Govt to set up 18 new missions in Africa by 2021

New Delhi: The Union Cabinet today approved the opening of 18 new Indian missions in Africa with an aim to expand India's footprints in the resource-rich continent where China has been trying to increase its presence. The new Indian missions will be set up over four years, from 2018 to 2021, the government said in a statement. It said the new Indian missions will be opened in Burkina Faso, Cameroon, Cape Verde, Chad, Republic of the Congo, Djibouti, Equatorial Guinea, Eritrea, Guinea, Guinea Bissau, Liberia, Mauritania, Rwanda, Sao Tome and Principe, Sierra Leone, Somalia, Swaziland and Togo. Currently, India has 29 resident missions in Africa. "The decision will enhance India's diplomatic outreach in the African continent and allow India to engage with Indian diaspora in African countries," the government said. It said the opening of new missions is also a step towards implementing the vision of enhanced cooperation.

The deceased personnel were identified as Mohammad Ashraf Rather and Naik Ranjeet Singh of 160 battalion of the Territorial Army, and Special Police Officer Mohammad Yousuf Cheche and policeman Deepak Thesoo. The identity of third deceased Army jawan could not be ascertained. One policeman of the Special Operation Group (SOG) was also injured and "is stated to be stable". The Army's elite force, Para Commandos, have also been brought in to the site to wrap up the encounter. Kupwara is over 110 km north of Srinagar and is a frontier district, close to the Line of Control. Meanwhile, Chief Minister Mehbooba Mufti expressed solidarity with the bereaved families of the deceased personnel.

GNS Ag / New Delhi: The armed forces are facing a shortage of over 52,000 soldiers with the Army topping the list with over 21,000 vacant posts, the government said on Wednesday. According to the details provided by Minister of State for Defence Subhash Bhamre in the Lok Sabha, the Army is reeling under a shortage of 21,383 personnel, while the number of vacant posts in the Navy is 16,348 and 15,010 in the Air Force. Replying to a question, he said 7,680 posts of officers are lying vacant in the Army. To a question on the Rafale deal, Defence Minister Nirmala Sitharaman said all relevant procedures were followed to ensure transparency in the acquisition of the 36 jets. India had in 2016 inked an inter-governmental agreement with France for procuring 36 Rafale fighter jets at a cost of around Rs 58,000 crore. The delivery of the jets is scheduled to begin from September 2019. The Congress has been

demanding details of the agreement, including the cost of equipment and weapons, alleging that the deal negotiated under its rule was much cheaper than the contract signed by the Modi government. “In the acquisition of 36 Rafale aircraft, all relevant procedure as laid down in defence procurement procedure were followed to ensure that due transparency existed in the entire acquisition process,” Sitharaman said. She said the government preferred the inter-governmental route to procure the jets considering critical operational requirement of the Indian Air Force. New Delhi: The CBI has registered a case of alleged loan fraud of Rs 8.24 billion committed by Chennaibased Kanishk Gold Pvt Ltd on a consortium of 14 banks led by the SBI and carried out searches on Thursday, officials said. The case has been registered by the Central Bureau of Investigation (CBI) on a complaint from the State Bank of India (SBI) on behalf of the 14-bank consortium, they said. The agency has booked the company

The CBI carried out searches at the official and residential premises of promoters of Kanishk Gold Pvt Ltd as it launched probe in the Rs 8.24-billion loan fraud case, the officials said. The company engaged in manufacturing gold jewellery which was marketed under the brand

name 'Krizz' which were sold through distributors till 2014. But in 2015 it changed its business model to B2B (business-to-business) and started supplying to large retail jewellers, the SBI said in the complaint to the CBI. The loan accounts of the company were taken over by the SBI from the ICICI in 2008, while its banking arrangement was converted into a multiple banking system in March 2011, it said. The SBI alleged that the "fraud" is to the tune of Rs 8.24 billion, but the security available with it to cover the "loss" is only around Rs 1.56 billion. CBI officials said the complaint has been received and the agency was in touch with the bank because of certain loopholes in the complaint which were to be rectified by the bank. The complaint from the SBI came in public domain before the agency could complete its searches raising fears in the CBI that it may not be able to grab hold of crucial documentary evidence, sources said.

