HC to DGCA on A320neos grounding: Use own mind
Mumbai : The Bombay High Court today asked the Directorate General of Civil Aviation not to "blindly" follow international guidelines on air safety but to use its own "independent mind" to ensure the passengers' safety. A bench of Justices Naresh Patil and GS Kulkarni made the remarks while hearing a plea for appropriate directions to Indian civil aviation authorities over recent failures of 'Pratt & Whitney engines,' that power A320neo planes. While adjudicating the plea by city resident Harish Agarwal, the bench also asked the DGCA to take appropriate steps to ensure that the modified engines in the affected aircraft of Go Air and Indigo Airlines meet requisite safety standards. The directions came after Additional Solicitor General Anil Singh, appearing for the Union government, told the bench that it was satisfied with all efforts made by the DGCA on the issue.

Supreme Court sets aside NGT order on restrictions on devotees at Amarnath Shrine cave
New Delhi : The Supreme Court on Monday set aside a National Green Tribunal order that had created a controversy by putting restrictions on devotees asking them to maintain silence while standing in front of the ‘Maha Shivalinga’, a natural formation inside the Amarnath cave in South Kashmir Himalayas. The top court said that the December 14 last year’s order should not have been passed by the NGT on a petition which did not concern the Amarnath cave shrine. The need for balancing the devolution scales
Every five years or so, the President of India, acting on the recommendation of the Union government, appoints a constitutionally mandated Finance Commission (FC). And so, in late 2017, the Fifteenth Finance Commission (FC15), led by the former member of Parliament and secretary to the Union government, N.K. Singh, was appointed. Most Indian citizens are generally not interested in the arcane topic of the terms of reference (ToR) for the FC. And yet, the ToR of FC15 have generated a fierce political debate that has spilled into newspapers. The nub of the debate is a full shift from using 1971 census figures for the fiscal devolution among states to using census figures from 2011. This small technical detail has set off a firestorm of protest from the southern states, who claim that they will be penalized for having followed prudent population policies in the intervening four decades. First, some context. Article 280 of the Constitution mandates that each FC make recommendations about the distribution of net proceeds of taxes between the Union and states (called vertical devolution) and also among states (called horizontal devolution). The FC has wide powers under the Constitution to (re)define financial relations between and among the Union and states. As a constitutionally appointed body, it has, within logical limits, the ability to “interpret” the elements of the ToR it receives. The Fourteenth Finance Commission (FC14) made a historic recommendation to devolve 42% of taxes to states from the previous 32%. However, the Centre scaled back Centrally sponsored schemes in states at the same time, resulting in only a small gain to states in financial devolution of about 1%, but a meaningful difference in autonomy on how the money could be spent. The horizontal devolution among states uses a formula that weights factors such as population, area, forest cover and fiscal capacity/income distance. FC14, for instance, used a weight of 17.5% for the 1971 census population, 10% for the 2011 census population, 15% for area and 50% for income distance. In some senses, therefore, the 2011 census genie is already out of the bottle, with the FC15 ToR simply allowing for the possibility that the entire weight (say, 27.5%) for population be based on the 2011 census. The technical discussion about the population base for horizontal devolution masks a deeper issue. Even though every FC tries to balance equity and efficiency, devolution in India has been weighted towards population, area and fiscal distance (backwardness). For instance, the ratio of Uttar Pradesh and Bihar’s population to Tamil Nadu’s is 3.0 and 1.5 times, respectively, but their share of tax devolution specified by FC14 is 4.5 and 2.4 times Tamil Nadu’s, respectively. Similarly, Bihar is 1.6 times larger than Gujarat in population, but received 3.1 times the tax share. It is only 86% of Maharashtra’s size but received 175% of Maharashtra’s tax allocation. In theory, FC15 could come up with any factor and is free to set weights between the factors in any logically defensible manner it chooses. For instance, FC15 could choose to give fiscal discipline a large weight (say, 50%). If it chose the latest three-year average revenue deficit (RD) to gross state domestic product (GSDP) as the metric, it would positively weight states like Haryana, Punjab and Tamil Nadu and limit states like Bihar, Uttar Pradesh and Telangana. Karnataka and Gujarat would form the “neutral” states if this factor was used. Alternatively, FC15 could use a disproportionate weight for human development indicators (HDI). The year is 1998 — much before Saina Nehwal's Olympic bronze or PV Sindhu's silver four years later. The Indians are yet to make acquaintance with terms like heavyweights or favourites, which currently accompany them to badminton arenas around the world. Simply put, the sight of the Indian contingent didn't quite make their opponents quake when they walked onto the court. Not then. Popat, at 40 years of age, recollects her 20-year-old self-staring at the scoreboard at the arena in Kuala Lumpur. The score shows that she’s trailing 1-9 in the third game with a spot in the women’s singles final on the line. Popat remembers saying a line over and over in her mind. Almost like a chant. "If you lose this match, you'll regret it for the rest of your life."

Randstad Insights Salary Trends Report 2018 analyzed 1,00,000 jobs across 20 industry verticals and 15 functions. As per Randstad Insights, Bangalore has topped the list in the 2017 salary trends report as well. New Delhi: E-way bills were made compulsory for movement of goods within and across five states - Gujarat, Uttar Pradesh, Andhra Pradesh, Telangana and Kerala - on Sunday. Other states will come under the system in a phased manner. Around 240,000 e-way bills (inter state and intra-state) were generated on the portal yesterday. Traders and transporters operating in these states have been mandated to register, or enroll, on the e-way bill portal. A GST council official said the number of bills did not go up significantly on account of intra-state roll out on Sunday. One of the major reasons, he said, could be that Gujarat has mandated e-way bill for intra-state movement for only 19 items, including edible oil, oil cakes, ceramic tiles, iron and steel, processed tobacco, gutkha, cigarette, cement, timber products, tea, marble and granite. The rollout is part of the Goods and Services Tax (GST) Council's mission to rollout nationwide electronic permits for all goods worth
Rs 50,000, or more, and local transportation beyond 50 km. The council intends to adopt the system at all levels by June 1. Karnataka was the only state to implement the intra-state movement of goods on April 1 along with nationwide inter-state shipments. A statement issued by the Finance Ministry on April 9 said that more than six million e-way bills had been generated since April 1. "The intra-state roll-out of e-way bill system is expected to smoothen trade and industry, and eventually pave the way for a nationwide single e-Way Bill system," said the statement. The e-way bill was introduced as an antitax evasion feature under Goods and Service Tax, which will give a clearer picture of value of goods transported, thereby bringing all informal transactions under the umbrella of the formal economy. Experts and policy makers said e-way bills can boost GST revenue collection, which, over the past few months, has not met the expectations.

"We have also been tracking all movements on nearby roads through CCTV footage and are listening to phone calls made in the area to see if anyone was or is talking about the matter," Jadeja informed. "The Crime Branch of the Surat Police is fully dedicated to finding and arresting all criminals who are responsible.
