Short News No party has responded to election body on simultaneous polls New Delhi: None of the seven recognised national and 59 state parties have responded to the Law Commission's consultation on the 'working paper' on holding simultaneous Lok Sabha and state Assembly polls, a proposal being pushed by the government. May 8 was the last date of submitting response. BJP, Congress, CPI, CPI-M, Trinamool Congress, BSP and NCP are the national parties recognised by the Election Commission (EC). The Law Commission's internal working paper has recommended holding of simultaneous Lok Sabha and Assembly polls in two phases beginning 2019.

Kumar Vishwas's sorry accepted by Jaitley New Delhi: As dissident AAP leader Kumar Vishwas apologised to Union finance Minister Arun Jaitley, the Delhi High Court on Monday, disposed off a defamation suit filed by the latter against Vishwas as withdrawn. Vishwas tendered a written apology to Jaitley and his family for causing any harm to their reputation. In his letter, Vishwas said that the remarks made by him and other party leaders against Jaitley were based on information shared by their leader and Delhi chief minister Arvind Kejriwal. The court disposed of the suit in which Vishwas was the only one against whom the defamation suit remained after Kejriwal and four other AAP leaders Raghav Chadha, Sanjay Singh, Ashutosh and Deepak Bajpai had tendered unequivocal apology to Jaitley in the Rs10 crore defamation suit filed against them by the minister.

'Give us appropriate time to vacate govt bungalows'

New Delhi: Former UP chief ministers Mulayam Singh Yadav and his son Akhilesh Yadav on Monday moved the Supreme Court seeking "appropriate time" for vacating their official residences allotted by the Uttar Pradesh government. The top court had on May 7 held that former chief ministers of Uttar Pradesh cannot retain government accommodation after demitting office and said that a chief minister was at par with a common man once his or her term ends. The two former chief ministers had earlier moved the UP government's estate department seeking two years' time to vacate their official residences and shifting to their private accommodations in Lucknow.

EVMs down with 'heat stroke', poll panel put under scanner

New Delhi: As complaints about malfunctioning electronic voting machines (EVMs) flowed in from Maharashtra and Uttar Pradesh during the byelections on Monday, the Election Commission said the "severe heat conditions" were interfering with the machines. Kairana, in Uttar Pradesh, where Ajit Singh's RLD lodged a complaint, is one of the most-watched of the 13 bypolls held in four Lok Sabha and nine Assembly seats. The counting is on May 31. Calling the reports of large-scale voting machine malfunction "an exaggeration", the commission also denied

reports of polls being cancelled in 35 booths in the Bhandara-Gondiya parliamentary constituency in Maharashtra as "incorrect". "EVMs didn't work due to severe heat conditions," the poll commission said. Both the Opposition and the ruling BJP, raised their concerns over such largescale malfunctioning of the EVMs. A multi-party Opposition delegation led by the Congress approached the EC on Monday to demand a repoll in the affected booths. "We have demanded that wherever it took more than one and a half hours for the EVMs to be changed,

a repoll should be held on Tuesday or (Wednesday)," Congress leader RPN Singh said. A BJP delegation led by party lawmaker Bhupender Yadav also met the poll panel to say that the Opposition was exaggerating the issue of malfunctioning as they feared defeat. Sunanda Pushkar's email being treated as dying declaration: Delhi Police tells court

New Delhi: Nine days before she was found dead, Sunanda Pushkar had written an email to her husband Shashi Tharoor saying that she has "no desire to live". "I have no desire to live... all I pray for is death," Sunanda had written. Sunanda's emails and messages on social media have been taken as a "dying declaration", Delhi Police told Additional Chief Metropolitan Magistrate Samar Vishal. The Patiala House Court will take cognizance of the chargesheet filed by Delhi Police on June 5. During the hearing today, Delhi Police's lawyer requested the court that the case should be considered under Section 113A of IPC. Delhi Police had on May 14 accused Shashi Tharoor of abetting Sunanda Pushkar's suicide and urged the court that Tharoor be summoned. The police also informed the court that Sunanda Pushkar died of poisoning. The police said that 27 tablets of Alprax were

