CJI Dipak Misra impeachment: Vice-President and Rajya Sabha chairman Venkaiah Naidu has rejected the notice given by Opposition parties led by the Congress.

CJI Dipak Misra impeachment: Venkaiah Naidu rejects notice by Opposition New Delhi : Vice-President Venkaiah Naidu Monday rejected a notice by seven Opposition parties led by the Congress seeking the impeachment of Chief Justice of India Dipak Misra. Naidu, also the Rajya Sabha Chairman, had consulted legal experts over the weekend following the notice issued by the Opposition members. Naidu rejected the notice saying it lacked ‘substantial merit’. The order comes minutes before the Supreme Court convenes for the day. “I have considered each of the allegations individually as well as collectively in the light of annexures annexed to the notice to the motion but also in the light of cogent, relevant material available in the form of judicial orders passed by the apex court of the country. Based on all this, I have come to conclusion that this motion does not deserve to be admitted,” Naidu said in his order. The Rajya Sabha chairman further stated that the allegations made in the notice have a tendency to undermine the independence of the judiciary. “Going through the five

Congress says MPs to challenge order in Supreme Court

Describing Rajya Sabha Chairman M Venkaiah Naidu’s rejection of the Opposition notice seeking the impeachment of Chief Justice of India Dipak Misra as “illegal”, “unconstitutional” and “hasty”, the Congress Monday said MPs who had signed the notice would challenge the order in the Supreme Court. The party said it hoped the CJI would not decide the bench to hear the challenge. Congress president Rahul Gandhi, addressing a party function in New Delhi, alleged that institutions were being filled by “RSS people”. “Whether it is the chief ministers of different states, whether it is the offices of the ministers, whether it is the courts, all of them are being filled by people from the RSS with one ideology” which, he said, runs counter to the Constitution.

allegations mentioned in the notice, I am of the view that they are neither tenable nor admissible. The allegations emerging from the present case have a serious tendency of undermining the independence of judiciary which is the basic tenet of the Constitution of India. Considering the totality of facts, I am of the firm opinion that it is neither legal nor desirable or proper to admit the Notice of Motion on any one of these grounds,” Naidu stated in his order. Seven opposition parties, led by the Congress, had sought the impeachment of CJI Dipak Misra accusing him of corruption, misusing his authority and failing to protect the independence of the judiciary. Leaders of the seven parties met with VicePresident Naidu last week and handed over a notice bearing signatures of 64 MPs and seven former MPs, who recently retired. Trinamool Congress and the DMK were not part of the move. Senior advocate Prashant Bhushan questioned how Naidu could reject the notice if it met the requirements of 50 signatures.

Gandhi started his address to Congress workers at the Talkatora Stadium, where the party's year-long programme was launched, by quoting from what he described as a statement by the prime minister.

Country may burn, but Modi interested only in becoming PM again: Rahul New Delhi : The twin burning issues of Dalit rights and women’s safety were at the centre of Gandhi’s all-out attack on Modi at the launch of the Congress party’s “Save the Constitution” campaign, as he asserted that constitutional values had been endangered under the Modi government and assured the people that his party would not let that happen. Institutions such as the Supreme Court were being trampled on and Parliament had been shut down by the government, he alleged, claiming that if he was allowed to speak for 15 minutes on a host of issues, including the Nirav Modi scam, Modi would “run away”. “This country belongs to each and every one of us. It is the duty of the Congress party to protect the Constitution, the institutions and every single one of our citizens,” he later tweeted. Gandhi said while Modi often claimed that India’s global standing

had improved under his government, the image of the country built over decades of Congress rule had “in fact taken a beating” in the last four years. Going full throttle, he alleged that institutions were being packed with people who believed in the RSS’s ideology. Gandhi started his address to Congress workers at the Talkatora Stadium, where the party’s year-long programme was launched, by quoting from what he described as a statement by the prime minister. Modi saw spirituality in the sanitation work done by the Valmiki community, he said, adding, that this was the “mindset” of the prime minister. But people know there was no place for Dalits, weaker sections of society and women in his heart, Gandhi added.

