Amit Shah continues to reach out to Lingayat seers

Mysuru : Continuing BJP's bid to reach out to the prominent Lingayat community, party national president Amit Shah today began his fourth leg of Karnataka visit with a visit to the community prominent pontiff at Suttur Mutt here. "Took blessings of Sri Shivarathri Deshikendra Mahaswamiji of Sri Suttur Math in Mysuru," Shah tweeted after his meeting with the seer, who, he noted, had made significant efforts towards spreading the values of Indian culture and tradition worldwide. Shah also said he admired the math's role in providing education to the poor in rural Karnataka. He has already covered parts of coastal and Malnad, north, and central regions of the state. The BJP president had begun his third leg of tour on March 26 by seeking blessings of 111year old Sri Shivakumara Swami of Siddhaganga Mutt in Tumakuru, a revered seer of the Lingayat community. The meeting with the Lingayat seers is being seen as an attempt to reach out to the Lingayats/Veeshaivas, who are numerically and politically powerful in the state and form a major voter base for the BJP. The visit assumes significance as it comes in the backdrop of the Siddaramaiah.

☛ Education secretary Anil Swarup announced on Friday the reexamination dates for the CBSE Class 10 Maths and Class 12 Economics papers that were cancelled after question papers were leaked New Delhi: New date for class 12 economics re-exam has been announced by the Central Board of Secondary Education (CBSE) today, according to which the paper will now be conducted on April 25. As far as class 10 mathematics re-exam is concerned, Secretary Education, Anil Swarup said as leak was restricted only to Delhi and Haryana, if conducted, it will only be held in these two states in July. A decision regarding the same will be taken in next 15 days. He added that there had been no paper leak outside of India and hence no re-examination will be held at exam centres abroad. The board merely said this was being done to “uphold the sanctity of the board examination and in the interest of fairness to students”, and “taking cognizance of certain happenings in the conduct of examinations”. Students were in a grip of panic gripped following claims on social media that the economics paper was leaked, even as CBSE denied there was any slip up. Reports of the question paper being leaked circulated through social media and WhatsApp several hours before the paper commenced. Class 12 economics paper was held on Monday while

the Maths paper was conducted on Wednesday. However, the CBSE has been denying the reports. It was only on Wednesday that the Board decided to reconduct the exams. Biswajit Saha, Additional Director (Vocational Training), CBSE, said: “From yesterday night, there were pictures of Mathematics questions, which were received on the CBSE chairperson’s email ID. When we checked, we found that those questions were matching with the paper and seemed to be correct. That is why the board decided to hold a reexamination.” Students took to Twitter and other social media websites to show their anger against CBSE and the Centre. Many students protested near Jantar Mantar over the alleged paper leak.

An FIR was lodged by the board and the Delhi Police is probing the case. There are two cases – in the first case, the Board received a complaint through fax on March 23, alleging that a tutor at Rajinder Nagar was involved in the paper leak. It also named two schools in Rajinder Nagar. Later, the CBSE approached the Crime Branch with another complaint on March 26 evening. Several teams of the crime branch are looking for a west Delhibased businessman, who has emerged as a suspect in the class 10 mathematics paper leak. Special Commissioner of Police RP Upadhyay also told reporters, “Children of various Delhi schools shared question papers on Whatsapp before exams. 11 school children, seven

college, five tutors and two private persons have been questioned till now”. Delhi Police’s crime branch is questioning admins and members of these WhatsApp groups. On Wednesday, the branch had set up a special investigation team (SIT) to probe the alleged leak of the CBSE examination papers. A number of people, including students, have been detained in Jharkhand’s Chatra Sadar police station area for cheating and on suspicion of being part of the leak of question papers. An FIR was filed in this regard by the principal of Jawahar Navodaya Vidyalaya, alleging that cheating was being resorted to by students with the help of some unidentified persons. Addressing the media, he said a new system would be put in place from Monday to ensure no leaks take place and the government would ensure that there is no injustice, Javadekar said. He said he was “saddened” by reports that the papers had leaked and asserted that he was confident that the police would investigate and nab the culprits. Addressing students at an event marked to launch the finale of the Smart India Hackathon 2018 (Software Edition), he said, “I am facing one problem in the country.

