CBSE leak: Delhi police arrest 3 from Himachal for circulating Class XII paper

New Delhi : Three persons, including a teacher, were arrested by the Delhi Police from a private school in Una, Himachal Pradesh on Saturday for allegedly leaking the Class XII Economics CBSE paper. The paper was leaked to a student, who wrote down the questions. A photograph of the paper was later clicked by a clerk of the school and circulated. With this, a total of six teachers have been arrested in the case so far. The three arrested by the Delhi Police Crime Branch include Rakesh, a teacher at the school, Ashok, a peon and Amit, a clerk. The student accused of copying the questions is being questioned by the police. A Crime Branch special investigation team (SIT) is probing the cases related to the alleged leak of the Economics paper and Class X Mathematics paper following complaints from the board. The original source of the leak, though, is yet to be identified,” an officer said. It was the WhatsApp chain through which the SIT managed to get its first breakthrough in the paper leak. RBI supervisory architecture and the bank frauds

At the first monetary policy statement of the Reserve Bank of India (RBI) for 2018-19, it seems impossible to believe that the previous bi-monthly on 7 February marked a high point in the relationship between the Union finance ministry and the RBI. There was on that date a regulatory add-on of a 180-day window of forbearance for payment dues from small borrowers, and abolition of loan limits in the MSME (medium, small and micro enterprises) segment. Those initiatives followed the supportive measures for the smallscale sector in the Union budget on 1 February, through the corporate tax cut, and additional funding for the Micro-units Development Refinance Agency (Mudra). The appearance of team play was shattered after the Punjab National Bank (PNB) fraud broke in mid-February. The PNB fraud has variously been placed as having been in operation since 2011, perhaps even earlier. Union finance minister Arun Jaitley, speaking at the Economic Times Global Business Summit on 23 February, blamed the top management and auditors of PNB, but was also quoted as having added: “Regulators ultimately decide the rules of the game and regulators have to have a third eye which is to be perpetually open. But unfortunately in the Indian system, we politicians are accountable, the regulators are not.” RBI governor Urjit Patel came back forcefully on the occasion of a 14 March address at the Gujarat National Law University, pointing to the lack of ownership-neutrality in the Banking Regulation Act of 1949. The act as amended withholds the RBI from imposing certain types of penalties for errant conduct on public sector banks, like firing the chief executive officer, removing directors or superseding the board. The speech lists seven of them. Patel was right to have pointed them out, appropriately in an address to young entrants into the legal profession. That kind of unevenness in the regulatory landscape clearly has to be swept away. That said, two issues immediately arise. First, instances where those powers were actually imposed have so far involved smaller banks for the most part. Perhaps the governor was trying to convey that the existence of those powers acted as a sufficient deterrent for them not to have been needed for the larger private sector banks (so far). Perhaps he was also justifying why he could not do what the public in its anger would like to see happen to the senior management of PNB. Second, deterrence is exercised more by a layered supervisory mechanism—such that what escapes the net at one layer is sure to get snagged in another—than through the threat of removal from office of senior management. Indeed, a regulatory penalty can be imposed only when the supervisory mechanism catches the lapse at some level. In the PNB case, the scam was caught within the bank and self-reported. It is this which has led to questions about the supervisory mechanism of the RBI. Regulation and supervision are attended to by different departments within the RBI. A department of banking supervision was created in 1993, distinct from the department of banking regulation. In 2009, even their reporting channels were directed towards different executive directors under different deputy governors. One of those posts fell vacant in July 2017, and has not yet been filled, so presently both departments report to the same deputy governor. The departmental separation of portfolios is exactly as it should be. Regulation sets prudential rules. Supervision is a function which, if not quite adversarial, ideally looks critically at regulation and spots risks not yet taken on board. Supervision got further separated into surveillance and enforcement in the regulatory policy add-on to the February 2017 monetary policy statement. Kochhar, the founder of Singaporebased Avista Advisory, appeared at the agency’s office in the Bandra Kurla Complex in Mumbai this morning, where he was asked about the role of his company in the restructuring of the loan, they said. He was asked about the help he extended to Videocon in relation to the loan from ICICI Bank, which was part of a Rs 400-billion credit given by a consortium of 20 banks to the group of Venugopal Dhoot. airport on Thursday, as he was trying to board a flight for a South East Asian country, on the request of the CBI, they said. The deal recently made news after reports questioned the loan and linked it to a possible quid pro quo that Dhoot allegedly had with NuPower Renewables, a company founded by Deepak Kochhar, Chanda Kochhar’s husband and Rajiv Kochhar’s brother. The CBI has registered a preliminary enquiry against Videocon founder Venugopal Dhoot and Deepak Kochhar and unidentified others, they said. A preliminary inquiry is the first step by the CBI to gather information about the allegations. If the agency is convinced there exists prima facie material in the matter, it may register a regular case against the accused.

