Short News Narendra Modi Cabinet approves amendment to Dalit atrocities law New Delhi: The Narendra Modi government has decided to bring a constitution amendment bill in Parliament to restore the original provisions of the SC/ST Act, under pressure from alliance partners - including Ram Vilas Paswan’s LJP and Ramdas Athawale’s RPI. The Union Cabinet on Wednesday approved an amendment to the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act. The amendment, if passed by Parliament, will in effect nullify the Supreme Court judgment pronounced on March 20. The judgment had diluted the SC/ST Act to state that immediate arrest of an accused under this law would no longer be mandatory. The arrest was to follow a preliminary enquiry by the probing agency or the police.

Bhopal: Indian Olympic Association (IOA) recently took an ‘arbitrary’ decision of not sending female karatekas for the upcoming 18th Asian Games despite them being selected for the quadrennial event following trials in Bhopal. While the IOA decided to remove them including two players from Madhya Pradesh Supriya Jatav and Nidhi Nanhet - from the Indian contingent, the state government took a unique initiative to bear the expenditure of one of the rejected athletes if IOA gives the go ahead. Supriya, a seven-time national champion and gold medallist in the 8th Senior Commonwealth Karate Championship 2015, is in Iran training for the Asian Games. Little did she know when she left the country last month that IOA’s decision will shatter her all dreams. “She is a medal prospect for the Asian Games. RBI’s second-consecutive increase in repo rate comes as a bad news for those who have taken loans from banks

Home, car loan EMIs to get costlier as RBI hikes repo rate by 25 basis points

New Delhi : The Reserve Bank of India’s Monetary Policy Committee (MPC), in its third bi-monthly statement, hiked the key repo rate by 25 basis points (bps) to 6.50 per cent. RBI’s second-consecutive increase in repo rate comes as a bad news for those who have taken loans from banks. This is likely to lead to an increase in the interest bank customers pay on loans, be it home loan, car loan or personal loan. Here’s how your EMIs are likely to be affected: Assume you have taken a Rs 20 lakh home loan, which currently carries an interest rate of 8.4 per cent for 20 years tenure. That means that your EMI at present is Rs 17,230. But if your bank hikes its interest rate by 25 bps to

pass on the burden of the repo rate hike, at 8.65 per cent interest rate your EMI will go up by Rs 317 to Rs 17547. For entire tenure the impact would be bigger as the borrower would need to pay Rs 76,012 more as interest of the loan. Repo rate, short for Repurchase Rate, is basically the rate at which the RBI lends money to commercial banks against the pledge of government securities, whenever the banks are in need of funds to meet their dayto-day obligations. Generally, these loans are for short duration up to 2 weeks. When the RBI increases the repo rate, banks usually pass on the burden to the customers. This is the second hike in eight weeks. Before that, the repo rate was last raised in January 2014, before the Modi-led BJP government came to power.

Robbers break ATM at Khajuri, take away

Bhopal: In what smacks of a planned robbery, thieves broke into an ATM booth in Khajuri and decamped with Rs5 lakh on Wednesday. Residents of the area saw the ATM of Union Bank of India broken in the morning and informed police. Incidentally, the ATM had no security guard and no CCTV camera, too, as thieves had first stolen the camera a month ago. On being informed, the police reached the spot and informed the officials of the bank concerned. According to ASP, Zone IV, Sanjay Sahu, the incident took place either late on Tuesday night or early on Wednesday morning. Cops have registered a case against unknown burglars. Negligence of bank & cops Sources said, the bank had filed a complaint with cops about the theft of the CCTV camera from its ATM booth, but neither the police nor the bank pursued the matter seriously. A month later, thieves broke into the ATM booth and stole Rs5 lakh. Thieves couldn’t break ATM at Ashoka Garden In another incident, miscreants failed to break the SBI ATM machine in Ashoka Garden. According to information, the police found that wires of the ATM were cut, but the thieves could not break the cash box. According to cops, the cash box contained over Rs14 lakh at the time of the incident. The police are trying to establish the identity of the thieves after registering a case.

