HC to pronounce tomorrow order on Karti's bail plea

New Delhi: The Delhi High Court is expected to pronounce tomorrow its decision on the bail plea of Karti Chidambaram, son of senior Congress leader P Chidamabaram, in the INX Media corruption case. The order is likely to be delivered by Justice S P Garg who had reserved his verdict on March 16 after hearing arguments on behalf of Karti and the CBI which had opposed grant of the relief to him. The agency had contended that he should not be granted bail as he has already destroyed evidence in the case and was an "influential" person. Karti's counsel had argued that no case under the Prevention of Corruption Act was made out against him since the Central Bureau of Investigation (CBI) had neither questioned any public servant, nor made them an accused in the matter. Karti's lawyers had denied allegations of tampering with evidence and added that when the CBI had not sought his further custodial interrogation, why should he be kept in judicial custody.

The polling will take place in Andhra Pradesh, Bihar, Gujarat, Haryana, Madhya Pradesh, Maharashtra, Telangana and Uttar Pradesh, among others. Uttar Pradesh, where ruling party BJP won with a sweeping majority in the 2017 Assembly polls, will be electing the largest number of Rajya Sabha Members of Parliament (MPs) in this round — 10. The polling will take place between 9 am and 4 pm on Friday in the respective State Assemblies. The date of election was announced by the Election Commission on February 23. The Rajya

Govt paves way for tax-free gratuity of up to Rs20 Lakh New Delhi : Lok Sabha passed The Payment of Gratuity Bill 2017 Thursday which was introduced in the lower house by the Minister of Labour and Employment Santosh Kumar Gangwar on December 18, 2017. The Bill seeks to empower the government to fix the period of maternity leave and the tax-free gratuity amount with an executive order. Introduced in 1972, the Act was enacted to provide for a scheme for the payment of gratuity to employees engaged in factories, mines, oilfields, plantations, ports, railway companies, shops and other

establishments. Employees who have rendered a minimum five years of continuous service with the establishment employing ten or more persons fall under the Act. The 2017 bill seeks to amend the Act on two issues. First, it empowers the government to notify the period of maternity leave eligible for qualifying as continuous service and determine the amount of gratuity available to employees. Under the Act, the maximum maternity leave (Section 2A) was based on the maternity leave stated under the Maternity Benefit Act, 1961. After

the amendment of the Maternity Act in 2017, the maximum maternity leave under the Maternity Act was changed from 12 weeks to 26 weeks. The present bill sought to remove the reference of 12 weeks in the Act and empowers the government to notify the maximum maternity leave. Secondly, the Act had introduced a ceiling of Rs. 10 lakh on the maximum

