Kolkata : Chief Minister Mamata Banerjee on Tuesday said that the Congress was wrong in submitting an impeachment notice against Chief Justice of India Dipak Misra. Mamata told News18 Bangla channel that the Congress had sought the Trinamool Congress’s support in their initiative but the party refused since there was “no merit” in it. “The Congress was wrong to give an impeachment notice against the CJI. The Congress wanted us to support it. But we did not, because we knew there was no merit in it. There was no majority (supporting the move) and I had apprehended that it would not receive much support. I told Sonia Gandhi, Rahul Gandhi not to go for impeachment,” she said. Vice President and Rajya Sabha Chairman M Venkaiah Naidu on Monday rejected the notice by seven opposition parties to impeach the CJI on grounds of “misbehaviour”. Naidu’s decision, which came within two days of the notice being submitted to him, was slammed as “hasty, illegal and ill-informed” by the Congress.

The Opposition notice for impeachment was rejected Monday morning by Vice President and Rajya Sabha Chairman M Venkaiah Naidu. Justice Gogoi is expected to succeed CJI Misra who demits office in October. In a brief

The CJI has not yet responded to their letter. Sources said that when the issue of a full court was raised by some judges during the customary morning meeting of all Supreme Court judges over tea on Monday, CJI Misra was non-committal on the matter. convened by the CJI when a matter of public importance relating to the judiciary comes up. This letter follows two other letters by senior members of the Collegium, both written in the past few weeks, which asked the CJI to involve all judges in protecting the judiciary from undue interference by the government. On March 21, Justice Jasti Chelameswar, the most senior judge, had written to all judges, asking the CJI to all a full court to discuss government interference in appointment of judges to the High Court. Justice Chelameswar’s letter came after the government directly wrote to the Karnataka High Court over an inquiry into a judicial officer, whose name had been reiterated by the Collegium for appointment as a High Court judge. The CJI neither replied to the letter nor did he call a full court.

US report must be read with a rider

I t is, indeed, a shame that Madhya Pradesh figures in the US State Department's 2017 Human Rights report, although the report cites abuses from all states in the form of extra-judicial killings, disappearances, tortures, arbitrary arrests and detention, rapes and so forth. The report refers to the death of six farmers in the Mandsaur agitation and laments that the investigation is still lingering on. The deaths, by themselves, are a scar on the state's record, but the undue delay in concluding the inquiry is bringing it more discredit. Set up in June last year with a mandate to submit its report within three months, the inquiry commission has already been given four extensions. Two CRPF jawans have testified that the firing was caused by an accident in a melee with the crowd. But, until the final report comes out with its conclusions, the deaths have been attributed to police firing. And so does the US report. In another damning reference, the report mentions the complaint issued by India's National Human Rights Commission against the MP government, police and prison authorities, expressing doubts about the October 2016 killings of eight members of the outlawed Students' Islamic Movement of India (SIMI) after they allegedly killed a guard and escaped from a high-security prison. These have been included in the 92 cases of custodial deaths nationwide in 2016 as reported by the National Crime Records Bureau. Maharashtra reported the highest number of cases at 16. The US report highlights widespread corruption, instances of censorship and harassment of media outlets, restrictions on foreign funding of some NGOs, lack of criminal investigations, or accountability for cases related to rape, domestic violence, dowry-related deaths, honour killings, sexual harassment and discrimination against women and girls as serious problems in India. The report is compiled with inputs from NGOs, media reports and official records. The 2017 report covers nearly 200 countries and is used by US Congress and the administration as a resource for decision-making. Although it seeks to place the US as leading by example in promoting effective governance based on the rule of law and respect for human rights, the publication strikes a jarring note with the actions of President Trump and his administration, which have been accused of attempts to roll back civil rights and of attacking the media. In fact, the report's launch was marred by acrimony, with reporters challenging the criticism of other countries when Trump, himself, was describing the media as 'an enemy of the people' and calling for revision of libel laws. So, even if we need not be unduly worried about the references to India in the report, that is no ground for endorsing the inadequacies in our system.

The Supreme Court on Monday stayed criminal proceedings against Bollywood actor Salman Khan initiated based on private complaints in Rajasthan’s Chiru district and in the States of Gujarat, Delhi and Maharashtra for his alleged controversial statement made against Valmiki community. A three-judge bench of Chief Justice Dipak Misra and Justice A.M. Kanwilkar and D.Y. Chandrachud stayed the proceedings on six FIRs o filed by Salman Khan. The petition also wanted a direction that all state police be instructed that no FIRs or complaints shall be registered against him pertaining to this case. The actor was accused of poking fun at the Valmiki community while shooting a reality show in December 2017. An FIR was filed against him by the fringe group Valmiki Yuva Sangathan as they were highly offended by the actor’s statements against their religion and similar complaints were filed later in other states.

