Moving the Insolvency and Bankruptcy Code (Second Amendment) Bill 2018, Finance Minister Piyush Goyal said “we want to address concerns expressed by the MSME sector and homebuyers. We have learnt from two years of implementation of IBC, and through the amendments, we want to strengthen IBC bill.”

Odisha : Four persons were killed and another was critically injured today when a car carrying them dashed against a roadside tree in Odisha’s Keonjhar district in the early hours, police said. The accident happened near Saradhapur under the jurisidction of Sadar police station when the victims were returning to Keonjhar after attending a function at Rairangpur, the Inspector-in-Charge of Keonjhar Sadar police station, Smrutirekha Pradhan, said. Police and fire services personnel rushed to the spot immediately, the police officer said. They recovered the bodies and rescued the injured person from the mangled car with the help of a gas cutter, she said.

Education minister Bhupendrasinh Chudasama said that the vacation would be from October 10 to 17. After Dusherra on October 18, the examination of class IX will be held from October 19. Having given vacation during Navratri, the state government has cut short the Diwali vacation by a few days. Chudasama said that the decision was taken following representations from various quarters.

Government officials said that it has been observed that there is less attendance in schools and colleges during the festival. The decision will be binding on all schools affiliated to the Gujarat Education Board and all universities. Schools affiliated to ICSE, CBSE or IB have been exempted from the vacation. Nidat Barot, dean of education faculty, Saurashtra University, while talking to Sunvilla News asked as to how the syllabus of first semester can be taught in the second semester. Giving vacation would affect the number of days of education by 12 to 13 per cent, he said, adding that the state government should have consulted schools and colleges before taking any such decision. Chudasama, however, said that the numbers of days of studies remain unchanged during the academic year. Jatin Bharad of private schools association from Rajkot said that they would make a representation before the state government. If the government is giving vacation, it will also have to change the dates of examination. The schools and colleges argue that the examination dates and syllabus are decided well in advance. Manipur: Court awards death sentence in 2015 rape, murder case; first in state since Independence Imphal : A district court in Manipur on Tuesday awarded death penalty to a 21-year-old man in a 2015 rape and murder case of a 4-year-old girl. The sentence is first of its kind in the state since independence. Special judge, POCSO, A. Noutuneshwari Devi, announced the verdict a day after R David was convicted under section 6 of POCSO Act and section 302 of IPC. As per the police report, the victim was raped and murdered at a stable in the vicinity of Maram Kavanam Village in December 2015. The convict was arrested two days later after the Mao

New Delhi : There are as many as 277 fake engineering colleges functioning in India, with Delhi having 66 such institutes offering engineering and technical courses on top of the list. According to a document tabled in the Lok Sabha on Monday by Minister of State Human Resource Development Satya Pal Singh, besides the national capital, Telangana and West Bengal have 35 and 27 such fake technical institutes, respectively.

The list also includes 23 colleges in Karnataka, 22 colleges in Uttar Pradesh, 18 colleges in Haryana, 16 colleges in Maharashtra, 11 in Tamil Nadu. The instances of engineering colleges running their courses without the approval of All India Council for Technical Education (AICTE) have come to the notice of the government,

Mamata Banerjee has set her sights on Delhi

Mamata Banerjee’s fury against the recently released NRC suggests that this will be part of her ammunition as she takes on the ruling BJP on a number of issues from demonetisation to cow vigilantism. While she may be addressing a national audience, it is clear that she plans to use her popularity and her performance in the state to widen the canvas. As of now, she has 34 seats of the 42 from the state to the Lok Sabha. But, come 2019, she has set her sights on a clean sweep. If this materialises, and neither the BJP nor the Congress gets the numbers needed to form a government on their own or lead a coalition, the political game changes for Ms Banerjee. This explains why she is not too enthusiastic about the role of the Congress as a pre-eminent force in the Federal Front which is on the anvil now. Ever since she swept to power in West Bengal, grabbing 211 seats of the 294-member Assembly in 2016, Ms Banerjee has been trying to expand her footprint beyond her state of 91.3 million people. But the challenge is formidable. She will have to cobble together a diverse front of anti-BJP outfits, each with its own agenda and aspirations, and channelise their energies towards a common cause, that of ousting the BJP at any cost. Ms Banerjee never tires of emphasising that the front will be an alliance of equals. While she has refused to be drawn in to any debate on who will be the prime ministerial face of the front, saying that she herself has no such ambitions, her party leaders seem to differ. They lose no opportunity to say that she should be India’s first Bengali prime minister. But Ms Mamata’s track record makes her a fickle ally for many parties. She has switched sides with ease in the past. A year after she founded the Trinamool Congress, she joined the National Democratic Alliance in 1999 only to quit it in early 2001. The same year, she tied up with the Congress to fight the Bengal Assembly poll that year. She returned to the NDA fold in January 2004 and quit in 2009. The same year, she joined the UPA II and left in a huff in 2012. However, at the moment, she has come out all guns blazing against the Modi government and seems determined to lead from the front in the campaign to oust the BJP. The first question is whether she will be acceptable as the first among equals in the front. The second is whether she is prepared to function under anyone else. All this makes the front seem shaky from the outset.

