Kailash Mansarovar Yatra to resume via Nathu La route this year: Sushma Swaraj Beijing : India and China today agreed to resume the Kailash Mansarovar Yatra through the Natha Lu route in Sikkim, Ministry of External Affairs today said, 10 months after the pilgrimage was stopped following the Doklam standoff. The decision was made during External Affairs Minister Sushma Swaraj talks with her Chinese counterpart Wang Yi here. “We are also happy that the Kailash Mansarovar Yatra through the Nathu la route will be resumed this year. “I am confident that with Chinese side’s full cooperation, this year the yatra will be a fulfilling experience for the visiting Indian pilgrims,” Swaraj said during a joint press statement with Wang. The yatra was stopped by China in the aftermath of the military face-off with India last year at Doklam.

1,308 women to perform Haj without male guardians: Mukhtar Abbas Naqvi Mumbai : A total of 1,308 women from the country will, for the first time, perform Haj without the company of a ‘mahram’ or male guardian, Union Minister of Minority Affairs Mukhtar Abbas Naqvi said on Sunday. The minister was in the city to participate in a training programme organised for Haj pilgrims. “A total of 1,308 women have applied to go for Haj without a ‘mahram’. These women have been exempted from the lottery system and will be allowed to proceed to perform Haj,” he told reporters. The minister said that it was the first time that women from India would be going for the pilgrimage without a male guardian.

President Ram Nath Kovind approves Ordinance awarding death penalty for child rape New Delhi : President Ram Nath Kovind on Sunday gave assent to the Criminal Law Ordinance, 2018, which allows courts to award death penalty to those convicted of raping children below 12 years of age. The Ordinance was approved by the Cabinet on Saturday. The Ordinance will now have to be ratified by both Houses of Parliament within six weeks, once

minimum punishment has been increased from rigorous imprisonment of 7 years to 10 years, “extendable to life imprisonment”. The proposed Ordinance also removes the provision for anticipatory bail for those of raping or gangraping a child under 16. “It has also been provided that court has to give a notice of 15 days to the public prosecutor and the representative

PM Modi to visit China on April 27-28 for summit talks with President Xi Jinping New Delhi : Prime Minister Narendra Modi will visit China for an informal summit with President Xi Jinping from April 27 to 28 in Wuhan, said Chinese Foreign Minister Wang Yi. “We will make sure that the informal summit (between PM Modi and President Jinping) will be a complete success and a milestone in ChinaIndia relations,” Wang Yi said while addressing a joint presser with External Affairs Minister Sushma Swaraj in Beijing. The informal summit is aimed at exchanging views on bilateral and international matters and to enhance mutual communication between the two leaders, Wang Yi said. “The two leaders will have communications of a strategic nature concerning the once in a century shifts going on in the world. They will also exchange views on overarching longterm and strategic matters concerning the future of China-India relations,” Wang said. New Delhi : Rajya Sabha Chairman M Venkaiah Naidu on Sunday set in motion the process of consultation on the impeachment notice against Chief Justice of India Dipak Misra and held discussions with constitutional and legal experts. The vice president cut short his visit to Hyderabad and reached here to hold deliberations over the notice given by the seven opposition parties. According to officials, Naidu today spoke to former Lok Sabha secretary general Subhash Kashyap, ex-law secretary P K Malhotra and former legislative secretary Sanjay Singh on the issue. T he national outrage against the twin rape of minor girls in Kathua and Unnao has shaken up the Modi government into taking some drastic steps, the first and foremost being the award of death penalty for rape of minor girls below the age of 12. An Ordinance to bring about the change also stipulates more stringent punishment for rape of girls below 16 years, such as a minimum punishment of 20 years in jail instead of the existing 10. For crimes against older women, the jail term stands raised from 7 years to 10 years. Also approved is the establishment of more fast-track courts to deal with rape cases, along with the appointment of more public prosecutors, while police stations are to be equipped with special forensic kits to deal with rape cases. PM Modi had faced popular wrath for keeping silent over the Kathua and Unnao incidents, which activists attributed to the involvement of BJP elements. A candlelight midnight rally called by Rahul Gandhi and other vociferous protests forced Modi to come out of his shell and promise prompt punishment to the rapist-murderers. Minister for women and child development Maneka Gandhi was the first person in the Modi team to comment on the heinous crimes, announcing that the laws would be amended to introduce death penalty for rape of girls below the age of 12 years. Having realised the need to change the negative public perception, Modi promptly followed up on the proposal, leading to the drafting of the Ordinance. With failure on almost all fronts, Modi could not be unmindful of the consequences of allowing the Opposition parties to make the most of his government's disastrous record in this regard despite the PM's much-hyped 'beti bachao' initiatives. Nearly 40% of India's rape victims are children. Since the Nirbhaya case of 2012, which led to a new government approach towards crimes against women, there has been an increase of 60% in rape cases. With some high-profile rape cases involving Sangh Parivar elements, an impression has gained ground that, under the Modi government, the security of women and children is at risk. This must have weighed heavily on Modi's mind. That should explain the speed with which the Modi government has acted to have a new law in place to deal with rape and other violations against women. It was obvious that, despite his professed obsession with women's safety and empowerment, Modi had failed to set the moral tone in dealing with crimes against women under his government. The impact of such a feeling on the BJP's electoral fortunes was, indeed, causing worry to the NDA, which is in need of some supernatural help to regain popular support and votes.