Need for Indians and Chinese to learn each other’s language: Sushma New Delhi : External Affairs Minister Sushma Swaraj today asked Indian and Chinese to learn each other’s language as it will help them overcome communication barriers, resulting in further strengthening the relationship between the two nations. Swaraj, who is on a visit here, made the remarks during a programme, titled ‘Contribution of Hindi in India-

China Friendship’, organised by the India Embassy. “When two friends sit together, what do they want? They want to talk their hearts out to each other, share what they feel. And for that we need a language. I should be able to understand Chinese when you speak, and you should be able to understand Hindi when I talk,” Swaraj said. “If there is an interpreter sitting between

two friends, he may be able to translate the words but not the feelings with which I say something. So, it is essential that we learn a language, and understand it,” she said, a day after it was announced that Prime Minister Narendra Modi and Chinese President Xi Jinping would hold an informal summit from April 27 to 28. “I want to say that the way India and China’s

Amit Shah recalled the dismissal of several Opposition-ruled state governments by different Congress governments at the Centre, including those headed by former prime ministers Jawaharlal Nehru, Indira Gandhi and Rajiv Gandhi.

Congress out to demonise institutions: Amit Shah

New Delhi : RIDICULING THE Congress’s “Save Constitution” campaign, BJP president Amit Shah hit out at the main Opposition party for launching an “impeachment” bid against the Chief Justice of India, describing it as “part of a larger trend to demonise and weaken every institution that seeks to maintain its individual identity and not kowtow to the dynasty.” Within an hour of Rajya Sabha Chairman M Venkaiah Naidu rejecting the impeachment bid, Shah took to Facebook and alleged that the Congress had taken “the only path it knows very well — of spreading hate and divisions in our society”. Shah’s remarks were echoed by other party leaders including Law Minister Ravi Shankar Prasad and spokespersons Meenakshi Lekhi and Sambit Patra. The Shiv Sena and the JD(U), too,

criticised the Opposition for its impeachment bid. In his post, Shah took on Congress chief Rahul Gandhi who had attacked Prime Minister Narendra Modi during a public address earlier. “It is becoming increasingly clear that their Modi hatred is fast turning into India hatred. Blinded by disdain for the Prime Minister, they are using the choicest of words and

phrases to show India in bad light,” he wrote. In an apparent reference to last week’s Supreme Court judgment rejecting pleas seeking a probe into the death of CBI judge B H Loya, Shah said “everyone knows” the reasons behind the impeachment move. Loya was hearing the the Sohrabuddin Shaikh fake encounter case in which Shah had been discharged.

relation are strengthening, trade is increasing, we are working together on international forums, it has become increasingly important that you learn Hindi and we learn Chinese. So that when Indians visit China they don’t face difficulty, and when Chinese visit India, you don’t require an interpreter,” Swaraj said. Swaraj said during her meeting with Chinese Foreign

Union Minister Anantkumar Hegde claims he received death threat New Delhi : Union Minister of Skill Development and Entrepreneurship Anantkumar Hegde on Sunday allegedly received a late-night phone call threatening to kill him. The minister’s personal assistant has lodged a complaint at Sirsi New Market Police Station. Police has registered a case under sections 504 and 507 of the Indian Penal Code. Taking to Twitter, the minister said he received the threat call around 2:30 am and that the caller was speaking in Kannada. “I am used to receiving threat calls for a long time now. Last night around 2.30am, on my landline, I received a couple of blank calls before the third call started abusing and threatening to chop me to pieces, before I disconnected the call. The caller was speaking in Kannada,” he posted on the micro-blogging site. Accusing the Congressled government of “pleasing Jihadi forces”, the minister said he has no expectations from the administration despite lodging a complaint against the caller in Sirsi.

Minister Wang Yi yesterday, she had told him that people are the biggest strength for any foreign minister and when people of two countries love each other, it only strengthens the governments. “And this, your love for Hindi… You may not be aware that two foreign ministers can’t strengthen the relations between Indian and China as much as these students learning

Hindi can. You (students) all are doing great service (to the two countries),” she said. The minister invoked “Dangal”, “Secret Superstar” and “Hindi Medium” to stress that Hindi films are gaining popularity in China, but said an understanding of the language instead of subtitles could improve their experiences of watching such films.

Karnataka govt adopting Kerala model of political violence: Rajnath Addressing a series of campaign meetings for BJP, Singh also claimed that there have been 3,781 cases of suicide by farmers during the five-year Congress rule led by Chief Minister Siddaramaiah.

