Short News Supreme Court concerned about overcrowding in prisons, asks HCs to look into issue New Delhi : The Supreme Court has expressed concern about overcrowding in prisons across the country, in some cases beyond 150 per cent of the capacity, and asked all the high courts to consider the issue as it involves “violation of human rights”. The apex court requested the chief justices of the high courts to take up the matter as a suo-motu (on its own) writ petition and referred to a note given by an advocate, assisting the court as an amicus curiae, in this regard. “It appears from the note given by amicus curiae that the issue of overcrowding in prisons is not being taken seriously by the prison authorities.

Rajkot : Police lobbed teargas shells and resorted to lathicharge as protests by farmers of 12 villages opposing acquisition of their land for lignite mining turned violent at Surka village in Bhavnagar district on Sunday. This was third incident of violent protest in the area since April 1 when a state governmentowned company, Gujarat Power Corporation Limited (GPCL), claimed possession of around 1,414 hectares of land for mining lignite. CRPF man killed in J&K encounter resumed duty 10-day before attack
Srinagar : Just 10 days after J D Mandeep Kumar returned to Kashmir to join his 182 Battalion of CRPF (Central Reserve Police Force) after a week-long holiday, he was killed during an encounter with the militants in Pulwama district, officials said on Saturday. Kumar was part of the joint operation of security forces — Jammu and Kashmir Police, 55 Rashtriya Rifles of the Army and CRPF’s 182 and 183 Battalions —that had cordoned off Takiya village in Pulwama on Friday night after intelligence inputs on presence of at least three militants. As the joint security forces zeroed in on a house, where the militants were reported to be hiding, the militants resorted to indiscriminate firing. “In the initial exchange of fire,
one CRPF jawan, identified as J D Mandeep Kumar of 182 Battalion of CRPF, sustained injured and he later succumbed,” a police spokesperson said, adding that the militants managed to escape in cover of the darkness. A

Shimla : Fourteen people were killed and 15 injured in two separate road accidents in Himachal Pradesh’s Shimla and Sirmaur districts on Sunday. Eight people were killed and 15 injured when a bus skidded off the road and rolled down the hill in Sirmaur district. The bus was on its way from Manva to Solan town when the accident occurred near the Nai Neti panchayat, around 25 km from Rajgarh town. Most of the injured were admitted to the Regional Hospital in Solan. Sirmaur Deputy Commissioner Lalit Jain told IANS the rescue operation was over. Most of the victims were from Rajgarh area. He said the cause of the accident was yet to be ascertained. In another accident, all six occupants of a car were killed on the spot when it fell into a 300-foot deep gorge near

Money is the only winner in Karnataka
By all accounts, money was used in the Karnataka elections like never before. So much so that fears have been expressed that money might have even hijacked the results, as it happened in the RK Nagar assembly by-election in Tamilnadu, where TTV Dinakaran, contesting as independent candidate, beat both mainstream parties DMK and Jayalalithaa's AIADMK. The by-election had acquired such notoriety that the election had to be cancelled once due to rampant corruption by way of distributing cash and gifts to voters. Well, RK Nagar was only a by-election, while in Karnataka it was regular Assembly election, which meant it was a different ball game. Karnataka's chief electoral officer has gone on record saying that Rs 136 crore worth of cash, freebies and liquor had been seized in the state since the model code of conduct came into force by March-end. And most of the currencies were of Rs2,000 denomination. In fact, the widespread shortage of Rs2,000 notes in ATMs during the 2-3 month run-up to the elections was attributed to large scale withdrawal and hoarding of these notes. The cash crunch was felt not only in Karnataka, but in the neighbouring states of Andhra Pradesh and Telengana as well as some north Indian states. Similarly, the Income tax department is reported to have unearthed significant incriminating evidence of misuse of money power, from raising unaccounted funds to the distribution of cash and gifts by candidates. According to reports, the evidence has been shared with the Election Commission and other officials concerned for follow-up action. Money comes into play when there are no other gripping issue that engages people's attention, which seems to have been the case with the Karnataka elections this time, as indicated by the exit poll results. The possibility of a hung Assembly, which is what almost all polls are suggesting, indicates that there was no wave in favour of any party. That is an ideal situation for money to take over the proceedings. Just as the increasing influence of money on electoral politics is a pernicious tendency, it also indicates a growing disenchantment of voters with the way politics is conducted. When they find there is very little that differentiates between one party from another, except that they can at best go for the lesser evil, voters literally have no choice. When there is nothing to guide them by way of programmes and policies or ideology that demands their commitment for the common good of the society, they have only extraneous considerations, such as instant gratification, to go by. So, money provides the only incentive. This may serve the immediate purpose of the politician, but its long term implications are highly detrimental to the cause of democracy in the country.