the perception is not changing among the minorities and the scheduled castes (socially backward classes) irrespective of the work being done.” India’s 1.3 billion people are about 80 percent Hindu and 14 percent Muslim, according to the latest census data. Backward classes make up about three-quarters of the Hindu population. Critics say the BJP’s Hindu nationalist agenda has polarised the population. on Muslims accused of eating beef or killing cows. Many Hindus believe cows are sacred and killing them is banned in most states. Paswan said the opposition could take advantage of the BJP’s pro-upper class Hindu image and it needed to be countered aggressively. The BJP said Paswan’s comment was a “well-meaning observation from an ally” but that the party has “foiled repeated attempts of the opposition Congress party to create an impression that the BJP is losing the perception battle”. “We need to be cognizant of the fact that opposition parties have been raising a bogey of non-issues, but so far they’ve failed,” said BJP spokesman G.V.L. J&K: 318 children killed since 2003, most shot dead, reveals report

Srinagar: Every year since 2003, at least 26 children were killed on average in Jammu and Kashmir, a report compiled by the Jammu Kashmir Coalition of Civil Society (JKCCS) has revealed. In the last 15 years, 318 children have been killed either by government forces, alleged militants, unidentified gunmen, explosions caused by littered shells or because of the shelling between Indian and Pakistani forces at the Line of Control (LOC), the report states. The data for this report, which was collected from newspaper reports of last fifteen years and through fieldwork conducted by JKCCS research teams, seeks to put the focus on the plight of the children affected by the ongoing conflict in Jammu and Kashmir. “The fifteenyear period from 2003 to 2017, witnessed not less than 318 killings of children (in the age group of 1 to 17) in various incidents of violence in Jammu and Kashmir. of the killing. Kashmir division accounts for 67.29 per cent of the total killings of children, while Jammu division accounts for 30.18 per cent of the total killings. Out of the total 318 killings of children, 214 took place in Kashmir division while 96 killings occurred in Jammu division. The location of the remaining eight, could be not ascertained. “The pattern of killings of children in the fifteen-year period suggests that children were direct targets of state violence, as part of its stated offensive to curb uprising and militancy,” the JKCCS report states. At least 144 children were killed by Indian armed forces and state police in Jammu and Kashmir.

Is NEXT the panacea for medical education woes? With the Union cabinet intending to replace the Medical Council of India with the National Medical Commission (NMC), many changes in how India trains a doctor are in the offing. Of these, an important one is the proposed National Licentiate Examination (NLE), now approved to be amended to a National Exit Test (NEXT), aimed at ensuring a minimum quality standard for the nearly 61,000 MBBS (bachelor of medicine, bachelor of surgery) graduates India produces annually. NEXT, which intends to ensure uniformity in quality of the MBBS graduates, however, is susceptible to basic design flaws which risks reducing it to just another exam that does not deliver on what it aims to do. We highlight the key arguments from our recent detailed published analysis (goo.gl/er6MoR) on an “exit” exam model. The parliamentary standing committee on health and family welfare in its 109th report released on 20 March has brought to fore various reservations and suggestions on the proposed NMC Bill, which contained several references to NLE. In response, the Union cabinet on 28 March set aside the NLE and decided to make the MBBS final year examination, slated to be called NEXT, a common exam across India, which will also serve as the licentiate examination. How will such an exam, currently only testing students for theory and practical (including bedside) knowledge in final year MBBS subjects, be standardized across the country remains unknown. Lack of doctors, gross absenteeism in the public sector, crumbling infrastructure, and rising costs are a few ailments that our health system suffers from. Stories of negligence by providers and profiteering by private hospitals have recently captured headlines, along with chronic challenges of accessing affordable, and quality health services. It has led to healthcare coming to the fore as an important political issue, as evidenced by the major policy announcements in the recent Union budget. We, as a society, have certain expectations of MBBS graduates. They should possess a minimum set of knowledge, skills and attitude to examine patients appropriately, be empathetic, assume healthcare team leadership, be able to treat non-complicated disease conditions, conduct a vaginal delivery, read an ECG, treat diarrhoea, etc. Will NEXT test for these abilities? Earlier reports have suggested that the NEXT is to become another MCQ (multiple choice questions)-based test, an often used model for standardized tests across country. It would not test any higher order of learning or clinical skills, and is thus unwarranted. That said, a status quo final year MBBS exam will not lead to desired change. There are a few robust global models to draw from. The United States Medical Licensure Examination (USMLE), which came into effect from 1992, has become more clinically applied over the years. Since 2015, the USMLE in all its three steps has added components of patient safety and quality improvement, concepts that are only recently making small inroads in pockets of Indian medical education. The proposed United Kingdom Medical Licensing Assessment (UKMLA) aims to ensure that the graduate “has the skills and competence to practise”, and has been structured to be implemented over many years in order to come out with a well-designed test. Mumbai : The Bandra police have found that a woman from Mumbai stayed in a five-star hotel room for four hours using a fake Aadhaar card in the name of Bollywood actress Urvashi Rautela. Parul Chaudhary, a model, allegedly made the booking and arrived in the same hotel in Bandra for an event on March 27. Police have issued a notice to Chaudhary for questioning. A source said CCTV cameras have captured the woman’s movements. “We suspect that Chaudhary stayed in the room for around four hours. She had left before the actress reached the hotel for an event on March 27,” said a police officer. He added

