could even begin if they did not set forth for each player a well-defined optimization problem. In everyday parlance, the word rationality has come to have a positive connotation. But, in game theory, rationality is a value-neutral concept, simply denoting the desire of a person to maximize her pay-off. So one could have “crazy” rationality, for instance that of Adolf Hitler, or “altruistic rationality”, like that exhibited by Mother Teresa, or a rationality that reflects some combination of the above. Once pay-offs are defined with respect to the operative value systems, a game theorist merely analyses strategies and outcomes without commenting on the values themselves. So, a game theorist could opine whether Trump and Kim have played intelligently with respect to their value systems but not on the value systems itself. However, another thread of game theoretic literature interprets rationality as, exclusively, the pursuit of selfish ends, and asks if such a pursuit can bring about social order. It believes a social order not based upon the pursuit of self-interest is built on foundations of straw. This literature reprises a much older literature in political theory, associated with Thomas Hobbes, John Locke, and Jean-Jacques Rousseau who wondered if a self-interested society would lead to anarchy. It also relates to Adam Smith’s famous dictum that it is the pursuit of self-interest that animates the butcher and the baker to put meat and bread on our table, not their benevolence. The problems of collective action, including the prisoners’ dilemma, the problem of assurance, and chicken, often referred to in this column, fall within this mode of inquiry. Here, selfishness is justified but if and only if it leads to the public good. When it does not, as it often happens, an attempt is made to explore if redefining the rules of the game can bring about the social optimum.

Mumbai: Tiger Woods will use a new set of irons at this week’s Wells Fargo Championship in North Carolina, the 14-times major winner announced on Tuesday. Woods has been trying out the TaylorMade clubs for a while, and has decided the time is right to put them to the test in the heat of competition. “Phase 1 of irons development … is complete. Business GST collection breaches Rs 1 lakh crore mark for first time

New Delhi: The government has collected Rs 1.03 lakh crore in taxes under GST in April, indicating stabilisation of the new indirect tax regime which was rolled out on July 1 last year. The average monthly collection under the GST regime between August 2017-March 2018 was around Rs 89,885 crore. “GST collections in April exceeding Rs 1 lakh crore is a landmark achievement and a confirmation of increased economic activity as brought out by other reports,” tweeted finance minister Arun Jaitley. Mr Jaitley said that with the improved

Core sector growth rate slows to 4.1 pc in March; 4.2 pc in 2017-18 New Delhi: The growth of eight core sectors slowed to 3-month low of 4.1 per cent in March due to weak performance in as many as six sectors including coal, crude oil and natural gas. The other sectors which showed slower growth rate were refinery products, steel and electricity. The growth rate of eight infrastructure sectors, which also include fertilisers and cement, was 5.2 per cent in March 2017, according to the data released by the commerce and industry ministry today. The previous low was in the core sectors was 3.8 per cent in December 2017. Cumulatively, the eight core sectors grew by 4.2 per cent in 2017-18, lowest in the last three financial years. The growth was 4.8 per cent in the previous fiscal and 3 per cent in 2015-16. The core sector

would have an impact on the Index of Industrial Production (IIP) data as these eight segments account for about 41 per cent of the total factory output. Output growth rate of only fertliser and cement reported healthy numbers. Both the sectors grew by 3.2 per cent and 13 per cent respectively in March. On the other hand, coal, natural gas, refinery products and steel production growth slowed to 9.1 per cent (as against 10.6 per cent in March 2017), 1.3 per cent, 1 per cent, 4.7 per cent (as against 11 per cent a year ago) respectively during the month under review. Electricity generation growth rate too decelerated to 4.5 per cent as against 6.2 per cent in March 2017. Crude oil recorded a negative rate of growth of 1.6 per cent in March this year.

India's manufacturing sector growth rises marginally in April: PMI New Delhi: India's manufacturing sector activity improved marginally in April, driven by rise in new business orders amid favourable demand conditions, amid easing inflationary pressures, says a monthly survey. The Nikkei India Manufacturing Purchasing Managers Index (PMI), rose from 51.0 in March to 51.6 in April, indicating faster improvement in the health of the country's manufacturing economy than in the prior month. Inflationary pressures moderated for the second month in a row, with the softest increases for input costs and output charges reported since September 2017 and July 2017, respectively, the survey said. Meanwhile, expectations of interest rate cuts have been mounting on the Reserve Bank of India (RBI) in the wake of declining retail inflation and the need to fuel growth momentum. In its first

bi-monthly monetary policy for 2018-19 last month, the RBI had left the repo rate unchanged at 6 per cent. The MPC maintained the status quo for the fourth consecutive time since August last year. The accused were arrested by Satellite police on Tuesday afternoon. According to a complaint by Dina Solanki (name changed), resident of a village near Sanand, she lives with her father and two brothers. Two years ago, her mother had started living with a man, a resident of Rajivnagar near Satellite. The incident took place after a major altercation between her parents. “She has mentioned in the complaint that she used to visit her mother frequently. During that time, Ramesh, the accused, had started touching her inappropriately. When she raised the issue with her mother, she allegedly said that it was a way for her stepfather to express love and asked her not to mind it. In Diwali vacation of 2017, she had gone to live with her mother for a few days. At that time, Ramesh raped her,” said an investigator. When she brought the issue

Islamabad : Pakistan’s ousted foreign minister Khawaja Asif on Wednesday challenged in the Supreme Court his disqualification as a member of the parliament by a high court. A threemember bench of Islamabad High Court last week disqualified Asif as a lawmaker under Article 62(1)(f) of the Constitution for concealing details of his UAE work permit while contesting polls in 2013. Article 62, which sets the precondition for a member of parliament to be “sadiq and ameen” (honest and righteous), is the same provision under which former prime

minister Nawaz Sharif was disqualified on July 28, 2017, in the Panama Papers case. Hours after the IHC verdict, the Election Commission of Pakistan had formally de-notified 68-year-old Asif as a member of the National Assembly, leading to his ouster as the foreign minister. In his review petition, Asif said that he unintentionally failed to disclose his foreign work permit in his nomination papers — the basis for the Islamabad High Court decision against him. Asif said it was a “mistake” to not fully declare his income which was just 0.5 per cent of declared assets.

the episode. “As is standard operating procedure for a new president, the White House Medical Unit took possession of the president’s medical records,” she told reporters at a White House briefing Tuesday.
