New Delhi : Rajasthan Governor Kalyan Singh Wednesday night allocated portfolios to state ministers on the advice of Chief Minister Ashok Gehlot, hours after the latter met Congress president Rahul Gandhi amid reports of disagreement between him and his deputy Sachin Pilot over the matter. While Gehlot kept nine departments including the key finance and home with him, Pilot got five. The chief minister also kept excise, planning, department of personnel, general administration department, information technology among others. The portfolios of Public works, Rural Development, Panchayati Raj, Science and Technology and statistics were allocated to the deputy chief minister.
Centre gives 6-months extension to complete update of NRC by June 30 New Delhi: The Centre has given an extension of six months to complete the ongoing exercise for updating the National Register of Citizens (NRC) in Assam by June 30. In a notification, the Registrar General of India said the decision has been taken as the exercise to enumerate citizens in the NRC, a list of Assam’s residents, could not be completed within the specified date of December 31, 2018. “The central government has considered it necessary and expedient in the public interest to complete the said enumeration in connection with the updation of the National Register of Citizens, 1951, by the 30th day of June, 2019,” the notification, issued by Registrar General of India, Sailesh, said.
AIIMS doctor jumps to death after fight with wife in Delhi’s Gautam Nagar
New Delhi: A 34-year-old AIIMS doctor allegedly committed suicide by jumping off from the fourth floor of his apartment over a petty issue in south Delhi’s Hauz Khas, police said on Wednesday. The deceased has been identified as Manish Sharma, a native of Nagaur in Rajasthan, they said. On Tuesday, Hauz Khas police station was informed at about 11.29 pm about the incident in Gautam Nagar, police said. On reaching the spot, police learnt that the victim was taken to the AIIMS Trauma Centre by his friends and neighbours, a senior police officer said. As per the enquiry conducted at the spot, Dr Sharma was a senior resident doctor at the All India Institutes of Medical Sciences (AIIMS) and was preparing for DM. He got married to Tripti Chaudhary, who was a senior resident doctor at PGI Chandigarh, six months back, the officer said.

Toward cleaner, leaner financial products
While the Reserve Bank of India (RBI) was busy with its big battle with the government over turf in 2018, some of the other financial sector regulators were incrementally moving regulations to make financial products and services better for the household. Most of these changes increased transparency, reduced costs and made transactions a bit easier for the average financially-included household. The Securities and Exchange Board of India (Sebi) cleaned up the clutter in the ₹24 trillion mutual fund market by fixing and tightly defining fund categories along with well-defined benchmarks. Sebi also reduced costs for investors by lowering the ceiling on expense ratios that mutual funds can charge. The regulator had found the industry passing on the benefit of the growing asset size to institutional investors but not retail, and hence the chop-chop on overall costs. The Insurance Regulatory and Development Authority of India (IRDAI) chipped away at the product structure of life insurance policies, but did not go far enough. The big win for policyholders was in the health insurance space as the regulator defined exclusion, or the diseases that the policy does not cover, more tightly. Insurance firms were using the loose regulation to deny claims. India’s rate of policy rejection for privately held policies at 58% is very poor when compared to best practices. The National Pension System (NPS) got a boost with the government finally accepting the regulator’s demand to get the product tax-friendly by making the maturity corpus tax-free. The NPS allows vesting subscribers to commute 60% of the corpus while 40% goes toward a mandatory annuity. NPS also allowed subscribers to invest up to 75% in equity, up from a ceiling of 50%, till the age of 50, after which the equity allocation begins to taper off. The Employees’ Provident Fund Organization (EPFO) took big steps to digitize PF, making on-boarding, transfer and exit far simpler than before. After several missteps, the RBI finally moved to make floating rate loans really float by asking banks to choose and use an external benchmark. Banks were found “managing” their benchmarks against which the loans floated so that borrowers lost with higher costs of borrowing and lower deposit rates. The regulators, however, missed the opportunity to work together and think of the household rather than their own turf or industries. IRDAI clearly did not act to take the monkey of high front loads and very high surrender costs in life insurance products off the consumer’s back.

Bimal Jalan to lead economic capital framework review
New Delhi: The Reserve Bank of India (RBI) has appointed former governor Bimal Jalan to lead a review of its economic capital framework, it said in a statement on Wednesday, potentially freeing up trillions of rupees for government coffers. Prime Minister Narendra Modi’s government has been insisting on a new policy for reserves held by the RBI and the distribution of dividends. Heated discussions over revamping the economic capital framework was one of the key reasons behind the sudden resignation of the RBI Governor Urijit Patel earlier this month. Jalan will lead a six-member committee which will review the status, need and justification of
various provisions, reserves and buffers presently provided for by the RBI, the central bank said in a statement. It named Rakesh Mohan, a former deputy governor, as the vice chairman of the committee. The other members are Economic Affairs Secretary Subhash Chandra Garg, RBI deputy governor N.S. Vishwanath, and two RBI board members Sudhir Mankad and Bharat Doshi. The committee has been given 90-days from its first meeting to complete the report. Soon after the announcement, Jalan, who is seen as enjoying the support of the government, said he would be able to comment on a timeline once he’d reviewed the terms of the panel.

SURAT: With police intensifying crackdown on smuggling of liquor ahead of New Year from union territory Daman into Surat and other towns of south Gujarat, bootleggers are adopting new modes to transport the banned goods. Bootleggers have been nabbed over the past week transporting liquor in ambulance, hide bottles under heap of textile waste and using sea route to transport liquor. Three days ago police seized Indian Made Foreign Liquor (IMFL) worth Rs 40,000 from an ambulance in Vapi and arrested two Ankleshwar residents. The accused told police that
they had come to Daman for a leisure trip and planned to take along liquor to make some quick bucks ahead of New Year. They were nabbed within minutes of entering Gujarat. Similarly, a truck carrying industrial waste was found to be having 3,576 bottles of IMFL worth Rs 5.73 lakh from near Dhamdachi on National Highway 48 in Valsad. The liquor was being transported to Ahmedabad. When police stopped the truck for checking the driver said that he was carrying bundles of textile waste. On looking under the bundles of textile waste cops found boxes of IMFL.

The man was questioned by the cabin crew after they reported smell of cigarette smoke from the toilet. After confirmation, the passenger was handed over to the police. The police arrested Laltu Sukumar Ghosh, a resident of Mahyakol village in Nadiya district in West Bengal after registering a First Information Report in connection with the case. The complaint was lodged by Sagar Badgujar, the security officer of the airlines. Ghosh was produced in a local court on Thursday which sent him to judicial custody.