Udupi : Home Minister Rajnath Singh on Monday accused the Congress government in pollbound Karnataka of adopting “the model of political violence” from Kerala, but assured people that BJP will end the violent targeting of political workers if it comes to power in the state. Addressing a series of campaign meetings for BJP, Singh also claimed that there have been 3,781 cases of suicide by farmers during the five-year Congress rule led by Chief Minister Siddaramaiah. “It seems the Congress government in Karnataka has adopted the model of political

violence from neighbouring Kerala. Many political workers were killed under Siddaramaiah’s rule. The BJP will bring an end to the political violence after coming to power in Karnataka,” he said. The campaign for the 224-member Karnataka Assembly is heating up with prominent leaders visiting the state and the political parties announcing their candidate lists for the polls. BJP, which is making an all-out effort to oust the Congress government from the state, today released its fourth list of candidates. With that, it has declared

nominees for 220 seats. On March 30, BJP president Amit Shah, on his fourth visit to the state after the announcement of the polling date, had accused the state government of unleashing violence against BJP and RSS workers. On Monday, Singh also expressed concern over the state of law and order in Karnataka, claiming not even senior government officials were safe. “Who is responsible for the death of Mangaluru Deputy SP M K Ganapathi? Who humiliated Mysore Collector Shikha Rai? Even Lokayukta was stabbed in his office,” Singh said. Ganapathy, 51, was found hanging from the ceiling fan at a lodge in Madikeri on July 7, prior to which he gave an interview to a TV channel in which he held a state government minister and senior administration officials responsible “if anything happens” to him.

Modi in Beijing: Beyond niceties

A ny meeting between the leaders of India and China is significant as the two countries account for over one-third of the world's population and 18% of the global domestic product. So, when PM Modi and Chinese President Xi Jinping meet this Friday for informal talks, it will be an important event, not only for relations between the two countries, but also for the politics of the sub-continent. The importance of the event is also borne out by the fact that rarely do such frequent meetings take place at this level. Modi and Xi had met last September and the Indian PM is again travelling to China in June for the summit of the Shanghai Cooperation Organisation, a joint China-Russia security initiative. Although the informal talks will be open-ended, meaning that the two leaders could take up any issue of concern to the two sides, no major earth-shaking development is expected to emerge from the talks, apart from reiteration of the resolve to keep irritants, such as Dokhlam, Tibet and the increasing hegemonic moves by Beijing in South Asia below the boiling point. Xi does not need to convey any message to the Chinese people, as they have little role in deciding what is good or bad for their country, but he has things to convey to President Trump in the escalating trade war between the two countries. A meeting with Modi is, perhaps, the best forum for it. Modi, on the other hand, needs to reassure his domestic constituency about his continued relevance to international politics, in which he does better compared to his domestic performance. The mission to brush up his image is already taking him to different world capitals as he seeks to make up for a certain loss of face domestically. So, for Modi, 2019 is an important timeline to keep in mind. The two sides are insisting that their common interests outweigh the differences, which are likely to persist. The Modi government has watered down the vehemently nationalistic rhetoric in bilateral ties after realising that the hard line was not working. To that extent, China has played ball. The border military stand-off on Doklam has been resolved for the time being, although the underlying issues remain. India's distrust of China's financial involvement in Pakistan, with its security implications, and Beijing's rapid expansion of its political and economic ties in India's backyard in Nepal, Sri Lanka, Maldives and so forth are real, and is not promising to go away, notwithstanding diplomatic niceties and photo opportunities. India cannot be unmindful of the motive behind Xi's ambitious Belt and Road infrastructure initiative, which is part of a strategy to ring the sub-continent by building strategic facilities that could be used against New Delhi when the time comes.

It’s a song that I’ve grooved to for so many years. Even after so long, it retains its energy,” she said. The actress, who is known for her dancing talent as much as for her acting chops, was modest when asked if she was the best dancer on the set. a lot better than me. But yes, you can say that I am the best woman dancer in the film.” Indra Kumar called ‘Total Dhamaal’ his biggest film yet, both in terms of cast and budget. Varun Dhawan goes 500 times bigger with Remo D’Souza even on Kalank sets

Varun Dhawan has been in the news ever since he began work on his upcoming movie ‘Kalank’. From visitors on the sets to his workout videos, Varun has always been in the limelight since the shoot began. The actor, who seems to love challenges, which can be seen by his role as Dan in ‘October’, has now shot with 500 dancers. Interestingly, the dance number is choreographed by Remo D’Souza, who promises that the dance film with Varun and Katrina Kaif will be the biggest, and has already started work on making the movie into 4D experience. In case one can recollect, Varun recently danced on Mahesh Babu and Kiara Advani’s movie ‘Bharat Ane Nenu’s song ‘O Vasumathi’. That video had a connection to this film, since it was most probably shot when Kiara was rehearsing for the song with Varun himself. “Varun began his rehearsals with Remo’s team four days before shoot and Kiara joined him on the last two days.

