Congress slams Fadnavis govt over dip in professional tax haul

Mumbai : The Opposition Congress has said a fall in professional tax collection shows the BJP-led government in Maharashtra has failed to address the issue of rising unemployment in the state. Professional tax collection figure shows employment status in the organised sector and a drop in its accumulation indicates lack of new formal sector jobs, Maharashtra Pradesh Congress Committee (MPCC) spokesperson Sachin Sawant said. Higher the tax collection, more are the number of permanent employees. During the Devendra Fadnavis government’s tenure, professional tax collection has been falling each year, he said on Friday.

China, India agree to maintain border peace as PM Modi wraps up informal summit

India, China to undertake joint economic project in Afghanistan

Wuhan : Prime Minister Narendra Modi returned to New Delhi on Saturday after wrapping up his two-day informal summit with Chinese President Xi Jinping in the central Chinese city of Wuhan. PM Modi had arrived in China on Thursday for the unprecedented informal summit with Xi. The prime minister held one-on-one talks with Xi to strengthen the relations between the two countries. This is being seen as an effort by India and China to rebuild trust and improve ties that were hit by the 73-day-long Dokalam standoff last year. Calling it a memorable trip, the PM said, “The talks with President Xi Jinping focussed on diverse areas of India-China cooperation. We discussed ways to give impetus to our economic ties as well as people-to-people relations.”

Xi Jinping wants screening of more Bollywood movies in China Chinese President Xi Jinping has seen a number of Indian films, including Hindi and regional, and believes it would be a good idea that Bollywood movies come to China and vice-versa. Briefing reporters at the end of the two-day informal summit between Prime Minister Narendra Modi and President Xi in the central Chinese city, Foreign Secretary Vijay Gokhale said they proposed collaboration in the areas of spirituality, trade, technology, tradition and entertainment including films.

The Prime Minister invited Xi to India for a similar "informal summit" in 2019, to which the Chinese premier expressed hope that they will be able to meet in similar formats.

Dalmia group adopts Red Fort :

Wuhan : In a move that could upset Pakistan, Prime Minister Narendra Modi and Chinese President Xi Jinping have agreed to undertake a joint India-China economic project in Afghanistan at their first informal summit here, official sources said. The understanding was reached between the two leaders during the two-day informal summit which concluded today, they said. Follow LIVE Updates As per the understanding, officials of both sides will identify the project in following up discussions and work out modalities. This will be a first such project in the war-torn

country where China while trying to expand its influence has tacitly backed Pakistan, which has been accused by Afghanistan and the US of backing the Taliban and its most violent attacks in the country destabilising any attempts to restore peace. China for the first time held a trilateral meeting with the foreign ministers of Pakistan and Afghanistan in December last in Beijing to narrow down the differences between the two countries. China had also announced plans to extend its controversial China-Pakistan Economic Corridor (CPEC) to Afghanistan at the meeting.

Does Modiji or BJP even understand the importance of Lal Quila?” Congress’ chief spokesperson Randeep Singh Surjewala said. He added, “Is it not

Taking to Twitter, the Congress party posted a poll, asking, “After handing over the Red Fort to the Dalmia group, which is the next distinguished location that the BJP government will lease out to a private entity? #IndiaSpeaks” As per the MoU, the Dalmia Bharat Group would maintain the monument and build basic infrastructure around it within a budget of Rs 25 crore for the next five years. Raise Doklam, CPEC issues with China: Congress to PM Modi

Jodhpur : A purported audio clip of Asaram, serving his life-in-prison term at a Jodhpur jail, has surfaced online in which the self-styled godman is heard telling a person over the phone that his time behind bars is ephemeral and “good days will come”. According to Jodhpur Central Jail DIG Vikram Singh, the 15-minute audio clip might have been recorded during a telephone conversation Asaram had on Friday, two days after a Jodhpur court found him guilty and sentenced him to life in prison for raping a teenage girl in his ashram five years ago. The call was made with permission from jail authorities. “Inmates

New Delhi : As Prime Minister Narendra Modi and Chinese President Xi Jinping met on Friday hoping to open a new chapter in bilateral ties, Congress president Rahul Gandhi asked the Prime Minister to raise New Delhi’s concerns and sensitivities regarding the China-Pakistan Economic Corridor and the Chinese build-up at Doklam plateau. He told the PM “you look tense” on the visit. However, extending his party’s support, he told Modi that India wants to hear him talk about these crucial issues — Doklam and CPEC — with China. “Dear PM, Saw the live TV feed of your ‘No Agenda’ China visit. No free rice from govt if villages are littered, not free from open defecation: Puducherry Lt Guv Kiran Bedi

Puducherry Lt Governor Kiran Bedi's statement said the free distribution of rice “shall be conditional to the certification of the village being open defecation free and free of strewn garbage and plastics.”