Mumbai : The National High-Speed Rail Corporation Limited (NHSRCL) told the Bombay High Court Tuesday that it has found an alternate parcel of land that the Godrej Group suggested as “suitable” for acquisition to implement the bullet train project. Godrej and Boyce Manufacturing Company Limited had contested the acquisition of its prime 39,547 sqm property in Vikhroli for the Rs 1.08 lakh crore Mumbai-Ahmedabad Bullet Train project in May. An affidavit filed by Uday Prasad Singh, Chief Project Manager, NHSRCL states that the Godrej Group had offered a second alternative plot situated 215 metres westwards along the existing alignment of the bullet train. A small portion of this land is also under litigation. “I say that upon the receipt of the petitioners second Alternate Proposal, the respondent no 4 (NHSRCL) have, after visiting the site, vide their letter dated July 26, 2018, conveyed their acceptance in principle stating that the site is prima facie suitable and they will examine in detail all other technical aspects and also submitted a slightly modified sketch for the petitioners’ consideration,” stated the fivepage affidavit.

Urban Co-op Banks: Violations seen across 621 lenders during note ban, reveals RBI

Mumbai : A scrutiny of urban cooperative banks (UCBs) by the Reserve Bank of India has revealed that violations and discrepancies were seen across 621 UCBs during the demonetisation period post November, 2016. Gujarat, at 142, had the highest number of UCBs where violations were observed by the RBI, followed by 138 UCBs in Maharashtra, 65 in Tamil Nadu and 56 in Karnataka, according to data presented in Rajya Sabha on Tuesday by P Radhakrishnan, Minister of State in the finance ministry, Of the total 1,562 UCBs in the country, four states account for 71 per cent of the urban cooperative banks. As on March 31, 2017, Maharashtra has the highest number of UCBs at 502, followed by Karnataka at 264,

Bhopal: A 35-yearold doctor died after his bike was hit by a speeding car on Wednesday afternoon, police said. TI Shahpura Ashish Dhurve said that the incident occurred on Kolar road when he tried to avoid collision with a tanker coming from the wrong side and was hit by a car coming from behind. The deceased, identified as Dr. Prakash Singh, was not wearing a helmet. He worked at Bansal Hospital. He used to reside at Rajharsh colony in Kolar and is survived by wife Dr Arti Singh and an oneand-half-year old son. The mishap occurred when the deceased was returning from the hospital at around 2 pm. He was rushed to Bansal hospital.

Bhopal: Sensation prevailed in Gandhi Nagar locality on Wednesday afternoon after two half-burnt and decomposed bodies were spotted by a local around 100 metre away from the Narsinghgarh trisection. Police along with FSL Expert Dr Atul Gour reached the spot. After preliminary examination, Dr Gour expressed suspicion of murder, most possibly due to illicit affair. The bodies, which look like that of a man aged around 40 years and woman around 30-years old, remained unidentified. Only good days ahead for the India-UK partnership

If Facebook had been around in the 1950s, the relationship status for the UK and India would have been “it’s complicated”. Seventy years on, looking back over my own time in India as I prepare to leave, I’m struck by how much has changed. When I first visited in 1992, India had just embarked on a major programme of economic liberalisation. The generation for whom a major reference point — for good or ill — was the UK, was giving way to a cohort consuming American TV and shaped by the wave of IT emigration to California. Vasant Kunj was just emerging and Gurgaon was still a Bollywood dream. New flyovers appeared on a monthly basis, and my ability to negotiate routes with Punjabi taxi drivers, before the days of Google Maps, Uber and Ola, was eroding fast. When I returned in 2005, Sir Michael Arthur was British High Commissioner — symbolically, the first in his position to be born after 1947. India was experiencing greater consumerism, development, and international policy debate. A tiny number of foreign-funded think tankers were giving way to a Made in India policy community. Everybody wanted in on the India story: one of growth, opportunity and cultural confidence. The UK was a strong (and the first P5) backer of India for a permanent seat on the United Nations Security Council in 2002. Arriving again in 2015, this time as deputy high commissioner, the relationship had moved a huge distance from its complicated past. Bilateral trade was growing year on year (now over £18bn in goods and services). Our defence and security relationship deepened; Hawk trainer jets became the mainstay of Indian Air Force training, and a commitment to Make in India underpinned industrial co-operation. A growing number of joint research programmes connected top Indian and British scientists, supporting a shared research ecosystem that flourishes to this day. Meanwhile the City of London became an anchor for raising capital to invest in India — with masala (rupee denominated) bonds just the latest example. As our diplomatic presence grew (we now have around 950 staff), so did our network. We opened deputy high commissions in Ahmedabad, Chandigarh, and Hyderabad and upgraded our representation in Bangalore. Diplomatic appointments demonstrated the success of Indian-origin Britons, with desi deputy high commissioners variously heading our offices in Kolkata, Mumbai, and now Chennai. Today, the scale of exchange between the two countries is astounding: over 1.2 million journeys last year. The latest figures show a 35% increase in visitors from India to the UK. More than half a million British visas were issued last year, and more Tier 2 work visas granted to Indian nationals than the rest of the world combined. Growing numbers of Indian students are studying in the UK once more, a 30% increase since last year.