Probability of RBI rate hike has increased, say experts

New Delhi: The Reserve Bank of India is expected to maintain status quo on policy interest rates in this financial year, but the probability of rate hike has increased, experts believe. According to domestic as well as foreign brokerage firms like Kotak Institutional Equities and Morgan Stanley, the minutes of the RBI's monetary policy committee (MPC) are "hawkish" and indicate a hike in key policy rates. "While we continue to expect the MPC to maintain status quo in 2018-19, the probability of rate hike has increased after the minutes suggested that more

members are inclined towards withdrawal of accommodation," Kotak Economic Research said in a note. The minutes

of the April MPC meeting released by the RBI noted that RBI Deputy Governor Viral Acharya favoured withdrawal of monetary accommodation in the next policy review meeting scheduled on June 4-5.

Meanwhile, Executive Director Michael Debabrata Patra voted for an increase of 25 basis points in April itself, though the majority view of maintaining status quo prevailed. Besides Patel, four other MPC members -- Chetan Ghate, Pami Dua, Ravindra H. Dholakia and Acharya -had voted in favour of status quo in the repo rate. The six-member MPC, headed by RBI Governor Urjit Patel, had left the benchmark repo rate unchanged for the third time in a row after deliberations on April 4-5, citing inflationary concerns.

Deposits in Jan Dhan accounts cross Rs 80,000 crore New Delhi: Total deposits in Jan Dhan accounts crossed Rs 80,000 crore mark with more people joining the flagship financial inclusion programme, according to official data. The deposits, which have been steadily rising since March 2017, were at Rs 80,545.70 crore on April 11, 2018, said a finance ministry data. Pradhan Mantri Jan-Dhan Yojana (PMJDY) accounts had come into focus during the demonetisation period when the deposits witnessed a meteoric rise. The latest report of the World Bank titled Global Findex Report, 2017 released last week cited the success of the Jan Dhan Yojana. India's

financial inclusion efforts have won recognition from the World Bank as their data indicate that 55 per cent of new bank accounts opened are from India, Financial Services Secretary Rajiv Kumar had said. The deposits increased in the later part of November 2016 to over Rs 74,000 crore from about Rs 45,300 in the beginning of the month as people

rushed to deposit the scrapped currency notes of Rs 500 and Rs 1,000, as per the government data. Thereafter, deposits in the accounts dipped before picking up again in a steady manner from March 2017. It increased to Rs 73,878.73 crore in December 2017 , to Rs 75,572 crore in February 2018 and further to Rs 78,494 crore last month.