First sentencing in lynching over cow: 11 get life term for Alimuddin Ansari’s murder in Jharkhand GNS Ag / Mumbai: A fast track court (FTC) in Ramgarh on Wednesday awarded life imprisonment to 11 of the 12 accused convicted in Alimuddin Ansari’s lynching that took place in Jharkhand’s Ramgarh district last year in June. Additional Judge-II Om Prakash handed out the life sentence after hearing both sides on the quantum of punishment. The court has also directed the district services legal authority (DLSA) to initiate proceedings for ensuring adequate compensation to the victim’s family. The court had convicted them on March 16. was beaten to death by a mob led by members of a local gau raksha samiti, who had intercepted his van in which he was carrying beef. The mob had also set his vehicle ablaze. The incident had occured a day after Prime Minister Narendra Modi had decried people taking law into their hands in the name of ‘gau raksha’. “We had prayed the court for maximum punishment.

However, the defence had sought leniency on the ground that it was first criminal case against them. The court has awarded life sentences to all the 11 convicted. The court has not given any decision on the 12th accused, whom we want to be treated as an adult, although he is between 16 and 18 years of age,” said Additional Public Prosecutor Sushil Kumar Shukla.

SC verdict on SC/ST Act must be reviewed, rise in atrocities against Dalits: Congress

Congress senior spokesperson Anand Sharma asked the government to clarify its stand on the issue, claiming there was a "sense of insecurity" among Dalits and other oppressed classes after the apex court verdict. If it is not reviewed, it will be very unfortunate. There is a feeling on insecurity among the SC/STs and other oppressed classes. We feel

there should be a review of this decision which will be in national interest. “Why is the government silent on this issue. Government should clarify its stand and should present its version before the Supreme Court through the Attorney General. If the government remains silent, it means that the government supports the decision,” he told reporters. Party MP Kumari Selja alleged that the development is a result of the BJP-RSS policy, as

they are “conspiring to end reservation”. The Chief Whip of Congress in Lok Sabha, Jyotiraditya Scindia, said the BJP and RSS want to end reservation and neither the prime minister nor any minister in the government has so far given any clarification the issue. Congress Communications incharge Randeep Sujewala said the Centre and the Maharashtra Government, which were a party on the issue in the case, did not

present their case properly. He alleged that there was a rise in the number of cases of atrocities against dalits and other oppressed in society. He said either this verdict should be reviewed or a fresh amendment be made in the Act. The Supreme Court yesterday diluted its stringent provisions mandating immediate arrest under the law in a bid to protect honest public servants discharging bonafide duties from being blackmailed with false cases under the SC/ST Act, The top court said that on “several occasions”, innocent citizens were being termed as accused and public servants deterred from performing their duties, which was never the intention of the legislature while enacting the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act.

