The five, along with a few others, were seen getting down from a state transport bus in the tribal Rainpada hamlet, police said. When one of them apparently tried to speak to a girl child, villagers, who had gathered for the weekly Sunday bazaar, pounced on them. “Five were killed in the mob fury,” police said. According to the police, there were rumours for the last few days that a gang of child lifters was active in the area. The bodies are being taken to the nearby Pimpalner hospital, they added. Bargari sacrilege incident: Justice Ranjit Singh panel submits report to Amarinder

Chandigarh : The Commission of Inquiry headed by Justice Ranjit Singh (retd) on Saturday submitted to Punjab Chief Minister Amarinder Singh his final report on the Bargari sacrilege incident and the Behbal Kalan firing incident, along with some other important cases, as part of his first set of its probe findings, a spokesperson of the state government said here Saturday. The Chief Minister has forwarded the report to the state Home Secretary and the Advocate General to examine the findings, in a time-bound manner, and suggest action so that the guilty can be brought to book at the earliest, the spokesperson said. The Commission was set up in April 2017 by the Captain Amarinder Singh-led Congress government to investigate the various incidents of sacrilege of the Holy Guru Granth Sahib and other religious scriptures after rejecting as “inconclusive’ the findings of the Jora Singh Commission set up by the erstwhile SAD-BJP government.

Uttarakhand bus accident: The bus was carrying around 55-60 passengers when it fell into a gorge in Pauri Garhwal district, police said.

Uttarakhand accident: At least 48 killed as bus falls into a gorge in Pauri district Dehradun : Forty-eight people were killed, and 12 others injured when a 28-seater bus, overloaded with passengers, fell 200 metres from the road, into a gorge near Queen village in Uttarakhand’s Pauri district, on Sunday. The dead include the bus driver, 16 women, and 10 children. Pauri District Magistrate Sushil Kumar said, “The rescue teams found 45 people dead on the spot. Three others died while they were being taken to a hospital in Dhumakot, 7 kilometres from the spot.” Some of the victims were residents of Dehradun, while few others were locals from Pauri’s villages, an official at the Disaster Control Room said.“The bus started from Bhoan in Pauri district and was on its way to Ramnagar in Nainital district,

Over 19,500 languages spoken in India as mother tongue: Census New Delhi: More than 19,500 languages or dialects are spoken in India as mother tongue, according to the latest analysis of a census released this week. There are 121 languages which are spoken by 10,000 or more people in India, which has a population of 121 crore, it said. The Registrar General and Census Commissioner, India, said since a household may consist of persons related by blood or of unrelated persons or a mix of both, it is absolutely necessary to ask every person about her or his mother tongue. It was required because the mother tongue of each member of a household need not necessarily be the same -these may be different for different members in the household. The number of such raw returns of mother tongue has totaled 19,569, the report of the 2011 census said. However, 96.71 per cent population in the country have one of the 22 scheduled languages as their mother tongue. Since mother tongue, as returned in the census, is the designation provided by the respondents of the linguistic mediums in which the respondents think they communicate, they need not be identical with the actual linguistic mediums, it said.

New Delhi: Prime Minister Narendra Modi on Sunday ruled out a single tax rate under the GST, saying Mercedes car and milk cannot be taxed at the same rate adding that accepting Congress party’ demand for a uniform 18 per cent rate would lead to a spike in food and essential items’ taxation. PM Modi said the Goods and Services Tax (GST) has within one year of its launch led to over 70 per cent jump in indirect taxpayer base, demolished check-posts and merged 17 taxes and

23 cesses into one single tax. The new tax regime, which subsumed central levies like excise duty and service tax and state taxes like VAT, is aimed at making indirect taxation “simple” while eliminating the ‘Inspector Raj’, he said, adding the GST is an evolving system which is calibrated based on feedback from state governments, trades and other stakeholders. “It would have been very simple to have just one slab but it would have meant we could not have food items at zero per cent tax rate.