Berlin : German Foreign Minister Heiko Maas on Saturday urged Russia to help solve the Syria crisis as he set off for a meeting of foreign ministers from the Group of Seven (G7) major industrialised nations in Toronto. The Syrian conflict has badly damaged already strained relations between the West and Russia, which backs President Bashar al-Assad. The United States, France and Britain conducted missile strikes against Syrian targets this month after a suspected chemical weapons attack that Assad and Moscow deny carrying out. “We need constructive contributions from Russia to reach a peaceful solution,” Maas told reporters before his flight, adding that this was equally true of the Ukraine conflict, which the G7 foreign ministers are also due to discuss. Russia is not a member of the G7 and will not be taking part in the meeting.

German Chancellor Angela Merkel has been very critical of Russia’s involvement in both the Syrian and Ukraine conflicts and backs continued European Union sanctions against Moscow. But Maas hails from her junior coalition partner, the Social Democrats, which has traditionally sought good ties with Russia. Germany did not take part in the air strikes, but Merkel backed them as a “necessary and appropriate” action to warn Syria against further use of chemical weapons. German Defence Minister Ursula von der Leyen told Bild am Sonntag newspaper that the German armed forces would have been capable of taking part in the strikes but added: “We weren’t asked this time.” Since World War Two Germany has been reluctant to get involved in military missions abroad.

Donald Trump says he doesn’t think personal lawyer Michael Cohen will ‘flip’ Ahmedabad : An earthquake measuring 3.7 on the Richter scale, with an epicentre near the Sardar Sarovar Dam built on the Narmada dam in Bharuch district of Gujarat was felt on Saturday evening, official sources said. “The earthquake was epicentered 38 kilometers east-south-east of the Narmada dam and was felt at 4.56 pm. It was one of the larger tremors to hit the region around the dam in the recent past,” an official from Institute of Seismological Research (ISR) told news agancy. Data from ISR show that the quake happened at a five kilometer depth near a dry river bed close

to Panchasim village. Though Kutch and Saurashtra are among the most active seismic zones in the Gujarat, the Sardar Sarovar dam lies near the Narmada rift zone has experienced shocks of the magnitude 5.4 at Bharuch in 1970. According to ISR, the Narmada fault has potential to produce earthquakes of 6.5 magnitude. The seismic activity in Bharuch was among the largest tremors to strike the state in 2018. This year there were at least four earthquakes that were stronger than felt on Saturday. Measuring between 3.8 and 4.8 on the Richter scale, all of them were in the more active Kutch and Saurashtra regions.

Naroda Patiya case: Trial court presumed Maya Kodnani’s guilt, sought reasons to support its belief, says HC

Ahmedabad : In its over 3,500page judgment on Naroda Patiya massacre case, the Gujarat High Court has observed that the trial court first “presumed” that former BJP minister Maya Kodnani was guilty and then sought to find reasons to support such belief to conclude that she was the “kingpin” of the riots. The High Court has held that Kodnani’s conviction was based on “inferences, conjectures and surmises, and not on substantive evidence led by the witnesses”. The division bench, led by Justice Harsha Devani, acquitted

Kodnani and 17 others on Friday from the case in which 96 people were burnt to death. Kodnani had been held guilty — and “kingpin” — in 2012 by special trial judge Jyotsna Yagnik. The division bench overturned the trial court’s finding on Kodnani on several grounds. Judge Yagnik had opined that in their areas no one can be more active than the local MP or MLA to support the claim that Kodnani, being the sitting BJP MLA from Naroda, was on the scene of offence. The trial court had held that “it is not only undisputed but

even admitted fact that accused no. 37 (Kodnani) is the MLA of BJP, the then ruling party, from Naroda constituency. Hence, it is clear that she hails from and she is on the date of occurrence in BJP. Now, if she cannot be termed to be active leader of BJP, that too in Naroda constituency, then who else can be called the leader of BJP in that area? It can, therefore, be inferred that accused no. 37 was present at the site. The police officer has very specifically stated that the active leaders were instigating the mobs.”