The unfinished agenda of electoral reforms

The Finance Bill 2018 and the Union Budget 2018 were passed without any discussion in the Lok Sabha. This meant that Parliament did not find the time to debate and analyse the proposal to spend Rs24.4 trillion of taxpayers’ money, amounting to almost one-seventh of India’s national income. The lawmakers, or rather people’s representatives in Parliament, however, found the time to hike their own salaries, and also approved by a mere voice vote, the authority to draw an additional Rs800 billion from the Consolidated Fund of India. This non-debate is not a proud moment for the world’s largest democracy. The Finance Bill is technically called a “money bill”. It does not need to be approved by the Rajya Sabha. This year’s Finance Bill also had within it an embedded paragraph dealing with the Foreign Contribution Regulation Act (FCRA), 1976. That law banned political parties from accepting donations from foreign firms. The law was repealed in 2010 and replaced with a new FCRA (2010). In 2014, the Delhi high court found both the Bharatiya Janata Party (BJP) and the Congress guilty of having accepted donations from a foreign company, in breach of FCRA 2010. So, last year, the Finance Bill sought to modify the definition of a “foreign company”, which potentially renders the guilty verdict as null and void. But that still left open the possibility of a breach of the older law, which was in force till 2010. So, to eliminate any culpability on that count, Finance Bill 2018 simply backdated the amendment to 5 August 1976. This is classic retrospective amendment trickery, which the present government had forsworn. No other political party seems displeased with this retrospective amendment, even for the dishonourable intention of overturning a guilty verdict. It is as if a non-money bill item was smuggled into the Finance Bill. The underlying malaise is the unfinished agenda of electoral reforms. The big-ticket pending items are ensuring complete financial transparency in the functioning of parties and of expenditure during elections, internal democracy within parties, and debarring candidates who have criminal record from contesting elections. The Chief Election Commissioner (CEC) wrote a letter with details of desirable electoral reforms to the then prime minister in July 2004. That had a list of 22 actionable items which required parliamentary action. That letter seems to have fallen on deaf ears. No action resulted. Again in December 2016, the CEC compiled another list, incorporating the old one, and requested Parliament to enact reforms. The mandate of the Election Commission (EC) is to conduct free and fair elections, by providing a level playing field in an atmosphere without fear. It has plenary powers derived from a section of the Representation of the People Act 1951, under which it can issue orders to ensure free and fair elections. But clean politics requires clean funding, and clean candidates. This cannot be ensured by the EC alone. Even the expenditure limits for candidates are prescribed by Parliament, and not by the EC. There is no point saying that the limits are too low. If that were so, then the official audited expense statements of the candidates filed with the EC would show fully used up quotas. What, however, is the CDR scam? Here's what you need to know: On 2 February, the Thane police, which is probing the Call Data Records (CDR) scam, arrested four private detectives for illegally acquiring CDR details of targeted individuals for sale to clients. It was also reported by Deccan Chronicle that some police constables or other lower ranked officials were helping the accused illegally acquire the CDRs. An officer from the Thane Crime Branch said, "During

interrogation, we found that there are a few lower ranked officers from the police department who were helping these detectives." Here, it should be noted that if police want the CDR of any individual for investigation, they need an approval and signature from any DCP level officer on the application paper. According to police officer, the accused were allegedly selling Call Data Records (CDR) details to their clients for anything between Rs 25,000-50,000 per number. The four private detectives accused were identified as Makesh Madhvan Pandiyan (42), Prashant Shripad Palekar (49), Jigar Vinod Makawana (35), and Samresh Nantun Jha alias Pratik Mohpal (32), all of who are are resident of Thane district.

KV Anand is currently busy with the groundwork to get this project on the floors and will be selecting the rest of the star cast later on. Radhika, who is married to musician Benedict Taylor, moved from London to Mumbai to pursue a career in acting. Originally from Pune in Maharashtra, she has spent years in London. A house that is eclectic in taste with a lot of plants, books and open spaces, it reflects Radhika’s sensibilities.

In the video, Radhika says, “There is beauty in everything. When you’re resilient, you’re kind, you have openness, kindness then you’re beautiful. It is learnt that all eight captains will do a special video shoot on April 6 and leave for their respective cities that very evening itself. Till last year, the convention was to have an opening ceremony a day before the first match, which captains would attend and sign the 'Spirit of Cricket' pledge. This year it was decided at the IPL Governing meeting that opening ceremony would be held in Mumbai on April 7 before the first match between MI and CSK. GNS Ag / Ahmedabad: Alembic Pharmaceuticals today said the US health regulator has made three observations after inspecting its formulation facility in Panelav, Gujarat. "The United States Food and Drug Administration (USFDA) has conducted an inspection at Alembic Pharmaceuticals formulation facility located at Panelav from March 12-20, 2018. This was a scheduled inspection

and at the end of the inspection, the USFDA issued a form 483 with 3 observations," the company said in a regulatory filing. Alembic Pharmaceuticals said none of the observations are related to data integrity or repetitive in nature. "The company is preparing the response to the observations, which will be submitted to the USFDA shortly," it added. As per the USFDA, a Form 483 is issued to a firm's