Chennai : In yet another controversial and seemingly dictatorial decision, Puducherry Lieutenant Governor Kiran Bedi on Saturday announced that the distribution of free rice to villagers in the Union Territory, a scheme intended to benefit more than half of its population, will be stopped if villages are not free from open defecation and garbage. In a statement, she said the free distribution of rice “shall be conditional to the certification of the village being open defecation free and free of strewn garbage and plastics by submitting a joint certificate given by the MLA and the Commune Commissioner to the Civil Supplies Commissioner.” The new decision will be implemented from June, even as she gave a deadline of four weeks to concerned authorities and villagers to keep their surroundings clean. “Till then the free rice supplies will be kept on hold and in safe storage. It shall be distributed to the beneficiaries on the

village being certified clean. The certification shall also be cross checked to ensure its veracity. All constituencies are given four weeks notice to clean up their respective areas to be entitled for the free rice. The notice period ends on May 31st,” she said in a statement. “I am very anguished at the slow pace of rural sanitation. Last two years, I have not seen local representatives and concerned public officials determined to make rural Puducherry clean within a time frame. I am sorry this cannot go on. This was the 155 Morning Weekend Round Of Team Raj Nivas spanning over the last two years. Yet we have not transformed in proportion to the effort and energy that has gone into. In all our rural visits we have seen community leaders putting forth various demands on behalf of the people, but I have never seen any of them impatient at cleaning up the village in their constituency.

Xi, Modi may kick out Kareena Kapoor Khan works out and chills Trump from Asia like a boss and we can’t get over her

India and China have resolved to build 'an economic project' in Afghanistan where Donald Trump is stuck with the Taliban & the ISIS & Afghan warlords; not to speak of the Haqqani Network, and above all Pakistan Sushil Kutty A senior journalist T he Japanese tea-drinking routine is by far the more elaborate. It overawes with ceremony. Modi and Xi just stood at a table next to a lake in Wuhan and sipped the brew from tiny China cups. This after Modi poked his nose into ceramic jars, sniffing at the contents. President Xi looked on with an indecipherable look on his fleshy face. Silver carp and bighead carp, freshwater fish that swim the East Lake in Wuhan, must have gaped at the two leaders as they took a short walk with translators in tow. It later came to be known that India and China have resolved to build 'an economic project' in Afghanistan where Donald Trump is stuck with the Taliban and the ISIS and Afghan warlords; not to speak of the Haqqani Network, and above all, Pakistan. If the two countries were to succeed in their vision, Trump may find it difficult to hold strings in Asia, opine experts. Xi & Mo speak on even terms The tea that Xi and Modi drank stiffed talk that this was just an informal meeting and that Modi will return home with nothing to show except watered down readouts from tea leaves. Xi and Mo are friends like Don and Mo are pals. But the Xi-Modi friendship has traversed many terrains from the prickly border to the picturesque lakeside, a calming influence enveloping both countries in a warm embrace. There is a definite difference between a hug and an embrace. And Xi and Modi are not bosom pals. Like one analyst said they stand shoulder-to-shoulder and speak on even terms. Trump has not been honest with India Besides, Trump has not been entirely honest with India. Recent US sanctions have hit India. And if Trump is getting "a kick" out of what's happening in the Korean Peninsula, he doesn't seem to care for what's happening to India and countries like Vietnam and Japan with his China-targeted trade sanctions. Other butts are also getting "kicked". Paraphrasing Trump, it's "you can bank on it." Maybe somebody in Trump's inner circle will tell Trump of the Wuhan sideshow to the Panmunjom big show and what all Xi and Modi have achieved in the time Kim and Moon spoke a modicum of denuclearisation while sipping tea after a boat ride on East Lake. One development that should make Trump's ears stand to attention should be India and China getting together to get 'Afghanistan' out of the woods.