found in Sunanda's room but it wasn't clear how many tablets she consumed. In a nearly 3,000-page charge sheet, the police have named Tharoor as the only accused while also alleging that he had subjected his wife to cruelty. The couple's domestic servant, Narayan Singh, has been named one of the key witnesses in the case. Sunanda Pushkar was found dead in the suite of a luxury hotel in south Delhi on January 17, 2014. Sunanda Pushkar's husband and Congress leader Shashi Tharoor has been charged under sections 498 A (husband or his relative subjecting a woman to cruelty) and 306 (abetment of suicide) of the Indian Penal Code. Pushkar was married to Tharoor for about three-and-a-half years. According to prosecution sources, the charge sheet has mentioned that Pushkar was allegedly subjected to mental as well as physical cruelty.

The rape victim’s father died on April 9 in judicial custody. A CBI official said call records of the complainant and policemen posted at the police station where the case was lodged suggested they were in touch with the MLA on April 3, the day the case was lodged. A CBI court Saturday sent

the Bangarmau MLA to two days’ police remand and the agency plans to question him with evidence they have gathered and the two policemen arrested earlier, said the official. On Wednesday, CBI arrested former Makhi police station officer Ashok Singh Bhadauriya and SI Kamta Prasad Singh for allegedly framing the rape victim’s father in an Arms Act case and forging government records. They are in a threeday police custody, which ends Monday.

World Menstrual Hygiene Day 2018: Two men’s efforts to spread awareness about women’s personal hygiene New Delhi : “Don’t enter the temple if you are on your periods.” “Don’t touch the pickle if you are menstruating.” “Your mother can’t enter the kitchen, she is ‘dirty’ right now,” these are some of the common things most girls and women across India have heard growing up. While menstruation is a natural body process that women undergo, it is a topic discussed in hushed tones even today, thus contributing to the taboo attached to it. From wrapping sanitary pads in newspapers and brown-paper bags to hiding them in black polythene bags, everything related to menstruation is deemed as the elephant in the room – something

that has been turned a blind eye to, for a bit too long. While Arunachalam Muruganantham, on whom the movie PadMan was based, did his bit to change the narrative, Anurag Chauhan and Amol Prakash Mane are two other men whose contributions towards spreading awareness about menstruation, is no less significant. According to a survey conducted by World Health Organization (WHO), 70 per cent of all reproductive diseases in India are believed to be caused by poor menstrual hygiene. Like Muruganantham, the inventor of a low-cost sanitary pad, Chauhan and Mane are among those working towards debunking the taboos around menstruation, spreading awareness and providing sustainable (and healthy) alternatives to cheminal sanitary pads. On the occasion of World Menstruation Day, we bring to you the stories of these two men and their progressive efforts in the arena of women’s health. “Talking about menstruation with women is as difficult as talking

about sex,” said Anurag Chauhan, founder of the NGO Humans For Humanity (HFH). The 23-yearold, who started his NGO in 2014, was moved by an article written about deaths caused due to lack of menstruation hygiene. “I read an article, which said that about 1,50,000 women are dying because of menstrual problems. I wondered that if I today shoot 20 women, it will become world news but here where so many women are dying no one is really bothered about it.” Chauhan who has a Bachelors degree in social work, had to face the harsh reality of how women in rural areas only knew of unhygienic and fatal menstrual customs.