New Delhi: As the Centre marked the first anniversary of the Goods and Services Tax (GST) on Sunday, various ministers in the BJP government hailed the game-changing tax reform. Union Minister Arun Jaitley took to social media to share an in-depth analysis of the GST implementation. Terming it ‘monumental, Jaitley said, “ The Goods and Service Tax is a monumental economic reform. The need for GST was obvious as the indirect tax regime earlier was complicated.” In a Facebook post, Jaitley

said that there was an increase of 18 per cent in direct taxes collection last year due to GST and demonetisation. He added that direct tax collections are expected to be significantly higher this year. He said that ‘one single tax replaced seventeen taxes and multiple cesses imposed by the central and state governments.’ He also pointed out that the UPA government had kept petroleum products permanently outside GST. However, it was the Centre’s decision to bring it back under GST.

Kolkata: Fissures seem to have appeared in the West Bengal unit of the Congress over the issue of forging an alliance with the Trinamool Congress (TMC) for the crucial 2019 polls, with a section of leaders keen on the tie-up and the state leadership rejecting the idea. The Congress, which lost its political ground to the TMC and the BJP to an extent, has been fighting hard under the leadership of state Congress president Adhir Ranjan Chowdhury to make its presence felt in parts of West Bengal. Marred with the exodus of its elected representatives to the TMC, the party now seems to be in a fix over the issue of aligning with TMC to

stop BJP’s march in the state. A section of MPs and MLAs feel that aligning with the TMC would be the best way to win the maximum number of seats in 2019. State president Adhir Ranjan Chowdhury and other leaders of the party, however, feel aligning with the TMC in Bengal will amount to “committing suicide” for the Congress in the state. Abu Hasem Khan Chowdhury, Congress MP from Malda South and the brother of former Congress stalwart Ghani Khan Chowdhury, along with MLA Maniul Haque, had met TMC secretary-general Partha Chatterjee at his residence last Thursday, the day BJP president Amit Shah held a rally in Purulia.

The attacker struck a market located hundreds of metres from the provincial governor’s compound where Ghani was holding meetings, governor spokesman Attaullah Khogyani told AFP. Moving from slogans to policies and programmes

Slogans are the “front end” of economic strategy. They are the catchy formulations designed to capture public attention without making it clear how exactly the objective will be achieved. “Sab Ka Saath Sab Ka Vikas”, is the current slogan of the National Democratic Alliance (NDA) government. It is almost a repackaging of the 11th Plan’s somewhat academic title “Inclusive Growth”, into a much catchier Hindi version. It sounds good, but it needs to be translated into quantitative targets. Performance can then be measured against these targets, and policies and programmes outlined that will achieve these targets. Vikas means development and the most commonly used measure of vikas is growth of gross domestic product (GDP). So let us start by identifying the growth target being promised. Sab Ka Vikas also implies a distributional assurance but I leave that for another column. In the old days growth targets were laid down in Five Year Plans. In the “post planning world” that we now live in, they have to be inferred from other official documents. The first Economic Survey of the NDA government, published in February 2015, said that the “economy was poised to move to double digit growth”. No specific date was mentioned for the new dawn, but four years later, we are certainly nowhere near double digit growth. Two recent pronouncements by the prime minister (PM) are relevant in this context. First, he said we should try to become a $5 trillion economy by 2025. Second, he has said the time has come to move to double digit growth. How does performance thus far stack up against these targets? Most independent analysts think that GDP (GVA, or gross value added concept) will grow by about 7.4% in 2018-19. If this is achieved, the Narendra Modi government will have averaged about 7.2% per year in its five years. This will be about the same as that under United Progressive Alliance (UPA) II, despite the benefit of an oil price bonanza. It will be well below the growth rate of 8.4% delivered by UPA I. NITI Aayog, in its “Three Year Action Agenda” published a year ago, said the economy could get to an “8%-plus” trajectory in another “two to three years if not sooner”. This would imply a significant acceleration from 7.4% in 2017-18 to something above 8% in 2019-20, and even higher subsequently. The International Monetary Fund’s (IMF’s) April edition of the World Economic Outlook projected India’s GDP growth exceeding 8% in 2021. These are projections of what is feasible if (a) policies followed are sufficiently supportive of growth and (b) the external environment does not deteriorate. Since the external environment has deteriorated—with threats of trade wars growing by the day and also a firming up of oil prices, we may see a downward revision in the IMF’s projections in the revised edition due in a month or so.