The cast of ‘Happy Phirr Bhag Jayegi’ had started shooting in the streets of Kuala Lampur, but the shoot has come to a halt. The reason for that, Mid-Day reports, is the heavy rainfall, which affected the region. The team however hopes that they get back to the grind by the weekend. A source from the production told the

daily, "The shooting kicked-off on Monday but had to be stopped after two days due to incessant rainfall and bad weather. The streets were flooded, and the actors couldn't even step out of their hotel." "We hope to resume shooting on Saturday. If we cannot do so, we will return to Mumbai and wait for a suitable time to repeat this schedule,"

Rekha lauds Amitabh Bachchan’s performance in 102 Not Out Priyanka Chopra still plays mystery The question is a natural one considering how she herself had gushed, once again on a Jimmy Fallon show, about her jigri dosti with Meghan.

Kanchan Awasthi appeared in the Indian Television show ‘Amma’. She did a film titled ‘Ankur Arora Murder Case’ and now she is working in lead role with a Marathi director Shantunu Anant Tambe for his debut Hindi film titled ‘Bhootwaali Love story.’ However Kanchan’s big break with Prakash Jha production will give her an entry into the big league of film makers. So how did she make it to this big banner ala, Prakash Jha Production house? Did she have to face any casting couch issues? She replies, “No not at all. I have never faced any such [casting cast] problems at all. First and foremost it so happened that Director Saurabh Shrivastava was looking for a female who would suit the UPITE bahu. She had to play the fourth wife of Arshad.I was thus called for audition. I cleared the first audition; the second one too was cleared by me. Thereafter I was called for a look test. I was just keeping my finger crossed to get this role. To my luck and surprise I was signed and then called to attend the shoot.” Holding her breath for some time she continues, “However, I was asked to make a little compromise in my remunerations (pay packet). But to tell you the truth I was paid more than my expectations. The payment made to me by Prakash Jha productions was much more than I expected. So it was really a fair deal as I not only got a chance to work with them but pocketed enough money too.”

Rekha has apparently loved the Amitabh Bachchan-starrer 102 Not Out and has been raving about it ever since she watched the preview. Amitabh, however, skipped the viewing. “Rekha loved the film and has been talking about Bachchan’s performance in it. Of course, she liked Rishi Kapoor’s performance too, but she was very excited to see Bachchan in the role of a cool 102-year-old,” says a source. Directed by Umesh Shukla, 102 Not Out stars Amitabh Bachchan and Rishi Kapoor in lead roles. Rahul Rawail, David Dhawan, Rumi Jaffrey and the Kapoors attended the do along with Rekha. It was initially surprising that Bachchan skipped the screening, but the reason became clear after Rekha’s appearance.

So, is she or isn’t she? Priyanka Chopra, who had bragged a while ago about being ‘friends’ with Meghan Markle, is being strangely coy on the matter of attending the wedding of Prince Harry and Meghan in England next month. We are wondering why the mystery. On The Tonight Show with popular American host Jimmy Fallon (Priyanka has been on the show for the fourth time in two years. Jimmy seems oblivious to other Indian talent in the US), the actress again played the mystery card over her attendance/non-attendance at the wedding of the year. When Jimmy asked her about it, she dodged the question saying she was being ‘scammed’ into talking about it to the media. The question is a natural one considering how she herself had gushed, once again on a Jimmy Fallon show, about her jigri dosti with Meghan. She had famously said, “Forget attending (the wedding) or not, I’m very happy for my friend.” She then revealed that she had met Meghan at a dinner hosted by Elle magazine. “Meghan and I got along very well,” she had said. Time for some straight answers to straight questions, Priyanka.

IPL 2018 RCB vs KKR: We will bounce back like before, says Yuzvendra Chahal

Sunvilla Samachar (English Daily)

Rafael Nadal enters Barcelona Open final after record 400th win on clay

Saina Nehwal earns hard fought bronze medal at Asian Badminton Championship

Yuzvendra Chahal is hopeful his team will bounce back just like it did in the past editions of the Indian Premier League. Bangalore : Royal Challengers Bangalore might be in a spot of bother after four losses from six games but leg-spinner Yuzvendra Chahal is hopeful his team will bounce back just like it did in the past editions of the Indian Premier League (IPL). With four losses and two wins, RCB are currently placed at the sixth place. The Virat Kohliled side had been in similar positions in the 2015 and 2016 editions but they bounced back to make it to the play-offs. “We are

not shattered by losing to Chennai Super Kings in the last match where they needed to score 100-odd runs in last seven overs, and they chased it, but it is okay. We have played just six games and still eight games are left,” Chahal said. “If you see 2015 and 2016 IPL seasons, we bounced back from bottom. We expect to repeat it, this season too,” he told reporters on the eve of Kolkata Knight Riders-Royal Challengers Bangalore match here.