Playing ODI, T20I series first will help India settle in England before Tests, says Ravi Shastri

Mumbai : Playing white ball cricket before plunging into the five-Test rubber against hosts England gives the Indian cricketers sufficient time to get used to the conditions in Old Blighty, said head coach Ravi Shastri today.India are to tour England, from late June, for a full tour comprising T20s, ODIs and then Tests. “(Former Australia captain) Michael (Clarke) and I had a chat earlier (today) that we (Indian team) will be there (in England) almost a month before the first Test match. We play some one-day cricket before the first Test match starts. You kick off the one-day games around 1st of July and the first Test starts August 1. That gives us that much more time (to prepare for Tests),” Shastri said at a book release function today. India are to start with a T20I in England on July 3. Shastri, India team member Rohit Sharma, cricket icon Sachin Tendulkar and Clarke were present at the release of the book “Eleven Gods and a Billion Indians: The On and Off the Field Story of Cricket in India and Beyond”, by Boria Majumdar. Shastri was happy that problems regarding lack of time for acclimatisation for an overseas Test rubber, as was the case before the Indian team’s tour of South Africa, have now been addressed by the Indian Cricket Board and CoA. “To be fair to the BCCI and the CoA, those plans were (already) in place. It’s only when the new FTP kicks in

in 2019, that’s when you can address those problems and they have been addressed,” he remarked. Shastri said he was proud of what the team did in South Africa and for also raising the bar by winning the ODI series after a quarter century of attempts. “Well before we went to South Africa, I told you clearly the next 15 months was going to define this Indian cricket team. What our boys did in South Africa makes me proud as a coach because there were 21 days of cricket and on each one of those 21 days, India competed.” he pointed out. “On each one of those days in the Test series the pendulum swung from one side to other. 21 out of 21 days the boys competed; they were relentless. The one-day series we won after 25 years. And so from a coach’s point of view, you have to just stand up and say ‘well done, guys. Simply magnificent. You have raised the bar’,” he added. Rohit, who was part of the Test and the limited over team in South Africa, said that the team will continue to play an aggressive brand of cricket as they did on that tour. “And what we did in South Africa was an example of how this team is going to play over the next few years, till the World Cup at least. We want to go and express ourselves on the field. We have learnt from our mistakes and we tried and rectified it when we went to South Africa.

Kolkata : Pakistan Cricket Board (PCB) chairman Najam Sethi questioned BCCI’s decision of not incorporating the “permission from central government” clause in the alleged contract to play bilateral series that was inked between the two neighbours. While BCCI brass has always termed the onepage letter signed by both boards as merely an ‘Expression of Interest’ (EOI) to play five series in eight years between 2015 to 2023, Pakistan refers to it as a Memorandum of Understanding (MoU). The PCB has sought USD 70 million in compensation claim

against India for refusing to play a bilateral series, violating a 2014 memorandum of understanding under which the two were to play six bilateral series between 2015 and 2023. A three-member ICC panel will hear the claim in October. Right now, the two countries only play in multi-team events like 50-over World Cup, Champions Trophy, World T20 or Asia Cup. “If India comes to Pakistan, they want security and vice-versa because of the political situation. But there is no security issue if we play in a third country, which is what we have been saying. We play

Visa issue delays Mohammad Amir’s departure to Ireland for Pakistan tour Islamabad : Fast bowler Mohammad Amir’s departure for the Pakistan cricket team’s tour of Ireland and Britain has been delayed due to a problem in obtaining his visa. “Amir could not travel with the team,” Pakistan Cricket Board spokesman Amjad Bhatti confirmed to The Associated Press. “There’s some procedural issue which I hope will be resolved by Wednesday.” Bhatti could not elaborate what exactly the issue was, but he was optimistic that Amir will get his visa within two days. Local media reported Amir had already applied for a longer term spouse visa because his wife is a British national and that could lead to him getting a British passport. This is not the first time that Amir has had a delay in obtaining a visa. During Pakistan team’s last tour of England two years ago he faced a similar problem before the PCP sought help from the England and Wales Cricket Board. Amir was banned for five years in 2010 for his involvement in spot-fixing and also served a brief stint in jail in England for the same offence. Pakistan will play one test match against Ireland in Dublin before travelling to England for a two-test series. The tour will end in June with two Twenty20s against Scotland.

