Jaitley to take oath for fresh RS term tomorrow

New Delhi : Finance Minister Arun Jaitley, who is undergoing treatment for kidney ailment, will take oath tomorrow for his new six years term in the Rajya Sabha. The 65year old Jaitley elected recently from Uttar Pradesh will take oath at special ceremony due to his health condition. The ceremony will take place in the chambers of Rajya Sabha Chairman M Venkaiah Naidu at 11 am, sources said. Jaitley was on April 3 once again appointed as the Leader of the Upper House following his re-election. He has not been going to his North Block office since April 2. On April 9, he underwent dialysis at AIIMS here and has been confined to a controlled environment' at home. He had cancelled his scheduled foreign visits and had confirmed his illness in a tweet. I am being treated for kidney related problems & certain infections that I have contracted, he had tweeted. Jaitley, however, had not elaborated on the ailment, but said.

Gold Coast : Saturday was a day of many firsts for India at the 21st Commonwealth Games in Gold Coast. Javelin thrower Neeraj Chopra, paddler Manika Batra and boxer Mary Kom won India’s first gold medals in their respective disciplines. India won a total of 17 medals today, taking them past the 50-medal mark, and finishing the day with 59. The day’s medal haul began with boxing great Mary Kom winning gold in her first Commonwealth Games. She also became India’s first woman boxer to claim a Commonwealth Games gold. The 35-year-old five-time world champion and Olympic bronze-medallist claimed a unanimous verdict of 5-0 Northern Ireland’s Kristina O’Hara in the final. “I am so glad to have made history again, it is a special feeling to win something that is a milestone medal. I am just so glad,” a beaming Mary Kom said after the victory. “This medal and each one of my medals is special to me because I have worked equally hard for them. And I will continue to do so till the time my body is fit,” she added. This was followed by shooter Sanjeev Rajput winning gold in the men’s 50m rifle 3 positions. New Delhi : The CBI on Saturday booked former Chairman and Managing Director (CMD) of UCO bank Arun Kaul and others for an alleged fraud to the tune of Rs 621 crore and conducted searches in at least 10 places, eight of which are in Delhi and two others in Mumbai, news agency reported. Kaul served as CMD of UCO bank from September 1, 2010 to August 31, 2015. It was alleged that the accused persons in pursuance of criminal conspiracy defrauded the

Following the announcement by the PNB, numerous banks came forward with similar complaints which included OBC, HDFC among others. The CBI booked diamond jeweller Nirav Modi, his wife Ami Modi, brother Nishal Modi and his maternal uncle Mehul Choksi in connection with an alleged Rs 280 crore cheating case after it received a complaint from PNB on January 29.

New Delhi : Taking serious note of the coordinated airstrikes in Syria by the US, UK and France, the Ministry of External Affairs on Saturday called for an impartial probe into the alleged use of chemical weapons by the Bashar alAssad-led government on its civilians. “The alleged use of chemical weapons, if true, is deplorable. We call for an impartial and objective investigation by the Organisation for the Prohibition of Chemical Weapons (OPCW) to establish the facts,” the ministry was quoted by news agency said. British Prime Minister Theresa May said the airstrikes by the three countries sent a “clear message” to Syria against the use of chemical weapons. The British Prime Minister told reporters at a Downing Street press conference on Saturday that the coordinated strikes to degrade the Bashar al-Assad led Syrian regime’s chemical weapons capability involved four Royal Air Force (RAF) Tornado GR 4s. “This collective action sends a clear message that the international community will not stand by and tolerate the use of chemical weapons,” she said.