Mumbai: The stock markets traded on cautious lines amid the ongoing third bi-monthly monetary policy review of the Reserve Bank of India for fiscal 2019. The S&P BSE Sensex opened at 37,534.95 while the Nifty50 started at 11,311.05. In morning trade, the Sensex slipped 151.14 points or 0.40 per cent to trade at 37,343.26 while the Nifty50 lost the crucial level of 11,300 as it dipped 39.50 points or 0.35 per cent to 11,280.05. The top five laggards in the broader Nifty were Vedanta (down 2.49 per cent), Indiabulls Housing Finance (down 2.47 per cent), Hindustan Petroleum (down 2.26 per cent), Bharat Petroleum (down 1.96 per cent), and Tata Steel (down 1.63 per cent). Investors also eyed the outcome of the US Federal Reserve meet, said experts. “The Federal Open Market Committee will embark on its two-day meeting today. Investors need to keep an eye on it

Mumbai: The Reserve Bank of India (RBI) will probably keep interest rates unchanged on Wednesday and provide guidance on keeping inflation in check. Softening of inflation expected in July going up to November, due to the base effect and lower oil prices, may allow the central bank monetary policy committee (MPC) to prevent raising rates. The RBI’s MPC meeting for the third bi-monthly monetary policy review for 2018-19 started on July 31, and the resolution of the MPC will be announced after 2.30pm on August 1. A majority of the economists in Citizen’s MPC expect no change in interest rates this time. “So far I do not think there is really any compelling reason why anything has to be done further at the stage. There are too many imponderables particularly on the global front,” Pronab Sen, Former Advisor at Planning Commission said. According to the economists, there has been some tightening of financial conditions in the last nine months and the global growth outlook is also turning more negative, which could result in slight

moderation in inflation data going ahead. “So the current growth numbers may not sustain over the next 12 months and that itself might mean some moderation in core inflation ... this should be sufficient for MPC to wait and watch to see how things pan out,” Nomura’s chief India economist Sonal Varma said. On the global front, all the economists cited trade wars and crude oil prices as some of the key worries for the MPC. “I believe that the external sector is actually a matter of concern,” said Soumya Kanti Ghosh, chief economic advisor at State Bank of India. According to Ghosh, US is possibly going to hit a growth of 4 percent whereas the European Central Bank could actually end tightening towards the end of this year. Meanwhile the talks of Chinese central bank possibly wanting yuan to gradually depreciate are serious issues resulting in a policy conundrum back home. “I think the US possibly is also veering towards a less of aggressive rate hikes in 2019 even though September rate hike could be a possibility.

RIL topples TCS to become most valuable company by market cap post Q1 earnings Mumbai : Mukesh Ambani-owned conglomerate Reliance Industries finally surpassed country’s largest IT company TCS to become the most valuable company by market capitalisation on bourses on Tuesday. Reliance rallied 2.6 percent intraday to hit a fresh record high of Rs 1,179.90 and touched the marketcap of Rs 7.41 lakh crore, higher compared to TCS’ Rs 7.39 lakh crore. Reliance share price has consistently been trading higher for third consecutive session and rising nearly 6 percent in these sessions due to highest ever profit reported for the June quarter. In fact it rallied nearly 28 percent, so far, in 2018 as Jio, petrochemical and retail businesses have been adding more profits. Experts remained positive on the stock, citing likely growth in consumer as well as petrochemical businesses. Morgan Stanley maintained its overweight rating on the stock with a target at Rs 1,230 per share. According to research house, transition in profitability is evident in earnings and most businesses showed good step-ups in margins. “Cash burn in telecom remains a challenge but still expect return on capital employed to rise 150bps per annum until FY21.” The company has posted first quarter consolidated profit at Rs 9,485 crore, which grew by 0.3 percent compared to Rs 9,459 crore in the previous quarter. The year-on-year bottomline growth was 4.5 percent. Consolidated revenue during the quarter increased 10.1 percent sequentially (up 42 percent YoY) to Rs 1.29 lakh crore. On the operational front, EBITDA (earnings before interest, tax, depreciation and amortisation) jumped 11.9 percent to Rs 20,661 crore with margin expansion of 20 basis points sequentially at 16 percent.