Indian and Australian orthopaedic specialists have advised Stanlake against playing the remaining tournament owing to an injury that he sustained in the match against Chennai Super Kings played at Hyderabad on April 22, it added. “Billy sustained a displaced fracture on the fifth finger of his right hand whilst fielding. Surgical reduction and fixation was required to restore the function to that finger,” the release said. According to the release, the pacer has flown back to Australia for further treatment. The 23-yearold fast bowler had taken five wickets in the four games, which he played for Hyderabad in this IPL.

Mumbai: With the Reserve Bank giving no relaxation to its February 12 framework on resolution of stressed assets, banks are likely to become more cautious and risk-averse to long-term funding, especially to the, say lenders. On February 12, the central bank had come out with revised framework for resolution of stressed assets. The new set of rules aim at quick reporting of defaults, coming out with resolution plans for defaulting companies and time-bound referrals of defaulting firms to the National Company Law

Tribunal (NCLT). Owing to certain stringent criterion in the new framework, which includes one-day reporting of defaults, lenders have asked for some leniency but the apex bank has not granted any relaxation to its February 12 circular. "The RBI is very clear that they are not going to give any relaxation (on the February 12 framework). Now, I think banks will become very cautious and risk averse, particularly on the long-term funding in sectors such as power, road and ports," said a senior banker.

Finance ministry won’t favour cut in fuel duty

New Delhi: Despite petrol and diesel prices reaching record high, finance ministry is not in favour of slashing excise duty on these products as it will hit the fiscal deficit target. There has been growing demand to cut excise duty to provide some relief to the general public reeling under high fuel prices. Petrol price on Monday hit a 55-month high of Rs 74.50 a litre and diesel prices touched a record Rs 65.75 per litre. However, finance ministry wants the states to cut VAT or sales tax on petrol and diesel. Petrol and diesel along with alcohol are currently out of GST ambit. The ministry believes that a reduction in excise duty, which makes up for a

quarter of retail fuel price, is not advisable if the government is to stick to the path of reducing budgetary deficit. “Excise duty cut would be a political call, but is not advisable if we have to stick to the fiscal deficit glide path outlined in Budget,” finance ministry officials said. They pointed out that every rupee cut of excise on fuel will result

in a loss of Rs 13,000 crore to the government. “Fiscal considerations are far higher than one or two rupee price impact on consumers,” said officials. “One or two rupee increase doesn’t impact inflation,” they added. The government is also not in favour of tinkering with the autonomy given to oil PSUs to revise rates daily in line with the cost.

New Delhi : The Centre Tuesday asked Rajasthan, Gujarat, and Haryana to tighten security and deploy additional forces ahead of the verdict by a Jodhpur court in a rape case against self-styled godman Asaram, an official said. In a communication, the Home Ministry told the three states to beef up security and ensure that no violence takes place after the verdict. The three states were also told to deploy additional forces in sensitive places, the Home Ministry official said. Rajasthan, Gujarat, and Haryana have a large number of followers of Asaram. Gujarat: 1.35 lakh candidates appear for GUJCET

Ahmedabad : Over 1.35 lakh candidates appeared for the Gujarat Common Entrance Test (GUJCET) at 34 centres across the state on Monday. While many skipped the exam, conducted by the Gujarat Secondary and Higher Secondary Education Board, nearly 350 candidates appeared for all the four exams of Physics, Chemistry, Biology and Mathematics, for admissions to engineering and medical courses. In the first session on Physics and Chemistry, which was conducted from 10 am to 12 noon, 1,34,979 students appeared for the exam out of a total of 1,36,498 applications. Around 73,171 students took the second session of the test,

on Biology, out of 74,048 candidates. In the last session which was on Mathematics, out of the 62,761 registered candidates, only 61,981 took the exam. “The GUJCET exam was conducted peacefully without any instances of copying from any centre. The answer key will be uploaded in a day or two,” said GHSEB chairman A J Shah. Meanwhile, the candidates found the exam to be easy contrary to their expectations. GUJCET is a state level entrance test that the candidates write after passing Class XII, for admission to engineering and pharmacy courses in government, grant-in-aid and self financed institutes of the state.