Ujjain in Madhya Pradesh in 2005. The CBI has claimed that Prajapati was abducted along with Sohrabuddin and his wife Kausarbi from a luxury bus on November 23, 2005 by policemen from Gujarat. Sohrabuddin was killed in a staged encounter on November 26, 2005 in Gujarat, subsequent to which, Kausarbi was also killed. The agency has alleged that Prajapati was killed in a fake encounter in December 2006 by the Rajasthan Police as he was a witness to Sohrabuddin and Kausarbi’s abduction.

The police had claimed that Prajapati had escaped by putting chilli powder in the eyes of his escorts while he was being taken from a court hearing in Ahmedabad to a jail in Udaipur in Rajasthan. Following this, he was allegedly killed in an encounter. Asked about Prajapati’s background as a criminal, the witness told the court that he had found out while interrogating Prajapati in 2005 that he had committed serious crimes, including firing at a person in the presence of policemen.

DCW chief Swati Maliwal ends hunger strike after 10 days Gandhinagar : Delhi Commission for Women (DCW) chief Swati Maliwal ended her indefinite hunger strike on Sunday. Maliwal, who has been sitting on a hunger strike for past ten days at Rajghat in New Delhi, broke her fast at 2:00 pm today. “I was fighting alone but then I was supported by people across the country. I think this is a historical victory in independent India. I congratulate everyone on this victory,” she said. On Saturday, she made the decision to end her hunger strike hours after the Union Cabinet approved an ordinance to give stringent punishment, including the death penalty, to those convicted of raping girls below 12 years. Earlier, the DCW chief had said she won’t end her fast until “something concrete happens” to ensure safety of a girl child. “I congratulate people of this country for this victory. Very

few protests have achieved so much in such less time. But until something concrete happens, I will not give up. Until a system is there which ensures safety for the last girl, I won’t give up,” Maliwal had said on Twitter. “I will continue the fast until the ordinance is passed. Also police resources and accountability needs to be increased. Really sad that some channels are playing false news that I have broken the fast. Praying to all news channels conscience to kindly not report fake news,” she added. Delhi Chief Minister Arvind Kejriwal had earlier urged her to end the fast, but she said would continue to fast until all her demands were met. In a letter to Prime Minister Narendra Modi, Maliwal listed out her six demands, which included the passage of the ordinance, recruitment of police personnel as per the United Nations standards and fixing accountability of the police force.

That included records related to payments Cohen made in 2016 to adult film star Stormy Daniels and former Playboy model Karen McDougal, both of whom allege having had sexual encounters with Trump, people familiar with the raid have told The Associated Press. Prosecutors have said they’re investigating Cohen’s personal business dealings but haven’t said what crime they believe he may have committed. Cohen’s lawyers have called the raid an assault on attorney-client privilege and Trump has said it was “an attack on our country”.

17 killed as two dragon boats capsize in south China

Beijing : Seventeen people were killed after two dragon boats capsized in southern China, authorities said Sunday.The boats were practicing Saturday for a race in the Taohua River in the city of Guilin when the accident happened, said the fire department of the city of Guilin, capital of Guangxi region. It was not immediately clear what

caused the boats to capsize. The fire department said on its official account on the social media site Sina Weibo that search efforts ended late Saturday and 17 people had been confirmed dead. A total of 60 people fell into the water. The official Xinhua News Agency said eight boats and over 200 people had been deployed to the rescue. Two

organizers of the practice, from the village of Dunmu, were detained, Xinhua said. China has sought to step up safety surrounding nationwide dragon boat racing during the Duanwu festival, which falls near the summer solstice and commemorates the death of the poet and minister Qu Yuan in the third century BC.