Mumbai Indians can turn things around like in the past, says skipper Rohit Sharma

Mumbai : Defending champions Mumbai Indians have lost four games out of the first give they have played, but captain Rohit Sharma expressed optimism that things could be turned around as has been the case in the past. “So far whatever is happening with MI, it is not going the way we want to. But I think we will turn things around like we have done it in the past. Hopefully, we can turn it around this time,” the Rohit said today at a book release function. He

was referring to the 2015 season when MI lost five out of their first six matches before making a stunning late charge to their second IPL title. MI started off their campaign this season too in a dismal manner by losing the opening three games before arresting the slide with a victory over RCB. However a three-wicket loss in their fifth and previous game has made things a bit more difficult for the three-time winners in their quest to make it to the play-offs.

Sania Mirza, Shoaib Malik expecting first child in October Mumbai : Sania Mirza and Shoaib Malik have announced that they will be turning proud parents soon. The star tennis player from India made the announcement on her Twitter and Instagram accounts. She used a very unique way to announce the good news to her fans and followers. In her announcement, Sania used an illustration of closets while making it different for a boy and a girl. She captioned the photo “#BabyMirzaMalik”. Mirza’s father and coach Imran told news agency that the six-time Grand Slam champion is indeed

expecting a child. “Yes, it’s true,” Imran said while adding that the baby is due in October. In a recent interview, Sania had said that she will keep their child’s name as “Mirza Malik” as the surname and just Malik. “Today I will tell you a secret. My husband and I have spoken about it and we have decided that whenever we have a child, the child will have Mirza-Malik as a surname and not just Malik. So that’s where we stand as a family including my husband. He actually wants a daughter,” Sania had said.

Why didn’t BCCI put ‘Government permission’clause in contract, questions PCB chief our home games in the UAE,” Sethi told PTI during an interaction. “But apparently the BCCI is having difficulty in ensuring that they can do that. They say they don’t have government permission. Our position is that why should you require government permission? We don’t take government permission. The ICC does not want interference from the government in affairs of cricket boards,” Sethi tried to drive home his point. “In any case, when you were signing the contract, if government permission was such a major issue, you should have put it

Business

in the contract, you did not. So what is the problem,” he further questioned. “Firstly, the two sides need to play each other for the sake of the people of the sub-continent. Secondly, the ball is in the BCCI’s court. That’s it. We hope sooner than later better sense will prevail and the two sides can get back to playing good cricket again,” “So the two issues before the tribunal are whether there is a contract that India has to honour and if there is one, then what is the claim for damages. So those two questions are going to be discussed.

Key metal shares, however, witnessed profit-booking. The 30-share index was trading higher at 34,585.45 at

1100Hrs, reflecting a gain of 119.85 points, or 0.35 per cent. The broader Nifty50 was also trading above the 10,600 level at 10,611.20, down 47.15 points or 0.45 per cent. Major gainers were TCS, IndusInd Bank, Yes

Bank, M&M and Reliance Industries. Meanwhile, foreign portfolio investors (FPIs) sold shares worth Rs 21.02 crore on a net basis, while domestic institutional investors (DIIs) bought equities to the tune of Rs 111.01 crore last Friday, provisional data showed. Asian markets were trading lower as investors kept an eye on rising US treasury yields. US stocks ended lower on Friday, as weakness in technology and consumer staples shares offset the latest batch of corporate earnings, which largely continued to beat expectations.

Mumbai: The BSE Sensex rose 35 points to close at an over two-month high of 34,450.77 in choppy trade on Monday on steady buying in realty, healthcare, consumer durables and IT sectors. Encouraging earnings from some blue-chip companies also supported the upmove, brokers said. Trading was volatile due to negative Asian cues, lower opening in Europe and a weak rupee, they added. Tata Consultancy Services (TCS) touched the USD 100 billion market capitalisation mark intra-day, but ended the session a tad lower. The 30-share Sensex resumed

higher at 34,493.69 but quickly slipped to 34,259.27 on profit booking and weak Asian cues. It bounced back to touch a high of 34,663.95 as TCS saw heavy buying, before finally ending at 34,450.77, showing a gain of 35.19 points, or 0.10 per cent. This is its highest closing since February 5 when it had ended at 34,757.16. The broader NSE Nifty touched a high of 10,638.35 before settling at 10,584.70 -- up 20.65 points, or 0.20 per cent. Fingerprint, eye-scan may be required for stock trade on app: Sebi