Hollywood - Bollywood Naragasooran trailer: Karthick Naren gives us an introduction but retains surprise

Chennai : The trailer of Naragasooran was launched on Wednesday in Chennai. It’s interesting that the two minute and 15 seconds trailer reveals very little about the core plot of the film. A beautifully lit and shot trailer, the films talks about a ‘demon child’ and ‘Naragasooran’ being a commonly associated word with the Hamlet. But how does its demon theme tie the characters up together remains a question. Sharing the trailer on Twitter, Naragasooran director Karthick Naren wrote, “Presenting the official trailer of

#Naragasooran – An intense suspense drama. In cinemas from August 31.” There seems to be different chapters or perspectives for which there’s an introduction from each character. The trailer sort of sets up this narrative with similar shots of the characters near a fire. There’s also ‘the fear’ and ‘the myth’

narrative, leaving us in the dark about what the story is. Naragasooran stars Aravind Swamy, Shriya Saran, Sundeep Kishan, Indrajith and Aathmika among others. The film has no songs and is said to be set in the same universe as Karthick Naren’s first film Dhuruvangal Pathinaaru. With Gautham Menon’s

Kerala’s prominent ghazal singer PA Ibrahim, better known as Umbayee, passed away on Wednesday at a private palliative care facility in Aluva. He was 68. Dr Hyder Ali, who treated him at the hospital, told indianexpress.com that the singer had been brought in two days ago with complaints of breathlessness. He was in the final stage of lung cancer. The cancer had spread all over the body, the doctor said. The family was with him when he died at 4:35 pm today. Singer Umbayee was born in Mattanchery in west Kochi and grew up listening to different strains of music around him. He was known for his reinvention of several old Malayalam film songs in his own natural style.

Whoever has a problem with

it… the problem lies within their minds,” Taapsee told Agency in an email interview. “I feel it’s better we have an open mindset to see what exactly we are trying to say. In Mulk, we have not criticised any community, and neither have we said any community is good or bad. We have just shown the true picture and left

it to the audience to make the choice,” she added. Directed by Anubhav Sinha, the film tells the story of a Muslim family trying to reclaim its lost honour. Supreme Court paves way for release of Anil Kapoor and Aishwarya Rai film Mumbai: The Supreme Court today paved the way for the release of Anil Kapoor and Aishwarya Rai Bachchan starrer Fanney Khan by refusing to stay its scheduled screening on August 3. A bench of justices R F Nariman and Indu Malhotra refused to stay the release of the movie on a plea filed by its producer Vashu Bhagnani’s Pooja Entertainment and Films Ltd which had alleged that he was cheated in respect of the film’s distribution rights which were “surreptitiously” given to Super Cassettes (T- Series). The petitioner had claimed that the sole distribution rights for Fanney Khan was sold to him for a sum of Rs 10 crore, out of which he had already paid an amount of Rs 8.50 crore. Ltd has claimed that in November 2017, Kriarj Entertainment Private Ltd had approached them regarding distribution rights and release of the movie. “However, in connivance with Respondent no. 7 (T- Series), Respondent no. 1 (Kriarj Entertainment Private Ltd) herein has parted with its entire co-production and distribution rights in the said film in favour of Respondent no. 7, before and after the arrangement

and receipt of money from the petitioners, thus constituting a grave misdemeanour, which is liable to be remedied in a most equitable and exemplary manner,” the petition had said. Bhagnani’s petition had said that his company had filed a suit in the Bombay High Court against T-Series, KriArj Entertainment Pvt Ltd and others. The petitioner had also said they were oblivious about the case filed by T-Series against Pooja Entertainment and Films Ltd in the Delhi High Court in which T-Series had obtained an ex-parte order restraining Pooja Entertainment and Films Ltd from interfering with distribution and exhibition of Fanney Khan and another movie Batti Gul Meter Chalu. After negotiations, a memorandum of agreement was

executed on December 16 last year whereby distribution rights of “Fanney Khan” in India were given to Pooja Entertainment and Films, the plea had said. “Shockingly, and subsequent thereto, without being in the knowledge of the petitioners, it appears that Respondent no. 1 (Kriarj Entertainment) sold its remaining rights of 25 per cent in the film in question, to Respondent no. 7 (T-Series) through a letter dated April 19, 2018 citing financial and monetary constraints, with the result that Respondent no. 7 was given the entire 50 per cent rights in the film, which had earlier vested with Respondent no. 1 after its agreement with Respondent no. 6 (Rakeysh Omprakash Mehra Pictures Pvt Ltd) on May 8, 2017,” the plea claimed.

