Jammu: Two persons have been arrested for allegedly being involved in the killing of a nineyear-old boy in Samba district, the police said today. The body of the boy was found in a pond near his house at Meen Sarkar village on March 6, a police spokesperson said. During investigation, the police rounded up several suspects and during questioning, one of them confessed to his involvement in the crime, he said. On the information provided by the accused, his accomplice was arrested, the spokesperson said. Even though the spokesperson declined to reveal the motive of the crime, a police official, on the condition of anonymity, said the accused were sexually abusing the boy for quite some time and strangulated him after he threatened to disclose it to his family. "They then threw his body in the pond," the police official said.

Is the Reserve Bank of India toothless?

It is good that Reserve Bank of India (RBI) governor Urjit Patel has finally broken his long silence. Unlike his predecessors, Patel has been reticent in indicating the thinking of the central bank. While the interviews and speeches of governors and deputy governors work as powerful signalling and reassuring measures— both to the markets and to the general citizenry—the silence has also been an eerie signalling mechanism that was shaking our confidence. It is good now that there is some scope for debate and dialogue. The governor’s speech on 14 March at the Gujarat National Law University, Gandhinagar, highlights significant issues about the difference in regulation of public and private sector banks. The governor raised the issue of dual control over banks based on ownership issues. The problem is deeper than this. But while recognizing this, one is not sure that the current crisis could have been addressed in the framework suggested by Patel. He talked about powers to make board-level changes and forced mergers. Those powers are in the nature of deterrence and are too drastic to be curative in the current instance. Let us break up the issue of dual control. This issue is not specific to public sector banks. Even in case of the cooperative banks, dual control was a festering issue, with the state governments, through the registrar of cooperative societies, having most of the powers that Patel alluded to. This is by virtue of the institutions being incorporated under The Co-operative Societies Act. This issue was addressed when Y.V. Reddy was the governor. The RBI was able to arrive at a regulatory framework for the cooperative banks. This was done through a memorandum of understanding with each state government which defined how the governance change and merger powers would be exercised in consultation with, and upon the recommendation of, the RBI. Therefore, pending deep reforms on the ownership and governance of public sector banks, there is a template for regulatory framework available. Deep reforms, as recommended by the P.J. Nayak committee, needs political will, which seems to be lacking every time. However, in the case of public sector banks, the problem of dual control is even deeper. In addition to ownership and governance-level control, there is also significant operational control that the Union finance ministry exercises. This control bypasses the boards. That is why one cannot hold the board residually responsible for the performance of the bank. A programme like the Pradhan Mantri Jan Dhan Yojana (PMJDY) is operationally guided by the ministry and bypasses the board-directed strategy. Mumbai: In an effort to increase the productivity of locomotives, and streamline operations, the Indian Railways is all set to use mathematical formulas to calculate the number of locomotives required for each train. Till now, each of its 16 zones, would manually prepare the mentioned locomotive links, to operate the allocated trains, but that is set to change. The Ministry of Railways released a statement recently, speaking of its involvement with the evolution and implementation of the system. The software-based decision support system will optimise locomotive deployment to run passenger trains across the nation. The system will use a mathematical model to work out the minimum number of locomotives needed to run all the passenger trains, as per the timetable, slotting in maintenance and operational

activities as well. The model will benefit the railways, freeing up 30 diesel and 42 electric locomotives, to the tune of Rs 720 crore. These newly-free locomotives will be utilised to run additional freight trains and earn additional revenue. A pilot optimisation exercise was conducted by the Transformation Cell of Railway Board, with the active participation of all the zonal railways. Passenger train scheduling is an everchanging process, as train schedules, new trains, and traction changes due to the ongoing electrification, affect timetabling. Keeping this in mind, the Railways Ministry, in this year’s budget, had green flagged the implementation of this project to institutionalise this process of locomotive link optimisation using decision support system software.

If various media reports are to be believed then the Narendra Modi government is considering increasing the salary of low-level officials, from matrix level 1 to 5 and go beyond the recommendations of the 7th Pay Commission. The central government employees especially the lower-level ones might get an increased pay under seventh pay commission from April. According to various reports in media, Union Finance Minister Arun Jaitley mulls increasing the minimum pay and fitment factor for them, which would be effective from April 1, 2018. According to The Sen Times, the government employees, who receive salaries from pay matrix level 1 to 5, are expected to receive hike in minimum pay scale to Rs 21,000 from