New Delhi: With an aim to enhance cyber security, markets regulator Sebi is looking to put in place a new set of guidelines, wherein fingerprint or eye-scan will be required for stock trading through mobile applications. The markets watchdog has sought comments from the market participants like brokers, traders and stock exchanges in this regard, and a final regulation will be put in place after taking into account views of all the stakeholders, regulatory sources said. In case of applications installed on smartphones and tablets, traders and retail investors may need biometric authentication to buy and sell stocks, according to Sebi's proposal. Further,

it has been proposed that after few failed log-in bids, investors' account might be locked till fresh authentication is completed. For fresh authentication, an e-mail or one-time password may be sent to investors. According to market experts, small brokers, who operate on low margins, may face difficulties in implementing the

proposed guidelines. The development comes against the backdrop of instances of cyberattacks on systems in different parts of the world including India. The Securities and Exchange Board of India (Sebi) is of the view that sophisticated cyber security and cyber resilience measures are required for the capital market.

international German government says Syria strikes were legal

Beirut : The German government says it stands by its view that the USled airstrikes against Syria were legal, despite experts saying they breached international law. German parliamentary researchers last week provided an 11-page opinion to lawmakers that questioned whether the alleged chemical attack by Syrian government forces justified the attack by the United States, Britain and France. Germany didn’t participate in the April 14 strikes. A spokeswoman for Chancellor Angela Merkel said Monday the German government “took note” of the parliamentary assessment but remains

convinced the allied attack was “necessary and appropriate.” Ulrike Demmer said the airstrikes were intended to prevent further uses of chemical weapons by Syrian forces, which in themselves were a breach of international law. Merkel meets US President Donald Trump in Washington on Friday. Syrian state media say government forces and their allies are pressing an offensive against members of the Islamic State group in southern Damascus. State-run al-Ikhbariya TV says the aim of Monday’s government push is to isolate IS in the southern Damascus neighborhood of Hajar Aswad from nearby areas held by the extremists.

Moscow : Foreign Minister Sergei Lavrov said on Monday that Russia had not yet decided whether it would deliver advanced S-300 missile systems to Syria, but would not make a secret of the matter if it took such a decision, the TASS news agency reported. Russia’s daily Kommersant newspaper, citing unnamed military sources, reported earlier on Monday that Russia might start supplying the anti-aircraft missile systems to Syria in the near future. The Kremlin declined to comment. Lavrov said on Friday

that Western military strikes on Syria this month had removed any moral obligation Russia had to withhold the missile systems from its ally Syrian President Bashar alAssad. “We’ll have to wait to see what specific decisions the Russian leadership and representatives of Syria will take,” TASS cited Lavrov as saying on Monday during a visit to Beijing. “There is probably no secret about this and it can all be announced (if a decision is taken),” added Lavrov. Kommersant said on Monday that experts believed that Israel would react negatively to any decision to supply the missiles and might bomb the area where they would be deployed. A Russian diplomat who spoke to Reuters on condition of anonymity said Israel has asked Moscow not to supply the Syrian military with the S-300s. An Israeli government spokesman declined comment.

Russia says no decision yet on delivery of S-300 missiles to Syria Ahmedabad : The Gujarat CID (Crime) on Monday arrested Amreli Superintendent of Police (SP) Jagdish Patel for the alleged abduction of a Surat-based builder and extortion of Bitcoins and money from him. The SP was brought to Ahmedabad and declared arrested following questioning. The CID officials said that the SP was arrested on the basis of a statement given by his subordinate and a key accused in the case, police inspector Anant Patel, who is currently in police custody. Anant has reportedly told the investigators that he had acted on the orders of his SP. “SP Jagdish Patel was

arrested on the basis of a statement given by Anant Patel. The latter has said that he came to Gandhinagar and picked up the Surat-based builder on the instructions of the SP. He has claimed that he was only following the order of his senior officer,” said a senior CID officer. According to the officer, beside Anant’s statement, the mobile phone call detail records (CDR) between the SP and the PI on the day of the incident and a day before that shows that the two worked in collusion. Sources said that the accused used a secret phone number to communicate which has also been traced by the CID officers.