amount of gratuity payable to an employee through an amendment in 2010. The provision was based on the Central Civil Services (Pension) Rules, 1972 enacted for government employees. As the Indian economy navigates through the consequences of the banking crisis, evident in the mounting pile of bad loans and severe governance issues in public sector banks (PSBs), one macroeconomic issue that needs increased attention is the risk arising out of the feedback loop between the country’s banks and the sovereign. Simply put, a crisis in the banking system puts pressure on the sovereign in the form of higher fiscal costs resulting from bank bailouts. This fiscal pressure leads to rising interest rates, which cause significant losses to banks that hold a large amount of treasuries. High interest rates also make it harder for borrowers to repay their debt, resulting in increased bad loans. As the balance sheets of banks deteriorate and their losses mount as a consequence of higher provisioning, the sovereign is once again faced with the spectre of containing bank risk at the cost of higher fiscal slippage. This vicious feedback loop between the sovereign and banks could potentially destabilize the economy and cripple any honest policy efforts made towards improving economic growth. One factor that could exacerbate this feedback loop is weakening public finances and higher borrowing. Union finance minister Arun Jaitley had recently revised the fiscal deficit target for 2017-18 to 3.5% of gross domestic product (GDP) from the original 3.2%, owing to higher public expenditure. By February end, the fiscal deficit had already risen by 113.7% of the full-year target to touch Rs6.77 trillion. India’s state budgets are also expected to weaken significantly owing to massive loan waivers, which, according to a Bank of America Merrill Lynch report, could rise to the tune of 2% of GDP before next year’s general election. This being a pre-election year, the possibility of the government rolling out populist measures too cannot be ruled out. The resulting fiscal slippages would have to be compensated through greater public borrowing, which would lead to higher interest rates. In December last year, when the government announced an additional borrowing of Rs50,000 crore to fund its fiscal deficit owing to poor goods and services tax (GST) collection, the bond yields rose by 17.70 basis points in a single day as investors feared fiscal slippage. About 20 days later, when the government reduced this borrowing plan to Rs20,000 crore, the bond yields responded by falling 16.6 basis points. Yet, in recent quarters, the benchmark 10-year government bond yield has risen sharply, touching a high of 7.78% this month. This has happened despite the Reserve Bank of India (RBI) maintaining a neutral policy stance in recent months. Since reducing the policy repo rate by 25 basis points in August, the monetary policy committee has kept it unchanged at 6%. The widening gap between the central bank’s policy rate and the benchmark bond yield is partly indicative of increased sovereign risk, reflected in fragile public finances. A 2015 working paper by Aitor Erce, the principal economist of the European Stability Mechanism, discussed the linkages between sovereign risk and bank risk in the euro area. It found that in countries where the public debt is large and where the banks have disproportionately large exposures to government debt, the sovereign risk tends to spill over to the banking system. The Rio bronzewinner has tweaked her leg defence on the insistence of her coach Kuldeep Singh Malik, something that has already got her a gold in the Commonwealth Championships in December last year. Sakshi, however, refused to go into the details of the new technique that she has worked on. "I can't give the details of the techniques. But as I said, I'm looking for a gold medal and more confident now." In February this year, a controversial decision in the qualification bout against eventual silver-

Railways offers solution worth Rs 492-crore for Bengaluru traffic woes

New Delhi: In what is likely to brighten the face of many Bengaluru residents, the Indian railways has now sanctioned a Rs 492.87-crore project to ease traffic congestion in the IT city. According to a tweet from the Union Rail Minister, Piyush Goyal, the Railways has given its nod to a quadrupling project with a provision of two additional lines from Bengaluru Cant to Whitefield at a cost of Rs 492.87 crore. The 25-km stretch will involve six most important stations--Bengaluru Cantonment, Bengaluru East, Baiyyapannahalli, Krishnarajapuram, Hoodi and Whitefield. The project is likely to benefit 62,000 daily commuters in this section as it will make commuting

between these stations easy and faster. The project will be completed within two to three years. It will be a boon for those belonging to the IT hub of Whitefield, a statement issued by the Railway Ministry said. At present, 146 and 94 trains operate from Bengaluru and Yesvantpur stations, respectively, out of which 122 are of suburban nature catering to commuters. A major chunk of the suburban trains is running in Bengaluru-Whitefield section. In view of increasing commuter requirement, in last one-and-a-half year itself, 26 suburban services have been introduced along with seven longdistance trains in Bengaluru area, the statement said.

Axis Bank's net profit rose 25.3% to Rs 726.44 crore on 1.3% decline in total income to Rs 14314.63 crore in Q3 December 2017 over Q3 December 2016.

State Bank of India (SBI) Loses 41.16 Lakh Savings Account Customers In Fiscal 2017

Mumbai: State Bank of India (SBI) has closed as many as 41.16 lakh savings accounts between April-January in the current fiscal year for not maintaining the average monthly balance, reveals an RTI query. Last April, the nation's largest lender had re-introduced the penal charges on non-maintenance of average monthly balance after a gap of five years. Later in October, it had revised down the charges to some extent. However, SBI had later clarified that the accounts were closed at the behest of customers and the state lender didn't close the accounts for want of minimum balance. "Due to provisions of penalty on non-maintenance of minimum balance, the bank has closed 41.16 lakh savings bank accounts between April 1, 2017 and January 31, 2018," the bank replied to an RTI query filed by Chandra Shekhar Gaud from Neemuch in Madhya Pradesh.