Nothing comes easy for Saina Nehwal — not even an assured bronze. But she can pat herself on the back for making life mighty difficult for her opponent as well on Saturday and allowing Tai Tzu Ying to book her silver / gold at the Asian Badminton Championship only very grudgingly. Chinese spectators at Wuhan meanwhile, were seen watching with some wonder the first and the latest destructors of their neartwo-decade long monopoly over women’s singles, play out a tight 27-25, 21-19 match ending in the Taiwanese girl’s favour. It should annoy them a tad that Saina is now troubling a third generation of their players (starting with Lu Lan a decade ago right upto Gao Fangjie two days back), and though she might not have clung onto her own No. 1 tag for too long, she’s a consistent thorn in the flesh of whoever carries that tag. Tai Tzu slipped from the top perch last week, but is undeniably the best shuttler around right now. After Saturday’s win, she leads Nehwal 11-5 in head to head, but Saina’s threateningly close to tipping over and beating Tai Tzu Ying one of these days. This 45-minute match would’ve fattened her confidence quite a bit. The 28-year-old Indian held the lead against the 23-yearold for only 9 of the 44 points she scored in the semifinals (39 of Tai’s 48 points were with her cantering away). The story of Saina’s grit – the story of her life, even — lies in the remainder of 35 points where she relentlessly stalked the world’s best player, trying to and gloriously managing to match her return for return, shot for shot, deep forehand for deep forehand. Saina would hunt down the lead so vehemently that she seemed to match Tai Tzu’s speed which is both in her legs and her outrageously talented hands.

Barcelona : Rafael Nadal booked a place in the Barcelona Open final by breezing past David Goffin 6-4 6-0 on Saturday with his 18th successive claycourt win and 400th overall on the surface. World number one Nadal will meet Greek teenager Stefanos Tsitsipas in Sunday’s showpiece when he will target a recordextending 11th title in Barcelona a week after claiming the Monte Carlo Masters for the 11th time. Nadal has won every final he has played in Barcelona. The Mallorcan got off to a slow start in the semi-final on the Rafael Nadal Court as he surrendered his service in the opening game and 10th-ranked Goffin held to take a 2-0 lead. Nadal immediately broke back to level and the home favourite broke again in the 10th to take the first set. The Spaniard came into his own in the second while Goffin, who had to play three sets against Roberto Bautista Agut in the last quarter-final on Friday, began to wilt. The Belgian finally came out fighting in the sixth game but eventually succumbed to claycourt specialist Nadal, surrendering serve for the third time in the set by firing

a shot beyond the baseline, ending a match lasting one hour 22 minutes. Greek 19-year-old Tsitsipas stormed into his first ATP final by beating Spain’s world number 11 Pablo Carreno Busta 7-5 6-3. Tsitsipas had pulled off the biggest win of his career on Friday before by stunning last year’s finalist and world number seven Dominic Thiem in straight sets and was the underdog against Carreno Busta, who is ranked 52 places above him. The youngster got off to a flying start as he broke his opponent in the second game and marched into a 4-1 lead. The Spaniard hit back with a break to level at 5-5 but wasted a chance to break again and lost his serve to concede the set. Tsitsipas, ranked 63rd, broke the 27-year-old for a third time to pull 4-2 ahead in the second and eventually served out the match, collapsing to the ground in elation as he won on his second match point when Carreno Busta hit beyond the baseline. Tsitsipas becomes the first Greek player to reach an ATP final since 1973 when Nicholas Kalogeropoulos made the final of the now defunct Des Moines Open.

Gold regains shine, bounces Rs 110 on jewellers' buying New Delhi: Gold prices recovered by Rs 110 to Rs 32,320 per 10 grams at the bullion market on Saturday, largely on the back of pickup in buying by jewellers' to meet wedding season demand amid a firm trend overseas. However, silver ready held steady at Rs 40,450 per kg in scattered deals from industrial units and coin makers. Bullion traders attributed the recovery in gold prices to a firm trend overseas and buying by local jewellers to meet the ongoing wedding season demand at domestic spot market.