Mumbai: As part of its probe in the Rs12,636 crore Punjab National Bank fraud case, the Central Bureau of Investigation (CBI) on Friday questioned former Reserve Bank of India (RBI) deputy governor H.R. Khan, persons familiar with the development said. The agency, however, did not clarify why Khan was questioned. He served with the central bank between 2011 and 2016. Khan could not be reached for comment. One of the persons cited above said that the questioning was “regarding the 80:20 gold import policy”. The development

comes just a day after the CBI questioned four senior RBI officials in connection with the Punjab National Bank fraud, involving jewellers Nirav Modi and Mehul Choksi. “Four RBI officials were questioned on Thursday in the PNB fraud case including three chief general managers and one general manager. It was to ascertain aspects of the case,” a CBI official said, on condition of anonymity. It was not immediately clear whether the investigative agency suspected any wrongdoing on the part of these officials. CBI did not name the officials.

Bengaluru: A case has been registered against Dalit leader and Gujarat MLA Jignesh Mewani for allegedly making provocative remarks against Prime Minister Narendra Modi at an event in Chitradurga, about 200 kms from Bengaluru, police said. The case was filed based on a complaint from a designated ‘flying squad officer’ on election duty of Chitradurga Assembly Constituency, T Jayanth. In his complaint, Jayanth alleged that Mewani had made the remarks against Modi, while addressing a gathering at an event in Chitradurga last evening. Cases were registered under IPC sections 153, 188 117 and 34, police said on Friday. “The role of youth

Pakistan’s economy set to surpass last year’s decade-high growth: State Bank of Pakistan

New Delhi: Pakistan’s economy is set to surpass last year’s decade-high growth of 5.3 per cent in the current fiscal year 201718 but would remain short of the target set by the government, the country’s central bank said today. The economy will remain at risk of a widening current account deficit, which is a combination of exorbitant oil imports, significantly maturing external debt repayments and slightly lower worker remittances in the remaining three months of FY18, The State Bank of Pakistan (SBP) said. The SBP while announcing the reports on the second quarter economic growth also cautioned that the growth would remain short of the 6 per cent target due likely to lower wheat output and late sugarcane crushing, The Express Tribune reported. “Pakistan’s economy surpassing last year’s growth rate (5.3 per cent) appears strong…GDP growth is likely to remain slightly below the target of 6 per cent (in

fiscal year 2018),” the SBP said in the second quarterly report for FY18 on the state of Pakistan’s economy. The deficit will continue to impact the foreign exchange reserves and keep economic managers engaged in making short-term international borrowing. “The risks to overall macroeconomic stability have increased due to widening imbalances in the country’s balance of payments,” the report said. “Reserves have already fallen to less than three months of the country’s import bill,” it said. The central bank predicted that inflation would remain in the range of 4.5-5.5 per cent against the target of 6 per cent mainly due to low food prices. It stood at 4.2 per cent last year. Pakistan may attract maximum remittances of USD 20.5 billion from overseas workers in FY18 that would be slightly lower than the target of USD 20.7 billion. Imports may shoot up to USD 54.3 billion against the target of USD 48.8 billion mainly due to heavy oil imports and imports of textile and steel inputs.

ISRO is all set to launch IRNSS-1L satellite on April 12 New Delhi: Just 48 hours after the launch of high power communication satellite GSAT-6A aboard GSLV F08 Mk II rocket, the mission control lost communication with the satellite after it was fired the third time to raise its orbit. ISRO is planning to conduct the next mission keeping the jolt and setback aside. The launch is scheduled on April 12 where ISRO will lift off the IRNSS-1L satellite aboard PSLV C41 rocket from the Satish Dhawan Space Center in Sriharikota. The satellite IRNSS-1L is the replacement of IRNSS1A satellite launched back in 2013 whose three atomic clocks onboard have stopped working over two years ago. Last year in August, ISRO fired up its PSLV C39 rocket with the payload bearing IRNSS-1H satellite which was the original replacement for defunct IRNSS-1A.

Rajkot: The farmers protesting in Gandhian way were welcomed by teargas shells by police in Badi village of Ghogha taluka in Bhavnagar district. The farmers are opposing taking possession of their land acquired before two decades for mining lignite. The farmers are opposing the taking possession by a contractor of state run Gujarat Power Corporation Limited (GPCL) and demanding to acquire the land as per the new land acquisition act 2013. A farmer leader Narendrasinh Gohil said “We came to protest in Gandhian way by giving the roses to police personal and officials of state government but they took it otherwise.” According to police sources two rounds of teargas shells lobbed to disperse the mob. The mob even after police’s violent

action showed nonviolent gesture and gave roses. The mob of nearly 2,000 people of surrounding villagers started Dharna in Badi village demanding justice. GPCL has acquired 1,415 hectares of government and private land in three mining blocks — Ghogha-Surka, Khadsaliya-I and Khadsaliya-II, of the total 2,980 ha required. The remaining 1,565 ha will be acquired in phases once the power plant, which is to be

set up by GPCL subsidiary Bhavnagar Electric Company Ltd (BECL), is fully commissioned. The land was acquired from 1,250 farmers in 12 villages of Ghogha taluka about two decades ago. The government has acquired the land in Badi, Padva, Hoidal, Malekvadar, Morsal, Thoradi, Rampar, Surka, Alapar, Khadasaliya, Thadsar and Lakhanka villages between the years 1997 to 2005.
