Former Gujarat MLA wanted for attack on forest officers

Rajkot: Gujarat Police on Sunday launched a manhunt to nab former MLA Mahipatsinh Jadeja who has been named as main accused in the alleged assault on four Indian Forest Service (IFS) probationers, including a bid to run them over with an SUV, at a petrol pump in Rajkot district. Senior police officers said that the SUV, owned by Jadeja, has been seized and raids conducted at more than 15 locations to nab the controversial politician. The injured probationers were rushed to a private hospital near the site of the attack Saturday morning in Ribda village of Gondal taluka on NH27, said.

New Delhi: Four months after the Supreme Court set aside the centuries-old practice of talaq-e-biddat or instant triple talaq, Lok Sabha Thursday passed The Muslim Women (Protection of Rights on Marriage) Bill, outlawing talaq-e-biddat. Law Minister Ravi Shankar Prasad hailed the passage of the Bill, saying “we are making history today”. The proposed law, which makes talaq-e-biddat a “cognizable and non-bailable offence”, has provisions of “imprisonment for a term which may extend to three years and fine” for any Muslim man who divorces his wife by uttering talaq three times in quick succession. It also provides for “subsistence allowance” to Muslim women

and custody of minor children as “may be determined by the magistrate”. Opposition parties like the RJD, AIMIM, BJD, IUML and AIADMK objected when the Bill was being introduced in the House. But the Opposition parties did not rally together at the time the Bill was taken up for voting at the end of

the discussion. The Congress did not even give notice to oppose introduction of the Bill and the Trinamool Congress did not participate in the discussion. AIMIM’s Asaduddin Owaisi, who alleged “vested interests” behind the legislation, said it was an attempt to demonise Muslim men. The

Bill, he maintained, violated fundamental rights. Owaisi said while the Bill talks only about Muslim women being abandoned, the government should also worry about “20 lakh abandoned women of all religions, including our bhabhi in Gujarat”. The only point on which the Opposition showed a semblance of unity was in its demand for sending the Bill to a standing committee for wider consultation. That, however, was turned down by the government which ensured that the Bill, only listed for introduction, was discussed and cleared through a voice vote. Prasad said the government views the Bill not through the lens of “siyasat” (politics) but “insaniyat” (humanity).

Bhavnagar court rejects jailed ex-IAS officer Pradeep Sharma’s bail plea

Bhavnagar : A Bhavnagar court Monday rejected the bail plea of jailed ex-IAS officer Pradeep Sharma in an alleged Rs 25 lakh bribery case. Sharma was arrested on March 9, moments after he walked out of the Sabarmati jail, where he had spent 20 months in an alleged money laundering case. The fresh FIR, lodged in Bhavnagar, was based on a statement of Sahay Raj, Managing Director of a private shipping firm, Shoft Shipyard. In his statement, recorded by the ED officials, Raj alleged that he gave Rs 25 lakh bribe to Sharma for releasing funds. “During the period December 2008 to May 2009, Pradeep N Sharma was MD of Alcock Ashdown (Gujarat) Limited. During this period, he had given money to the tune of Rs 25 lakh for release of the

payments from Alcock and Ashdown (Gujarat) Limited to his company. He also deposed that he had given the said amount to Saifuddin Bhuria,” Raj said. Sharma had moved the High Court through his lawyer R J Goswami, challenging the FIR against him. In his

petition, Sharma alleged that since 2010, at least ten FIRs have been lodged against him with “mala fide intention” and “just with a view to see that the petitioner is kept behind bars”. The petition further stated that the ACB lodged the fresh FIR at 6.15 am on March 9 and Sharma was picked up by a team of 15 to 20 policemen at 10 am from the gate of Sabarmati Central Jail when he was walking out after spending 20 months in jail in an alleged money-laundering case being probed by the Enforcement Directorate. Sharma, in his defence, has stated that the allegation against him in the fresh FIR is more than ten years old and the case is based on a statement recorded by the ED in 2014. The petition says that while he was in jail, he was not questioned even once by the ACB officials.

Pvt banks pushing PSUs into a corner

Indian banking is on the threshold of a big consolidation, with private sector banks pushing the process indirectly. Thanks to the high load of non-performing assets, public sector banks are barely able to expand their balance-sheets, but well-capitalised private banks are hitting the accelerator. The other day, Kotak Mahindra Bank's Executive Vice-Chairman and MD, Uday Kotak, predicted that the dominance of public sector banks is coming to a close. A business newspaper quoted him as saying: "On a delta basis, the entire growth in loans is happening as private sector banks are growing significantly. In the next five years, the 70:30 ratio (in favour of public sector banks) will move towards 50:50." He added, for good measure: "We are seeing a fundamental, sustainable change…in general, I do believe we should be seeing fewer state-owned banks." His forecast seems plausible. Of the 21 public sector banks, 11 are in the Reserve Bank of India's "prompt corrective action" status, which means they are barred from expanding their balance-sheets without a significant improvement in their bad loans position. The bigger public sector banks are already in fresh trouble, thanks to the unveiling of the Nirav Modi fraud in Punjab National Bank, which has eroded its market capitalisation. From its October high of Rs 213.60, the bank's stock has crashed more than 55%. Other banks, spooked by other frauds and bad loans, have also seen an erosion in profits and market valuation, making it more difficult for them to raise capital. Meanwhile, large chunks of their existing businesses from payments to small sector loans are shifting to aggressive new digital banks like Paytm and Airtel Money, not to speak of small finance banks. The big private banks like Kotak, HDFC Bank, ICICI Bank, IndusInd and Yes Bank are the ones to watch. New universal banks like Bandhan Bank are bringing in hybrid business models where they raise liabilities (deposits) in urban centres and lend to small borrowers at high margins. Public sector banks are squeezed at both ends assets and liabilities. So Kotak's prediction is not far off the mark. Normally, when government plays a small role in any sector, the pace of consolidation tends to be faster. For example, in telecom, where public sector BSNL and MTNL have a small market share, the mere entry of Reliance Jio in 2016 pushed four major players out of the business in less than 18 months: these four are Tata Teleservices, Reliance Communications, Telenor and Aircel. Idea has been forced to merge with Vodafone. In civil aviation, where liberalisation began soon after Kingfisher bit the dust in 2011, public sector Air India is on the ropes. It is now being offered for distress sale to a private player. In calendar 2017, IndiGo had a 40% market share, while Jet (including Jet Lite) had 18%, with Air India and SpiceJet with 13% each. Given a flawed policy, the industry has seen regular entries and exits, but is only now in serious consolidation mode. It took the rise of an IndiGo to push the government to exit Air India permanently. When it comes to banks, the process of liberalisation began in the 1990s, when the first private banks were licensed. But it was only in the last four or five years that the field was really thrown open to all, with licences being showered like confetti on payment and small finance banks, not to speak of e-wallets. This intensification of competition is likely to speed up consolidation not only in the public sector banking space, but also in the private sector. Small, old generation private banks like Federal Bank, Karur Vysya Bank, Karnataka Bank, Catholic Syrian Bank, Lakshmi Vilas Bank to name just a few - will face pressures from the big boys to sell out or narrow down their focus to - Kapilkumar M.