New Delhi : BJP MLA Kuldeep Singh Sengar, who is accused of raping a 17-year-old girl in Uttar Pradesh’s Unnao district, was on Saturday sent to seven-day police custody. The CBI has also arrested Shashi Singh, who allegedly took the woman to Sengar. The BJP MLA, who was on Friday arrested by the CBI, was produced before a Lucknow court earlier in the day where he claimed innocence and said he has ‘faith in the judiciary’, ANI reported. The victim, who arrived at the CBI zonal office in the city earlier in the day, was later taken to Ram Manohar Lohia hospital for medical examination. A day after Prime Minister Narendra Modi’s assurance, the victim expressed her confidence in receiving justice. Breaking his silence over the issue, PM Modi had stated that the country’s “daughters” would “definitely get justice”. “I want to assure the country that no culprit will be spared, complete justice will be done. Our

daughters will definitely get justice,” Modi told a rally in New Delhi. The alleged rape case came into the limelight after the victim tried to immolate herself outside Chief Minister Yogi Adityanath’s residence last week after alleging police inaction against the BJP MLA. The Uttar Pradesh government, which has been receiving flak over its handling of the issue, handed over the case of alleged rape and subsequent death of the victim’s father in judicial custody to the CBI. On Thursday, an FIR was filed against Kuldeep Singh Sengar and he was subsequently booked by

the UP Police on various charges under the IPC, including rape, kidnapping and criminal intimidation. Meanwhile, Samajwadi Party chief and former chief minister Akhilesh Yadav held the state director general of police (DGP) and Principal Secretary (Home) responsible for “shielding” the accused MLA of the ruling party. “The DGP and the Principal Secretary (Home) were shielding the accused. The entire country has seen how they were referring to him (the MLA) as ‘mananiya’ (honourable) at a press conference,” Yadav told reporters at the SP office in Lucknow.

Kathua, Unnao rape cases: What it will take to get justice for ‘India’s daughters’

Faced with growing countrywide outrage over the Kathua and Unnao rape cases, Prime Minister Narendra Modi broke his silence on the issue on Friday, promising justice for the “country’s daughters”. However, securing justice for women in the country is easier said than done. A Mint analysis of data on crime and punishment in India suggests that there are three big challenges when it comes to securing justice for women in the country: low trust in the police force, the slow pace of the judiciary, and the growing criminalization of politics, which undermines any serious attempt to reform India’s broken criminal justice system. These challenges pose a challenge for everybody in their quest for justice but they often prove insurmountable for those at the bottom of the social and economic hierarchy. Consider the data on state-wise crimes against women registered under the Indian Penal Code (IPC). The data shows that the rate of crimes against women moves in tandem with the overall crime rates across major states of the country. This suggests that there could be a strong reporting effect, which leads to under-reporting of crimes against women in states where overall recording of crimes is poor. In Bihar, for instance, both the overall crime rate and the rate of crimes against women are considerably lower than in most other parts of the country. In stark contrast, in states such as Andhra Pradesh and Delhi, both these rates are quite high.It is worth noting that till the mid-90s, most districts in Bihar did not report any crimes against women at all. National level trends also suggest that there might be a reporting effect at play. In the year following the so-called “Nirbhaya rape” in December 2012, crimes against women saw an unprecedented 25% jump, National Crime Records Bureau (NCRB) data shows. Reporting of crime has historically been low because of perverse policing incentives, and they tend to be even lower for gender crimes. As a 2009 research paper by Massachusetts Institute of Technology (MIT) economist Abhijit Banerjee and co-authors showed, policemen in India tend to be far more reluctant to register crimes such as sexual harassment and domestic violence as compared to other crimes such as break-ins. The second big challenge is the low conviction rates in gender crimes, which coupled with high pendency rates, inhibits victims from registering a criminal complaint. State-wise data again suggests that there is strong correlation between the overall conviction rates in a state with the conviction rate in gender crimes, although conviction rates for gender crimes tend to be lower than overall conviction rates across states. Pendency rates (the number of cases for which trial has not been completed expressed as a share of total cases on trial during the year) are high across most states of the country, and for almost all categories of crimes. While this is not a new problem, the pendency rate in India has reached its highest level since the turn of the 21st century in 2016, the latest year for which such data is available. There is a common reason for the high pendency and poor conviction rates: India’s overburdened police and judicial system. Compared to other large emerging markets, India has far fewer policemen and judges, once we adjust for the size of India’s population. What prevents greater investments in the criminal justice system, and in professionalizing the police forces? The answer lies, at least partly, in the lack of political will. Given the growing criminalization of Indian politics, most political parties are not interested in such reforms. The proportion of politicians with criminal charges against them has been rising steadily over the past decade, shows the political scientist Milan Vaishnav in his 2017 book, When Crime - Kapilkumar M. Mumbai: Infosys, India's second biggest outsourcer, today reported earnings for the fourth quarter ended March 31, 2018. This is the first full quarterly numbers under its new CEO Salil Parekh, who took charge of the Bengaluru-based IT major in early January. Infosys reported a net profit of Rs. 3,690 crore in Q4, mostly in line with market estimates. Analysts polled by news agency Reuters had on average expected Infosys to post a net profit of Rs. 3,709 crore. The profit for the March quarter was lower compared to the previous quarter (October-December), during which profit was boosted by reversal of an income tax provision of Rs. 1,432 crore. Infosys had reported a net profit of Rs. 5,129 crore for the quarter ended December 31, 2017. For the March quarter, Infosys's revenue from operations rose to Rs. 18,083 crore, a quarter-on-