just Dalit girls.” She said she spoke to the villagers and convinced them to allow women to enter the temple and offer prayers. “I asked the collector to ensure entry for all women including those from the Dalit community. I was convinced only when they sent me a video of all the women performing puja at the Shiva temple. I also spoke to the women later,” she added.

Gujarat may be losing its vibrancy in energy, infrastructure sectors Ahmedabad : For May 2018, Gujarat was power deficit, a downgrade from its power self-sufficient status a year back. The slip in energy sufficiency may be attributable to certain developments but industry experts and industry officials say the state may be losing its sheen in energy and infrastructure sectors. Some early indicators, they suggest, are project delays, cost-overruns, unfriendly toll policies and lack of significant new project opportunities. Gujarat had 7% of its peak power demand unmet in May compared to the all India figure for peak power deficit of 1.4%, indicating that Gujarat is looking at a higher side of insufficiency. According to Central Electricity Authority (CEA) data, out of Gujarat’s peak demand of 17,016 megawatt (MW), 1,198 MW was unmet in May. There is more data to suggest not all may be well with the state. Data sourced

from CARE Ratings, suggests out of the 48 projects which were under implementation as of March in the state, 10 are facing cost overrun, six-time overrun and one project has both time and cost overrun. “Twenty out of the 48 projects are legacy or pre-2014 projects. Three mega projects are facing cost overrun and 1 project is facing time overrun,” CARE said in an email response.

Some point out there is a slowdown in terms of new projects. “We do not see much activity on state roads happening now. Work on GIFT city is on, but this was conceived earlier,” said an industry expert who did not wish to be identified. Under the state’s tolling policy for roads, passenger cars have been exempted from the levy since August 2016. “This has impacted developer interest in the road sector. The exemption was to be compensated, but that is coming with a lag and the amount is given on an ad-hoc basis,” he added. A top official from an infrastructure construction company was of the view that the state is not significantly lacking, but the speed has slowed down. “What was earlier moving at 120 km per hour is now may 100 kmph. The change in leadership is showing,” he said on the condition of anonymity.

The cable wing of MNS held a meeting with cable operators in Mumbai today to discuss a strategy on how to counter the low prices offered by GTPL to its users in Maharashtra. While the city cable operators charge between Rs 200 and Rs 400 a month, GTPL offers its services at almost half the rate. “As GTPL has encroached in Maharashtra’s territory the cable operators fear for their business,” said Tushar Aphale, an MNS

AHMEDABAD: Former BJP lawmaker Jayanti Bhanushali has approached the Gujarat High Court seeking quashing of a complaint lodged against him after a 21-year-old woman accused him of rape. The petition was listed in the court of Justice PP Bhatt but did not come up for hearing on Monday. Jayanti Bhanushali’s lawyer PB Khandheria said that the petition would come up for hearing today. In his petition, Jayanti Bhanushali has alleged that the rape case against him has been concocted by a gang led by Manisha Goswami. In the petition, the former BJP lawmaker said Manisha Goswami had first targeted his relative Sunil Bhanushali and tried to extort Rs. 10 crore from him. But his relative approached the police and Manisha Goswami was arrested and jailed, the petition said. Jayanti Bhanushali’s petition further claimed that, to extract revenge, Manisha Goswami had asked another member of her gang to target him.

AHMEDABAD: A mob of 200 people stormed into the house of a Hindu man after he “eloped” with a Muslim woman. The man’s father Prakash Bhoi has filed a complaint against the mob, as per various reports. Agancy reports that the incident took place in Sanjeli village in Dahod district. Incidentally, it was Dahod district where just two days ago, a mob of about 20 people beat up a 22-year-old man to death on suspicion of child theft. The report quotes police as saying that the