Only films like Shaandaar with Shahid Kapoor, which although tanked later, managed to make Rs 13.10 crore on Friday and the hit film 2 States, which starred Arjun Kapoor and was written by Chetan Bhagat, did Rs 12.42 crore collection,” says a source. By these standards, Raazi seems to be the most profitable solo film of Alia Bhatt. Considering the fact that her co-star, Vicky Kaushal, wasn’t a highly popular face in the industry, this film can truly be considered her best opening as a solo heroine. Box office pundits predict that the film could do a lifetime business of Rs 80 crore.

The final buyer of the Salman Khan film, Race 3, will be confirmed on Monday. Race 3 has been made at a whopping budget of Rs 120 crore plus. Sources inform that a Bollywood corporate, which is also listed on the New York Stock Exchange, could be the company that clinches the deal at a price of Rs 190 crore. Interestingly, one of Salman's earlier movies was also sold to the same company and Salman is yet to be paid his dues to the tune of Rs 45 crore by the corporate. Now, when the corporate expressed its interest in buying off Race 3 from producer Ramesh Taurani, Salman who holds a majority stake in the film stepped in the way. “Salman has to recover around Rs 45 crore for the earlier film. And if the corporate has to clinch the deal, they need to pay the balance amount as well, which they have not paid,” informs a source. The trailer of Race 3, which will release on May 15, will also carry the name of the corporate backing the film, informs our source.

Mumbai: Global technology major IBM has said there is a massive shortage of cyber security professionals in the country, urging young graduates to look this segment, which is a high-margin segment for companies, as a lucrative career option.The company, which looks at India both as a market as well as a talent pool to serve the global markets on cyber security, said a whopping 3 million cyber security professionals are required in the country but the supply is not even 1 lakh now, Kartik Shahahni, integrated security leader for IBM India and South Asia, told news agancyhere. "Can I find people, yes I can. But can I find enough number of people? There is obviously an opportunity for more number of people than we actually have now," Ananda K Vaideeswaran, director and global integrated leader, chipped in saying. Shahahni explained that security solutions currently
contributes in "double-digit percentages" to IBM India's revenue at present, whereas its share of the total staff is much smaller. Stating that the cyber security professionals are "more productive" as it is a margin accretive vertical, he said, "the amount of revenue a security professional can bring to us is far higher than the amount of revenue a non-security professional can." The comments come amid rising concerns about the information technology sector from a workforce intake perspective. As more and more tasks get automated with the advent of newer technologies such as artificial intelligence and machine learning, fewer number of people are required by the USD 160-billion domestic IT sector to do the same work compared to the past when the industry was one of the leading job creators absorbing millions annually. The IBM executives declined to give a clear answer
whether cyber security can emerge as a much-needed succour from an employability perspective, but explained that different skillsets and approaches are required for grabbing such jobs. Vaideeswaran said there is a need for changes from the school and graduation level to the post-graduate level, which will help the industry get the right kind of people. For those who do look at cyber security, there is a need to look beyond ethical hacking, he said, adding this branch represents only 5 per cent of the security needs. "Not enough youngsters look at cyber security as a job opportunity. That is probably an area where we can do a lot as an industry," he said. He said IBM has been working with universities and tech schools to get the necessary manpower for its the business, and also works with the Data Security Council of India and industry lobby Nasscom on the same front.

