New Delhi : Two weeks after Rajya Sabha chairman Venkaiah Naidu rejected the impeachment notice against Chief Justice of India (CJI) Dipak Misra, two Congress parliamentarians on Monday challenged the decision in the Supreme Court and urged Justice Chelameswar for urgent listing of the petition. A five judge constitution bench in Supreme Court will hear the plea tomorrow. Congress MPs in the Rajya Sabha – Pratap Singh Bajwa from Punjab and Amee Harshadray Yajnik from Gujarat – in their joint petition said that once an impeachment motion was signed by the

Climate change turns coastal property into junk bond Afriend of mine who is a bit of a climate-change sceptic once challenged me with this question: If climate change is such a pressing danger, why haven’t coastal real estate prices crashed? It’s a fair question. If financial markets are even close to efficient, and if everyone knows climate change is about to flood the coasts, then it stands to reason that buyers would be shunning any real estate in the path of rising sea levels. Prices should retreat, at least somewhere. Now, one quick and easy rebuttal is that housing markets aren’t very efficient (remember 2008?).Since it’s very difficult to short-sell coastal real estate, the price should be set not by the average investor, but by the most optimistic. And all it would take would be a few investors who didn’t believe in climate change—or at least, who haven’t started thinking seriously about its implications—to keep prices well above their rational level. But this explanation, although true in general, doesn’t explain why there haven’t yet been at least a few well-publicized stories about coastal real estate prices crashing in specific areas. By now, the fact of climate change has been well-documented. Charts showing rising temperatures abound. Similarly, it’s widely accepted that rising temperatures are projected to raise sea levels. How much, exactly, is a difficult question. Forecasts have generally predicted a rise of 1.7-3.2ft by 2100, though some recent models say the increase will be significantly larger unless carbon emissions are substantially curbed. Zillow, a real estate website, estimates that a half-million homes in Miami could be underwater by century’s end, and has issued warnings for a large number of locations. The turn of the century, though, is a long way off. Most markets don’t depend very much on things that are projected to happen many decades in the future—the Internal Revenue Service counts the useful life of a rental property as only 27.5 years, and the longest-dated US Treasury bonds are only 30 years. Even in the worst-case scenario, sea level rise will be moderate by 2050—perhaps 1 or 2 feet along most US east coast locations. And there’s a good chance it will be much less. A rise of that magnitude doesn’t sound like a lot. But it would inundate a number of low-lying coastal areas. The National Oceanic and Atmospheric Administration’s sea level rise viewer app lets you play around with the data and look at maps. Even a moderately bad climate-change scenario could swamp some pieces of coastal real estate within a few decades. But sea level rise isn’t a gradual, steady thing.

Ahmedabad: Leading stock exchange BSE will launch trading in the commodity derivatives segment from October, and will focus on non-agri products to start with, a senior official said. Markets watchdog Securities and Exchange Board of India (Sebi) on December 28 last year had announced that from coming October, the country would have a unified exchange regime wherein stock exchanges would be allowed to offer trading in commodities derivatives. "The BSE will begin commodity exchange from October 1," its managing director and chief executive Ashish Chauhan on Monday said, adding,

Surat : Two tiny dots on the CCTV footage are believed to have led to cracking of the Surat rape-cum-double murder case even before the police had any idea about the identity of the victims and an iota of clue about the culprits. For more than 15 days after the recovery of the body on April 6 of an 11-year old in a bush on the outskirts of the diamond city of Surat, her death remained shrouded in mystery. The police felt helpless as all efforts to establish the identity of the victim, including announcing cash rewards both by the police and a local builder, remained futile. Her photograph was pasted and dispatched all over in bundles of sarees manufactured in Surat to other cities for sale, but yielded no result and the police kept groping in the dark to get a starting point into the investigation into the gruesome crime that read almost like the despicable Nirbhaya case in Delhi. Coming close on the heels of similar incidents in Kathua and Unnao, Surat also caused a nationwide public outcry after it was known that the poor victim bore 86 serious injury marks on her body, including on her private parts, and the post-mortem report indicated that she was subjected to repeated rape and inhuman torture for at least eight days before she was strangulated to death.

DGCA looks for seaplane ports in Gujarat GANDHINAGAR: The Directorate General of Civil Aviation (DGCA) has carried out an assessment to determine where seaplanes can be used in Gujarat. However, the survey has not included the Sabarmati riverfront from where Prime Minister Narendra Modi flew to Dharoi dam near Ambaji on a seaplane in December 2017. That was the first seaplane flight in Gujarat. Senior officers of the DGCA and private consultants visited Dharoi dam, Dwarka, and Somnath in Gujarat; and the Union territory of Diu to assess water stretches for seaplane use. Neither did the ministry of civil aviation include the Sabarmati riverfront in the survey nor did the Gujarat government recommend it. Captain Irshad Ahmed, the ministry of civil aviation’s technical consultant who visited all the suggested water stretches, said: “The ministry of civil aviation and DGCA had asked us to check the technical possibility of using seaplanes at Dharoi dam in North Gujarat

and Somnath and Dwarka in the Saurashtra.” He said there was no recommendations from the Government of India or the Government of Gujarat to evaluate the Sabarmati riverfront. “If we get instructions, we may do so in the future,” he said. Captain Ajay Chauhan — director civil aviation, Gujarat — said: “The DGCA makes the selections according to certain standards. It had included Somnath and Dwarka. We had suggested the inclusion of Dharoi.” He said that the Sabarmati riverfront lies below the normal air route and is close to the airport. “On safety and security parameters, the riverfront needs careful consideration,” he said. “For the PM or VVIPs it’s possible to control air traffic but for normal usage, certain technical considerations will come into play. As the seaplanes under consideration are amphibious, they can use Ahmedabad airport too.” That call, he said, should be taken by the state and central governments.