Ahmedabad : Airconditioner compressor maker Highly Electrical Appliances India today said it is planning to increase its production capacity from two million compressors to three million by FY20. The company said it is yet to decide if the expansion will be in its current factory in the state or through a green field development. “From the investment point of view, we have doubled our production capacity from one million units to two million by FY17. We have an expansion plan to increase our

production capacity from two million units to three million by FY20,” said Li Haibin, chairman, Highly Electrical Appliances India. Sameer Bhargava, director and vice-president of the firm, said, “We are in the process of making a decision to expand a factory or build a new one. That will be depend on how the market grows and needs of our customers.”

The company, a joint venture between Japanbased Hitachi and Highly of China, had established its first facility in Sanand town of Ahmedabad district in 2013. “The airconditioner market grew at 12 per cent CAGR in India last year. Surprising thing is that growth in the inverter air-conditioner segment was 40 per cent last year, against our

expectation of 30 per cent,” said Bhargava. “We expect the market to grow at higher rates as the penetration is low,” he said, adding if the government extends some support to the sector, it will have a robust growth. “At present, if we import a finished air-conditioner compressor, the duty is 7.5 per cent, but if Indian manufacturers like us want to import high grade steel as raw material, the import duty is 10 per cent to 12 per cent,” he said adding that the cost of imported compressor is cheaper than that manufactured in the country.

Una Dalit flogging trial begins, first witness a doctor who treated victims

Ahmedabad : After more than two years since four Dalit youths were paraded and flogged by a group of alleged “gau rakshaks” in Una, the trial against 34 accused has begun with the first witness, a doctor who treated the victims first, to be examined by the prosecution on Friday. Last Friday, the trial court framed charges after one of the accused, Vikramsinh Gohil, who had gone absconding after getting interim bail, surrendered. Three months ago, the trial was shifted to Veraval from Una. Special

Public Prosecutor Dipendra Yadav told The Indian Express, “Charges have been framed and case is now listed at the stage of evidence of prosecution”. He said that first witness will be the medical officer who treated the victims at a hospital near Una, followed by officers at Rajkot and Ahmedabad civil hospitals

where the victims were treated. The CID had probed the case and chargesheeted 34 accused, including four policemen. The chargesheet revealed that Dalit youths were flogged for skinning a dead cow actually killed by a lioness. The accused policemen twisted it into a case of “beef being found”. One of the main conspirators, Shantilal Monpara, president of Sanatan Charitable Trust, claiming to be working for protection of cows, was also arrested and was among the first to get bail. On

Naliya rape case: Congress demands probe by sitting Gujarat High Court judge AHMEDABAD: Accusing the BJP government of shielding its party leaders facing rape charges, Congress leader and Leader of Opposition in the Assembly, Paresh Dhanani, on Tuesday demanded that the probe into the Naliya sex scandal, that came to light in 2017, be conducted under the supervision of a sitting judge of the Gujarat High Court. The probe into the incident is currently being conducted by a commission headed by Justice(retd) A L Dave. Addressing mediapersons in Gandhinagar, the Congress leader alleged that the probe into the rape of a Mumbai-based woman was handed over to a commission with a view to brush the issue under the carpet because the accused involved in the case were powerful politicians of the ruling BJP. Alleging that the BJP government had not taken any concrete step to instill a sense of confidence among the people in the Naliya rape case, Dhanani said that the woman victim would get justice only if the inquiry was conducted under the overall supervision of a sitting judge of the High Court. He

said that it was really very shameful that a total of 35 women, including minor girls, had been victimised in the sex racket but nothing had come out in the case so far. When asked no one had so far submitted any affidavit before the probe commission, not even the Congress workers, Dhanani said that it was the Congress that raised the issue outside and inside the Assembly following which the commission was set up. “But the real truth can come out only if the probe is held under the supervision of a sitting judge, and not by a panel headed by a retired judge,” he reiterated. He said that the government has full information about the incident but was deliberately avoiding to place them before the Assembly “because it would blast many myths about the chaal, charitra and chehra of the BJP”. Referring to the FIR registered against former BJP MLA Jayanti Bhanushali for allegedly raping a 21-year-old woman, Dhanani said the BJP leader was booked only after the issue was taken up by the media. Bhanushali is yet to be arrested by the police.