management at the conclusion of an inspection when investigator has observed any conditions that in its judgement may constitute violations of the Food Drug and Cosmetic (FD&C) Act and related Acts. It notifies the company's management of objectionable conditions. Ahmedabad: The board at Gujarat State Petronet Ltd (GSPL) has approved plans to buy 3.91 crore share or a 28.4 per cent stake in GGL (Gujarat Gas Ltd) from its parent GSPC (Gujarat State Petroleum Corporation). While Gujarat Gas saw some positive movement, post the announcement, the GSPL stock saw a rocky day on the bourses, tumbling nearly 6 per cent intraday. Here, we analyse the synergies of the deal and what it holds for the various stakeholders. GSPL has approved the purchase of another 28.4 per cent stake in Gujarat Gas from its parent company GSPC. The purchase would push up GSPL's stake in Gujarat Gas to around 54 per cent from the current 26 per cent. Though the exact deal price has not been confirmed yet, at Tuesday's close price of

Rs 832, the value of the 28.4 per cent stake comes to around Rs 3,244 crore. The transaction will be completed through inter-se transfer between group companies and thus may not trigger an open offer. Being a related party transaction between two government companies, there would not be any mandatory requirement of regulatory approvals. With a 54 per cent stake post the deal, Gujarat Gas would

become a subsidiary of GSPL. There are no talks of a merger and both companies would continue to be listed separately. Gujarat Gas is one of the largest downstream gas company and with its vast network of city gas distribution (CGD), strong standing in industrial supply and the last mile connectivity it has a dominant presence in West India, especially Gujarat. GSPL, on the other hand, is a leading

player in developing energy transportation infrastructure and connecting natural gas supply basins and LNG terminals with a pipeline network of around 2,600 km. City gas distribution is one of the largest segment which GSPL caters to currently. Thus, GGL's business is complimentary to GSPL and the transaction would facilitate better synchronisation of GSPL's gas transmission business and GGL's downstream gas connectivity. With the governments increasing thrust on promoting the use of cleaner fuels, natural gas and city gas distribution has been receiving a strong push and is poised to grow in the future. The 9th round of bidding for CGD projects is currently on and the combined entity would be in a better position to bid.

Stalled over land acquisition, work at Nagaland’s Dhansiri-Zuzba rail line finally begins

Kohima: Rail connectivity in the hill state of Nagaland seems to be edging towards reality, with work on the Dhansiri-Shukhovi-Zubza railway project underway. Former Railways Minister Suresh Prabhu had laid the foundation stone of the Dhansiri (Dimapur)-Zubza broad gauge line at the Dimapur railway station in August 2016. The first phase of the project had begun in late 2015 on the Rangapahar to Sukhovi section but was stalled over land acquisition. The work in progress, below National Highway 29, is where the Zubza railway station will be constructed. Zubza is 15 km from the state capital Kohima. Gujarat-based Royal Infra Engineering Pvt Ltd is overseeing the construction work. Connectivity has been one of the major reasons why the northeast has remained isolated from what is

called “mainland India”. Moreover, bad roads, rail and air connectivity in the region have resulted in inequitable development. Nagaland, whose gateway is the thriving cosmopolitan commercial town of Dimapur, is a glaring example. Dimapur is the only district with a railway station and an airport in the state. The Dimapur railway station was thrown open to the public in 1903 when the metre gauge railway track laid by Assam Bengal

Tuli, in Mokokchung district bordering Assam, has rail connectivity, but it was shut down when the Tuli Pulp and Paper Mill became defunct. distance of 75 km from the plains of Dimapur to the hilly state capital Kohima takes around 2 hours, but every year landslides either cut off connectivity or increases travel time during monsoons. Development in Dimapur, or even Kohima, and the other parts of the state has hence been lopsided. The project was first approved by the Congress-led UPA government in 2006, but according to reports, it had logged only 8 per cent progress. In 2017, the Prime Minister’s Office took over monitoring of the project and set the year 2020 as the deadline for completion of the long-pending rail link. Being a tribal state, there is a unique land holding system where individuals, families and clans are sole owners of the land and it has to be acquired from them every time any project is to be implemented.