‘We aim to clear all pending cases before 2019’

New Delhi : Pendency of cases — sometimes for years — has been a major issue with the Maharashtra Forensic Science Laboratory (FSL). Has the situation improved? In the first half of 2017, there were over 44,000 samples sent by investigative agencies that were yet to be tested and reported on. However, we went about the problems in a scientific manner and hired temporary staff last year. The pendency now is below 20,000. We have set a target of clearing all the backlog by December this year. Hopefully, from 2019 we will begin with a clean slate and there will be no cases pending with the Maharashtra FSL. What steps were taken to reduce pending cases? Firstly, we studied the number of vacant posts in each of the nine departments at the FSL. Based on this, we gave a proposal that was accepted by the government in November last year for hiring employees on contract for a year to take care of the pendency. Since January, we have 100 per cent sanctioned strength. After having the requisite people, we created an action plan and gave

them monthly targets regarding how many pending cases have to be cleared. While in the past too people had been hired on contract, they were used on an ad hoc basis. The contractual employees would start working on the new samples we receive everyday and the backlog of old cases would remain as it is. We changed this and asked the contractual employees to focus only on the backlog and bring it down. As a result, some departments like prohibition (that checks alcohol content in blood samples) have zero pendency even now. All the cases they are working on are fresh cases. How many days does it now take to conduct a test and submit a report to the police? Our priority is to submit the samples as soon as possible. In some cases where there is urgency, the samples have been sent in two days. However, for all departments we have set a target of 45 days to send a report. From January 2019 onwards, we should be able to submit the samples in that time-frame so that the police can also use the report while filing the chargesheet.

EVM malfunctioning mars bypolls in UP, Maharashtra; Opposition lodges protest New Delhi : Voting for the Kairana Lok Sabha bypoll on Monday witnessed a voter turnout of 54.17 per cent, according to the Election Commission. And 61 per cent votes were cast in the Noorpur Assembly bypoll. The elections were marred by complaints of EVM malfunctioning, with the EC having to replace faulty machines at a few places. The EC assured that a repoll will be ordered in a few booths if necessary. The Samajwadi Party and RLD complained of glitches in the electronic voting machines. SP chief Akhilesh Yadav, tweeted, “Receiving reports of problems in EVMs in the bye-elections but still voters should go to cast votes.” RLD spokesman Anil Dubey,

alleging EVM malfunctioning in both Kairana and Noorpur, said, “We (RLD and SP) are going to meet the CEO to lodge a formal complaint in this regard.” This, he claimed, happened especially in regions dominated by the RLDSP. UP Cabinet minister Shrikant Sharma countered the allegations saying, “Government has asked the EC to ensure free, fair and peaceful elections. The opposition’s allegations are baseless, and sensing their defeat they have started playing gimmicks and talking things which are untrue. As far as EVMs are concerned, I am also getting complaints, and the EC will look into it.” Taking note of the uproar over faulty EVMs, UP Chief Electoral

Officer L Venkateswarlu said, “I want to assure political parties that faulty EVMs are being replaced and in case, they cannot be replaced due to shortage, the EC will not hesitate to order repoll.” Today’s election to

the vacant Lok Sabha seat will test the potential of a united opposition in a State which the Bharatiya Janata Party (BJP) swept in 2014 and 2017. The bypoll is all the more important for the ruling BJP after

its recent loss in the Gorakhpur and Phoolpur bypoll where arch rivals Samajwadi Party tied up with the Bahujan Samaj Party to defeat the saffron party. The Kairana bypoll was necessitated following the death of BJP MP Hukum Singh in February. The BJP fielded his daughter Mriganka in Kairana, while RLD nominated Tabassum Hasan, who was also supported by the BSP, SP and Congress. In Kairana, there are 12 candidates in the fray. The opposition was hoping that by consolidating the anti-BJP votes, they would be able to repeat the results of the Gorakhpur and Phulpur bye-elections, especially after Lok Dal candidate Kanwar Hasan pulled himself out of the

bypoll fray and embraced the RLD (Rashtriya Lok Dal). The ruling BJP, on the other hand, would be making extra effort to retain both Kairana and Noorpur seats after today’s polling. The major issues in this bypoll are law and order and the woes of sugarcane growers. The farmers in the constituency have been losing patience over the delay in payment by the sugar mill owners. The Kairana Lok Sabha seat has some 16 lakh voters, which include an estimated 5.5 lakh Muslims and 1.5 lakh Jats. That, plus 2.5 lakh Dalits (mostly Jatavs, who traditionally vote for the BSP, makes for a formidable combination on paper favouring the RLD candidate.