that Chaudhary has shared a phone number with the hotel while booking the room online. “We have asked for the call data records of the number,” he added. The fraud came to light when Rautela had gone to the five-star hotel for an event. She was approached by a hotel employee, saying that a room has been booked under her name. When her assistant checked, he found out that a fake Aadhaar card with the details of the actress was used to book the room. A case under section 420 of the Indian Penal Code and relevant sections of the Information and Technology Act has been registered at Bandra police station. Rautela has acted in films such as Singh Saab The Great, Sanam Re and Kaabil.

New Delhi: Delhi’s Indira Gandhi International Airport (IGIA) witnessed massive chaos on Thursday evening after the airport’s baggage system developed a snag. As a result, many baggages were misplaced from Terminal 3 and there was a delay in the delivery time too. Many airlines including Vistara complained that the bags were not being loaded in the aircraft and that the Delhi International Airport Ltd (DIAL), the airport operator, was trying to solve the problem. Vistara operates from the terminal along with Air India and international operators. “We apologise for the inconvenience. We would like to inform you that Delhi airport has been facing challenges with the baggage handling system post check-in and all airlines and hundreds of bags are impacted, not being loaded onto flights,” Vistara posted from its official Twitter handle. The GMR-led Dial International Airport Ltd, the airport operator, said that the delay in baggage clearance was due to an increased level of dangerous goods particularly

power banks and lighters being carried by passengers in checked-in luggage. It said that the incident rate was 30 per cent higher than average days. What added to the problem was the extended weekend. “This impacted the baggage handling processing due to manual reconciliation of the suspect baggage with the passenger and removal of prohibited items,” a DIAL spokesperson clarified, adding the issue was “now under control.” Many passengers took to social media and expressed their anger over the ‘inordinate’ delays in baggage clearance. He had made payments of Rs 47.11 lakh on salary of his staff, Rs 38.24 lakh on his travel, Rs 28.38 lakh on the clothes and Rs 17.80 lakh on fuel (Petrol and diesel). "Ishtiaq Ali works as a sampling manager for various export houses and is an ex-student of a fashion institute. He confessed to killing Ayush Nautiyal, a B.com Honours student of a South Campus college after an altercation," said Joint Commissioner of Police Ajay Chaudhary. The incident occurred on March 22 and Ali, after killing Nautiyal, pretended that the latter had been kidnapped

and sent a message, from the deceased's mobile, to his father demanding ransom of Rs 50 lakh to release him, he said. While Ali sent the message to mislead the police, Nautiyal's father approached police and a case was registered, he added. "After Nautiyal's phone was switched off, Ali started using Whatsapp messages. He on March 26 sent message to deliver ransom amount near Uttam Nagar but did not come to collect the money. "Nautiyal's body was recovered from a drain in Dwarka Sector 13. Ali was arrested with the help of technical surveillance and CCTV footage collected from various locations," said Chaudhary. "Ali told police he disposed off the body the next day with the help of a friend. The vehicle used to dispose off the body has also been recovered. A manhunt is on to nab his friend," he added.