Sanju gets away with insulting an iconic leader

Mumbai: There is a fine line between liberalism and slander, and filmmakers don’t always err on the side of caution. Take, for example, Rajkumar Hirani, who has incorporated quite a cheeky sequence in his film Sanju. One that borders on disparagement, referring to a distinguished political leader that Sanjay Dutt visited in hope of being granted amnesty for his transgressions. Apparently, this political leader, played by Anjan Shrivastava, who is known for his keen sense of poetry and oratory skills, fell asleep while Dutt was pouring his heart out to him. In

the voiceover, Ranbir Kapoor playing Dutt tells us, “We still don’t know whether he pretended to fall asleep to avoid hearing my problems, or if he actually fell asleep.” Anyone familiar with the eminent politicians of our country would know whom the film is referring to. We also know that the real Sanjay Dutt met with the then-Prime Minister in 1999 to ask for his help to travel to New York. Prasoon Joshi, the Chairman of the Central Board of Film Certification, chose not to comment on this nearly-unambiguous reference to a much-respected political leader.

Not since Greg Rusedski in 2006 has another British man been ranked higher than Murray at the start of the championships. This year that honour falls to world number 18 Kyle Edmund who underlined his new-found status with a straight-sets victory over Murray, now down at 156, in Eastbourne last week. That was only twice Wimbledon champion Murray’s

third match back having returned to competitive action last week at Queen’s Club where he lost to Nick Kyrgios in the first round. Former world number one Murray is unseeded in the men’s draw and will face a tricky opener against Frenchman Benoit Paire on Tuesday, most probably on his favoured Centre Court. This time though, the usual frenzy of expectation surrounding Britain’s most successful player, certainly of the modern era, is missing — partly because of World Cup fever but mainly because few even expected him to be ready in time.

Tehran : Iran vowed Sunday to defeat US efforts to block its oil exports and warned rival producer Saudi Arabia it would never take Tehran’s “place” on the international oil market. “We will surely do something to thwart the US rallying cry that Iranian oil (exports) must be stemmed,” First Vice President Eshagh Jahangiri said in statements broadcast on state television. “The (Iranian) government has a plan... and God willing we are certain that we will be able to sell as much oil as we want,” he said. The United States exited from the nuclear deal between Iran and world powers in May and said it would reimpose economic sanctions

on the Islamic republic and its business partners by November 4. On Tuesday a senior State Department official described tightening the noose on Tehran as “one of our top national security priorities”. The official warned countries including China and India, who are key buyers of Iranian oil, that they should stop purchasing crude from the country before the November deadline or face US sanctions. European countries have been attempting to negotiate exemptions for their firms, but the official confirmed that US President Donald Trump intends to stick to his deadline. “We’re not granting waivers,” the official said.

Tax rates on supply of goods and services are no longer determined by the state legislatures or Parliament. Only ceiling rates are mentioned and individual rates are recommended by the GST Council, constituted under Article 279A of the Constitution and comprising Union and state finance ministers.