Iffy Trump upsets world diplomacy

C apricious US trade and diplomatic policies seem to have dumped world diplomacy in disorder. Countries in Europe and Asia are getting increasingly confused and uncertain about staying 'allied' with the US. With President Donald Trump appearing as a highly unpredictable 'ally' even to traditionally close Britain, Germany and France, nations are confused over a changing diplomatic order. Russia and China have certainly got closer to protecting themselves against US flip-flops in the region. India seems to be at its wits end as the US is pushing hard to block imports from India on one pretext or the other, restrict movement of intellectual persons, move more exports to India and exercise penal restrictions on trade with countries not in sync with US policies. The pressure threatens India's independent trade and diplomatic policy pursuits. India is so fed up with US threats to trade and economy that, last Thursday, it took an unprecedented retaliatory action, raising import duties up to 100% on five products, including wheat, shelled almond, walnut and protein concentrate, imported mostly from the US. It invoked "emergency powers" to increase import duties under Section 8A of the Customs Act. Earlier, India told the World Trade Organisation (WTO) that it proposed to raise duties by up to 100% on 20 products, such as almonds, apples and specific motorcycles imported from the US, if Washington did not roll back high tariffs on certain steel and aluminium items. The US has moved the WTO against India's export schemes. India, along with several countries, such as China and Russia, has dragged the US to the WTO for creating artificial tariff barriers. Under the circumstances, no one is too sure about the possible outcome of a US-India 2+2 dialogue that may be held in July. Meanwhile, the unilateral US pullout of the international nuclear pact with Iran, followed by its threat, last week, to impose sanctions on Tehran and also on foreign companies dealing with Iran are causing new headaches for oil-starved India. Other signatories to the international N-pact with Iran France, Germany, Britain, Russia and China too, are concerned. They disagree with the US and say they will try to salvage the deal and keep Iran's oil trade and investment flowing. India is highly concerned about the US action against Iran, as it is the second-largest oil importer from that country, after China. India is also under agreement with Iran to construct Chabahar port, outside the Strait of Hormuz, near Iran's border with Pakistan, the first part of which was completed in December. The port and road project, when completed, is expected to give India direct access to Afghanistan and oil-and-gas rich central Asia.

South star Vedhika Kumar is all set to make her Bollywood debut opposite Emraan Hashmi in the film "The Body". The film will be directed by Jeethu Joseph, who is best known for 2013 Mohanlalstarrer "Drishyam". "After a nationwide hunt and several auditions, we finally found what we were looking for. Vedhika's character is of a young college going girl who has this innocence about her. She fits the role beautifully," Joseph said in a statement. Vedhika, a well-known actor in the South, shot to fame with her breakthrough performance as Angamma in Bala's national award-winning period film "Paradesi", for which she earned critical acclaim and awards.