Rs 18,000 from April 1, 2018. These employees will reportedly see an increase in their fitment factor from 2.57 times to 3.00 times of the basic pay of 6th Pay Commission. An official told the newspaper that FM Jaitley will prefer to pick and choose lower-level employees and pay hike accordingly rather than salary hike for middlelevel employees. Currently, the Central government employees are getting basic pay according to the fitment formula of 2.57 of the basic pay and if this big step is taken, it will come as a massive news for the Central government employees. Fitment factor is a figure used

by 7th CPC with which the basic pay in 6th CPC regime (i.e Pay in Pay band + Grade pay) is multiplied in order to fix basic pay in revised pay structure (i.e 7th CPC). Fitment factor formulated by 7th CPC is 2.57. It is expected that the proposal would be sent to the Cabinet at the start of next financial year. The Seventh Pay Commission had earlier recommended Rs 18,000 as the basic salary but the employees are demanding it to raise further to Rs 26,000. Arun Jaitley in 2016 in Rajya Sabha promised to hike pay of the central government employees beyond the suggestion of the 7th Pay Commission.

Jagtar Singh Tara Given Life Imprisonment In Beant Singh Assassination Case New Delhi: Jagtar Singh Tara was sentenced to life imprisonment till death today for the assassination of former Punjab Chief Minister Beant Singh in 1995. The court of Additional District and Session Judge J S Sidhu pronounced the sentence in the high security Burail jail in Chandigarh where Jagtar Singh Tara is currently lodged, his counsel Simranjit Singh said. A fine of Rs. 35,000 was also imposed on Tara by the court, he said. The lawyer said his client would not challenge the order in the higher court. "Jagtar Singh Tara told the court that he does not regret killing Beant Singh, he also said that, 'I have been fighting the battle of Sikhs' freedom against the govt & will continue to do so'," the lawyer was

quoted by said. Jagtar Singh Tara had confessed to his involvement in the assassination of Beant Singh in 1995, in a confession letter which he had submitted to the court in January this year. On August 31, 1995, then chief minister Beant Singh was killed in an explosion outside the Civil Secretariat

in Chandigarh. Sixteen others also lost their lives in the incident. Punjab police employee Dilawar Singh had acted as a human bomb in the incident. Jagtar Singh Tara was arrested in September, 1995 in Delhi. However, he and two other accused escaped from Burail jail during the trial of the case in 2004.

Staring at acute crunch, Gujarat stops Narmada water supply for irrigation Ahmedabad: As Gujarat stares at an acute water crisis, the state government has finally stopped supply of water to farmers for irrigation from Sardar Sarovar Dam on Narmada river. With this, the government has now reserved the remaining water stock solely for drinking purpose. Currently, the water level in the Sardar Sarovar dam is at about 105 meters, roughly less than 50 per cent of the normal. What's more, the spread of water in the reservoir which was across 214 km during monsoon season, has shrunk to less than 90 km area. After stopping water for irrigation, the outflow of water has come down from around 9000 cusecs

Rajkot: An eleven-yearold girl, who was allegedly raped by six persons, today gave birth to a baby girl at the government hospital here. While four of the accused were arrested earlier, remaining two were arrested today, police said. Nanji Javiya (67) and Arvind Kubawat (60) were arrested in the case on March 13 on the basis of the complaint lodged by victim's mother at Bhaktinagar police station. Ahmedabad: Three states have come forward to participate in the bidding process, wherein cheap power will be procured from stressed assets as part of a new power ministry scheme. Gujarat and Maharashtra have asked for 500 Mw each under the programme while Uttar Pradesh is set to procure 1,000 Mw The scheme was launched as one of the measures to provide relief to stressed power generating assets. The new centralised bidding for 2,500 Mw will be held, which would invite quotations from

power developers for a lump sum tariff. This would also involve power aggregation and disbursement according to the cost and the states’ demand The lump sum tariff would have to be quoted with a “very nominal” fixed cost portion. Officials said power developers will bid against the cap offered on fixed cost. Power tariff for coal-based power plants comprises fixed cost and variable cost. Fixed cost is the capital cost of the power plant and variable cost comprises cost of fuel, transportation, etc. If a state has signed a power

purchase agreement (PPA), it has to pay the fixed charge even when not procuring power. The government will also set a power aggregator, which would call for tenders and collate all bids and power supply. It would then disburse power to states that wish to procure low fixed cost electricity. Sources said state-owned Power Trading Corporation (PTC) will be the aggregator and the bid document is being drafted by Power Finance Corporation (PFC). PFC executives said Gujarat has expressed interest to follow a similar

bidding route to procure an additional 5,000 Mw. In the last five years, no fresh PPAs have been issued by

any states except Kerala and Uttar Pradesh. UP later cancelled the PPAs it signed. About 105,000 Mw of power
