BJP stages walkout in Telangana assembly

Hyderabad: The opposition BJP today staged a walkout in the Telangana Legislative Assembly alleging that the TRS government adopted a negligent attitude towards extending metro rail services to the old city of Hyderabad. The protest is politcally motivated, state municipal administration minister K T Rama Rao said. Replying to BJP floor leader G Kishan Reddy's charge that there has been delay in providing metro rail services to old city, he said there is some delay due to the presence of religious structures and "sensitivities." The state government is committed to connecting the old city to metro rail network and also to linking Falaknuma (in old city) to the airport. Of the 72 km length of Phase-I (of the project), 30 km has been opened for commercial operations. "With an overall progress of 85 per cent, the project works are going on at a brisk pace in other portions," Rao said.

The Delhi Police on Tuesday arrested Professor Atul Johri of JNU after allegations of sexual harassment were leveled against him by students. 39 Indians killed in Iraq’s Mosul: No govt can declare anyone dead without proof, says Sushma Swaraj New Delhi: “All 39 Indian men abducted by Islamic State in Iraq in 2014 are dead”. This statement by External Affairs Minister Sushma Swaraj in Parliament on Tuesday brought down curtains on hopes of the family members of the 39 “missing” Indian construction workers being alive. While some questioned why the government kept them in the dark, others sought refuge in grief and demanded assistance from the Centre. Among the 39 Indians who were missing, most were from different places in Punjab like Amritsar, Gurdaspur, Hoshiarpur, Kapurthala, and Jalandhar, while a few belonged to Himachal Pradesh and Bihar. Several relatives of the deceased workers assailed the government for not informing them about the incident before making it public. “The government kept us in the dark all these years. Now after four years, they are making such a shocking statement,” said Sarwan whose 31-year-old brother Nishan was among those killed. He recalled

that Swaraj had met them 11 to 12 times and every time assured that the missing Indians were still alive. “We met the Union minister (Swaraj) 11 to 12 times and were told that as per their sources, the missing Indians are alive. They have been saying that Harjit Masih, the lone survivor, is a liar. If your sources have been saying they were alive and now suddenly what happened. The government should have told us they have no information about missing Indians rather than making false statements,” quoted Sarwan, who last heard his brother’s voice on June 21, 2014, as saying. Why India needs the right to economic growth

On Saturday, a headline in this newspaper caught my attention. Inaugurating the 84th plenary session of the All India Congress Committee, its president Rahul Gandhi said India was feeling tired and directionless. He added that only the Congress party could take it forward. He was right on the diagnosis and wrong on the prescription. One of the principal reasons that the country feels tired and directionless is that the Bharatiya Janata Party (BJP) has governed in the same manner as the Congress did between 2004 and 2014. That is why there is a sense of déjà vu about the feeling of tiredness and lack of direction. Both major political parties have failed to rise to meet India’s aspirations. There is no sign that the Congress party has learnt the right lessons from its reign. The resolution on agriculture, employment and poverty alleviation moved at the plenary session suggests that the party has learnt nothing from its mismanagement of the economy for a decade from 2004, and particularly after 2009. So, while it is true that the BJP did not remove the feeling of fatigue and lack of direction from 2014, the Congress is ready to pick up from where it left off in 2014 so that the nation collapses from fatigue and lack of direction. India should be worried. The current government has not been imaginative enough to reverse some of its predecessor’s policies and has compounded them with its obsession with economic morality. The recent decision to scrutinize all advances above Rs50 crore and the complicated ban on promoters and related parties from bidding for auctioned assets under the insolvency procedure are but two recent examples. The government is either ignorant of, or indifferent to, the operation of the law of unintended consequences. Uncertainty looms large over India’s economic growth outcomes notwithstanding the fact that the ink on upward revisions to economic growth forecasts for India has barely dried. Both parties have denied India the “right to economic growth”. The success of the unconditional cash transfer project launched in Madhya Pradesh in 2010 was a reminder of what Indians could do with the right to economic growth. Given cash without strings, the poor figured out how to spend it. Nutrition levels went up. Choice of food improved. They invested in sanitation, better cooking and lighting energy sources, and enrolled their girls in schools. These were covered by the media and the discussion that followed was on predictable lines. The elite argued for the state to stay with non-cash support that had been abused systematically for decades while the pro-market commentators hailed the success of the pilot. The latter are right, but also wrong for another reason. The issue is not one of choice between conditional and unconditional cash transfers or between cash transfers and non-cash welfare benefits to citizens. An unconditional cash transfer raised their income. It empowered them with choices and they chose well. The experiment highlights the potential of higher incomes to transform people’s lives. Higher income is a consequence of economic growth.It was in 2002 that David Dollar and Aart Kraay wrote a paper with the catchy title, Growth Is Good For The Poor. It was published in the Journal Of Economic Growth. They showed that average incomes of the poorest quintile rose proportionately with average incomes in a sample of 92 countries spanning four decades. Seven of nine states with sex ratio at birth – number of girls born per 1,000 boys – worse than Indian average are from the north and two are from the west; the states with the fewest girls being born are Haryana, Uttarakhand and Gujarat, among India's top 10 richest states. There

are 900 girls for every 1,000 boys, according to the Sample Registration System (SRS) 2013-15, the latest available data. Haryana, India's fourthrichest state (2015-16), reports India's worst sex ratio, with 831 girls per 1,000 boys. Uttarakhand,

with 844 girls per 1,000 boys, is the eighth richest, and Gujarat, with 854 girls per 1,000 boys, is the 10th richest.