quarter growth of 1.6 per cent. Operating margin in the March quarter improved to 24.7 per cent from 24.3 per cent in Q3. For FY19, Infosys guided for a revenue growth of 6-8 per cent in constant currency, in line with market estimates. Mumbai: Fortis Healthcare on Friday said that it has received "an unsolicited non-binding expression of interest (EoI)" from IHH Healthcare Berhad. According to a BSE filing, Fortis Healthcare's Board of Directors received this EoI from IHH Healthcare Berhad for possible due diligence and participation with the company. The IHH in its letter to the company's Board on April 11, 2018 made an offer of Rs 160 per Fortis share. The development assumes significance as on April 12, Hero Enterprise promoted by Sunil Munjal and the Burman family had offered, in a joint letter, to invest Rs 1,250 crore directly in Fortis Healthcare, to bail out the cash-strapped company. According to Munjal, the fund infusion "will go beyond addressing the urgent liquidity needs of the company and help the operations stabilise with

US adds India to currency watch list with China New Delhi: The US Treasury added India to its watch list of countries with potentially questionable foreign exchange policies, joining China and four others, according to a report issued on Friday. Treasury said the "monitoring list" includes those "major trading partners that merit close attention to their currency practices." In addition to India, the semiannual report to Congress names five countries that continue on the list from October: China, Germany, Japan, Korea and Switzerland. Ahmedabad: IF THE ongoing confusion over replacing the science, mathematics and English Class X textbooks of Gujarat Council of Educational Research and Training (GCERT) with those of National Council of Educational Research and Training (NCERT) on a pilot basis was not enough, the Gujarat Education Department is all set to introduce the NCERT textbooks of the two subjects — maths and science — from Class I to Class XI in all the 58,000 schools across the state from the next academic session. By doing so, the

Education Department has set aside its earlier decision to introduce NCERT books in a phased manner in all the schools affiliated to Gujarat Secondary and Higher Secondary Education Board (GSHSEB). Earlier, it was decided to introduce the NCERT books in only two to three classes every year, thereby completely replacing GCERT textbooks in all the classes from I to XII by 2020. The Education Department’s decision is set to impact nearly 1.15 crore students enrolled between Class I and XI in 43,000 government schools and 15,000 private

schools affiliated to the GSHSEB. “Since these subjects (mathematics and science) are relevant in view of the national entrance examinations like Joint Entrance Examination (JEE) and National Eligibility cum Entrance Test (NEET), it makes sense to replace the GCERT textbooks with the Central board,” Gujarat State School Textbook Board (GSSTB) chairman Nitin Pethani said justifying the Education Department’s decision.