Gujarat drafting Bill to check depletion of groundwater

Gandhinagar : To control and regulate usage of groundwater, the state government is in the final stage of drafting a legislation on the basis of a model Bill provided by Central Government’s Water Resources Department. This was stated by Narmada, Water Supply and Kalpsar Department on Monday. A release from the department said that owing to excess lifting of groundwater, the water levels have been constantly dropping in certain parts of the state, and therefore

the government is committed to control and regulate the same. “The Gujarat Groundwater Authority has been doing surveys and estimation of groundwater as per the guidelines of the Central government. Considering the details of the 1997 estimates, the Gujarat government had put control on lifting of groundwater in 57 talukas,” the department said, adding that after 2004, it was made mandatory to have Groundwater Authority’s permission to get electricity

connection for drawing water through borewells for irrigation in those 57 talukas. The government said that in order to check deterioration of groundwater level, lifting of groundwater below 200 metres for any purpose other than drinking has been banned in Gandhinagar taluka as per the Central Groundwater Authority’s norm. At the same time, the release added, the Central Groundwater Authority has notified Mansa, Kalol and Mehsana talukas to draw groundwater.

To hunt for ‘hidden’ seismic faults, Institute of Seismological Research to map Kutch in 3D Gandhinagar : In order to have greater understanding of all existing “seismic faults” in Kutch and to discover if there are any “hidden” ones that could give rise to earthquakes in future, the Institute of Seismological Research (ISR) is conducting a 3D-mapping of the entire Kutch region that is one of the most seismically active zones in Gujarat. There are about 12 seismically active small and big faults (probable earthquake source zones) in Kutch, and Gandhinagar-based ISR will begin by mapping the biggest of them — the Kutch Mainland Fault, which has a total length of 140 km and a breath of 40 km. Wagadh Fault and Gedi Faults are located to the east of Kutch. “This exercise is being done for the first time in India. We are going to start from the same area that had given rise to the 2001 Kutch earthquake. For this purpose, we are currently in the process of laying 50 new broadband seismograph stations,” said Dr M Ravi Kumar, Director General,

ISR, Gujarat Government. The devastating 2001 Kutch earthquake of 7.7 magnitude on the Richter scale had killed over 13,000 people and damaged more than 10 lakh houses in the state. “The basic idea is to create threedimensional pictures of the existing faults which will help us understand them better. Secondly, we also want to map if there are any hidden faults in the region. The entire exercise is to study future locations where earthquakes are more probable to occur,” said the head of ISR, adding that two such hidden faults were discovered near Anjar in the last few months. Seismologists have also discovered “molten material” trapped 25-30 km below the Kutch Mainland Fault. “We want to study these occurrences in a detailed manner,” Dr Kumar added. A total of 1,807 local earthquakes were recorded by an existing broadband seismic network (of 70 seismograph stations) of ISR in Gujarat during the year 2016.

Kabul: Suicide bomber strikes in Afghanistan capital, 48 killed

Kabul : At least 48 people were killed on Sunday after a suicide bomber struck a voter registration center in Afghanistan capital Kabul. Public Health Ministry spokesman Wahid Majro said another 112 people were wounded in the attack. The suicide bomber targeted civilians who had gathered to receive national identification cards, Gen. Daud Amin, the Kabul police chief said. The explosion shattered windows miles away from the blast site. Several nearby vehicles were also damaged. All roads leading to the blast site were blocked, with police allowing only ambulances to pass through. Local TV stations broadcast live footage of

hundreds of distraught people gathered at nearby hospitals seeking word about loved ones. Terrorist group Islamic State claimed responsibility for the attack, AMAQ news agency said. They, however, did not provide any evidence to substantiate the claim. The Taliban, who usually claim their attacks, denied involvement. That means the bombing was likely carried out by a local Islamic State affiliate, which has been behind past bombings in Kabul that targeted civilians. Both groups are opposed to democratic elections. Afghanistan will hold parliamentary elections in October. Last week, three police officers

responsible for guarding voter registration centers in two Afghan provinces were killed by militants, according to authorities. Elsewhere in Afghanistan, a district police chief in the northern Balkh province died of his wounds after being shot Saturday during a gunbattle with insurgents, according to Sher Jan Durrani, spokesman for the provincial police chief in Balkh. He said around a dozen insurgents were also killed in the battle, which is still underway. Durrani identified the slain commander as Halim Khanjar, police chief for the Char Bolak district. The Taliban claimed responsibility for the killing.