Fall In Rupee A Factor NEW DELHI: Subsidised cooking gas price was hiked by Rs. 2.71 per cylinder today as a result of tax impact of base price rising due to spurt in international rates and fall in rupee. Subsidised LPG with effect from midnight tonight will cost Rs. 493.55 in Delhi, a statement issued by Indian Oil Corp (IOC) said. Oil firms revise LPG price on 1st of every month based on average benchmark rate and foreign exchange rate in the previous month. “The increase is mainly on account of GST on the revised price of Domestic NonSubsidised LPG,” the statement said. As a result of higher global rates, the price of Non-Subsidized LPG

at Delhi will increase by Rs. 55.50 per cylinder. “The balance Rs.52.79 (Rs.55.50 minus Rs.2.71) is being compensated to the customer by increase in subsidy transfer to their bank account. Accordingly, the subsidy transfer in customer’s bank account has been increased to Rs. 257.74 per cylinder in July 2018 as against Rs. 204.95 per cylinder in June 2018. Thus the domestic LPG customer is protected against the increase in international prices of LPG,” the statement said. Consumers buy non-subsidised or market price LPG after exhausting their quota of 12 subsidised cylinders of 14.2-kg each.

NEW DELHI: States are reluctant to have liquor and fuels under GST as it will put them at a disadvantage financially. The proposal if carried through will not only dent revenues of states, but also pose a challenging situation for the Centre. Liquor, LPG, natural gas, aviation turbine fuel (ATF), petrol and diesel are exempt from GST. The Centre gets excise revenue and states get VAT on these products. It may not be an easy task to handle, but can be done in phases, said Somesh Kumar, principal secretary, TS commercial taxes department. VAT revenues from liquor, petrol and diesel sales contribute 46 per cent to Telangana state’s total revenues. It is more or less the same for other states. “It’s an issue to be agreed upon by the GST Council and then states have to agree. Telangana state gets Rs 9,000 crore from VAT on petrol and diesel annually. The Centre gets revenues in the form of excise duty,” Mr Kumar said.

There’s a compensation mechanism. The Centre has to compensate states in case it brings fuels under GST. “From where will the Centre get money to compensate the states? If the state revenues go below a certain level, the Centre has to compensate it. Even if growth comes down, the Centre has to compensate it. In such a situation, bringing fuels under GST may not be an easy task,” Mr Kumar said.“I think it’s a tricky issue. Let’s start with simpler things. First of all, it’s better to include LPG, natural gas and ATF in the GST basket. Then the Centre and states can think of imposing GST on petrol and diesel,” Mr Kumar said. The official didn’t respond to a question on the impact on state revenues if liquor is included in GST as there’s no such proposal or demand. The continuous surge in petrol and diesel prices is fetching the Telangana state government additional revenue of `100 crore every month.

Gujarat to restore ownership of acquired land to 286 farmers Gandhinagar : More than 30 years after 118 hectare of land was acquired from 286 farmers, mainly tribals, of three villages in Valsad district for setting up an industrial estate, the Gujarat government has decided to return the land to the farmers and restore their ownership in land records. A notification in this regard is likely to be published by the state Revenue Department soon. The government’s decision comes at a time when protests over land acquisition have become frequent. Interestingly, farmers in several villages of Valsad district are at present protesting against the acquisition of land for the high-profile bullet train project. According to sources in the government, land belonging to 286 farmers in three villages of Sarigam, Fansa and Manda of Valsad district were acquired between 1984 and 1988 by then Congress-led government under then prevailing 1894 Land Acquisition Act for setting up an industrial estate of Gujarat Industrial Development Corporation (GIDC). The land acquisition notifications were met with tough resistance and protests by farmers who challenged it in the court. The government had to deposit the compensation amount to the court as the farmers were not ready to accept it. While the GIDC estate was established, land belonging to these 286 farmers fell on the border of the proposed project and was not a part of the industrial estate.