New Delhi: Foreign investors have pulled out Rs 12,671 crore (USD 2 billion) from the Indian capital markets, in the last eight trading sessions, primarily due to surge in global crude prices and rise in yields of government securities here. These developments follow an outflow of over Rs 15,500 crore from the capital markets (equity and debt) in April, the steepest in 16 months. As per the latest depository data, Foreign Portfolio Investors (FPIs) withdrew a net sum of Rs 4,030 crore from equities and another Rs 8,641 crore from the debt market during May 2-11, taking the total to Rs 12,671 crore (about USD 2 billion). "An increase in (government securities) yields in the domestic market has seen FPIs pulling out money from the Indian debt markets, whereas outlflow of
money from equity market is a function of rise in global yields and deterioration in macroeconomic fundamentals of Indian economy largely due to rising crude prices. "Besides, FPIs have also booked profit ahead of the upcoming state election," Rakesh Tarway, head of research at Reliance Securities. Surat : After the rise in the prices of raw materials, the South Gujarat Textile Processors Association (SGTPA) announced the price hike on the job charges on grey cloth which would be implemented from May 15. Following the price hike of raw materials, like chemicals, coal, dyes, etc. SGTPA president Jitu Vakhariya had called for the executive body meeting on Friday to discuss the issue. The meeting continued for two hours and after looking into all aspects, the members finally decided to go ahead with the price hike of one to two rupee per meter on grey cloth. The new price hike will be implemented from May 15. There are over 350 dyeing and printing mills in Surat city which produce around 2.25 crore metre printed cloth from the mills. Sources in SGTPA said that the printing and dyeing charges on grey cloth are different for different factories. Till now, the minimum charges of printing per meter starts from Rs 7 which reaches Rs 25 per metre. The minimum charges for dyeing per meter starts from Rs 3 and goes up to Rs 10. Textile traders purchases grey cloth from powerloom weavers and give it to dyeing and printing factories for getting it printed and for softening of the grey cloth. Talking to The Sunday Express, SGTPA President Jitu Vakhariya said, “The dyes and chemicals companies raised their prices up to 20 per cent from April 1 as a result of which, the cost of printing and dyeing goes up to 50 paisa per metre and the mill owner had to bear the loss. Apart from this, the labour salaries have also been hiked. Even the prices of coal used in the mills to generate steam have also gone up to Rs 1,000 to Rs 1,500. Due to the price rise in all the sectors, we have also finally decided to hike the job charges of printing and dyeing on grey cloth.”

Five students killed, over 20 missing as bridge collapses in PoK PoK : At least five medical students were killed and over 20 others swept away after an old wooden bridge on a river in Pakistanoccupied Kashmir (PoK) collapsed on Sunday. According to reports in Pakistani media, the incident took place when the students, who were in their early 20s, were clicking photographs on the bridge in Neelum Valley. Unable to withstand the weight, the bridge collapsed, reports said. Police said five bodies have been recovered as of now and efforts are on to rescue the missing tourists. The Pakistan Army has also been roped
in to assist in the operation. However, the extremely cold water of the stream and its strong current are hampering rescue work, officials said. The students, who were on a college trip, belonged to two private institutes in Faisalabad and Lahore. Officials said the bridge could only withstand a maximum of four persons and that the students had ignored the warning signs. Pakistan Prime Minister Shahid Khaqan Abbasi has directed the deputy commissioner to speed up rescue operations and ensure action against anyone responsible for the negligence.
China’s first home-built aircraft carrier begins sea trials
Beijing : China’s first indigenously-developed aircraft carrier began sea trials on Sunday, official media reported, a historic step in the country’s quest to modernise its military and bolster its naval presence in the disputed regional waters. The 50,000-metric tonne vessel left a shipyard of Dalian Shipbuilding Industry in Liaoning province around 7 am (local time) against thick fog and with assistance from several tugboats, before navigating into the sea using its own propulsion, staterun China Daily reported. The vessel will become the country’s second aircraft carrier, and the first to be entirely built and designed inside of China, when it joins the navy sometime before
2020. The Navy said in a statement that the trial aims to demonstrate the reliability and capability of the ship’s propulsion systems. The still-unnamed carrier was launched this time last year but since then has been undergoing fitting of weapons and other systems and has not yet entered service. China launched the new aircraft after it commissioned the first carrier the Liaoning, a refitted Soviet Union-made vessel in 2012. Though Liaoning has become operational, it is being mostly used for research and improvements for the new carriers China plans to build. Reports said China is already building its third aircraft carrier in Shanghai. China reportedly plans to have four aircraft
carriers by 2030 to beef up its navy as it asserts its claims in the Indian Ocean and the disputed South China Sea. Few countries in the world have aircraft carriers. Besides India, the US, Russia, the UK, France, Italy, Thailand and China operate a total of 18 aircraft carriers. The US is the largest operator as it runs 11 nuclear-powered carriers with each having a full-load displacement of about 100,000 tonnes. Some reports said China is also planning to build a nuclear aircraft carrier. Chinese experts have said that the missions for the new carrier will be different from those for the Liaoning, which is mainly tasked with testing equipment and weapons as well as training personnel.