The actor, popularly known for playing Mikesh in the hit TVF web series Permanent Roommates, was seen in Ribbon opposite Kalki Koechlin last year. The actor-writer, who was also a part of TVF Tripling, shared how he got onboard Veere Di Wedding, which has been directed by Shashanka Ghosh. Shashanka had also helmed Sonam’s earlier hit film Khoobsurat, also starring Fawad Khan. “It was a very regular thing. I screen tested and I didn’t know which actors were in this one. I was just screen testing for a part. Later on, I got to know that it’s a big budget thing. But more than everything else, I was really excited to work with Shashanka Ghosh because I’ve followed his work over the years. I really like him as a person. So that was the biggest draw for me. He is a very quirky guy.” In the film, Sumeet has been paired opposite Kareena and we see how the two try to manage their wedding amid a lot of family expectations. Veere Di Wedding also brings Kareena back on screen after 2016 film Udta Punjab. Sharing his experience of working with Kareena, Sumeet said, “It was lovely. She is very professional. She is a star, but after a point when you are working on a set, you are just working with actors and you forget about the whole charade that happens before and after that. So in that sense, I don’t really think of those things on set.” Veere Di Wedding is the story about four childhood friends who meet after a decade only to realise how life has changed for them. save Vision and Scarlet Witch, and engaged in a hand-to-hand combat against the army of Outriders, it was still pretty underwhelming as compared to, say, Iron Man and Doctor Strange who duelled with the Mad Titan himself. It seems like fans of Cap and Black Widow will be happy with Avengers 4 since the writers have confirmed that they will have a bigger role in the sequel. Michael Atherton ‘highly sceptical’ of spot-fixing claims New Delhi: Former England captain Michael Atherton is “highly sceptical” of claims made in a television programme that players for England and Australia may have been involved in ‘spot-fixing’ activities during test matches in South Asia. The Al Jazeera programme “Cricket’s Match Fixers”, broadcast on Sunday, alleged incidents of spot-fixing in a Chennai match between England and India in December 2016 and the Australia-India test in Ranchi in March 2017. Matchfixing has become a major concern for the sport in recent years and the International Cricket Council (ICC) has launched an investigation. ‘Spot-fixing’ refers to manipulation of part of a game to deliver a given outcome for betting purposes. The documentary also made allegations that the stadium manager at Galle in Sri Lanka may have doctored the pitch at the behest of fixers and suggested minor Twenty20 competitions had also been targetted. In his column for The Times newspaper, Atherton said he felt it unlikely that top test players would engage in such activity given the risks to their careers.

Gujarat GSEB SSC result 2018 declared, poor performance by Gujarati medium students

Ahmedabad: With a slight decline of nearly 0.74 per cent, the Class 10 results of Gujarat Secondary and Higher Secondary Education Board (GSHSEB) announced Monday recorded a pass percentage of 67.50 per cent. The pass percentage of regular students in the academic session 2017-18 was 68.24 per cent. Though a large gap in the number of students appearing in Gujarati and English mediums while Gujarati medium students performed the worst in all nine mediums with the lowest pass percentage of 65.16 per cent against their counterparts in English medium recorded a pass percentage of 90.12. Against 6.99 lakh students who appeared in Gujarati medium, 66,696 appeared in English medium, this year. “There is no comparison of two (Gujarati and English)

mediums. As compared to previous years, Gujarati medium result is getting better each year,” ruling out any reason for concern for low Gujarati medium results, Gujarat Education Minister Bhupendrasinh Chudasama said. Gujarat High Court extends relief from arrest to activist Teesta Setalvad till June 13

Ahmedabad : The Gujarat High Court on Monday extended the protection from arrest to activist Teesta Setalvad and her husband Javed Anand till June 13, in a Rs 1.4 crore fund embezzlement case. Earlier in the day, Justice AY Kogje, in whose court the matter was listed, recused himself from hearing it saying “not before me.” The matter was then taken up by the court of Justice Biren Vaishnav, who extended the activists’ interim protection from arrest till June 13. The court has listed the case for next hearing on June 12. The Supreme Court had last month granted temporary relief to Setalvad and Anand, extending their interim protection from arrest and transit anticipatory bail from May 2 to May 31, granted to them by the Bombay High Court. The apex court had said the duo will not be arrested

till May 31, but before that they would have to approach the competent court in Gujarat which will decide the matter on merits. Setalvad and Anand had moved the Gujarat High Court after a lower court rejected their anticipatory bail plea in the Rs 1.4 crore fund embezzlement case related to their NGO Sabrang Trust. The duo had moved the plea for anticipatory bail after an FIR lodged against them on March 30 this year by complainant Raees Khan Pathan. Opposing the bail plea in the lower court, the Crime Branch had claimed that the couple misused the money granted to their NGO by the Union Ministry of Human Resource Development between 2010 and 2013 for their “personal and political cause”. In its submission, the Crime Branch said the accused misused the funds “to

pay witnesses in serious cases in Gujarat (2002 riot cases) to make false deposition.” During this period, Setalvad worked as the field cocoordinator for her NGO – Citizen for Justice and Peace, while her husband Javed Anand worked as the trustee of the Sabrang Trust.