Woman gangraped in Ahmedabad accuses senior police officer of ‘threatening’ her to alter FIR

Ahmedabad: A 22-year-old woman, who had alleged gang rape in a moving SUV here in March, on Sunday accused a senior police officer of “threatening” her to alter the FIR. Talking to local news channels, the woman alleged that Joint Commissioner of Police JK Bhatt had threatened and pressurised her to convert the FIR lodged by her into a cheating case. However, Ahmedabad Police Commissioner AK Singh said he had full faith in the investigating team. Singh said the police are only trying to resolve the “material contradictions” that have emerged during the investigation of the case. “I am being repeatedly summoned by the police. I am also being threatened and pressurised by (JCP) JK Bhatt to change the FIR. He accused me of lying and asked me to change the FIR to a cheating case. He behaves with me as if I am the criminal,” the victim claimed. She alleged that the officer posed vulgar questions to her. “He (Bhatt) said that (the main) accused (Vrishabh) cannot do such an act. He is trying to defend the accused,” she alleged and demanded that her statement is recorded before a magistrate. Addressing a press conference, the police commissioner

said the police have summoned and interrogated two of the three accused in the case and also recorded the statement of the victim. “As the police commissioner, I have full faith in the investigating team. The track record of the investigating team is exemplary. We have taken the (gang-rape) complaint made by the victim very seriously. I will probe into it and take corrective action,” he told reporters. Bhatt was seated beside Singh at the press conference but didn’t speak. Singh said, “The material contradiction (emerging following the interrogation) is very strong, which can cause fatal damage to the investigation. If the investigation agency cannot take care of these contradictions, the case may fail at the trial stage itself. So it is vital to resolve the contradictions”.

Robbery bid foiled by alert bus driver

VADODARA: A gang of robbers pelted a bus and other vehicles with stones in Limkheda taluka of Dahod late on Friday night. The robbery was foiled, as vehicles sped away from the spot. According to sources, the incident took place around midnight, when the vehicles were near Mangalmahudi village in Limkheda taluka. Unidentified persons started hurling stones in large numbers at the bus and other vehicles.The Madhya

The former New York mayor who is now Trump’s personal lawyer, was addressing a conference of the Paris-based National Council of Resistance of Iran (NCRI), an umbrella bloc of opposition groups in exile that seek an end to Shi’ite Muslim clerical rule in Iran. “I can’t speak for the president, but it sure sounds like he doesn’t think there is much of a chance of a change in behaviour unless there is a change in people and philosophy,” Giuliani told Reuters in an interview. “We are the strongest economy in the world … and if we cut you off then you collapse,” he said, pointing to protests in Iran. In May, Trump withdrew the United States from a 2015 international deal to curb Tehran’s nuclear program in exchange for lifting some sanctions.

North and South Korea reopen maritime communication channel

Seoul : North and South Korea reopened a maritime communication channel on Sunday, with vessels from the two countries making radio contact for the first time in a decade, South Korea’s Defence Ministry said in a statement. A North Korean patrol boat responded immediately when the South Korean Navy contacted it via an international radio channel at 9 am Sunday in the western sea, normalizing the maritime communication channel for the first time in 10 years, according to the ministry. The move showed the two Koreas were “taking practical steps” to uphold agreements made on April 27 when their leaders decided to defuse military tensions in a gradual manner, an official from the ministry said.

Seoul : The leader of Saudi Arabia promised President Donald Trump that he can boost oil production if needed and the country has 2 million barrels per day of spare capacity available, the White House said on Saturday. Trump told King Salman bin Abdulaziz Al Saud that the oil market could do with more supply when the men spoke on Friday, the White House said. The Saudi leader said he was ready to raise output if needed, the White House said in a statement. “King Salman affirmed that the Kingdom maintains a two million barrel per day spare capacity, which it will prudently use if and when necessary to ensure market balance,” read the statement. The White House statement undercut a tweet by Trump earlier in the day when he wrote that Saudi Arabia had definitely agreed to produce more oil. “Just spoke to King Salman of Saudi Arabia and explained to him that, because of the turmoil & disfunction in Iran and Venezuela, I am asking that Saudi Arabia increase oil production, maybe up to 2,000,000 barrels, to make up the difference … Prices to high! He has agreed!” Trump tweeted.