As a symbolic step towards restoring normalcy, police personnel organised a route march that started from Chakan police station, which had come under heavy stone-pelting on Monday, forcing policemen to hide to keep themselves safe. The march covered the main streets in the area. Senior police officials also held meetings with local leaders and residents and assured them that law and order will be maintained in Chakan. Senior police officials, including Inspector General of Kolhapur range Vishwas Nangre Patil, Superintendent of Police Sandeep Patil

and others remained in Chakan to monitor the situation closely. While shops, offices and eateries in the town opened on Tuesday morning, several burnt vehicles standing desolately on local roads served as a reminder of the very recent violence. “We had kept the shops closed on Monday morning as a bandh had been called. But we didn’t dare come back to our shops even later, when news of violence started coming in. Today, policemen have been posted in all areas. Some of them came to our shop and asked for CCTV footage. We have given them whatever we had, as have other commercial establishments,” said Keshav Sable, who works at a local hardware shop. Gujarat: Two men held in sodomy-murder case may have killed 10 in one year, say police Surat : Police investigations have indicated that the two men arrested for allegedly sodomising and killing victims, may have killed 10 persons in the age range of 12 to 40 years in the last one year. Ajay Jadav (21) and Ravi Nayka (18), both residents of Uttarayan in Surat, were arrested on July 24 for kidnapping a 16-year old boy over six months ago. They allegedly sodomised and robbed the boy before dumping him at Mota Varachha on January 14. Looking at the severity of the case, the probe has been transferred to Surat Crime Branch, which took custody of the two men on Tuesday. “They have confessed to murdering 10 persons and sodomising two minors, in the past one-and-half years, but

till now three cases of murder and sodomy have been filed against the duo. In last one year, Surat police recovered nine unclaimed bodies, out of which Ajay and Ravi were involved in the murder of three persons. Six bodies remain unidentified. Our teams are accompanying them to different places where they had committed the murders based on their statements to the police. However, no bodies were recovered from those places,” R R Sarwaiya, Assistant Commissioner of Police, Surat Crime Branch, said. According to Crime Branch sources, Ajay and Ravi have told the interrogators that they used to sodomise their victims at knife point, and if challenged, they killed them by slitting their throats.

They have reportedly confessed to killing a ragpicker in Amroli area and a youth at Uttrayan railway crossing. The third victim was a man who had allegedly eveteased Jadav’s sister in Kapodara area. They have confessed to killing two more youths in Udhna and Dumas area of Surat. While Ajay drove the autorickshaw, his friend Ravu would sit in the auto as a passenger and hunt their victims. Their modus operandi was to sodomise the victim, kill them and mutilate their face beyond recognition. “Ravi and Ajay are a sort of sexual perverts who sodomised their victims at knife point. We are collecting evidence against them and are working on the claims made by them,” Sarwaiya added.

For the last several years, the campaign for this is being done by the AllGujarat Tourism Director General Mahamandal. Metro City with large and densely populated population like Delhi, Calcutta, Mumbai, Madras, Bangalore, there is no law for such tourists, which is inadequate in our Gujarat

government policy and Gujarat Tourism policy. Travelers of Gujarat also face the menace for traveling during the day. For this, some questions have been presented to the Gujarat government by the All Gujarat Tourism Director General, Mahamandal, Chairman of the All Gujarat Tourism Vehicle Mahamandal (AGVPSM), Mr. Haribhai Patel, President Mr. Meghjibhai Khetani, Secretary Mr. Rajubhai Thakker, President of GTVOA Mr. Ganeshbhai Joshi, Secretary Mr. Kiran Modi, and Vice President of AC, Mr.

Gajendrabhai Duggad and Joint Secretary Mr. Nandubhai Kabra. The topic of the tourists was introduced. According to Mr Haribhai Patel, chairman of the (AGVPSM), “Private buses have not been allowed during the day, due to which the tourists have to suffer a lot, they can not reach at some point in time, and for that we have been doing the presentation for the past many years but No action has been taken so far. If the private bus operators are on strike for one day then the tourists will be more difficult.