Globally, gold rose 0.48 per cent to USD 1,322.60 an ounce in New York yesterday. In the national capital, gold of 99.9 per cent and 99.5 per cent purity rebounded by Rs 110 each to

Indian oil-to-retail conglomerate Reliance Industries Ltd said on Friday its telecoms business Jio reported its second straight quarterly net profit since its launch nearly two years ago, as its cut-price plans continue to attract subscribers. Reliance Jio Infocomm Ltd triggered a fierce price war among operators as they slashed prices to rival Jio’s low-cost data plans, which has driven down margins and forced consolidation in India’s telecom industry. Jio made a profit of 5.10 billion rupees (USD 76.43 million) in the quarter ended March 31, compared with a

profit of 5.04 billion rupees in the previous quarter. Profit on a standalone basis - which comprises Reliance’s refining, petrochemicals and oil and gas exploration businesses rose 6.7 per cent to a record 86.97 billion rupees in the quarter, slightly ahead of analysts’ estimate of 86.88 billion rupees, according to Thomson Reuters data. Reliance, India’s secondbiggest company by market value and controlled by the country’s richest man, Mukesh Ambani, said its standalone revenue from operations rose about 17 per cent to 872.27 billion rupees.

The operating revenue dropped 24.47 per cent to Rs 6,137.3 crore in the March quarter of FY18.

Idea Cellular Q4 net loss widens nearly 3-fold to Rs 930.6 crore

New Delhi: Idea Cellular on Saturday reported a nearly threefold jump in its comprehensive loss at Rs 930.6 crore for the fourth quarter of 2017-18 compared to Rs 325.6 crore a year ago. The operating revenue dropped 24.47 per cent to Rs 6,137.3 crore in the March quarter of FY18. The loss for the full fiscal swelled to Rs 4,139.9 crore from Rs 404 crore in 2016-17. Revenue from operations came in at Rs 28,278.9 crore in 201718 from Rs 36,676.8 crore in the previous fiscal. The company blamed hyper competition and high regulatory headwinds for aggravating the industry's financial stress. "The TRAI led regulation changes including reduction of domestic Mobile Termination Charge from 14 paisa to 6 paisa per minute and ‘International mobile termination' settlement

charges from 53 paisa to 30 paisa per minute further aggravated the financial stress for the existing industry operators," Idea Cellular said in a post-earnings statement. Giving an update on its merger with Vodafone, Idea Cellular said the process is in the final stages and is expected to be completed by June 2018. "The merger of Idea and Vodafone India is in the final leg of regulatory approvals and is expected to complete in

H1CY18," it said. Established operators like Bharti Airtel, Vodafone and Idea Cellular are in the midst of a bruising tariff war following the entry of Reliance Jio backed by India's richest businessman Mukesh Ambani. Reliance Jio's free voice and dirtcheap data offering have dented the financial metrics of incumbent operators, deepening the impact of regulatory decisions like cut in termination charges.

international Indian Commonwealth official wins unfair dismissal case in UK

London : An Indian official who worked at the Commonwealth Secretariat in London has won an employment tribunal claim that he was unlawfully forced out of his job and is entitled to thousands of pounds in damages. Ram Venuprasad had brought the case against Commonwealth Secretary-General Patricia Scotland for unfairly disciplining him over leaks of information to the media, which he denied responsibility for. The 45-year-old’s lawyers had argued that the former deputy head of office at the Secretariat had been “marked out” by Scotland after he raised concerns over her decision to spend 50,000 pounds on a garden party shortly after she had taken office in 2016. The speciallyconvened employment tribunal concluded that Venuprasad was unlawfully forced out of his job and the disciplinary processes used against the former senior civil servant were “seriously flawed”, The Times reported. The ruling from the tribunal, held at the Secretariat

headquarters in Marlborough House in London, came soon after the Commonwealth Heads of Government Meeting (CHOGM) concluded on April 20. “Despite receiving the judgment last week, I did not want to speak publicly until the conclusion of the Commonwealth Heads of Government Meeting in London,” Venuprasad told the newspaper. The Indian citizen who has lived in Britain for 20 years hopes to find work at another international organisation but had been told by head-hunters that the case would hinder his chances. Venuprasad’s legal team told the tribunal that when media reports highlighted Scotland’s alleged “extravagant and overzealous spending”, the civil servant was blamed for the leak and suffered a campaign of “intimidation and hostility”, which he said was “designed to damage his reputation and damage him psychologically”. was a big name who was going to raise the profile of the Secretariat.