Kidnapping, Bitcoin extortion case: ‘SP gave 40 lakh for accused cops’ The SP was arrested following Inspector Anant Patel’s statement that the kidnapping and extortion bid happened on his senior’s instruction. Ahmedabad: The Gujarat CID-Crime, which is probing the alleged kidnapping of a Surat-based builder and extortion of Bitcoins and money from him, has found that the Amreli district Superintendent of Police Jagdish Patel allegedly gave Rs 40 lakh to Local Crime Branch Inspector Anant Patel to meet the legal expenses of the nine policemen arrested in the case. The SP, who was arrested on Monday, is the key accused in the case along with Inspector Anant. The CID officials have also found that at least six suspected policemen flew to Mumbai on February 11, hours after the alleged kidnapping and extortion incident. On the basis of these findings, the CID has sought the remand of the SP, who was produced before a sessions court on Tuesday. The court has remanded Jagdish Patel in CID custody till May 1. The SP was arrested following Inspector Anant Patel’s statement that the kidnapping

and extortion bid happened on his senior’s instruction. The police teams, which allegedly kidnapped the builder, had come in official vehicles on the order of the SP, Anant reportedly told the investigators. The CID has proved that the policemen from Amreli came to Gandhinagar in official vehicles but there was no record with the state police control or anywhere else showing that they came officially. In his statement, Anant Patel has also claimed that on April 6, Jagdish Patel gave him Rs 40 lakh at around 8.30 pm at Sindhu Bhawan Road in Ahmedabad

The police said DNA tests have confirmed that the body of a woman found in Surat on April 9 was that of the victim’s mother. They said the woman is suspected to have been killed on March 26, allegedly by Harsh Sahay Gujjar, the 27-yearold labour contractor who is in police remand till May 3 for allegedly raping and killing the girl. The girl’s body was found on April 6. Police said they are also questioning Gujjar’s wife in connection with the woman’s killing. According to police sources, Gujjar, a father of two, had “bought the woman for Rs 35,000 from Rajasthan” to employ her as a labourer. They said he was in a relationship with

Ahmedabad: Dalit youth leader and Independent MLA Jignesh Mevani on Monday threatened to approach the Supreme Court if the state government “failed to serve justice” in the April 16 incident in which a group of slum-dwellers in Ambawadi area of Ahmedabad had clashed with students of a hostel. While students belong to upper caste, most of the slumdwellers were Dalits. “I am not against any particular community that resides in the hostel, but against its anti-social elements. The false cases lodged by the Crime Branch should be withdrawn else we will soon start an agitation,” Mevani said at a protest march against recent rape cases of minors, outside Ahmedabad Collector’s office. “In Gujarat, the population of Dalits is 7 per cent, so you use undue powers on us. But be aware, that Dalit population is 17 per cent in

Merkel has not quite completed her political career but now, after more than 12 years in office, she finds herself eyeing the finish line. Macron, in turn, has only just begun his reign as French president and is full of energy. He wants wealthy Germany to show more solidarity with less well-off European Union countries, including France. Since 2005, Merkel has steered her party on a decidedly centrist course, opting to phase out nuclear power and abolish compulsory military service. Trump administration plans to end work permits for spouses of H-1B visa holders Washington : The Trump administration is planning to propose to end giving work permits to the spouses of H1-B visa holders to work legally in the US, a top federal agency official has told lawmakers, a move that could have a devastating impact on tens of thousands of Indians. A formal communication is expected to be made later this summer, US Citizenship and Immigration Services (USCIS) Director Francis Cissna said in a letter to Senator Chuck Grassley. “Our plans include proposing regulatory changes to remove H-4 dependent spouses from the class of aliens eligible for employment authorisation, thereby reversing the 2015 final rule that granted such eligibility,” Cissna said. The Trump administration’s move to end the Obama-era rule could have an impact on more

than 70,000 H-4 visas holders, who have work permits. H-4 is issued to the spouse of H-1B visa holders, a significantly large number of whom are high-skilled professionals from India. They had obtained work permits under a special order issued by the previous Obama administration. Indian-Americans were a major beneficiary of this provision. More than 100,000 H-4 visa holders have been beneficiary of this rule.

A 2015 rule issued by the Obama administration allows work permits for spouses who otherwise could not be employed while H-1B visa holders seek permanent resident status — a process that can take a decade or longer. The Trump administration is planning to terminate this provision. Cissna said such action would comport with the executive order requirement to “propose new rules and issue new guidance.