London : Alfie Evans, the sick British toddler whose parents won support from Pope Francis during a protracted legal battle over his treatment, died early Saturday. He was 23 months old. Kate James and Tom Evans made the announcement on social media, saying they were “heartbroken.” The death of Alfie, who had a rare degenerative brain condition that left him in a “semivegetative state” with almost no brain function, came five days after doctors removed life support. Doctors overseeing Alfie’s care in the city of Liverpool said further treatment was futile and not in his best interests, and that he should be allowed to die. But his parents fought for months to try to convince judges to

allow them to take him to the Vatican’s children’s hospital so he could be kept on life support. The parents’ campaign was backed by the Pope and Christian groups, which helped draw international attention to the case. The hospital withdrew Alfie’s life support Monday after a series of court rulings sided with the doctors and blocked further medical treatment. “My gladiator lay down his shield and gained his wings at 02.30,” Evans, 21, said in Facebook post decorated with a broken heart and crying emojis. The death came after an easing of tensions between the family and the hospital. Evans had pledged to work with doctors to give his son “dignity and comfort,” as he called for a truce in the divisive case.

South Korea’s spy chief plays key Did you know that ‘Fat’ role in historic meeting with North is a good thing?

New Delhi : In our bid to lose weight, many of us tend to opt for extreme or bizarre weight loss fads and diets. One of the most popular ways people follow to lose weight includes eliminating fats from the diet. Did you know that fats are beneficial for health and when you skip fats from your diet, you may be inviting a host of health ailments? “Fat” is a word with multiple meanings and despite the differences between body fat and dietary fat, people have simply been told they are both bad. Contrary to the popular belief, it would be exciting for you to know that dietary

fat such as polyunsaturated and monounsaturated fats are in fact good for you! These may help lower cholesterol when taken in right amount. Also called as Team Good Fat – walnuts, salmon, avocados and olive oil are a source of essential fatty acids, compounds needed to maintain an ideal weight, optimal health and normal physiological functions. California walnuts, in particular, are rich in omega 3 fatty acids also known as polyunsaturated fats that may help to lower triglycerides. So embrace good fats through a diet of nutrient-dense foods that replace saturated fats with unsaturated fats.

Seoul : Shedding tears behind South Korean President Moon Jae-in and North Korea’s Kim Jong Un after the two leaders announced a historic agreement on Friday was a man who has worked for two decades to set up unlikely dialogue between old enemies.Nearly 18 years after Suh Hoon, a South Korean intelligence official, travelled to Pyongyang to persuade reclusive North Korean leader Kim Jong Il to hold an unprecedented first summit in the North Korean capital in 2000, he watched Kim’s son pledging peace on the Korean peninsula on Friday – this time just south of the heavily militarised border. Friday was the first time any North Korean leader set foot on South Korean soil since the 1950-53 Korean War left the country divided and the two neighbours in a technical state of conflict. The landmark encounter came less than a year after South Korea’s liberal president Moon took office and quickly tapped Suh as chief of the National Intelligence Service, saying he was “the right person”

to revive inter-Korean ties strained over North Korea’s pursuit of nuclear-armed missiles. “It is too premature to talk about a next interKorean summit,” Suh told reporters last year after his appointment was announced, returning him to the agency he quit in 2008 when a conservative government was elected. “But we need it.” Suh, who personally helped arrange two previous inter-Korean summits in 2000 and 2007, is viewed as the country’s top expert on North Korea. He is known as the South Korean who met with late North Korean leader Kim Jong Il the most. Lee Jong-seok, a former unification minister who visited Pyongyang with Suh

in 2003 as then-South Korean president Roh Moo-hyun’s special envoys, called Suh the “No. 1 negotiator with North Korea” in his 2014 memoir. Suh, 64, also lived in North Korea for two years in the late 1990s, involved in a plan to build a nuclear reactor as part of a 1994 international deal to freeze Pyongyang’s nuclear programmes. That deal eventually collapsed. “He came in knowing already how it works and what to do, and Moon gave him clear political guidance,” said John Delury, a North Korea expert at Yonsei University in Seoul. The presidential Blue House declined to comment on Suh’s role. The intelligence service could not be reached for comment.
